3G and WiMax Auction Today, Major telco in Race

The much-awaited auction for 3G spectrum has begun. Top telecom operators including Bharti, Vodafone, Idea, RCom and Tatas are in the fray. The government is thinking of a second round of auction for third generation telecom spectrum. It may go in for auction of another two slots for 3G after a year. A senior official of the department of telecommunications told Business Standard that it was considering 'refarming' of the 900 MHz spectrum, being used by GSM service providers such as Bharti Airtel and Vodafone Essar. The idea was to use this in future for 3G mobile services. Globally, the 900 MHz spectrum is used in offering 3G mobile services, as it is a high-efficiency band. The cost of deploying a network in this frequency is much less. "Two more operators can be accommodated in the 3G space after another auction, if we are able to go ahead with refarming of the 900 MHz band," the official said.

The Telecom Regulatory Authority of India is already looking into the various issues in refarming spectrum. In refarming, existing users are allotted a different frequency, while the existing bands are assigned to communication services that yield greater economic or social benefit. However, an analyst said it would not be easy for the government to refarm the spectrum, as operators are already operating on that frequency. Their network would have to be upgraded or overhauled completely in some cases. The auction, is expected to take a few weeks to complete. DoT is expecting revenues of Rs 35,000-45,000 crore (Rs 350-450 billion) from the auction of 3G and Broadband Wireless Access spectrum.
In 17 circles, three slots would be auctioned, while in the rest of the circles, four slots are available for auction. State-run telecom majors Bharat Sanchar Nigam Ltd and Mahanagar Telephone Nigam Ltd have a slot between themselves in each of the 21 circles already. The base price for pan-India 3G auction is Rs 3,500 crore (Rs 35 billion), while for BWA it is Rs 1,750 crore (Rs 17.5 billion). Two slots are available for auction in each circle for BWA.
There are nine final bidders for 3G -- Bharti Airtel, Reliance Communications, Idea Cellular, Aircel, STel, Tata Teleservices, Videocon, Etisalat DB and Vodafone Essar. For BWA, the 11 contenders are Aircel, Augere, Bharti Airtel, Idea Cellular, Infotel Broadband, Qualcomm, Reliance Wimax, Spice Internet, Tata Communications, Tikona and Vodafone Essar.

PM sets up 3 working groups to fight inflation

PM Manmohan Singh on Thursday set up three working groups of chief ministers. The decision to set up the working groups was taken after about a four-hour long marathon meeting of the core committee comprising 10 chief ministers, senior Cabinet ministers and Planning Commission Deputy Chairman Montek Singh Ahluwalia. The meeting was chaired by PM Manmohan Singh.The Centre has decided to involve the states in dealing with the price situation at a time when the both are blaming each other for rising food inflation, which soared to 17.70 per cent.
Briefing the media after the meeting, Agriculture and Food Minister Sharad Pawar said the first working group on agriculture production will be headed by Haryana Chief Minister Bhupinder Singh Hooda and will comprise chief ministers of Punjab, West Bengal and Bihar. Gujarat Chief Minister Narendra Modi will head the working group on consumer affairs. It will have Maharashtra, Tamil Nadu and Andhra Pradesh chief ministers as members. The third working on food and public distribution will be headed by Ahluwalia and will include chief ministers of Chhattisgarh, Assam and chairman of Prime Minister's Economic Advisory Council (PMEAC) C Rangarajan as members. The working groups will submit their reports in two months.

Rajasthan Royals register an easy win against Kings XI Punjab when Michael Lumb smashed a superb half-century as the Rajasthan Royals handed the Kings XI Punjab a humiliating nine-wicket defeat in the Indian Premier League in Jaipur. Mahela Jayawardene again emerged top-scorer for the Kings XI, but his knock of 44 lacked the intensity which had characterised his amazing century in the previous game as the visitors finished with a below-par 153 for six.

Rajasthan Govt to Implement NCERT syllabus in State Schools

Rajasthan Government's Education Department on Tuesday decided to introduce gradually the syllabus of the National Council for Educational Research and Training (NCERT) from Class I to XII by the academic year 2012-13 in accordance with the announcement made by Chief Minister Ashok Gehlot in his Budget speech. The proposal was moved and unanimously approved at the 84th general meeting of the Rajasthan State Textbooks Board's Governing Council here. The meeting, presided over by Education Minister Bhanwarlal Meghwal, passed budget estimates worth Rs.96.54 crore for 2010-11.

Mr. Meghwal said the NCERT syllabus for IX to XII would be introduced in the 2010-11 academic year, VI to VIII in 2011-12 and I to V in 2012-13: “By 2012-13, the NCERT syllabus will be the standard curriculum for all schools in the State.” The Minister said the Board had also decided to introduce a separate book in each class dealing with the cultural, historical, social and geographical aspects of Rajasthan. “These books for each class will be prepared to cover different subjects in the specific context of the State,” he added.

The Governing Council also approved budget estimates worth Rs.31.42 lakh for giving prizes to students for essay-writing, debate and other competitions during the next academic year. Among others, Principal Education Secretary Lalit K. Pawar, Education Secretary Siyaram Meena, Sarva Shiksha Abhiyan Commissioner Veenu Gupta, Secondary Education Director Bhaskar A. Sawant and Primary Education Director S. S. Bissa attended the meeting.
