Rajasthan Budget 2018-19: Farm loan waiver, tax relief

Rajasthan Chief Minister Vasundhara Raje today announced a Rs 8,000-crore loan waiver for farmers, Rs 650 crore tax relief and Rs 44,135 crore expenditure on social and community schemes in the budget for 2018-19 presented in the assembly today. The state government has tried to touch every section of society including women, young, students, farmers and sectors like infrastructure, medical and healthcare, industries, education and others, the chief minister said. Raje, who also holds the finance portfolio, presented the budget for 2018-19 which envisage total outlay of Rs 1,07,865.40 crore on schemes and projects. A major share of the proposed outlay, 40.92 per cent, amounting to Rs 44,135.20 crore has been allocated to social and community services schemes as the state goes to polls this year. Power sector got 25.08 per cent while and rural development sector 13.42 per cent of the planned outlay.
They said it was betrayal with farmers and complete loan should be waived. Raje informed the house that the decision of loan waiver up to Rs50,000 for small and marginal farmers will cost Rs8,000 crore to the exchequer. The chief minister also announced free travel for people above 80 years of age and one attendee on half fare in the state roadways buses. Hike in honorarium to Anganwadi workers, underpass from Ramniwas garden to Delhi road for a better traffic management, biogas plants in cow shelters were among other announcements.

FISCAL INDICATORS

  • Estimated Revenue Deficit for 2017-18
  • – without effect of UDAY – deficit of Rs. 1528 crore.
  • – with effect of UDAY – deficit of Rs. 13528 crore
  • Estimated Fiscal Deficit for 2017-18 Rs. 24753.53 crore which is 2.99% of GSDP.
  • Estimated total revenue receipts for 2017-18 Rs. 130162 crore.
  • Estimated own tax revenue for the year 2017-18 Rs. 59455 crore against Rs. 69062 crore in the 2016-17 RE, which is higher by 16.16% .
  • Estimated own tax revenue for 2017-18 as percentage of GSDP is 8.34%
  • Estimated interest payment in 2017-18 is Rs. 19626.91 crore which is 15.08% of total revenue receipts.

INVESTMENT AND ECONOMIC GROWTH

  • Under the Prime Minister Crop Insurance Scheme, insurance of 53 lac farmers 73 lac hectare area in Kharif and 30 lac farmers 29 lac hectare area.

  • Assistance for specially abled for artificial limb/equipment would be increased to Rs. 10000 under samyukta sahayta assistance.
  • Talented SC/ST students to be given financial assistance for studying in private medical college and university.
  • Four hostels costing Rs. 30 crore under Devnarain Yojana.
  • RBSE students who get top 100 positions in class-10 and in class-12 (all streams) get lump sum Rs.15000.
  • Top 100 students who get admission in IIT, IIM, AIIMS, NLU, IISc get lump sum Rs. 25000/-
  • Top 100 candidates of RAS exam conducted by RPSC get Rs. 30000/-
  • Top 50 candidates who get into All India Services get Rs.50000/-
  • Top 100 girls of RBSE who score 90% plus marks in class-10 Board Exam and top 100 girls of RBSE each who score 90% plus marks in Science, Arts and Commerce streams in class-12 Board Exam (i.e. 300 in all) will get a Scooty alongwith Certificate of appreciations.
  • A provision of Rs. 5596.80 crore for next financial year for social justice and empowerment department.
  • Aanganwadi workers will be given incentive of Rs. 250-500 p.m. based on work performance.
  • CM Rajshree Yojana to be linked with Bhamashah Platform.
  • Aparajita centres to be setup in 15 districts.
  • Chirali scheme to be launched in seven districts.
  • Women and Child development department gets 17.06% higher allocation in the next year.
  • To commemorate the 350th birth of Shri Guru Gobind Singh Ji, Gurdawara Budha Johad in Sriganganagar and Gurudawara Shri Charan Kamal Sahib in Naraina (Jaipur) will be developed as tourist spot.
  • Madarsa Jansahbhagita Scheme to be launched.
  • 105 schools to be upgraded in those Panchayats where there is neither a pvt nor govt school of Sr Sec level

  • Maximum limit of stamp duty reduced from 10 lacs to 5 lacs on the instruments of loan documents without possession of property.
  • Registration fees on the documents of family settlement reduced from one percent to 0.25 percent and maximum rupees 10,000/-.
  • Benefit of 100% concession of stamp duty extended from 31.03.2017 to 31.03.2018 on the instrument of loan executed for the purposes of establishment of Startup under Startup Policy-2015, education loan and cash credit, overdraft or term loan under the Scheme of MUDRA and reverse mortgage of property by senior citizens.
  • The registration fees on conveyance reduced to maximum limit of rupees 4 lacs.
  • Stamp duty on the instrument of conversion of partnership firm, private limited company or unlisted public company into Limited Liability Partnership reduced to 0.5 percent and registration fee reduced to maximum rupees 10,000/-.
  • 100% relief on interest and penalty payment, if outstanding drinking water dues pending as on 31.12.2016 are paid by the domestic consumer in lump sum by 30.6.2017.

Rajasthan Budget Session begins on 23 February 2017

Rajasthan Budget Session will begin on February 23, 2017 an official statement said. Rajasthan Governor Kalyan Singh has convened the Budget Session on February 23 at 11.00 AM. Last year, the Budget Session had started on February 29. It will be the 8th session of the 14th Assembly.
Rajasthan CM Vasundhara Raje is expected to present Rajasthan Budget 2017-18 on 8th March 2017.

Union Budget 2017-18 LIVE Updates, Highlights: Finance Minister Arun Jaitley presented the Union budget 2017-2018 in Lok Sabha at 11 am, 1st February 2016, the fourth budget by the Narendra Modi government. Rajasthan CM presents Rs Rs 99,693 crore Budget for 2016-17

Rajasthan Chief Minister (CM) Vasundhara Raje present her 3rd annual Budget for year 2016-17 with a plan size of Rs 99,693 crore and fiscal deficit of 5.62 per cent.  The budget, which includes the impact of UDAY (Ujwal Discom Assurance Yojna) scheme, projected a fiscal deficit of Rs 43,147 crore, or 5.62 per cent of GSDP.  In her budget speech, Raje announced VAT exemptions for solar torches, biomass stoves, kerosene lamps, hurricane lanterns, kerosene wick stoves, kerosene pressure stoves, sugarcane, sattu, marble articles costing up to Rs 1,000, sewing needles, safety matches and camphor, among others.  Items made by prisoners in jails were also exempted from VAT, while it was reduced from 5.5 per cent to 2 per cent on all types of yarn.  She also kept DLC rates of agriculture, residential and commercial lands unchanged for the next financial year.  The revenue deficit in 2015-16 was Rs 5,231 crore because of reduction in revenue due to fall in the rates of crude oil, drop in the state's share in central taxes and increase in subsidy given to power companies.  Rajasthan GK App: http://tinyurl.com/rajasthangk

  • 4303 kms. road construction under PMGSY at the cost of Rs. 1618 crore to connect 1468 habitations with population between 250-350.
  • Completion of 2702 kms. of renewal of non-patchable roads at cost of Rs. 605 crore. Another 2500 kms. of such roads to be taken up in 2016-17 at cost of Rs. 600 crore.
  • Rs. 103 crore 94 lac for improvement in Goverdhan and Brij Chorasi Kos Parikrama route in Bharatpur.
  • Kacha Marg for pilgrims going from Jodhpur to Ramdevra at the cost of Rs. 14 crore 64 lacs.
  • 4 new National Highways declared by GoI this year.
  • Rs. 300 crore to be spent on improvement on national highway roads passing through populated area where national highway has now made a bypass.
  • Rs. 5690 crore provision for PWD which is 21.90% more than RE 2015-16
  • New building of Jodhpur RTO to be constructed at cost of Rs. 9.13 crore, Rs. 120 crore granted to RSRTC for Reformed Linked Programme

    • VAT exemptions for solar torches, biomass stoves, kerosene lamps, hurricane lanterns, kerosene wick stoves, kerosene pressure stoves, sugarcane, sattu, marble articles costing up to Rs 1,000, sewing needles, safety matches and camphor, among others. 
    • Instead of multiple forms, a single unified online form for registration and return for all the taxes.
    • SBI e-pay Gateway is now linked to e-GRAS (Government Receipt Accounting System) by which payment can be made through 35 banks instead of 8 banks earlier.
    • Items made by prisoners in jails were also exempted from VAT, while it was reduced from 5.5 per cent to 2 per cent on all types of yarn. 
    • Reduction in VAT from 14.5 per cent to 5.5 per cent on all types of plastic goods, pickles, measuring tape, carpets, electric switchgears, SD cards, memory cards, pen drives and health fitness equipments. 
    • VAT of 5.5 per cent on semi-stitched garments, 5.5 per cent on guar gum and guar gum powder, 15 per cent increase on all types of cigarettes, increase of 2 per cent in luxury tax on all hotels, except heritage hotels of basic and classic categories having a tariff of more than Rs 10,000. 
    • DLC rates of agriculture, residential and commercial lands unchanged for the next financial year.
