Kalpit Veerval from Udaipur tops JEE Mains with 100% Score

Kalpit Veerwal from Udaipur, Rajasthan, has topped the Joint Entrance Examination Main 2017 scoring full marks. He topped in the general as well as Scheduled Caste (SC) category. He is the first student to score 360 out of 360. A student of MDS senior secondary school in Udaipur, Kalpit is now awaiting his Class 12 exam results. But his eyes are already set on the next target: the JEE (Advanced) examination for IITs on May 21. The results were declared on 27th April 2017. Click for JEE-Main Result 2017. 

Veerwal’s father works as a compounder at Udaipur’s Maharana Bhupal Government Hospital and his mother is a teacher at a government school. He has an older sibling who is studying at the All India Institute of Medical Sciences in Delhi. Over 10.2 lakh students had appeared for the exam at 1,781 centres across the country. The examination was held on 2 April (offline) and 8 and 9 April (online). Candidates clearing the JEE-Main will be eligible to appear in the JEE-Advanced exam, 2017. The JEE is conducted for admission to B.Tech, BE and B.Arch programmes offered at IITs, NITs, IIITs and other government-approved engineering institutes.

राजस्थान माल और सेवा कर विधेयक (GST Bill), 2017 पारित

तेलंगाना और बिहार के बाद राजस्थान बुधवार को राजस्थान में भी राज्य वस्तु एवं सेवा कर (GST) बिल पारित हो गया।राजस्थान विधानसभा के आठवें सत्र के दूसरा चरण के अंतिम दिन राजस्थान माल और सेवा कर विधेयक, 2017 संशोधित रूप में ध्वनिमत से पारित कर दिया गया। उद्योग मंत्री श्री राजपाल सिंह शेखावत ने विधेयक को सदन में प्रस्तुत किया। विधेयक पर हुई बहस का जवाब देते हुए उद्योग मंत्री ने कहा कि यह ऎतिहासिक दिन है, जब राजस्थान इस विधेयक को पारित करने के साथ देश में करों की जटिलता को समाप्त कर विकास दर को बढ़ाने में अपना योगदान दे रहा है। श्री शेखावत ने कहा कि भारत में कर की अवधारणा प्राचीन समय से ही विद्यमान रही है। ऋग्वेद और अथर्ववेद में करों की प्रासंगिकता और सरलता उल्लेखित है और चाणक्य ने भी कहा है कि करों को जटिल नहीं होना चाहिए।

शेखावत ने कहा कि करों की जटिलता अपने आप में ही एक कर है। इसी वजह से इस विधेयक के माध्यम से करों की जटिलता को कम किया जा रहा है और देश की अर्थव्यवस्था को प्रगतिशील अर्थव्यवस्था में बदलने का काम किया जा रहा है। उन्होंने कहा कि देश के विभिन्न राज्यों में कई प्रकार के कर होने की वजह से देश की अर्थव्यवस्था में कई अर्थव्यवस्थाएं काम कर रही थीं। साथ ही इसमें जटिलता होने से भ्रम की स्थिति भी सामने आती थी और कई विधिक समस्याएं भी थीं। ऎसे में माल और सेवा कर देश के विकास की रफ्तार को आगे बढ़ाने वाला साबित होगा। उन्होंने कहा कि माल और सेवा कर से सभी कर एक हो जाएंगे और इससे करारोपण का तरीका भी बदलेगा। श्री शेखावत ने कहा कि तेरहवें वित्त आयोग ने माल और सेवा कर लाए जाने से देश के सकल घरेलू उत्पादन में 1.7 प्रतिशत की वृद्वि का अनुमान लगाया है। उन्होंने कहा कि कुछ अन्य अनुमानों के अनुसार यह वृद्धि 4 प्रतिशत से अधिक हो सकती है।

राजस्थान में मुख्यमंत्री, मंत्री और विधायकों के वेतन-भत्ते बढे

राजस्थान विधानसभा ने बुधवार को राजस्थान मंत्री वेतन (संशोधन) विधेयक, 2017, राजस्थान मंत्री वेतन (द्वितीय संशोधन) विधेयक, 2017 एवं राजस्थान विधानसभा (अधिकारियों तथा सदस्यों की परिलब्धियां और पेंशन) (संशोधन) विधेयक,  ध्वनिमत से पारित कर दिए। संसदीय कार्य मंत्री श्री राजेन्द्र सिंह राठौड़ ने तीनों विधेयकों के सदन में प्रस्तुत किया। जहाँ राजस्थान राज्य सरकार के कर्मचारी एवं अधिकारी सातवें वेतन आयोग की पिछले 16 महीनों से बाट जो रहे हैं, इस बढ़ोतरी के लिए तीनों विधेयक को बिना किसी चर्चा के चंद मिनटों में ही ध्वनिमत से पारित कर दिया। इन पर न तो किसी विधायक ने कोई विरोध किया, न ही किसी प्रकार का सुझाव दिया।
वेतन भत्तों में हुई बढ़ोतरी के तहत सीएम का वेतन अब 35 हजार से बढ़कर 55 हजार रुपए प्रतिमाह हो गया है। स्पीकर का वेतन 33 हजार से बढ़कर 50 हजार, उपाध्यक्ष का वेतन 30 हजार से बढ़कर अब 45 हजार रुपए प्रति माह हो गया है। वहीं केबिनटे मंत्री का वेतन अब 45 हजार रुपए हो गया है, जो पहले 30 हजार रुपए था। वही राज्य मंत्री की सैलरी 27 हजार से बढ़कर 42 हजार रुपए प्रति माह हो गई है। संसदीय सचिव को अब 27 हजार की जगह 40 हजार रुपए प्रतिमाह मिलेंगे। मुख्यसचेतक को 30 हजार से बढ़कर 45 हजार रुपए प्रति माह दिए जाएंगे। विधायक के वेतन भत्तों में टोटल करीब 28 हजार रुपए बढ़ाए गए हैं। विधायको की सैलरी अब 15 हजार से बढ़कर 25 हजार रुपए प्रतिमाह हो गई है। साथ ही पूर्व विधायकों की पेंशन 15 से बढ़कर अब 25 हजार रुपए प्रति माह हो गई है। साथ ही पूर्व सीएम की सुविधाओं में भी अब इजाफा कर दिया गया है। पूर्व सीएम को आजीवन केबिनेट स्तर के मंत्री के बराबार कार, मकान औऱ स्टाफ की सुविधाएं मिलेगी। साथ ही जयपुर से बाहर जिला मुख्यालय पर भी अब कई सुविधाएं मिलेगी। विधानसभा कार्यवाही के अंतिम दिन वेतन औऱ भत्ते बढ़ाने का प्रस्ताव पारित किया गया।

Rajasthan Assembly suspends 12 Congress MLAs, Hanuman Beniwal and Nangiyal

Rajasthan Legislative Assembly on Wednesday suspended by voice vote 14 Opposition MLAs for one year for “indiscipline and misbehaviour”, but later reduced suspension of 12 Congress legislators to a day. The suspended MLAs are Congress MLAs Govind Singh Dotasar, Dheeraj Gurjar, Ghanshyam Mehar, Sukhram Vishnoi, Mewaram Jain, Shravan Kumar, Ramesh Meena, Ashok Chandana, Bhajanlal, Shankar, Shankuntala Rawat, Heeralal and Rajendra Yadav;  Independent MLA Hanuman Beniwal and BSP MLA Manoj Nangiyal. 

After the Congress members tendered an apology, the House passed another motion reducing the suspension of 12 party legislators from one year to one day. While the House kept its decision of suspension of BSP legislator and Independent MLA for one year unless they apologise in the Speaker's chamber. Later, Leader of Opposition Rameshwar Dudi, and senior Congress leader P Singh, who were earlier taken out by marshals on the directions of the Speaker, returned saying it was a move to “kill democracy” and the members should be brought back but the Speaker ruled it out.

Ashok Gehlot appointed General Secretary of Gujarat Congress

Congress president Sonia Gandhi on Wednesday appointed former Rajasthan chief minister Ashok Gehlot as the new general secretary in-charge of BJP-ruled Gujarat. The state goes to polls in November-December, later this year. Gehlot replaces Gurudas Kamat, who had requested the party high command to relieve him of the charge since he was not able to give sufficient time to the poll-bound state. Kamat continues to be the general secretary in-charge of Rajasthan. As head of the party’s screening committee for the recent Punjab polls, Gehlot was credited with the “selection of right and winnable Congress candidates” in the state.

Congress has revamped the entire team in Gujarat by replacing the general secretary in-charge and appointing four new secretaries. "Congress President Sonia Gandhi has assigned the task of looking after Gujarat affairs to a new AICC team that includes general secretary in-charge Ashok Gehlot and four new AICC secretaries," AICC general secretary Janardan Dwivedi said. Among the new four AICC secretaries appointed for Gujarat affairs include former Youth Congress chief Rajeev Satav, Harshvardhan Sapkal, Varsha Gaikwad and Jeetu Patwari. The Congress is working overtime to put its act together and put up a stiff fight to the BJP in Gujarat, the home state of Prime Minister Narendra Modi.

Delhi-Alwar rapid rail project to enable Delhi-Alwar travel in just 104 minutes

Delhi-Rewari-Alwar Regional Rapid Transport System project was today discussed with the stakeholders ahead of submission of Detailed Project Report for the approval of competent authorities. Making a presentation on the salient features of this important rail based RRTS project, Shri V.K.Singh, Managing Director of National Capital Region Transport Corporation (NCRTC) informed that the 180.50 km long project is estimated to cost Rs.37,539 cr. He further said that there will be 19 stations on the proposed alignment with the first 56 km involving 9 stations from ISBT Kashmeri Gate in Delhi to Cyber City in Haryana being underground and the remaining stretch of 124.50 km with 10 stations being elevated.

Shri V.K.Singh further informed that NCRTC is targeting approval for the Detailed Project Report (DPR) by the Board in the next two months and approval of  Delhi, Hayrana and Rajasthan Governments in another three months thereafter so that project work on the ground could be started within one year. With design speed of 180 kmph, operating speed of 160 kmph and average speed of 105 kmph, journey between Delhi and Alwar could be completed in just 104 minutes, Shri Singh stated. Frequency of services would be every five to ten minutes depending the time of the day. With 6 car combination to begin with , each train could carry 1,154 passengers. There will be no land acquisition issues since the entire corridor is underground and elevated.

Shri  Durga Shanker Mishra, Additional Secretary in the Ministry of Urban Development said that RRTS is a comfortable, safe and fast mode of travel and Delhi-Alwar RRTS would trigger economic development in the region including employment generation. He suggested to NCRTC to consider adding some more station on the 180.50 long stretch. He complimented NCRTC for ensuring convergence of Delhi-Alwar, Delhi-Meerut and Delhi-Panipat RRTS corridors at Sarai Kalekhan in Delhi thereby facilitating a seamless travel across three States.

Rajasthan add 288 MW Wind Power during 2016-17

Ministry of New and Renewable Energy (MNRE) has set another record in the wind power capacity addition  by adding over 5400 MW in 2016-17 against the target of 4000 MW.  This year’s achievement surpassed the previous higher capacity addition of 3.423 MW achieved in the previous year. The leading States in the wind power capacity addition during 2016-17 are Andhra Pradesh 2190 MW, followed by Gujarat 1275 MW and Karnataka 882 MW. In addition Madhya Pradesh, Rajasthan, Tamil Nadu, Maharashtra ,Telangana and Kerala have reported 357 MW, 288 MW, 262 MW, 118 MW , 23 MW and 8 MW wind power capacity addition respectively during 2016-17. These figures are tentative. During 2016-17 MNRE has taken various policy initiatives in the wind energy sector that includes Introduction of Bidding in Wind Energy Sector, Re -powering Policy, Draft Wind-Solar Hybrid Policy, New Guidelines for Development of Wind Power Projects, etc.

Rajasthan govt signs New MoU with HPCL for Barmer Refinery

State run HPCL and Rajasthan government today inked a revised MoU of Rs 43,129 crore for an oil refinery in Barmer district which will produce BS-VI fuel. The work on the refinery will commence in the current financial year and will complete in next four years, Union Oil Minister Dharmendra Pradhan told reporters here. It will be the largest industrial investment in the state, the minister said further. Under the new terms and conditions, the refinery cost has come down to Rs 16,845 crore, which was Rs 56,040 crore in the previous MoU done by the Congress government in 2013, Pradhan said. “It was a direct loss of Rs 40,000 crore to the state of Rajasthan in 15 years. In the previous MoU, the state had to give Rs 3,736 crore interest free loan every year for 15 years, which would have burdened the state finances,” Pradhan told reporters after signing of the MoU.

Some facts about HPCL Barmer Refinery:

• Rajasthan government will have 26% stake in the refinery project while HPCL will have the rest shareholding. 
• HPCL, in March 2013, had signed an MoU with the Rajasthan government for setting up the refinery-cum-petrochemical complex in the Thar desert near the oil discoveries made by Cairn India
• The refinery however never took off as a Government changes in state and new government putting on hold the fiscal incentives for the project. 
• HPCL, that had to spend Rs 37,230 crore under the previous deal, will now spend Rs 43,129 crore.
• Refinery will produce BS-VI emission norms compliant fuel. The government plans to move to BS-VI emission norms by 2020. 
• Oil field permission had to end in 2020 but we have provided permission to the refinery to run for 10 more years. 
• Apart from 43,129 crore, additional Rs 27,000 crore investment will be made in the refinery, oil field and petro-chemical complex. Overall, Rs 70,000 crore worth investment will be made in next four years.

धौलपुर विधानसभा के लिये हुये उप चुनाव में भारतीय जनता पार्टी (BJP)  की प्रत्याशी श्रीमती शोभारानी कुशवाह ने अपने निकटतम प्रतिद्वन्दी भारतीय राष्ट्रीय कांग्रेस के उम्मीदवार श्री बनवारी लाल शर्मा को 38673 मतों से पराजित किया हैं। शोभारानी कुशवाह को कुल 91548 वोट और श्री बनवारी लाल शर्मा को 52875 वोट मिलें वहीं भाजपा और कांग्रेस उम्मीदवारों के अतिरिक्त सभी उम्मीदवारों की जमानत जब्त हो गई। मतगणना में हुई गिनती में 952 ‘नोटा‘ वोट भी पाये गये। आज धौलपुर के औद्योगिक प्रशिक्षण संस्थान (आई.टी.आई.) में प्रातः 8 बजे मतगणना का कार्य शुरू हुआ, जो कि 20वें राउण्ड तक चला। श्रीमती शोभारानी कुशवाह पहले राउण्ड से उन्नीसवें राउण्ड तक लगातार अपने निकटतम प्रतिद्वन्दी बनवारी लाल शर्मा से बढत बना कर भारी वोटों से विजयी हुई। बीसवें राउन्ड में श्री बनवारीलाल ने बढत ली।

राजस्थान में कर्मचारियों का महंगाई भत्ता 4% फीसदी बढ़ा

राजस्थान सरकार ने राज्य कर्मचारियों के महंगाई भत्ते तथा पेंशनरों की महंगाई राहत दर में 4 प्रतिशत की वृद्धि की है। महंगाई भत्ते एवं महंगाई राहत दर में यह वृद्धि 1 जनवरी, 2017 से लागू होगी। इस वृद्धि से लगभग 8 लाख कर्मचारी एवं 3.5 लाख पेंशनर्स लाभान्वित होंगे। इस वृद्धि से राज्य सरकार पर चालू वित्तीय वर्ष में लगभग 800 करोड़ रुपये का अतिरिक्त वित्तीय भार पड़ेगा। 

वर्तमान में राज्य कर्मचारियों को वेतन का 132 प्रतिशत महंगाई भत्ता देय है। इस वृद्धि के बाद अब यह बढ़कर 136 प्रतिशत हो गया है। बढ़े हुए महंगाई भत्ते का लाभ राज्य कर्मचारियों के अतिरिक्त कार्य प्रभारित कर्मचारियों, पंचायत समिति, जिला परिषद के कर्मचारियों तथा राज्य के पेंशनरों को भी देय होगा। जनवरी से मार्च माह के बढ़े हुए महंगाई भत्ते की राशि संबंधित कर्मचारियों के सामान्य प्रावधायी निधि खाते में जमा की जायेगी तथा 1 अपे्रल, 2017 से महंगाई भत्ते का नकद भुगतान दिया जायेगा।

Income Tax notice to Tea seller who gives Rs 1 crore as dowry

Leela Ram Gujjar, a tea stall owner from Bhiwandi in Alwar district, Rajasthan, was served with an Income Tax notice after video of him allegedly distributing Rs 1 crore for dowry on account of his daughters' wedding circulated on social media. The wedding ceremony took place on April 5. As per reports, Leela Ram Gujjar married six of his daughters; four of them were allegedly underage (below 18 years). Indian laws prohibit marriage of any girl under the age of 18 and giving or receiving dowry is punishable and attracts at least 5 years of jail term for the same. Leela Ram Gujjar was asked to appear at the I-T office in Jaipur to explain how he managed to gather such a huge amount. Gujjar is absconding after I-T sent him the notice and could not be found by the police.

Venkaiah Naidu reviews Smart Cities of Rajasthan

Union Minister for Urban Development, Housing & Urban Poverty Alleviation and Information & Broadcasting, Shri M. Venkaiah Naidu reviewed the progress of Smart Cities Mission in four Smart Cities of Rajasthan, namely Jaipur, Udaipur, Kota and Ajmer. 

During the meeting, the Shri M. Venkaiah Naidu said that public participation is the cornerstone for the success of Smart Cities Mission. He said that the Smart City Advisory Forum should meet regularly to advise and enable collaboration among various stakeholders. The Minister said that District Collector, Member of Parliament, Member of Legislative Assembly, Mayor, CEO of Special Purpose Vehicle, etc should take part in the forum. The Members of Parliament representing Jaipur, Udaipur, Kota and Ajmer and the CEOs of Special Purpose Vehicle of four Smart Cities were present during the meeting.

Withdraw EVMs sourced from Rajasthan: Arvind Kejriwal

Delhi Chief Minister and AAP chief Arvind Kejriwal on Wednesday wrote to the State Election Commission asking it not to use the Generation 1 EVMs used in Rajasthan for the upcoming MCD polls in the capital. Questioning the SEC’s decision to procure the “obsolete and discarded” machines, Kejriwal, in a letter addressed to state election commissioner S K Srivastava, demanded that MCD elections should be conducted using only VVPAT machines and Generation 1 machines should be immediately withdrawn.

The party's move comes a day after media reports stated that a few machines, used during the bypoll in Rajasthan's Dholpur, may have been "tampered with". Senior AAP leaders Sanjay Singh and Dilip Pandey were part of the delegation. The party said that in the bypolls in Dholpur constituency, 18 EVMs were found to have been tampered with in such a manner that regardless of the button pressed on the EVMs, the vote was registered for the BJP.

Rihana Riaz Chisti appointed Rajasthan Mahila Congress president

The All India Congress Committee (AICC) on Tuesday appointed Rehana Rayaz Chisti as president of Rajasthan Mahila Congress. On the recommendation of a selection committee, Congress vice-president Rahul Gandhi appointed her in Delhi. The outgoing president, Shankuntala Rawat, MLA, has been elevated as general secretary of the All-India Mahila Congress. Chisti's appointment was seen in the political circles as Congress high command's attempt to consolidate its base among minorities ahead of the 2018 assembly election. 

Ms. Chishti, 56, has been active in the front organisations of Congress, such as Seva Dal and Youth Congress, for several years and has been serving as the Pradesh Congress Committee’s general secretary since 2014. Originally hailing from Kerala, she migrated to Rajasthan at the age of 19 years and she presently resides in Churu. Chisti was chosen over nearly 10 aspirants, including former minister Naseem Akhtar Insaf, former mayor Jyoti Khandelwal, ex-MLAs Mamta Bhupesh and Poonam Goyal, Shabnam Godara, Banarsi Meghwal and PCC vice-president Archana Sharma, who were interviewed for the post by AICC vice-president Rahul Gandhi a few months back. ग्रामीण विकास एवं पंचायती राज मंत्री श्री राजेंद्र राठौड़ ने मंगलवार को 10 अप्रेल से  अनशन पर बैठे ग्राम सेवक संघ के प्रतिनिधियों को इंदिरा गांधी पंचायती राज प्रशिक्षण संस्थान में जूस पिलाकर अनशन तुड़वाया ।  ग्राम सेवक संघ के प्रतिनिधियों के ग्रामीण विकास एवं पंचायत राज मंत्री श्री राजेंद्र राठौड़ व अधिकारियो के साथ  सौहार्द वातावरण बैठक में बनी आम सहमति के बाद अनशन तोड़ा गया । बैठक में ग्राम सेवक को के ग्रेड  पे की विसंगतियों को दूर करने को मंत्रिमंडलीय समिति माध्यम से प्रस्तुत किया जाएगा ।इसी प्रकार डीआरडीए के छटनी शुदा कार्मिकों को यथासंभव वित्त विभाग की अनुमति के अनुसार पुनर्नियुक्ति तिथि से समायोजित कर नियमित वेतन श्रंखला प्रदान करने की विभाग द्वारा पुरजोर कोशिश की जाएगी ,तथा उच्च न्यायालय के निर्णय की पालना में विलोपित करा कर ग्राम सेवक पद पर कार्यग्रहण की दिनांक से नियमित वेतन श्रंखला दिलाई जाएगी ।

Rajasthan imposes 10% Cow cess on stamp duty

Rajasthan government has imposed a 10% cow cess as surcharge on stamp duty for protection and propagation of cows in the state. The cow cess will not apply to Judicial stamps, revenue ticket and insurance tickets on account of exclusion from the order. The surcharge has been imposed on all non-judicial instruments. The new addition in the VAT Act, 2003 mentioned that for the purpose of conservation and propagation of cow and its progeny all instruments of conveyance, exchange, gift, settlement, partition, agreement to sale, composition, mortgage, release, power of attorney and lease of immovable property, and agreement to a promoter or a developer for construction, sale and transfer of immovable property, chargeable with duty under Section 3 shall be chargeable with surcharge at such rate not exceeding 10% of the duty. Rajasthan is the only state in India which has a dedicated Cow Ministry. Late last year, Rajasthan government said that it needs at least Rs. 200 crore and up to Rs. 500 crore for the care and protection of its cattle whose population exceeds 5 lakh.
