Gold deposit located in Banswara and Udaipur, Geologists Report

Scientists and geologists confirmed the astonishing figure, and experts claimed that the deposits are located mostly in the cities of Banswara and Udaipur of Rajasthan. The exploration by Geological Survey of India (GSI) has revealed that the deposits of gold are 114.78 MT in Bhukia- Dagocha area. Speaking to reporters, Director General of the GSI department N Kutumba Rao said,”The work of exploration of gold and copper in other areas like Kamalpura, Neem Ka Thana and Mundiawas Kheda area is also going on.”

This is not the first time the region has yielded essential minerals. Rajasthan has provided around 80 million tonnes of copper till date, and the Thar Desert yields approximately 1.7 lakh barrels of crude oil on a daily basis, apart from having a high concentration of rare earth elements, as reported by the Times of India, almost two years ago. Rare earth elements are a set of 17 chemicals which occur naturally in trace quantities and are in great demand in the nuclear and space sector, energy, defence, chemicals and electronics industries.

Rajasthan Budget 2018-19: Farm loan waiver, tax relief

Rajasthan Chief Minister Vasundhara Raje today announced a Rs 8,000-crore loan waiver for farmers, Rs 650 crore tax relief and Rs 44,135 crore expenditure on social and community schemes in the budget for 2018-19 presented in the assembly today. The state government has tried to touch every section of society including women, young, students, farmers and sectors like infrastructure, medical and healthcare, industries, education and others, the chief minister said. Raje, who also holds the finance portfolio, presented the budget for 2018-19 which envisage total outlay of Rs 1,07,865.40 crore on schemes and projects. A major share of the proposed outlay, 40.92 per cent, amounting to Rs 44,135.20 crore has been allocated to social and community services schemes as the state goes to polls this year. Power sector got 25.08 per cent while and rural development sector 13.42 per cent of the planned outlay.

They said it was betrayal with farmers and complete loan should be waived. Raje informed the house that the decision of loan waiver up to Rs50,000 for small and marginal farmers will cost Rs8,000 crore to the exchequer. The chief minister also announced free travel for people above 80 years of age and one attendee on half fare in the state roadways buses. Hike in honorarium to Anganwadi workers, underpass from Ramniwas garden to Delhi road for a better traffic management, biogas plants in cow shelters were among other announcements.

Cabinet approves transfer of Hotel Jaipur Ashok to Rajasthan Government

Cabinet Committee on Economic Affairs (CCEA) chaired by the Prime Minister Shri Narendra Modi has given its approval to the transfer of Hotel Jaipur Ashok, Jaipur and Lalitha Mahal Palace Hotel, Mysore, units of India Tourism Development Corporation Ltd (ITDC) to Government of Rajasthan and Government of Karnataka, respectively and disinvestment of ITDCs shares in M/s Donyi Polo Ashok Hotel Corporation.  

As per disinvestment policy of the Government of India, it has been decided to lease/sub-lease the ITDC hotels/ properties jointly with the States and where States have not agreed to the proposal of leasing/sub-leasing, the properties may be returned back to the States at their officially valued price. The policy has been formulated keeping in view that running and managing hotels on professional lines is not the job of Government or its entities.  In pursuance of the disinvestment policy of the Government, the Ministry of Tourism has to date transferred the properties/units of Hotel Lake View Ashok, Bhopal, Hotel Brahmaputra Ashok, Guwahati, Hotel Bharatpur Ashok, Bharatpur to the concerned State Governments. In addition, ‘in principal’ approval for transfer of Hotel Janpath, New Delhi to Ministry of Urban Development, Government of India has also been accorded by the CCEA.

In continuation of the aforesaid disinvestment policy of the Government, the CCEA has decided to further disinvestment by way of transfer of properties of Hotel Jaipur Ashok, Jaipur and Hotel Lalitha Mahal Palace, Mysore, units of ITDC to the State Governments of Rajasthan and Karnataka respectively. Further, CCEA has also decided that ITDC would disinvest its 51% equity shares in M/s Donyi Polo Ashok Hotel Corporation Ltd., the joint venture company running Hotel Donyi Polo Ashok, Itanagar, in favour of the Government of Arunachal Pradesh.

VASTRA 2017 inaugurated in Jaipur

Jaipur, 21 September: Textile industry in the country is growing exponentially with the Foreign Direct Investment (FDI) having tripled in 3 years. It has touched the figure of USD 618.95 million in 2016-17. However, there is still a huge potential for further growth in the sector for which multifarious efforts are being made by the Centre as well as different States. This was stated by the Chief Guest, Union Textiles & Information and Broadcasting Minister, Smt. Smriti Zubin Irani today. She was speaking at the Inaugural Ceremony of the 6th Edition of the 4-day International Textile and Apparel Fair, ‘Vastra’ at the Sitapura based Jaipur Exhibition and Convention Centre (JECC) in Jaipur.  

‘Vastra 2017’ has been jointly organised by Rajasthan State Industrial Development and Investment Corporation Ltd. (RIICO) and Federation of Indian Chamber of Commerce and Industry (FICCI), VASTRA has created a niche for itself in textiles and apparel industry since its inception in 2012. The event is also supported by the Government of Rajasthan.

The Union Minister further stated that the textile sector employs the 2nd largest workforce in the industry with 45 million Indians directly and 20 million Indians being indirectly employed. However, concerted efforts are being made for creating further avenues by living up to the Prime Minister’s vision of ‘Make in India’. The Government is providing skilling opportunities as well as incentives to give an impetus to the industry. The financial support to the weavers under the ‘Mudra Yojna’ has documented evidence of increase in income of the weaver to the tune of 50-60%. Ms. Irani appreciated the efforts of the State Government in making Rajasthan a garment hub. She said that the Jaipur Designers Festival which is being held in the ‘Vastra’ for the first time will go a long way in providing an opportunity to the younger generation by providing them an exposure to the world of fashion and designing. She also appreciated that a  ‘Sari Draping Workshop’ is being organized during Vastra. The audience of the workshop will get an opportunity to revisit ethnic Indian women clothing through this workshop.

मंत्रिमंडल ने BSNL से अलग कम्‍पनी बनाने को मंजूरी दी

प्रधानमंत्री श्री नरेन्‍द्र मोदी की अध्‍यक्षता में केंद्रीय मंत्रिमंडल ने भारत संचार निगम लिमिटेड (BSNL) के मोबाइल टॉवर संसाधनों को बीएसएनएल की पूर्ण स्‍वामित्‍व वाली एक अलग कम्‍पनी में सम्मिलित करने को अपनी मंजूरी दे दी है। इस मंजूरी से बीएसएनएल एक अलग सहायक कंपनी बनाकर अपनी दूर-संचार टावर और संरचना तैयार करने के लिए अधिकृत हो गया है। देश में लगभग 4,42,000 मोबाइल टावर हैं, जिसमें से 66,000 से भी अधिक मोबाइल टावर बीएसएनएल के हैं। बीएसएनएल की एक स्‍वतंत्र, समर्पित टावर कंपनी की केंद्रित पहुंच से बाहरी किराए में वृद्धि होने के साथ-साथ नई कम्‍पनी के लिए अधिक धन अर्जित होगा।

Rajasthan signs JV pact with HPCL for Barmer refinery

Rajasthan government on 17th August signed an agreement with the Hindustan Petroleum Corporation Ltd (HPCL) to form a joint venture company to set up a Rs 43,129 crore petroleum refinery-cum-petrochemical complex in the state's Barmer district. The Union government had given approval to the project on Wednesday. As per the agreement, HPCL will hold 74 per cent and the state government 26 per cent partnership in the new firm to be known as HPCL Rajasthan Refinery Ltd (HRRL).

Chief Minister Vasundhara Raje witnessed the signing ceremony at CM residence when Principal Secretary Mines and Petroleum Aparna Arora and Director (Finance) of HPCL J Ramaswami signed the joint-venture agreement respectively on behalf of the state government and the HPCL. She directed the officials to proceed further on the project on equally fast pace as soon as the environmental clearance was received from the Union Ministry of Environment. As per the proposed plan, the refinery project would be established in a 4,813 acres of land area. Tender process for the boundary wall for this has been initiated. The entire construction work of this project would be finished in record time of four years.

Cabinet approves 10 new atomic reactors, including 4 in Mahi Banswara

Union cabinet on 17th May cleared a proposal to indigenously build 10 atomic reactors, the largest ever approval granted for such facilities in one go. Once completed, the 10 reactors of 700 MW each will give much needed fillip to the domestic nuclear industry. The Pressurised Heavy Water Reactors (PHWRs) will be developed by the Department of Atomic Energy. India currently has installed nuclear power capacity of 6780 MW from 22 operational plants. Another 6700 MW of nuclear power is expected to be added by 2021-22 when currently under-construction projects go onstream in Rajasthan, Gujarat and Tamil Nadu.  The ten reactors will be installed in Kaiga in Karnataka (Unit 5 and 6), Chutka in Madhya Pradesh (Unit 1 and 2), Gorakhpur in Haryana (Unit 3 and 4) and Mahi Banswara in Rajasthan (Unit 1, 2, 3 and 4).

This Project will bring about substantial economies of scale and maximise cost and time efficiencies by adopting fleet mode for execution. It is expected to generate more than 33,400 jobs in direct and indirect employment. With manufacturing orders to domestic industry, it will be a major step towards strengthening India’s credentials as a major nuclear manufacturing powerhouse. The ten reactors will be part of India’s latest design of 700 MW PHWR fleet with state-of-art technology meeting the highest standards of safety. The approval also marks a statement of strong belief in the capability of India’s scientific community to build our technological capacities. The design and development of this project is a testament to the rapid advances achieved by India’s nuclear scientific community and industry. It underscores the mastery our nuclear scientists have attained over all aspects of indigenous PHWR technology. India’s record of building and operating PHWR reactors over the last nearly forty years is globally acclaimed.

GRAM Kota to be held from 24 to 26 May 2017

Global Rajasthan Agritech Meet (GRAM) 2017 will be held at Kota from 24 to 26 May at RAC grounds. This was informed today by the Rajasthan Agriculture Minister, Mr. Prabhu Lal Saini at Krishi Bhawan. He was speaking to the media after the review meeting for GRAM today. Mr. Saini said that at the Global Rajasthan Agritech Meet 2016 held at Jaipur in November, the Chief Minister, Ms. Vasundhara Raje had announced that GRAMs will also be held at the Divisional levels in the State. The GRAM Kota will be jointly organized by the Government of Rajasthan and Federation of Indian Chambers of Commerce and Industries (FICCI). 

The Agriculture Minister further elaborated that the objective of the GRAM at Kota was to empower the farmers of the Division. The event will highlight the agriculture strength of Kota Division. He said as many as 30,000 farmers were expected to attend the event – around 10,000 farmers on each day. The Kota division, he said, was strong in the production of oranges, coriander, soyabean, garlic, ashwagandha, muesli, among others. During GRAM in Kota efforts will be made to discuss how the farmers can benefit by way of value addition of the produce, setting up of processing units and innovation. The Minister also informed that 38 Memoranda of Understanding (MOUs) for projects worth Rs. 4,400 crores were signed between the State Government and the private investors at the GRAM in Jaipur in November last year. Of these 30-35 percent were already actively on board having found land and some of them even having begun construction.

राजस्थान माल और सेवा कर विधेयक (GST Bill), 2017 पारित

तेलंगाना और बिहार के बाद राजस्थान बुधवार को राजस्थान में भी राज्य वस्तु एवं सेवा कर (GST) बिल पारित हो गया।राजस्थान विधानसभा के आठवें सत्र के दूसरा चरण के अंतिम दिन राजस्थान माल और सेवा कर विधेयक, 2017 संशोधित रूप में ध्वनिमत से पारित कर दिया गया। उद्योग मंत्री श्री राजपाल सिंह शेखावत ने विधेयक को सदन में प्रस्तुत किया। विधेयक पर हुई बहस का जवाब देते हुए उद्योग मंत्री ने कहा कि यह ऎतिहासिक दिन है, जब राजस्थान इस विधेयक को पारित करने के साथ देश में करों की जटिलता को समाप्त कर विकास दर को बढ़ाने में अपना योगदान दे रहा है। श्री शेखावत ने कहा कि भारत में कर की अवधारणा प्राचीन समय से ही विद्यमान रही है। ऋग्वेद और अथर्ववेद में करों की प्रासंगिकता और सरलता उल्लेखित है और चाणक्य ने भी कहा है कि करों को जटिल नहीं होना चाहिए।

शेखावत ने कहा कि करों की जटिलता अपने आप में ही एक कर है। इसी वजह से इस विधेयक के माध्यम से करों की जटिलता को कम किया जा रहा है और देश की अर्थव्यवस्था को प्रगतिशील अर्थव्यवस्था में बदलने का काम किया जा रहा है। उन्होंने कहा कि देश के विभिन्न राज्यों में कई प्रकार के कर होने की वजह से देश की अर्थव्यवस्था में कई अर्थव्यवस्थाएं काम कर रही थीं। साथ ही इसमें जटिलता होने से भ्रम की स्थिति भी सामने आती थी और कई विधिक समस्याएं भी थीं। ऎसे में माल और सेवा कर देश के विकास की रफ्तार को आगे बढ़ाने वाला साबित होगा। उन्होंने कहा कि माल और सेवा कर से सभी कर एक हो जाएंगे और इससे करारोपण का तरीका भी बदलेगा। श्री शेखावत ने कहा कि तेरहवें वित्त आयोग ने माल और सेवा कर लाए जाने से देश के सकल घरेलू उत्पादन में 1.7 प्रतिशत की वृद्वि का अनुमान लगाया है। उन्होंने कहा कि कुछ अन्य अनुमानों के अनुसार यह वृद्धि 4 प्रतिशत से अधिक हो सकती है।

Delhi-Alwar rapid rail project to enable Delhi-Alwar travel in just 104 minutes

Delhi-Rewari-Alwar Regional Rapid Transport System project was today discussed with the stakeholders ahead of submission of Detailed Project Report for the approval of competent authorities. Making a presentation on the salient features of this important rail based RRTS project, Shri V.K.Singh, Managing Director of National Capital Region Transport Corporation (NCRTC) informed that the 180.50 km long project is estimated to cost Rs.37,539 cr. He further said that there will be 19 stations on the proposed alignment with the first 56 km involving 9 stations from ISBT Kashmeri Gate in Delhi to Cyber City in Haryana being underground and the remaining stretch of 124.50 km with 10 stations being elevated.

Shri V.K.Singh further informed that NCRTC is targeting approval for the Detailed Project Report (DPR) by the Board in the next two months and approval of  Delhi, Hayrana and Rajasthan Governments in another three months thereafter so that project work on the ground could be started within one year. With design speed of 180 kmph, operating speed of 160 kmph and average speed of 105 kmph, journey between Delhi and Alwar could be completed in just 104 minutes, Shri Singh stated. Frequency of services would be every five to ten minutes depending the time of the day. With 6 car combination to begin with , each train could carry 1,154 passengers. There will be no land acquisition issues since the entire corridor is underground and elevated.

Shri  Durga Shanker Mishra, Additional Secretary in the Ministry of Urban Development said that RRTS is a comfortable, safe and fast mode of travel and Delhi-Alwar RRTS would trigger economic development in the region including employment generation. He suggested to NCRTC to consider adding some more station on the 180.50 long stretch. He complimented NCRTC for ensuring convergence of Delhi-Alwar, Delhi-Meerut and Delhi-Panipat RRTS corridors at Sarai Kalekhan in Delhi thereby facilitating a seamless travel across three States.

Rajasthan add 288 MW Wind Power during 2016-17

Ministry of New and Renewable Energy (MNRE) has set another record in the wind power capacity addition  by adding over 5400 MW in 2016-17 against the target of 4000 MW.  This year’s achievement surpassed the previous higher capacity addition of 3.423 MW achieved in the previous year. The leading States in the wind power capacity addition during 2016-17 are Andhra Pradesh 2190 MW, followed by Gujarat 1275 MW and Karnataka 882 MW. In addition Madhya Pradesh, Rajasthan, Tamil Nadu, Maharashtra ,Telangana and Kerala have reported 357 MW, 288 MW, 262 MW, 118 MW , 23 MW and 8 MW wind power capacity addition respectively during 2016-17. These figures are tentative. During 2016-17 MNRE has taken various policy initiatives in the wind energy sector that includes Introduction of Bidding in Wind Energy Sector, Re -powering Policy, Draft Wind-Solar Hybrid Policy, New Guidelines for Development of Wind Power Projects, etc.

Rajasthan govt signs New MoU with HPCL for Barmer Refinery

State run HPCL and Rajasthan government today inked a revised MoU of Rs 43,129 crore for an oil refinery in Barmer district which will produce BS-VI fuel. The work on the refinery will commence in the current financial year and will complete in next four years, Union Oil Minister Dharmendra Pradhan told reporters here. It will be the largest industrial investment in the state, the minister said further. Under the new terms and conditions, the refinery cost has come down to Rs 16,845 crore, which was Rs 56,040 crore in the previous MoU done by the Congress government in 2013, Pradhan said. “It was a direct loss of Rs 40,000 crore to the state of Rajasthan in 15 years. In the previous MoU, the state had to give Rs 3,736 crore interest free loan every year for 15 years, which would have burdened the state finances,” Pradhan told reporters after signing of the MoU.

Some facts about HPCL Barmer Refinery:

• Rajasthan government will have 26% stake in the refinery project while HPCL will have the rest shareholding. 
• HPCL, in March 2013, had signed an MoU with the Rajasthan government for setting up the refinery-cum-petrochemical complex in the Thar desert near the oil discoveries made by Cairn India
• The refinery however never took off as a Government changes in state and new government putting on hold the fiscal incentives for the project. 
• HPCL, that had to spend Rs 37,230 crore under the previous deal, will now spend Rs 43,129 crore.
• Refinery will produce BS-VI emission norms compliant fuel. The government plans to move to BS-VI emission norms by 2020. 
• Oil field permission had to end in 2020 but we have provided permission to the refinery to run for 10 more years. 
• Apart from 43,129 crore, additional Rs 27,000 crore investment will be made in the refinery, oil field and petro-chemical complex. Overall, Rs 70,000 crore worth investment will be made in next four years.

Ramdev plans to set up mega food park in Rajasthan

Yoga guru Ramdev today announced plans to set up a mega food park in Rajasthan and said his Patanjali group, which is entering into dairy and spices segments, can buy farm produce worth Rs 5,000-10,000 crore from farmers in the state. "I along with Patanjali will support Rajasthan Chief Minister in all her endeavours. The company is entering into milk industry and Patanjali would be keen to make Rajasthan a part of its journey," Ramdev said at the Global Rajasthan Agritech Meet here. "Patanjali is coming in large scale in spices. We will purchase them from Rajasthan and other states and process," he said. He added that besides spices, the company will also make available cow milk. Ramdev said his group is gearing up to buy milk from the state from next year. "If we get sufficient milk, we can leave behind amul though we have no competition with Amul." He also asked farmers of the state to grow aloe vera, gooseberry, giloy, ashwagandha, pearl millet and said that he was ready to purchase the produce in maximum quantity. "We are ready to purchase those produce worth even 5 to 10 thousand crores rupees," he said. 

Rajasthan Chief Minister Vasundhara Raje stated that the state stand committed to transforming its agricultural landscape by actively promoting global best practices. "With surplus production of food grains, milk and pulses, the state is geared up to adopt multiple innovations such as digital soil mapping, use of drones for effective input management, employing innovative protected cultivation methods, zero budget natural farming or technology enabled traceability systems," she said. Raje also said that Rajasthan has evolved as a strong investment friendly state and the Government is constantly working towards ensuring that these investments and benefit all stakeholders. "Within just one year of holding the Resurgent Rajasthan Summit 2015, projects valued at almost Rs 5,000 crore have already been implemented and projects worth Rs 54,000 crore and Rs 49,000 crore are under construction and under various stages of clearance respectively. "Excluding the solar energy projects, the total likely investment to be grounded is Rs 1.08 lakh crore or 74 per cent of the investment commitments. This would be one of the fastest and highest conversion rates for any State in the country," she said.

DIPP declares Rajasthan a Leader in ease of Doing Business

In the Ease of Doing Business rankings published by the Department of Industrial Policy Promotion, Government of India (DIPP), Rajasthan has led several Indian states in introducing and implementing business reforms. The DIPP assessment, conducted in partnership with the World Bank, listed Rajasthan as one of India’s Leaders amongst the 32 states and Union Territories evaluated for the exercise.   The assessment is based on the states’ implementation of DIPP’s 340-point Business Reform Action Plan (BRAP)for 2015-16. Rajasthan implemented 96.43% of the BRAP,as against 98.78% implementation score of Andhra Pradesh and Telangana which led the ranking but significantly more than the national average of 48.93%. With this, Rajasthan has been moved to the Leader category from the Aspiring Leader category, where it was in last year’s rankings.   Commenting on the ranking, Gajendra Singh Khimsar, Minister of Industries,Government of Rajasthan stated,“We have worked hard over the past year to strengthen the business and investor environment in the state, and are proud of the progress we have made. Our implementation score has increased by over 30% in the last year, and four of our reform activities have been recognized as national best practices. These achievements are testament to the effectiveness of the Rajasthan Model of Development, andwe shall continue to build on this successfor the benefit of the people of Rajasthan and of the industries and investors that work with us.” Four of the state’s reform activities have been deemed national best practices: development of legally-valid master plans/zonal plans/land use plans for all urban areas; making the master plans/zonal plans/land use plans conveniently and easily available online; allowing building plan approval certificates to be downloaded via an online portal; and, enabling industries to submitan application, make a payment, and track and monitor requests for a water connection.   Additionally, Rajasthan has been recognized amongst the top 5 states in the country for enabling 9 of the center’s 10 core reform areas: construction permits, environmental registrations, labour regulation, obtaining electricity connection, online filing of tax returns, inspection, access to information and transparency, single window clearance, and commercial dispute resolution.

NHPC signs wind power purchase agreement in Rajasthan

State-owned NHPC has announced that it has signed a power purchase pact with Rajasthan as well as Inox Ltd for a 50 mw wind power project in the state. A wind power purchase agreement has been signed amongst Rajasthan Government, NHPC Ltd and Inox Ltd on September 28 for 50 mw wind power project in Jaisalmer, Rajasthan. As per the PPA, Rajasthan government will purchase the power generated from the project. During FY'16, NHPC power stations achieved the generation of 23404 million units (MU).

NHPC is engaged in the construction of 5 projects aggregating to a total installed capacity of 4290 MW including 1000 mw (Pakal Dul hydroelectric project) being executed through JV company. Ten projects of 7,151 mw are awaiting clearances/ government approval for their implementation including three projects of 1,186 mw to be executed through subsidiary/joint venture companies.
