Rajasthan Assembly adjourned twice

The Rajasthan Assembly was today adjourned twice amid pandemonium over the Opposition BJP's demand of division of votes on the issue of passage of the Rajasthan University (Amendment) Bill 2010. The bill, moved by Higher Education Minister Jitendra Singh, besides other aspects also proposed changes in the designations of top functionaries of private universities. While the nomenclature of post of chancellor in the private universities is proposed to be chairperson, the vice chancellor is to be designated as president and pro-vice chancellor as pro president. The trouble arose during the debate over the bill as the Opposition members protested the change of designation. Deputy BJP Leader Ghanshyam Tiwari, party whip Rajendra Singh Rathore and leaders Kali Charan Saraf, Dr Digambar Singh said the change was ridiculous and was bound to create problems before students, who would pass out from these private universities.
Mr Tiwari said the change was being made following the decision of a group of vice chancellors of government universities who met at a meeting a few months ago, and proposed to change the designation of heads of private universities so that they could be differentiated from the government-sponsored autonomous universities. He said it was strange that this government had decided to move a bill only on the desire of a group of VCs and this was going to set a wrong convention. The Opposition members, including Mr Tiwari, demanded that the bill be either referred to the House Select Committee or be circulated for seeking public opinion. A group of seven members even moved a proposal in favour of reference to the Select Committee or seeking public opinion.
