Rajasthan Govt hike Reservation to 68%, brings quota for Gurjars, General

Bhartiya Janata Party (BJP) in Rajasthan assembly passed two bills granting 5% reservation to Gujjar-led special backward classes (SBC) and 14% to Brahmins, Rajput, Baniya and all general category under economically backward classes (EBC), taking the total quota to 68%. The Vasundhra Raje government also pushed through resolutions urging the Centre to place the twin bills in the 9th schedule of the Constitution to buffer them from legal scrutiny.  The latest quota proposals have made a comeback after they were shot down in 2009 by a court order. The state cleared five per cent reservation for the Gujjar community and 14 per cent for 'economically backward classes', which means that 68 percent of the seats are now reserved, leaving less than one-third of the seats for Creamy-Layer other Backward Class (OBC) and General candidates.
Presenting the bill in the assembly, Home Minister Gulab Chand Kataria said: "The bill provides for the reservation of seats in educational institutions in the state and of appointments and posts in the services under the state in favour of the economically backward classes to the extent of 14 percent." Kataria said that there was a long standing demand from the poorest classes of the unreserved categories, who claimed that due to their economic weakness they were unable to compete with the other affluent classes, due to which they were becoming socially and educationally backward. Conceding a long standing demand of Gujjars, the Rajasthan state assembly also passed by voice vote the Rajasthan Special Backward Classes (Reservation of Seats in Educational Institutions in the State and of Appointments and Posts in Services under the State) Bill, 2015. Special backward classes include castes such as Gujjars, Banjara, and Gadiya Lohar, among others. The New quota break up in Rajasthan are:  21 percent for OBCs, 16 per cent for SCs, 12 per cent for STs, 5 per cent for SBC, 14% for EBC which leads to total 68% in state. 
The New reservation will be win-win for all except Creamy layer OBC candidates who will get only 32% seats to complete instead of 50% earlier, moreover half income limit for creamy layer in rajasthan as compare to center will make it worst for OBC creamy layer candidates.
