Rajasthan Assembly on Thursday passed a bill to raise the reservation for Other Backward Classes (OBC) from 21% to 26%. With this, the total quota in the state for government jobs and seats in educational institutes increases to 54%, higher than the 50% ceiling set by the Supreme Court. The Backward Classes (Reservation of Seats in Educational Institutions in the State and of Appointment and Posts in Services under the State) Bill, 2017, seeks to provide 5 per cent reservation to Banjara, Baldiya, Labana; Gadiya Lohar, Gadoliya; Gujar, Gurjar; Raika, Rebari, Debasi and Gadariya, Gadri, Gayari. Under the new arrangement, there will be no SBC category as it does not have constitutional approval. Instead, there will be OBC and 'Most OBC' categories.

GRAM 2017 in Udaipur from 7 to 9 November 2017
Rajasthan State Cabinet in its meeting on 4th October took various important decisions including organization of GRAM 2017 in Udaipur from November 7 to 9, organising campaign to provide lease in rural areas, generating new posts of ECG Technician and Boiler Attendant. The cabinet also reviewed the works done in second phase of MJSA and workplan for the third phase of MJSA. The Cabinet Meeting was presided over by Chief Minister Smt. Vasundhara Raje. Briefing the media after the cabinet meeting Parliamentary Affairs Minister Shri Rajendra Rathore informed that after successful organization of GRAM in Jaipur and Kota (24-26 May 2017) the third GRAM will be held at Maharana Pratap University of Agriculture & Technology, Udaipur where 30 thousand farmers will learn the innovations made in Agriculture sector. Shri Rathore said the Cabinet also gave approval to the proposal related to start campaign to provide lease for houses built on the government land in rural areas.
The Parliamentary Affairs Minister informed that six Bills shall be presented in the coming session of Rajasthan Legislative Assembly. The Rajasthan State Electricity Distribution Management Responsibility Bill-2017, The Rajasthan Land Revenue Amendment and Validation (Repeal) Bill-2017, The Rajasthan Relief Undertakings (Special Provisions) (Amendment) Bill-2017, The Rajasthan Legislative Assembly Members (Prevention of Disqualification) Bill-2017, The Code of Criminal Procedure (Rajasthan Amendment) Bill-2017 and The Criminal Laws (Rajasthan Amendment) Bill-2017 shall be presented in the coming Assembly session.
Rajasthan government announces DA hike and Diwali Bonus
Jaipur, October 3. On the initiative of the Chief Minister Smt. Vasundhara Raje the state government on Tuesday announced 3 percent hike in the Dearness Allowance (DA) of the government employees. Another gift was offered to the state employees in the form of adhoc bonus for Diwali. According to the orders issued to these effects, the Dearness Relief (DR) for the pensioners has also been increased by 3%. Nearly 8 lakh employees and 3.5 lakh pensioners would be benefited by this increase in DA and DR. On the other hand, for the year 2016-17, the benefit of adhoc bonus would be given to the employees having Annual Grade Pay of Rs. 4,800 or less. It would be calculated on the basis of paying Rs. 7,000 for 31 days of the month. Thus, any employee would get Rs. 6,774 as ad hoc bonus to the maximum.
Presently, the state government employees are given DA at the rate of 136% of the basic salary and after the hike 3% it will become 139%. The increase in DA would be effective from July 1, 2017 and it would be paid in cash from October 2017. The arrears on account of the increased DA from July 1, 2017 to September 30, 2017 would be credited in the GPF accounts of the employees. For the employees appointed on or after January 1, 2004 the arrears of the hiked DA would be paid in cash. The increased DR to the pensioners and family pensioners would be paid in cash. The DA hike and ad hoc bonus both would be applicable for the work-charge employees, employees of the Panchayat Samitis and Zila Parishads as well. This hike in DA or DR would cost Rs. 320 crore to the state exchequer additionally during the current financial year. The bonus, however, would put the additional burden of Rs. 406 crore.
मंत्रिमंडल ने BSNL से अलग कम्पनी बनाने को मंजूरी दी
प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने भारत संचार निगम लिमिटेड (BSNL) के मोबाइल टॉवर संसाधनों को बीएसएनएल की पूर्ण स्वामित्व वाली एक अलग कम्पनी में सम्मिलित करने को अपनी मंजूरी दे दी है। इस मंजूरी से बीएसएनएल एक अलग सहायक कंपनी बनाकर अपनी दूर-संचार टावर और संरचना तैयार करने के लिए अधिकृत हो गया है। देश में लगभग 4,42,000 मोबाइल टावर हैं, जिसमें से 66,000 से भी अधिक मोबाइल टावर बीएसएनएल के हैं। बीएसएनएल की एक स्वतंत्र, समर्पित टावर कंपनी की केंद्रित पहुंच से बाहरी किराए में वृद्धि होने के साथ-साथ नई कम्पनी के लिए अधिक धन अर्जित होगा।
दूरसंचार टावर उद्योग बुनियादी सुविधा की हिस्सेदारी के लिए संभावना से लाभ प्राप्त करने हेतु एक स्वतंत्र व्यवसाय के रूप में उभरा है। व्यवसाय का यह प्रारूप, ऊंची अर्थव्यवस्था तक पहुंचने की जरूरत और मोबाइल सेवा प्रदान करने में पूंजीगत निवेश में कमी लाने की सोच से उत्पन्न हुआ है। दूरसंचार विभाग की नीति सकारात्मक सुविधा की हिस्सेदारी की अनुमति देती है, जैसे – टावर संरचना, डीज़ल जनरेटर सेट, बैट्री यूनिट, पावर इन्टरफेस यूनिट, एयर कंडीशन आदि, जिससे दूरसंचार और संरचना उद्योग के विकास में आसानी हुई है। एक टावर और संरचना कंपनी अनिवार्य रूप से सकारात्मक अवसंरचना संसाधन की स्वामी होती है और दूरसंचार सेवा प्रदाताओं को पट्टे पर उपलब्ध कराती है ताकि वे बार-बार के निवेश से बचें और संचालन तथा रखरखाव की लागत पर अधिक धन लाभ प्राप्त कर सकें तथा उनका मुनाफा बढ़े।
बीएसएनएल और एमटीएनएल के मॉडल के अलावा, जिसमें सेवा प्रदाता अपनी सकारात्मक अवसंरचना के भी स्वामी होते है, दूरसंचार टावर उद्योग में तीन भिन्न व्यवसाय प्रारूप होते है:- ऐसी कंपनियां जो सेवा प्रदाताओं के टावर संसाधन पोर्टफोलियो को सहायक कंपनियों में शामिल करके तैयार हुई हैं, सेवा प्रदाताओं द्वारा संयुक्त रूप से स्वतंत्र संयुक्त उपक्रम के रूप में स्थापित कंपनियां और ऐसी कंपनियां जो विशेष सेवा प्रदाताओं द्वारा आगे लाई गई है किन्तु टावर कंपनी के लिए एक प्रमुख किराएदार होने के कारण प्रोमोटर के साथ स्वतंत्र कारोबार के रूप में स्थापित हुई है।
केंद्रीय कर्मचारियों का DA 1% बढ़ा
केंद्र सरकार ने कर्मचारियों के महंगाई भत्ते में 1 प्रतिशत की बढ़ोतरी कर इसे 5 प्रतिशत कर दिया है, इसका फायदा करीब 50 लाख कर्मचारियों और 61 लाख पेंशनभोगी लोगों को होगा। प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता वाली केंद्रीय मंत्रिमंडल की बैठक में यह निर्णय लिया गया। नई दर 1 जुलाई से लागू होगी। कैबिनेट की बैठक में एक संशोधन बिल को भी मंजूरी दी गई, जिसके तहत औपचारिक क्षेत्र के कर्मचारियों के लिए कर-मुक्त ग्रैच्युटी को 20 लाख रुपये करने का प्रावधान है। कर मुक्त ग्रैच्युटी की मौजूदा ऊपरी सीमा 10 लाख रुपये है। इस अधिनियम का मुख्य उद्देश्य सेवानिवृत्ति के बाद कर्मचारियों को सामाजिक सुरक्षा, प्रदान करना है।

जयपुर एवं टोंक जिले के युवा अभ्यर्थियों के लिए सेना भर्ती रैली का आयोजन 3 दिसम्बर से 14 दिसम्बर, 2017 तक सीआईएसएफ ग्राउंड कुण्डा आमेर में किया जाएगा। सेना भर्ती रैली के निदेशक कर्नल विक्रम सिंह पठानियां ने बताया कि इस सेना भर्ती के लिए जयपुर व टाेंक जिले के उम्मीदवारों का ऑनलाईन रजिस्टे्रशन एक सितम्बर, 2017 से 15 अक्टूबर, 2017 तक होगा। यह रजिस्टे्रशन भारतीय सेना की वेबसाईट www.joinindianarmy.nic.in पर करवाया जा सकता है। उम्मीदवारों को उनके प्रवेश-पत्र संबंधित ई-मेल आईडी पर 17 अक्टूबर, 2017 को भेज दिए जाएंगे। उम्मीदवारों को सलाह दी गई है कि वे अपने प्रवेश-पत्र को लेजर प्रिन्टर द्वारा ही प्रिन्ट करें, साथ ही इसे मोड़े नहीं क्योंकि इन पर अंकित बार कोड नम्बर का मशीन द्वारा रैली में प्रवेश के समय सत्यापन किया जाएगा।

राजस्थान स्टेट ओपन स्कूल 12वीं की परीक्षा का परिणाम घोषित
शिक्षा राज्य मंत्री श्री वासुदेव देवनानी ने शुक्रवार को शिक्षा संकुल सभागार में राजस्थान स्टेट ओपन स्कूल, जयपुर द्वारा मार्च-मई, 2017 में आयोजित कक्षा 12वीं की परीक्षा का परिणाम घोषित किया। परीक्षा में 80.2% प्रतिशत अंक प्राप्त कर महिला वर्ग में मुस्कान इंटोदिया ने एवं 77.2% प्रतिशत अंक प्राप्त कर पुरुष वर्ग में अलताफ हुसैन ने सर्वोच्च स्थान प्राप्त किया है। श्री देवनानी ने दूरभाष पर इन दोनों को व्यक्तिशः बधाई दी तथा कहा कि ऎसे ही जीवन में निरंतर पढ़ते हुए आगे बढ़ें। उन्होंने बताया कि सर्वोच्च स्थान प्राप्त करने वाली मुस्कान को राज्य सरकार द्वारा मीरा पुरस्कार एवं अलताफ को एकलव्य पुरस्कार प्रदान किया जाएगा। इसके अंतर्गत इन्हें प्रमाण पत्र एवं दोनाें को 11-11 हजार रुपये राशि का नकद पुरस्कार व प्रशस्ति पत्र प्रदान किया जाएगा।

SBC की 5 जातियां पुनः OBC में शामिल
जयपुर, 19 मई। राज्य सरकार ने शुक्रवार को एक अधिसूचना जारी कर पॉच एसबीसी (SBC) की जातियों को राजस्थान राज्य की अन्य पिछड़ा वर्ग (OBC) की सूची में पुनः शामिल किया है। अधिसूचना के अनुसार बंजारा, बालदिया, लबाना, गाडिया-लोहार, गाडोलिया, गूजर, गुर्जर, राईका, रैबारी (देबासी) गडरिया (गाडरी) एवं गायरी जातियां पुनः राजस्थान राज्य की अन्य पिछड़ा वर्ग सूची में सम्मिलित की गई हैं।
उल्लेखनीय है कि पूर्व में इन पांचों जातियों को राजस्थान विशेष पिछड़ा वर्ग अधिनियम 2015 के अन्तर्गत विशेष पिछड़ा वर्ग (एसबीसी) में सम्मिलित किया गया था।
Rajasthan govt transfers 77 IAS and 46 IPS officers
Rajasthan government on Friday transferred 77 IAS, 46 IPS and 150 RAS officers with immediate effect. Among the list of 46 IPS officers, eight Superintendents of Police of Ajmer, Rajsamand, Jhunjhunu, Sawaimadhopur, Kota City, Bharatpur and Bikaner, three Additional Director Generals of Police, two IGs and three DIGs have been reshuffled. A total of 150 officers of Rajasthan Administrative Services (RAS) have also been served transfer orders in almost all districts of the state.
IAS officers' list covers transfer of Commissioners, Deputy Commissioners, Secretaries, District Supply Officers, Sub-Divisional Magistrate, Assistant Collectors and Project Directors. It is believed to be a routine reshuffle in view of SP and Collectors conference to be addressed by the Chief Minister later this month, a source said.
Kalpit Veerval from Udaipur tops JEE Mains with 100% Score
Kalpit Veerwal from Udaipur, Rajasthan, has topped the Joint Entrance Examination Main 2017 scoring full marks. He topped in the general as well as Scheduled Caste (SC) category. He is the first student to score 360 out of 360. A student of MDS senior secondary school in Udaipur, Kalpit is now awaiting his Class 12 exam results. Veerwal’s father works as a compounder at Udaipur’s Maharana Bhupal Government Hospital and his mother is a teacher at a government school. He has an older sibling who is studying at the All India Institute of Medical Sciences in Delhi. Over 10.2 lakh students had appeared for the exam at 1,781 centres across the country. The examination was held on 2 April (offline) and 8 and 9 April (online). Candidates clearing the JEE-Main will be eligible to appear in the JEE-Advanced exam, 2017. The JEE is conducted for admission to B.Tech, BE and B.Arch programmes offered at IITs, NITs, IIITs and other government-approved engineering institutes.
राजस्थान में कर्मचारियों का महंगाई भत्ता 4% फीसदी बढ़ा
राजस्थान सरकार ने राज्य कर्मचारियों के महंगाई भत्ते तथा पेंशनरों की महंगाई राहत दर में 4 प्रतिशत की वृद्धि की है। महंगाई भत्ते एवं महंगाई राहत दर में यह वृद्धि 1 जनवरी, 2017 से लागू होगी। इस वृद्धि से लगभग 8 लाख कर्मचारी एवं 3.5 लाख पेंशनर्स लाभान्वित होंगे। इस वृद्धि से राज्य सरकार पर चालू वित्तीय वर्ष में लगभग 800 करोड़ रुपये का अतिरिक्त वित्तीय भार पड़ेगा।
वर्तमान में राज्य कर्मचारियों को वेतन का 132 प्रतिशत महंगाई भत्ता देय है। इस वृद्धि के बाद अब यह बढ़कर 136 प्रतिशत हो गया है। बढ़े हुए महंगाई भत्ते का लाभ राज्य कर्मचारियों के अतिरिक्त कार्य प्रभारित कर्मचारियों, पंचायत समिति, जिला परिषद के कर्मचारियों तथा राज्य के पेंशनरों को भी देय होगा। जनवरी से मार्च माह के बढ़े हुए महंगाई भत्ते की राशि संबंधित कर्मचारियों के सामान्य प्रावधायी निधि खाते में जमा की जायेगी तथा 1 अपे्रल, 2017 से महंगाई भत्ते का नकद भुगतान दिया जायेगा।

स्कूल व्याख्याता भर्ती की परीक्षण रिपोर्ट आने के बाद ही पदस्थापन - शिक्षा राज्यमंत्री
शिक्षा राज्यमंत्री ने कहा कि राज्य सरकार की मंशा से वर्ष 2016-17 की डीपीसी करवा दी गई थी एवं वर्ष 2017-18 की भी डीपीसी तुरन्त अप्रेल, 2017 में करवाई जाएगी। उन्होंने कहा कि जुलाई, 2016 के परीक्षा परिणाम के आते ही राज्य सरकार ने तुरन्त नियुक्तियां देनी शुरू की थी जिसमें 1 हजार 150 व्याख्याताओं की नियुक्ति दे दी थी, परन्तु इसी दौरान प्रश्न पत्र के विवाद को लेकर परीक्षार्थी न्यायालय में गए व उच्च न्यायालय स्थगन देने के कारण ये नियुक्तियां रुकी हुई हैं। 8 फरवरी, 2017 को उच्च न्यायालय ने स्थगन/याचिका खारिज कर दी है। उन्होंने बताया कि हमने उससे पहले और विषयों की काउन्सलिंग करवा दी थी, लेकिन इसी दौरान इस सम्बन्ध में उच्चतम न्यायालय का अन्तरिम आदेश हो गया है। राज्य सरकार सारी परिस्थितियों का कार्मिक विभाग से परीक्षण करवा रही है। विभाग से रिपोर्ट आने के बाद काउन्सलिंग कर जल्द से जल्द पदस्थापन की कार्यवाही की जाएगी।
Rajasthan High Court scraps 5% SBC Reservation
Rajasthan high court has rejected special backward class (SBC) reservation in the state. The high court, which on previous two occasions had stayed the SBC reservation for crossing the 50% upper limit, said on Thursday that the SBC Reservation Act was illegal so does the notification regarding its implementation. After the state Assembly passed two separate bills for providing 5% quota to the SBC, and 14% to Economically Backward Classes of unreserved categories in September 2015, a month later, the state government notified the SBC reservation. Notification for the EBC reservation was still pending. Since, Rajasthan already had 49% reservation that includes 21 per cent for OBCs, 16 per cent for SCs and 12 per cent for STs, the overall reservation in the state went up to 54% after the new SBC reservation Act of 2015 came into effect. If the EBC quota Act too came into force, the overall reservation would have reached 68%. However, two separate petitions were filed challenging constitutional validity of the SBC Reservation Act, 2015.
The SBC quota was first created in July 2008, when the Vasundhara government gave into Gurjar community’s demand for separate reservation following two violent protests in 2007 and 2008. While 5 per cent reservation was earmarked for the SBC comprising Gurjars and five other communities; another 14 per cent was given to Economically Backward Classes. That took the quota over 50 per cent, attracting a legal challenge and a stay on its implementation. The Act of 2008 was stayed by the high court first in 2009 and again in 2013. In 2010, the high court directed the state government in 2010 to carry out a quantifiable data collection exercise to justify quota to the SBC. In 2012, the state OBC commission, on the basis of a quantifiable survey justified SBC reservation and recommended inclusion of Banjara/Baldia/Labana, Gadia/Lohar/ Gadolia, Gurjjar/Gujjar, Raika/Raibari and Gadaria/Gayari into the new category. Rajasthan Government issued press note on 9th December to challenge the decision after study of detail judgement of High Court.
