Supreme Court scraps Jat reservation in 9 states

Supreme Court cancels UPA government's Jat reservation for 9 states, which was introduced in March 2014. "We set aside the notification to implement Jats in the Central list of Other Backward Classes (OBC)," a bench of Justice Tarun Gogoi and Justice R F Nariman said. The bench also found fault with the Centre's decision to overlook the findings of the National Commission for Backward Classes stating that Jats do not deserve to be included in the Central list of OBC as they don't form socio-economic backward class. "Caste, though a prominent factor, cannot be the sole factor of determining the backwardness of a class," the bench said, while referring to the historic judgement rendered by a larger bench on the implementation of the Mandal Commission recommendations on OBC reservations.
The decision came on a public interest litigation (PIL) filed by the OBC Reservation Raksha Samiti—an organization of members of communities that are included in the central list of backward classes. The PIL had alleged that the 4 March notification was issued by the then central government a day before the model code of conduct (MCC) for the Lok Sabha elections came into force to help the ruling party garner votes. On 1 April, the apex court had asked the Centre why it allegedly ignored the advice of the NCBC to keep the Jat community away from reservation benefits. The court had also said that the matter was “serious” and had directed the ministry of social justice and empowerment to place before it all the material, records and files pertaining to the decision, to see “whether there was application of mind or not” while issuing the 4 March notification. The current NDA government had in August last year supported before the apex court the UPA regime’s decision to include the Jat community in the central OBC list. It had said that the Cabinet took into account the findings of the report of an expert committee constituted by the Indian Council for Social Science and Research (ICSSR) before taking the decision. It had said that the government rejected the view of the NCBC and took the decision on the basis of findings of the expert committee.

Youth Congress stage protest against Land Acquisition Bill 2015

All India youth congress launches its KISAN SATYAGRAH from Bhatta Parsaul to Parliament in the presence of Sh Jairam Ram Ramesh, Oscar Fernandes, Raja Warring and thousands of youth congress workers. This yatra begins on 13th March and will conclude on today at the Jantar Mantar in New Delhi and then lay siege on the parliament against the land acquisition bill. This bill is anti farmer with the amendments which Modi government has done in it.  After the passing of this bill the farmer has no say in his own land selling which the government is doing to just oblige certain big corporate houses alleged Congress.

Hundreds of Youth Congress workers led by MP Raj Babbar and party leader Randeep Surjewala marched towards parliament raising slogans against the bill and the government. "The BJP is anti-farmer and it stands exposed today, farmers and Congress will win this fight," Surjewala said. The contentious land bill has smoothly sailed through the Lok Sabha due to the NDA's brute majority, but the government is facing stiff resistance in the Rajya Sabha with the opposition determined to stall its passage. The Lok Sabha had last week passed the Land Acquisition Bill of the BJP-led NDA Government at the Centre via a voice vote. Nine amendments to the bill had been adopted. Several other parties including the Janata Dal (United) and Lalu Prasad Yadav's Rashtriya Janata Dal (RJD) have also opposed the ruling BJP's Land Acquisition Bill.

Fiscal Indicators
- Estimated Revenue Surplus for 2015-16 Rs. 556.82 crore.
- Estimated Fiscal Deficit for 2015-16 Rs. 20609.75 crore which is 2.99% of GSDP.
- Estimated total revenue receipts for 2015-16 Rs. 111361.66 crore.
- Estimated own tax revenue for the year 2015-16 Rs. 47096.05 crore against Rs. 39786.88 crore in the 2014-15 RE, which is higher by 18.37 percent.
- Estimated own tax revenue for 2015-16 as percentage of GSDP is 6.84%
- Estimated interest payment in 2015-16 is Rs. 11962.02 crore which is 10.74% of total revenue receipts.
- 2119 kms. of Grameen Gaurav Path have been sanctioned in 2154 Gram Panchayat's headquaters. 2000 kms. of missing link roads also to be constructed. Total amount Rs. 900 crore.
- Rs. 120 crore granted to RSRTC for Reformed Linked Programme.
- Online application for vehicle tax, vehicle registration, driving license etc.

Manoj Bhatt appointed new DGP of Rajasthan

Senior IPS officer Manoj Bhatt was today appointed as Rajasthan’s Director General of Police (DGP). Manoj Bhatt, an IPS officer of 1981 batch replaced Omendra Bhardwaj, who superannuated on Saturday. The government also promoted two additional directors general of police to the rank of DGP. Bhatt, who was holding the post of director general, Anti Corruption Bureau, hails from Udaipur. He studied at St Xavier's School, Jaipur and later did B Sc from Mohanlal Sukhadia University, Udaipur. He also had a short stint as a probationary officer in State Bank of India. He was superintendent of police in Sirohi, Alwar, Chittorgarh and Kota city. He was also inspector general of police, Bharatpur range, twice.

Dr. Bhatt, a 1981 batch pass out will be the 29th DGP of the state. With a PhD in Osteopathy, he will handle the current post for 2 years and 4 months; retirement in 2017. Dr. Manoj Bhatt is known to be a man of honesty and of indisputable image. State government also promoted two IPS officers Ajit Singh and Jaswant Sampatram from ADG to the post of Director General. Singh would now be DG (Jail) in Rajasthan while Sampatram will be in charge of Home guard and Civil Defense.
