Union cabinet clears Vidhan Parishad for Rajasthan. Union cabinet cleared the state’s proposal for having a Vidhan Parishad or Legislative Council. The proposal would now be presented before the parliament in the form of a bill, which has to be passed by the Lok Sabha and the Rajya Sabha by a twothird majority for the Council to come into existence. Once cleared by the parliament, Rajasthan would become the seventh state in the country to have a Vidhan Parishad. Parliamentary affairs minister Shanti Dhariwal moved the resolution under Article 169 (1) of the Constitution demanding setting up of Vidhan Parishad in the state. The resolution was required to be passed by two-third majority of the members present and voting in the House.
Deputy Speaker Ramnarayan Meena announced that of the 156 members who were present and voted on the resolution, 152 had voted in favour of it, whereas four members opposed it. The CPM opposed the resolution saying, the decision of setting up Vidhan Parishad would cast extra burden on the state exchequer. It will benefit the political parties only. The resolution will now be required to be passed by both the houses of the Parliament then after the President's approval, the Parishad would be created. As per Constitution, since the state assembly has a strength of 200 members, the council would have 66 members (one-third) in vidhan parishad of Rajasthan. Vidhan parishad was long pending demands from rajasthan so Rajasthan CM Gehlot gets one more crown just before election after Refinery in Rajasthan which was announced last month.
