Back to 90s : Jobs through Marksheets in Rajasthan

Rajasthan Government is dragging examination system back to era of 80s and 90s when Mark-sheet was only criteria for getting jobs in State Government Organizations as per recent news on recruitment policies. Rajasthan Govt. plans to provides more that 30000+ Jobs which includes 19500+ jobs of Clerks/LDC  in Rajasthan Panchayati Raj Department and 9900+ jobs for Academic Assistants in Rajasthan Elementary Education department, 10000+ Staff Nurse in NRHM Rajasthan where Selection will be based on 10th, 12th Marks instead of Open Competition examination, that is not end of pain for candidates preparing for examinations, Extra BONUS Marks are distributed up to 30% in selected process based on working experience in years.
How can a normal candidates compete with candidates having 30% extra marks provided as Bonus marks. It is hard to understand that how Govt. will compare the RBSE and CBSE candidates marks in selection process as everyone know marking system in CBSE is far easy then those who appear for Rajasthan Board. Is it upcoming election in December 2013, force govt. to bring back the era of 90s when selection was based on Mark-sheets instead of open competition examination.
