Rajasthan Budget 2018-19: Farm loan waiver, tax relief

Rajasthan Chief Minister Vasundhara Raje today announced a Rs 8,000-crore loan waiver for farmers, Rs 650 crore tax relief and Rs 44,135 crore expenditure on social and community schemes in the budget for 2018-19 presented in the assembly today. The state government has tried to touch every section of society including women, young, students, farmers and sectors like infrastructure, medical and healthcare, industries, education and others, the chief minister said. Raje, who also holds the finance portfolio, presented the budget for 2018-19 which envisage total outlay of Rs 1,07,865.40 crore on schemes and projects. A major share of the proposed outlay, 40.92 per cent, amounting to Rs 44,135.20 crore has been allocated to social and community services schemes as the state goes to polls this year. Power sector got 25.08 per cent while and rural development sector 13.42 per cent of the planned outlay.
They said it was betrayal with farmers and complete loan should be waived. Raje informed the house that the decision of loan waiver up to Rs50,000 for small and marginal farmers will cost Rs8,000 crore to the exchequer. The chief minister also announced free travel for people above 80 years of age and one attendee on half fare in the state roadways buses. Hike in honorarium to Anganwadi workers, underpass from Ramniwas garden to Delhi road for a better traffic management, biogas plants in cow shelters were among other announcements.

Dates for Ajmer, Alwar bypolls announced

Election Commission on Thursday announced by-elections to the Lok Sabha constituencies of Alwar and Ajmer as well as Mandalgarh assembly seat of Rajasthan on January 29, 2018. The counting will take place on February 1. The last date of filing nominations is January 10 and date for scrutiny is January 11. The last date of withdrawing candidature is January 15.
Bharatiya Janata Party's Alwar Member of Parliament Mahant Chand Nath had passed away on September 17 after a prolonged illness. Earlier, BJP's Ajmer MP Sanwar Lal Jat had collapsed in the MLAs and MPs meeting with BJP chief Amit Shah in Jaipur on July 22. Jat breathed his last at AIIMS, Delhi, on August 9. In the same month, BJP's Mandalgarh legislator Kirti Kumari passed away on August 28 in Jaipur while being treated for influenza A (H1N1) or swine flu.

Valmiki community protest against 'Tiger Zinda Hai' in Rajasthan

Rajasthan saw massive protests against another Bollywood film, with members of the Valmiki community disrupting the morning shows of "Tiger Zinda Hai", a Salman Khan-Katrina Kaif starrer, in many cinema halls across the state on Friday in protest against the alleged use of a pejorative word by Salman during a promotional event. The protesters also filed a complaint at the Nahargarh police station.
The protesters alleged that Salman had insulted the Valmiki community by using "cheap language". Earlier, the protests started from Ajmer and soon reached Jaipur and Kota, leading to cancellation of the morning shows in several cinema halls of the film that released nationwide on Friday. The movie has been directed by Ali Abbas Zafar and comes as a sequel to Kabir Khan's blockbuster "Ek Tha Tiger". Earlier, protests had broken out against Sanjay Leela Bhansali's "Padmavati" for allegedly distorting history.

Rajasthan Government approves 1% reservation for Gurjars

Rajasthan Government on Thursday approved one percent reservation for 'Gujjars' and four other backward castes. With this initiation, the Gujjars can now seek benefits in educational institutions and job opportunities. The allotment of one percent reservation to five communities completes the 50 percent quota limit for reservations in Rajasthan. Earlier in October, the Rajasthan Government passed a bill, which increased Other Backward Classes (OBC) quota from 21 percent to 26 percent.
The Backward Classes (Reservation of Seats in Educational Institutions in the State and of Appointments and Posts in Services under the State) Bill provided reservation to the five "most backward" OBC communities, including Gujjars and four other communities- Banjara,Baldiya, Labana; Gadiya Lohar, Gadoliya; Raika, Rebari, Debasi and Gadariya, Gadri, Gayari, which were earlier grouped as the special backward classes (SBC). The government had tabled the Bill in Assembly's monsoon session this year to provide reservation in educational institutions and state jobs for the category of more backward classes within the backward classes.
However, with this quota of five percent to OBCs, the total percentage of various quotas has crossed 50 percent. Now, the total quota in Rajasthan stands at 54 percent- 26 percent for OBCs, 16 percent for SCs, and 12 percent for STs. This is in violation of the Supreme Court guidelines, which say the total quota in government jobs and educational institutes for different reserved categories in the state cannot go beyond 50 percent. Last year, the Rajasthan High Court had struck down government's attempt to grant five percent quota to Gujjars as it would have shot the overall reservation to 54 percent.

Rajasthan government passes bill raising OBC Reservation to 26% from 21%

Rajasthan Assembly on Thursday passed a bill to raise the reservation for Other Backward Classes (OBC) from 21% to 26%. With this, the total quota in the state for government jobs and seats in educational institutes increases to 54%, higher than the 50% ceiling set by the Supreme Court. The Backward Classes (Reservation of Seats in Educational Institutions in the State and of Appointment and Posts in Services under the State) Bill, 2017, seeks to provide 5 per cent reservation to Banjara, Baldiya, Labana; Gadiya Lohar, Gadoliya; Gujar, Gurjar; Raika, Rebari, Debasi and Gadariya, Gadri, Gayari. Under the new arrangement, there will be no SBC category as it does not have constitutional approval. Instead, there will be OBC and 'Most OBC' categories.

Rajasthan government announces DA hike and Diwali Bonus

Jaipur, October 3. On the initiative of the Chief Minister Smt. Vasundhara Raje the state government on Tuesday announced 3 percent hike in the Dearness Allowance (DA) of the government employees. Another gift was offered to the state employees in the form of adhoc bonus for Diwali. According to the orders issued to these effects, the Dearness Relief (DR) for the pensioners has also been increased by 3%. Nearly 8 lakh employees and 3.5 lakh pensioners would be benefited by this increase in DA and DR. On the other hand, for the year 2016-17, the benefit of adhoc bonus would be given to the employees having Annual Grade Pay of Rs. 4,800 or less. It would be calculated on the basis of paying Rs. 7,000 for 31 days of the month. Thus, any employee would get Rs. 6,774 as ad hoc bonus to the maximum.
Presently, the state government employees are given DA at the rate of 136% of the basic salary and after the hike 3% it will become 139%. The increase in DA would be effective from July 1, 2017 and it would be paid in cash from October 2017. The arrears on account of the increased DA from July 1, 2017 to September 30, 2017 would be credited in the GPF accounts of the employees. For the employees appointed on or after January 1, 2004 the arrears of the hiked DA would be paid in cash. The increased DR to the pensioners and family pensioners would be paid in cash.  The DA hike and ad hoc bonus both would be applicable for the work-charge employees, employees of the Panchayat Samitis and Zila Parishads as well. This hike in DA or DR would cost Rs. 320 crore to the state exchequer additionally during the current financial year. The bonus, however, would put the additional burden of Rs. 406 crore.

Rajiv Mehrishi takes over as CAG of India

Former home secretary Rajiv Mehrishi took over as the Comptroller and Auditor General (CAG) of India today. He succeeded Shashi Kant Sharma, who demitted office on Friday, officials said. President Ram Nath Kovind administered the oath of office and secrecy to Mehrishi (62) at a function in Rashtrapati Bhavan, which was attended by Vice President M Venkaiah Naidu and Prime Minister Narendra Modi among other dignitaries, they said. A press communique by the president's office said, "Rajiv Mehrishi was sworn in as the Comptroller and Auditor-General of India at a ceremony held at Rashtrapati Bhavan. He took and subscribed to the oath of office before the President."  He will have a tenure till August 7, 2020, it said.
Mehrishi, a 1978 batch (retired) Indian Administrative Service (IAS) officer of Rajasthan cadre, completed his two- year fixed term as the home secretary last month. His predecessor Sharma had taken over as the CAG on May 23, 2013. He was defence secretary prior to his appointment as the CAG. Mehrishi, who hails from Rajasthan, holds Master of Business Administration degree from the University of Strathclyde, Glasgow (UK). He also possess Master of Arts (MA) and Bachelor of Arts (BA) degrees from Delhi University. Mehrishi has held several posts in both his state cadre Rajasthan and in the Centre. Before his appointment as the home secretary, he worked as economic affairs secretary and chief secretary of Rajasthan. Mehrishi has also worked as secretary in departments of chemicals and fertilisers, and Overseas Indian Affairs.

Falahari Baba arrested in Alwar, Rajasthan

Rajasthan Police today arrested self-styled godman Kaushalendra Prapannacharya 'Falahari' Maharaj from Alwar on charges of raping a 21-year-old woman. Rahul Prakash, Superintendent of Police Alwar, confirmed the news. The baba has been arrested under Section 376 (rape) and section 506 (criminal intimidation). Prakash said that baba was taken to a government hospital for a medical check up and he was found fit and healthy. He was then presented before a magistrate from where he was sent to judicial custody till October 6.
The young woman from Chhattisgarh alleged she had been raped by the 70-year-old godman at his ashram in Alwar in Rajasthan on 7 August. Her family has been the Baba's follower for over 15 years and claimed to have given large donations to the godman. Facing sexual assault accusations, the Baba got himself admitted in the Intensive Care Unit (ICU) of a private hospital in Alwar on Wednesday under police security. On Friday, doctors at the hospital found him fit and he was shifted to a private ward. The Baba has followers both in India and abroad.

Cabinet approves transfer of Hotel Jaipur Ashok to Rajasthan Government

Cabinet Committee on Economic Affairs (CCEA) chaired by the Prime Minister Shri Narendra Modi has given its approval to the transfer of Hotel Jaipur Ashok, Jaipur and Lalitha Mahal Palace Hotel, Mysore, units of India Tourism Development Corporation Ltd (ITDC) to Government of Rajasthan and Government of Karnataka, respectively and disinvestment of ITDCs shares in M/s Donyi Polo Ashok Hotel Corporation.  
As per disinvestment policy of the Government of India, it has been decided to lease/sub-lease the ITDC hotels/ properties jointly with the States and where States have not agreed to the proposal of leasing/sub-leasing, the properties may be returned back to the States at their officially valued price. The policy has been formulated keeping in view that running and managing hotels on professional lines is not the job of Government or its entities.  In pursuance of the disinvestment policy of the Government, the Ministry of Tourism has to date transferred the properties/units of Hotel Lake View Ashok, Bhopal, Hotel Brahmaputra Ashok, Guwahati, Hotel Bharatpur Ashok, Bharatpur to the concerned State Governments. In addition, ‘in principal’ approval for transfer of Hotel Janpath, New Delhi to Ministry of Urban Development, Government of India has also been accorded by the CCEA.
In continuation of the aforesaid disinvestment policy of the Government, the CCEA has decided to further disinvestment by way of transfer of properties of Hotel Jaipur Ashok, Jaipur and Hotel Lalitha Mahal Palace, Mysore, units of ITDC to the State Governments of Rajasthan and Karnataka respectively. Further, CCEA has also decided that ITDC would disinvest its 51% equity shares in M/s Donyi Polo Ashok Hotel Corporation Ltd., the joint venture company running Hotel Donyi Polo Ashok, Itanagar, in favour of the Government of Arunachal Pradesh.

VASTRA 2017 inaugurated in Jaipur

Jaipur, 21 September: Textile industry in the country is growing exponentially with the Foreign Direct Investment (FDI) having tripled in 3 years. It has touched the figure of USD 618.95 million in 2016-17. However, there is still a huge potential for further growth in the sector for which multifarious efforts are being made by the Centre as well as different States. This was stated by the Chief Guest, Union Textiles & Information and Broadcasting Minister, Smt. Smriti Zubin Irani today. She was speaking at the Inaugural Ceremony of the 6th Edition of the 4-day International Textile and Apparel Fair, ‘Vastra’ at the Sitapura based Jaipur Exhibition and Convention Centre (JECC) in Jaipur.  
‘Vastra 2017’ has been jointly organised by Rajasthan State Industrial Development and Investment Corporation Ltd. (RIICO) and Federation of Indian Chamber of Commerce and Industry (FICCI), VASTRA has created a niche for itself in textiles and apparel industry since its inception in 2012. The event is also supported by the Government of Rajasthan.
The Union Minister further stated that the textile sector employs the 2nd largest workforce in the industry with 45 million Indians directly and 20 million Indians being indirectly employed. However, concerted efforts are being made for creating further avenues by living up to the Prime Minister’s vision of ‘Make in India’. The Government is providing skilling opportunities as well as incentives to give an impetus to the industry. The financial support to the weavers under the ‘Mudra Yojna’ has documented evidence of increase in income of the weaver to the tune of 50-60%. Ms. Irani appreciated the efforts of the State Government in making Rajasthan a garment hub. She said that the Jaipur Designers Festival which is being held in the ‘Vastra’ for the first time will go a long way in providing an opportunity to the younger generation by providing them an exposure to the world of fashion and designing. She also appreciated that a  ‘Sari Draping Workshop’ is being organized during Vastra. The audience of the workshop will get an opportunity to revisit ethnic Indian women clothing through this workshop. 

Pehlu Khan’s kin want case transferred out of Rajasthan

A day after the Rajasthan Police cleared six people whom mob-lynching victim Pehlu Khan had named as accused in his dying declaration, the family of the deceased has demanded that the case be transferred outside the State. Addressing a press conference at Congress leader Digvijaya Singh's house in Delhi on Friday, Khan’s elder son Irshad said his family was facing threats at the local court in Behror, Rajasthan. Meanwhile, activists including those from the PUCL (People's Union for Civil Liberties) have been demanding the arrest of the six named by Khan in his dying declaration, insisting that they were the main conspirators.
In April, Pehlu Khan was brutally beaten up by a mob of cow vigilantes in Rajasthan's Alwar district. Before dying in hospital he had named six people as being responsible. Khan and four others were injured when a mob attacked nearly 15 persons hailing from Haryana, while transporting cows in vehicles on the Behror highway in Alwar district. As many as 16 people were allegedly transporting 36 bovine animals illegally in six pick up vans.
