Alexandria Mills wins Miss World 2010 title

A soft-spoken teen from Louisville, Kentucky beat out 114 young women around the globe for the title of Miss World on Saturday evening. Alexandria Mills, 18, was the surprise winner in the 60th annual contest, which took place in southern China. Emma Wareus of Botswana came in second place and Adriana Vasini of Venezuela was placed third. The tall, American blonde recently graduated from high school and would like to become a teacher someday, according to her biography on the Miss World website.
The gala-event kicked off with a traditional Chinese dance, followed by the introduction of the 120 contestants from across the globe. The contestants set the stage on fire with an aptly titled act "Dances of the World". The glittering evening saw an opera performance, melodious symphony of saxophone and group performances by the contestants. The 22-year-old Indian beauty Manasvi Mamgai, who even failed to find a place in the top 20, was dressed in a traditional Indian attire. Mills recently graduated from high school. Her personal autobiography says she’s a vegetarian and enjoys traveling, photography and playing the French horn. Her personal motto is "The best things in life are worth waiting for, fighting for, believing in, and just never letting go of it." I am a big fan of UDRS: Virendra Sehwag

The BCCI is opposed to it but Indian opener Virender Sehwag on Sunday gave a thumbs up to the controversial Umpires Decision Review System (UDRS). “I am a big fan of UDRS. I want it to be there for the India-New Zealand series, India-South Africa series and in the World Cup. But this is my personal opinion,” said the India opener at a media conference here on Sunday. Sehwag, who has been signed up by Sunil Gavaskar’s company Professional Management Group in a five-year deal for handling his endorsements, said that he favoured the UDRS as he had been in the rough end of a few umpiring decisions. “I was given out two times when I was not out and in such a situation could have gone in for a referral that would have helped me continue to bat,” said the opener.
Tendulkar, whom Sehwag described as his idol, has consistently been opposed to UDRS as he is not certain the technology has become fool-proof to depend on it for the TV umpire to take a referral call on appeals involving more than close run-outs, stumpings and bump ball "catches". India captain Mahendra Singh Dhoni has also been not in favour of the UDRS but another senior cricketer Rahul Dravid had recently expressed his support for the referrals.

MKSS - Mazdoor Kisan Shakti Sangathan, Rajasthan

Mazdoor Kisan Shakti Sangathan is a grassroots organization that was formed in 1990, working in rural Rajasthan. Its objective was to use modes of struggle and constructive action for changing the lives of its primary constituents -- the rural poor. In the period leading up to its formation it had taken up issues of re-distribution of land and minimum wages. The Mazdoor Kisan Shakti Sangathan (MKSS) spearheaded the right to information movement in Rajasthan - and subsequently, throughout India. MKSS famously used the right to information as tool to draw attention to the underpayment of daily wage earners and farmers on government projects, and more generally, to expose corruption in government expenditure. Initially, MKSS lobbied government to obtain information such as muster rolls (employment and payment records) and bills and vouchers relating to purchase and transportation of materials.
To understand the reason why the demand for minimum wages and the subsequent demand for access to records came about, it is important to try and understand the geographical as well as the socio-political setup of the area where the MKSS works. In demanding a law for the "right to information" the people were establishing their desire to be part of the democratic framework in which they would be given a fair hearing and their views would be taken into consideration while forming policies. The goal was to establish the concept of "participatory democracy," to make the people who ruled understand that the common man now wanted his or her share in governance. The strategies that were adopted to achieve these goals by the MKSS were many. These included sit-ins, rallies, as well as lobbying with government. Culture and innovative ways in communicating the ideas were also used through music, puppets, street theater etc. Usually, in a public hearing the MKSS first obtains the records pertaining to the public works carried out by the Village Council in the last five years. Once the documents are accessed, the Sangathan then takes the records to each village where the work is said to have been executed and then testimonies are sought from the villagers and the laborers who were employed on the site. The MKSS also does site verifications with the laborers and villagers, and then on the day of the public hearing in front of the general assembly of the villagers the details are read out and testimonies sought. There is also the concept of having a panel of people who are invited to the public hearings, including lawyers, journalists, academicians and government officials. The panel is also allowed to cross- examine and ask for clarifications, and with the administration present attempts are made to try and bring about corrective measures for the irregularities identified. The malpractices usually uncovered are purchase overbilling, sale overbilling, fake labor rolls, under payment of wages and in some cases ghost works (works that are there on record but do not exist).

BLACK Diwali for MNREGA workers in Rajasthan

Rajasthan Govt employees, MPs, MLA and other bureaucrats have seen huge hikes recently but for workers under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), wages have remained static ever since the scheme was launched five years ago. Rajasthan Chief Minister Ashok Gehlot recently announced a Diwali bonus for the government employees in the state. "For Diwali we have decided to give bonus equal to 30 days salary. This will cost us Rs. 223 crore and it will cover six lakh government employees of our state," he said.
Social worker Aruna Roy recently shows concern during the meeting of the Central Employment Guarantee Council (CEGC) during August, 2010 led to outburst from some leaders of the ruling UPA 2.The note provided a critique on various aspects of implementation of NREGA. The Ministry of Rural Development rejected an increase in the minimum wages or linking it to prices (Consumer Price Index), as demanded by activists like Aruna Roy and Jean Dreze. It has been felt by the activists that the Government is keen to raise the salaries of the elites instead of the manual labourers who are employed under NREGA. Ms. Aruna Roy and Nikhil Dey were also unhappy with the way Rajasthan Government refused registration of NREGS workers' unions in the state, despite such unions functioning in other states like UP and Gujarat.
NREGA, the UPA's (United Progressive Alliance) flagship program to combat rural poverty began five years ago but shockingly, wages of the workers under the NREGA have been unchanged. For nearly a month, they've been on a Dharna to demand a minimum wage of Rs. 135 a day. However, the government has refused to budge, claiming a financial crunch. Unwilling to tolerate the government insensitivity any longer, the workers have now decided to observe a 'Black Diwali'. Rajasthan has also been the state in news recently, where sarpanches were protesting against conducting of social audits. The sarpanches in Rajasthan have been openly violating rules by giving material supply contracts to their favorites.

Maharashtra CM Chavan may go, Prithviraj, Mukul Wasnik in race

Union ministers Prithviraj Chavan and Mukul Wasnik have emerged as frontrunners as hectic lobbying continues within the Congress for a successor to Ashok Chavan as Maharashtra chief minister. Prithviraj, 64, a Congress veteran from western Maharashtra, has been in charge of the Prime Minister's Office since 1999. He has a good rapport with the Gandhis and Prime Minister Manmohan Singh. However, he might get sidelined if the Congress experiments with social engineering and brings in Wasnik, 51, as its second Dalit chief minister after Sushilkumar Shinde. Wasnik, from Vidarbha, also enjoys strong support from party seniors in New Delhi.

Party leaders said the high command would shy away from naming any “permanent” aspirant such as Vilasrao Deshmukh, Sushilkumar Shinde, Narayan Rane and Patangrao Kadam because they all had been linked to the scam. Govt to monitor mobile towers radiation level - Sachin Pilot

Union Minister of State for Communications and Information Technology Sachin Pilot today said that nationwide random testing of radiation emitted by mobile telecommunication towers would commence from November 16. The monitoring would be carried out by Telecom Engineering and Resource Monitoring (TERM) cells, he said. Mr Pilot said progress in this regard and compliance levels would be monitored centrally, and non-compliance would result in fines and penalties envisaged in existing guidelines and amended license conditions, including imposition of a penalty of Rs 5 lakhs for each non-compliant tower.
The electromagnetic emissions of mobile towers in India are governed by the guidelines drawn from the recommendations of the International Commission on Non-IonizingRadiation Protection (ICNIRP). The Minister had earlier directed that self-certification of radiation levels of all towers should be completed by the telecom operators and certificates to this effect should be submitted to the TERM Cells of the Department of Telecommunications by November 15, 2010. Earlier, in his meeting with the telecom companies and other stakeholders in August, 2010, Mr Pilot, while lauding their efforts in improving tele-density in the country, had underscored the importance of being sensitive to any health related issues that might arise from the operation of mobile phone towers. It has seen that some of mobile operators are using radiations which causes serious disease and harmful to human beings.

Group clash hurt 20 people in Rajasthan

At least 20 people, including two women, were injured in a group clash sparked by a land-linked dispute in Rajasthan's Jhalawar district today, police said The clash erupted in Naya Gaon area, police said adding sharp-edged weapons and iron rods were used by both the groups. The clash occurred due to an old land-related dispute between the two cousins, they said. Twenty people, including two women, were injured in the clash, police said adding they were admitted to a hospital where the condition of four of them was described as critical.

BSNL to setup 10 data centres across India including Jaipur

Bharat Sanchar Nigam Ltd (BSNL) announced its partnership with Datacraft Asia Ltd on Friday to set up 10 data centres across India. Under the tie up, the companies will create close to 1.10-lakh sqft of data centre space with about Rs 200-crore investment for the first phase. "Initially we will be setting up six data centres over about 66,000 sqft across Jaipur, Mumbai, Ahmedabad, Ludhiana, Ghaziabad and Faridabad. We plan to start offering enterprise services including application hosting, server, storage and cloud services within six to 10 months," said Gopal Das, chairman and managing director of BSNL. "The other four locations would be Tiruchirapally, Bangalore, Hyderabad and Ranchi. While Datacraft will provide the IT infrastructure for the project, BSNL will take care of arranging physical infrastructure including space and power."
During the initial period, BSNL plans to offer the said services to government and public sector organisations and then move on to private enterprises and small businesses. The data centre business will open up opportunities for BSNL so that it can become an end-to-end service provider offering broadband connections to application services, Das said. The partnership under a revenue share model is for seven years with option to extend to additional three years. The choice of cities to set up the data centres was based on their high growth potential, Das said. Though geography is not a barrier to offer these internet-based services, BSNL will set up more data centres across the country in the future on the basis of demand, he added. The partnership is BSNL’s major initiative towards getting a stronghold in the enterprise segment. The company is looking at various streams of revenue including value-added services on mobile, broadband and fixed-line segments as voice has become a commodity service, Das said.

Rajasthan police to setup Woman Security and Counseling centres

Acting on the social security agenda, the Gehlot government in Rajasthan has decided to set up women security and counseling centres at every mahila police station for providing help and advise to suffering women. A proposal from the Women and Child Development Department for the purpose, has been approved by Chief Minister Ashok Gehlot, an official spokesman said here today.
The Chief Minister has also sanctioned Rs 3 lakh grant for each of such centres to be set up and run through NGOs/self help groups(SHGs) The Chief Minister has also constituted a state level steering committee headed by Principal Secretary Women and Child Development Department, for providing immediate assistance and guidance to any victim of domestic violence or torture otherwise. Presently, 24 mahila police stations were functioning in the state and 14 others are being opened soon. 'The state government do intend to set up the centres at all 38 mahila police stations(14 proposed) by the end of the current fiscal'', the spokesman added.

Gujarat Ex-Minister Amit Shah gets bail in Sohrabuddin case

The Gujarat High Court on Friday granted bail to former State minister Amit Shah, over three months after he was arrested by the CBI in the Sohrabuddin Sheikh fake encounter case. Justice R.H. Shukla granted bail to Mr. Shah on a personal bond of Rs. 1 lakh and a condition that he will have to appear before the CBI’s Mumbai office every month as the case is registered there. The court also rejected the demand of the CBI to grant three weeks stay on the bail order as the agency would like to appeal against the verdict. The plea was made by CBI counsel Yogesh Ravani.
Mr. Shah’s lawyer Nirupam Nanavati assured the court that his client would comply with all the terms and conditions of the bail and also any additional terms which the CBI would like to impose. He was arrested by the CBI on July 25 and he has spent over three months in the Sabarmati jail here. Mr. Shah, a close aide of Gujarat Chief Minister Narendra Modi, has been described by the CBI as the “kingpin” of the conspiracy leading to the fake encounter of Sohrabuddin Sheikh in November 2005 and killing of two key witnesses, Soharabuddin’s wife Kausar Bi and his close aide Tulsiram Prajapati.

The government is committed to connecting every single panchayat in the country with high-speed Internet in two years, Minister of State for Communications and IT Sachin Pilot said. "The commitment of the government of India has been that by 2012, we will connect every single panchayat with high- speed broadband access," he said while speaking at the three-day Bangalore IT. Biz conference, an annual, state-sponsored technology event. IT Secretary Shashi Kant Sharma spoke of the challenge of low broadband connectivity, coupled with high broadband costs, in rural areas. "It's of importance for the government to take the necessary steps to bring down the cost of broadband access as well as ensure functional connectivity up to the panchayat level," Sharma said.
Pilot said that when the panchayats are connected with high-speed broadband, it would result in a paradigm shift in the interface between citizens and the state government, the Centre and local bodies in terms of quicker, faster and transparent delivery of services. IFC, Rajasthan Govt to setup firm to build 1.25 lakh homes

The National Housing Bank (NHB) and the International Finance Corporation (IFC) have entered into a partnership with the Rajasthan state government to build over 1.25 lakh affordable houses in the state for the poor and those working in the unorganised sector. International Finance Corporation (IFC), an agency of the World Bank, said Wednesday it will set up a new housing finance company in collaboration with Rajasthan government and the National Housing Bank to provide cheaper loans to low-income households. IFC's own stake and mobilisation through stakeholders such as the National Housing Bank, government of Rajasthan, and private sector players, will help establish the company with an initial capital of USD 22 million, IFC said in a statement.
The exact shareholding structure is currently under discussion. The new company will focus on providing affordable housing finance options to low- and middle-income households that have limited or no access to formal financial services. "Involvement of multiple stakeholders and the ability to build successful public-private partnerships is crucial to developing an ecosystem that will improve accessibility of housing finance and affordable housing. We will support the company through equity, training, and refinancing," said R. V. Verma, Chairman and Managing Director, National Housing Bank.

Mobile Number Portability (MNP) from 1st November

Telecom Minister A. Raja on Tuesday said the mobile number portability (MNP) facility, which allows subscribers to retain numbers even after changing service operators, will be rolled out from November 1, starting with Haryana. “November 1 onwards MNP would be operational partially... We wanted to inaugurate it in Haryana,” Mr. Raja told reporters in New Delhi. The service is expected to be rolled out in the rest of the country in phases.
Its implementation is already delayed thrice due to different reasons. Necessary infrastructure not being in place was one of the reasons for delay. The Department of Telecom had given licences to Syniverse Technologies and MNP Interconnection Telecom Solutions, a 74:26 joint venture between U.S.-based Telcordia and Deepak Talwar Consultants to implement MNP.

British couple Brand, Perry gets notice for flouting wildlife laws

A complaint was registered Tuesday at a Ranthambore court against British comedian Russell Brand, singer Katy Perry and four others for flouting environmental laws during the couple's wedding celebrations. According to Akshay Sharma, an advocate who filed the complaint, Perry, Brand and four of their friends, had gone on a safari inside the Ranthmabore National Park Oct 24, the day after their marriage ceremony, where they smoked, drank and carried weapons with them. "They disturbed the wildlife in the park," he alleged. "Inspite of wildlife laws being violated by Katy Perry, Russell Brand, their guests and the hotel administration, the district administration and forest department did not take any action," Sharma said.
They also played loud music in their luxury resort, adjoining the national park, Oct 23 and 24, he said in the complaint. The complainant said various sections of the Indian Wildlife (Protection) Act were violated.

Paul the 'psychic' World Cup octopus dead

Paul the octopus, who shot to fame during this year's football World Cup in South Africa for his flawless record in predicting game outcomes, has died in his aquarium in Germany Tuesday. "Management and staff at the Oberhausen Sea Life Centre were devastated to discover that oracle octopus Paul, who achieved global renown during the recent World Cup, had passed away overnight," the aquarium said in a sombre statement. "Paul amazed the world by correctly predicting the winners of all Germany's World Cup clashes, and then of the final," said Sea Life manager Stefan Porwoll.
"His success made him almost a bigger story than the World Cup itself ... We had all naturally grown very fond of him and he will be sorely missed," said Porwoll. Paul beat the odds during the World Cup by correctly forecasting all eight games he was asked to predict, including Spain's 1-0 win over the Netherlands in the final. For the prediction, two boxes were lowered into the salty soothsayer's tank, each containing a mussel and a flag of the two opposing teams. Watched by a myriad of reporters, Paul would head to one box, wrench open the lid and gobble the tasty morsel, with the box he plumped for being deemed the likely winner. Paul's body is now in cold storage while the aquarium decides "how best to mark his passing." However, Paul's fans need not despair. The aquarium has already been grooming a successor, to be named Paul like his mentor.

Growth rate will soon reach 9% - Pranab Mukherjee

Finance Minister Pranab Mukherjee exuded confidence that economy would shortly revert to 9 pc growth rate but identified rising prices as a major concern, although inflation has declined to 8.6 pc from double digits in June. For India, the ideal inflation rate would be 4-5 percent although it may be difficult to attain, the minister said while inaugurating the Economic Editors' Conference in New Delhi on Tuesday. "I will try to bring it (inflation) down through whatever mechanism we have...it would be ideal if we have 4-5 per cent, but may be difficult. But I do feel that annualised inflation rate would be around six per cent," Mukherjee said.
Inflation, which has emerged as a big political issue, was 8.6 percent in September. However, food inflation was 15.53 percent for the week ending 9th October. Attributing inflation mainly to rising food prices, Mukherjee said, "In terms of consumer price indices (retail prices), inflation in the three major groups -- industrial workers, agricultural labour and rural labour -- have come down to single digit level." As regards economic growth, Mukherjee said he hoped it would be 8.5 percent (plus/minuus 0.25 percent) during 2009-10, rising further to 9 percent in short term. "It is reasonable to expect that the economy will go back to robust growth path of around 9 per cent average that it was before the global crisis slowed it down", Mukherjee said.

No change in test squad against New Zealand

Left handed opener Gautam Gambhir and paceman Ishant Sharma returned after injury lay-offs as the national selectors on Monday announced a full strength 15-member Test squad for next month's series against New Zealand. Gambhir and Ishant, who had to sit out of the second and final Test against Australia at Bangalore because of injury, have recovered sufficiently to be named in the squad, which has no new faces. While upcoming batsman Cheteshwar Pujara has been retained, two other youngsters Abhinav Mukund and Jaidev Unadkat have been left out of the team announced by the BCCI after a meeting of the selection committee in Chennai.
Out-of-form Yuvraj Singh again failed to find favour in the Test squad, with the selectors opting for Suresh Raina and Pujara as the middle-order batsmen, both of whom have done reasonably well when provided with the opportunity.

Students of Maharana Pratap University of Agriculture and Technology (MPUAT) have decided to end their three-day strike after an assurance by the administration to look into their demands positively. The agitating students were on strike in a bid to push forward several of their demands regarding issues of student welfare.
Terming the meeting with the Dean Dr. R.C. Purohit as fruitful, central students’ union chief Samundra Singh Kothari said that the university administration had assured of all possible steps regarding their demands. Meanwhile, normalcy returned in the university campus with the end of strike with students returning to their classes in large numbers.

Rajasthan Royals move High Court against franchise termination

Indian Premier League team Rajasthan Royals (RR) on Monday filed a petition in the Bombay High Court, challenging BCCI's decision of terminating its franchise agreement. BCCI had terminated the agreement with the inaugural champions on 10th October, saying it had changed the shareholding pattern without informing either the Board or the IPL Governing Council. "We have tried to meet with the BCCI to understand the basis for the termination, which was received without notice. We do not understand what we have done wrong, and it is therefore our duty to the fans of the IPL, our employees, our players and our partners to pursue the matter. "The matter is expected to be listed this Wednesday. We would not like to state anything further since the matter is sub-judice," an RR spokesperson said in a statement.
The BCCI had terminated the agreements of two franchises - Rajasthan Royals and Kings XI Punjab - for alleged irregularities in their ownership pattern. The winners of inaugural IPL, Rajasthan Royals team is seen as close to the suspended IPL commissioner Lalit Modi, whose brother-in-law Suresh Chellaram has stake in the team. Chellaram is facing government investigations for violations of foreign exchange rules, while the Enforcement Directorate has issued a 'Blue Alert' against Modi, who is now facing the prospect of his passport being revoked.

Income Tax raids on Reddy brothers and other MLs

Income Tax officials on Monday conducted raids at around 60 places in Karnataka, targeting seven ruling BJP MLAs, including ministers G Janardhana Reddy and G Karunakara Reddy. IT raids were conducted at 60 to 65 places, mainly concentrating in Bangalore and Bellary whose action comes amidst allegations of horse-trading by both BJP and opposition. Business premises of seven legislators, including mining magnates Reddy brothers and their close associate and minister B Sriramulu were raided. Some mining companies were also raided by IT department. Besides Bangalore and Bellary, raids were also conducted in Hospet. Both the ruling BJP and opposition Congress and JD-S have been trading charges of horse-trading to poach on their respective MLAs.
The Opposition has lost four MLAs, who have resigned their Assembly membership, which the Congress and JD-S have alleged was an attempt by the BJP to shore up its numbers in the 224-member Assembly. 11 BJP MLAs had rebelled against the Yeddyurappa Government and withdrawn their support as also five independent legislators who have all been disqualified by the Speaker. The political crisis saw Yeddyurappa face the trial of strength in the Assembly twice.

Delhi Govt to remove Bluelines buses from 14 December

The Delhi government Monday decided not to bring 1,600 Blueline buses back to the capital's roads. The privately-run buses were taken off to decongestant some of the city roads ahead of the just concluded Commonwealth Games. The buses were plying in the New Delhi Municipal Council (NDMC) area - mainly comprising central Delhi - and near the Games venues in east, north and south Delhi. Transport Minister Arvinder Singh Lovely told reporters: 'A notification in this regard will be issued after getting approval from Lieutenant Governor Tejendra Khanna. We cannot leave the people of Delhi at the mercy of Blueline buses.'Lovely said by Dec 14 all the Blueline buses will be pushed off Delhi roads.
He said the red and green low-floor Delhi Transport Corporation (DTC) buses that were used to ferry athletes and officials during the Commonwealth Games have joined the city's public transport system, and with these the DTC now has a fleet of 6,400 buses. 'As many as 200-250 more red buses (that are air-conditioned) are in the pipeline and will join the DTC fleet soon,' he added. The Delhi government had planned to phase out all the Blueline buses before the Commonwealth Games. The Blueline bus operators had approached the high court against the government decision, and the matter is pending in the court. A total of 2,800 Blueline buses are plying on the roads of the city.

Malaria takes 9 life in Rajasthan

Malaria takes 9 life in Rajasthan's Bikaner district. At least nine people have died and several have been hospitalised after an outbreak of malaria in Rajashthan's Bikaner city on Saturday. Heavy rainfall has led to an accumulation of water in different parts of city, which in turn have become breeding grounds for mosquitoes. "So far there have been nine deaths out of which two deaths were due to malaria, and the others were suffering from ailments other than malaria as well. So, we are working on war-scale. Out of our 1,900 employees, we have allocated the work of conducting surveys and samples to about a 1,000 of them," said K. K. Garg, Chief Medical Officer of a hospital. Relatives of malaria patients expressed their disappointment with the administrative authorities over their inability to control the situation.

Bajra procurement to start from November 1

The Rajasthan Government on Sunday decided to start procurement of bajra, which has registered a bumper production this year, from November 1. The procurement will be carried out at the minimum support price in 16 districts of the State with a production of 1-lakh tonnes of bajra each in the first phase. Chief Minister Ashok Gehlot said at a high-level meeting convened at his official residence here that the procurement would be done through Food Corporation of India, Rajasthan State Cooperative Marketing Federation and Tilam Sangh. A total of 69 procurement centres will be established in the 16 districts where the purchase is to be made.
Mr. Gehlot had raised the issue of “distress sale” of bajra by farmers in the State with Union Food and Agriculture Minister Sharad Pawar during his visit here earlier this week. Mr. Pawar announced that the MSP of Rs.880 per quintal would be paid to farmers as remunerative prices in view of this year's bumper crop due to good rains. The Chief Minister asked the officers concerned to establish an effective mechanism for procurement in accordance with the Centre's norms.

Ajmer Blast chargesheet names RSS leader

The charge sheet filed by the Anti-Terrorism Squad (ATS) of the Rajasthan police against five accused in the 2007 Ajmer dargah blast case on Friday has named senior Rashtriya Swayamsevak Sangh leader Indresh Kumar as having provided “guidance” for a conspiracy hatched by radical elements for planting bombs in several cities across the country. Despite pointing the finger at Mr. Kumar for addressing a secret meeting in Jaipur on October 31, 2005, the charge sheet, filed in an Ajmer court, has not arraigned him as an accused. It only says the probe is still continuing, though the RSS has denied Mr. Kumar's involvement.
The ATS has not identified the RSS or the radical outfit Abhinav Bharat as being involved in the conspiracy for the blast, drawing flak from activist groups here. They have alleged that the investigating agencies are trying to “pre-empt” the conclusions about the Sangh Parivar's direct role in terrorism. The 806-page charge sheet says the “office-bearers of some organisations” hatched a conspiracy to counter the terror attacks on Hindu religious places and prepared a list of targets where the blasts are to be carried out. These included the Ajmer dargah, the Malegaon mosque and the Makkah Masjid in Hyderabad.
Mr. Kumar, says the charge sheet, addressed a secret meeting of radical activists at a guesthouse in Jaipur, where he exhorted them to “get affiliated to various religious bodies for completing their mission.” This will eliminate the scope for suspicion about their trips to different cities. According to the charge sheet, the main accused in the Ajmer blast case, Sunil Joshi of Indore (who was later murdered); the prime accused in the Malegaon blast case, Pragnya Singh Thakur; and four others checked into the guesthouse under fake names for attending the meeting.

Cairn India moves to HC on Rajasthan govt tax demand

Cairn India has approached the high court in Jaipur to challenge the state government’s demand for sales tax on the company’s crude oil produced in Rajasthan but shipped out of the state in a pipeline. The state government had demanded a 4% value-added tax (VAT), but the company, which recently announced the sale of a majority stake in the Indian arm to Vedanta Resources, has argued that tax is applicable only if its produce is sold within the state. “Cairn has filed petitions against the demand of the state sales tax department for paying a 4% VAT on the sale of Barmer crude,” a state government official, who did not want to be identified, said. Cairn India said it was premature to comment. “We offer no comments at this stage,” Cairn India’s director for corporate affairs & communication Manu Kapoor said.
Instead of VAT, Cairn pays a 2% central sales tax (CST) that is levied on inter-state sales. While VAT is collected by the state, CST is collected by the central government. According to the Rajasthan government, the actual point of sale for Barmer crude oil is Rajasthan. “Gujarat is only a delivery point for the crude, hence, Cairn must pay 4% VAT,” the state government official said. Cairn, however, considers that both delivery of oil and its sale take place in Gujarat. “As it is an inter-state transaction, we pay a 2% CST,” the company executive said.

Rajasthan Panchayats to get power feeder soon

Rajasthan Govt is planning to setup power feeder at each panchayats to save electricity and provide 24 hr electricity to each villages. "We would be establishing 800 grid substation in the state within this financial year. Each panchayat in the state will have its own feeder so that villagers do not have to face problem of low voltage," state energy minister Jitendra Singh said. Huge amount of state budget was allocated to the energy department this year for strengthening the electricity supply system in the state but discoms have not been able to speed up the process as desired. Not only the farmers are happy with this move but many of the farmhouse owners and hotels situated in the rural areas will also get benefitted by this initiative.
The responsibility of curbing power theft will also be delegated to panchayat in time-bound manner in the future. "Each panchayat will have its own transformer and dedicated feeder. This is also intended to earmark areas which are more notorious for power theft," the minister said.

ICC Anti-Corruption and Security Unit is probing why the Indian Board kept quiet about a report of its player Suresh Raina being seen in the company of a woman linked to an associate of an illegal bookmaker, a media report said here. Making it clear that Raina was not suspected of any wrongdoing, ‘The Sunday Times’, quoting a senior ICC source, said the incident related to India’s tour of Sri Lanka earlier this year. With the heightened security concerns following the 2009 terrorist attack on the Sri Lankan team in Pakistan, the Sri Lankans deputed a former general to look after the Indian team.

But, the LeT commanders were successful in inducting one Hafiz Abdul of Jhalawar who used to teach in a Madrasa. Rajasthan Royals Shilpa wants fair inquiry

Bollywood Actress and Rajasthan Royals co-owner Shilpa Shetty is distressed by the BCCI's decision to terminate the franchise and wants a "fair and balanced" inquiry into the allegations of irregular ownership pattern of her IPL team. Rajasthan Govt remove stamp papers compulsion for certificates

The Rajasthan Government has done away the compulsion of non judicial stamp papers for filing applications for issuance of various sort of certificates and documents. As per the the notification issued to this effect applicants seeking birth, marriage or death certificates, domicile certificate or caste certificates and some other such documents will now not needed to buy stamp papers. ''They can now apply for these certificates without stamp papers'', an official spokesman said here today. Chief Minister Ashok Gehlot, who also holds the Finance portfolio, had announced the government's decision to exempt compulsion of stamp papers for the above purpose.

HC Directed Centre to include Rajasthan in 84 Riots compensation list

The Delhi High Court today directed the Centre to add Rajasthan in its list of states in which compensation has to be paid to victims who suffered commercial losses due to the 1984 riots soon after the assassination of then Prime Minister Indira Gandhi. Justice S Murlidhar directed the Centre to extend the facilities of the 2006 scheme meant for the victims whereby the compensation awarded to them was enhanced ten times also to those who suffered losses in Rajasthan during the riots. About 47 victims, who suffered losses in Rajasthan due to the riots, have approached the High Court seeking directions for the Centre to consider them for the enhancement 2006 scheme.
Ms Purbali Bora, lawyer for one Jagan Nath Singh, said her client's truck was set on fire in Alwar, Rajasthan, and many others were injured and incurred heavy losses as their shops were burnt. Since the people, who suffered commercial losses in Alwar were residents of Delhi, they have been shuttling between both the states to get compensation for the last 26 years.

54% Voting in Bihar 1st phase of poll

Amid tight security, an estimated 54.31 percent of the 1.07 crore voters on Thursday exercised their franchise in the first phase of the Bihar Assembly polls in 47 of the 243 seats. Describing the voting as absolutely peaceful, Director General of Police Neelmani said 150 persons were arrested for indulging in electoral malpractices and trying to disturb polling. The DIG and Commissioner of Purnia division along with Special Task Force commandos carried out aerial patrol in two helicopters during polling. While 85 percent of booths were manned by central paramilitary forces and armed police from other states, the rest were guarded by the Bihar Military Police. The state's borders with Nepal and West Bengal were sealed.
State Chief Electoral Officer S K Rakesh said voters were in queue at two booths in Rupauli and Dhamda constituencies in Purnia district even after the end of polling. This could raise the overall turnout by one percent, he said. Briefing reporters in Delhi, Deputy Election Commissioner Vinod Zutshi said barring some stray cases, no untoward incident was reported. "There was no incident of booth capturing," he said adding people boycotted polling in 10 booths protesting "lack of developmental and local issues."

The first session of Indian Institute of Management (IIM) Udaipur will start with 60 seats. The technical education department took this decision on a report submitted recently. As per the decision Dheekli has been chosen for temporary campus for IIM Udaipur. The department has already given direction to establish basic facilities to run the campus.
The department has also decided to allot 60 seats to IIM, Udaipur after Common Aptitude Test next year. However, no decision has been made for allotment of seats for second year. The construction work of auditorium at the temporary campus will begin in November and it will have a capacity to house 500 students.

MSP for Rabi Crops 2010-11 announced

The government on Wednesday announced a marginal hike of Rs 20 a quintal in the support price of wheat to Rs 1,120, but the prices of masoor and gram dals have been raised sharply by up to Rs 380 a quintal to encourage farmers to grow more. The Cabinet Committee on Economic Affairs (CCEA) on Wednesday approved the minimum support price (MSP) of rabi crops of 2010-11, Home Minister P Chidambaram told reporters. The MSP of wheat, a major rabi crop, was at Rs 1,100 per quintal in the last season.

In an attempt to prevent foreigners from getting non-technical jobs, the government has made it clear that citizens of other countries will be taken only for highly-skilled assignments in India and should draw an annual salary of over $25,000. In an order, the Home Ministry nullified a Labour Ministry circular, which allows one per cent foreigners among the total work force in any project with a minimum of five and maximum of 20 people. "An employment visa is granted to a foreigner if the applicant is a highly skilled and/or qualified professional, who is being engaged or appointed by a company/organisation/ industry/undertaking in India on contract or employment basis," according to the Home Ministry guidelines.
Besides, the ministry made it clear that employment visa shall not be granted for jobs for which qualified Indian are available and also for routine, ordinary or secretarial/ clerical jobs. "The foreign national being sponsored for an employment visa in any sector should draw a salary in excess of $25,000 per annum," it says. However, this condition of annual floor limit on income will not apply to ethnic cooks, language teachers (other than English), staff working for the Embassy/High Commission concerned in India.

Rajasthan HC issues Notice to speaker, 6 MLAs

The Rajasthan High Court today issued show cause notices to the Speaker and six BSP MLAs who merged the party with the Congress early last year enabling the latter to secure a majority in the state assembly. The notices were issued on a petition filed by the BSP through its state unit president Bhagwan Singh Baba. In the petition, it has been alleged the Speaker has been deliberately deferring hearing of the petition filed before him to declare the six BSP MLAs ineligible to hold the post under the Anti-Defection Law. The petition contended since the party won a total of six seats represented by these MLAs, they had no right to merge a national level party locally just to help the Congress gain a majority in the assembly. "The party has requested the High Court to disqualify the MLAs under the Tenth Schedule of the Constitution," Ajeemuddin, counsel for the petitioner, said. The notices were issued to State minister for Health Rajkumar Sharma and five other MLAs -- Mrarilal Meena, Girraj Singh Meena, Rajendra Singh Gudha, Ramkesh Meena, and Ramesh Chandra Meena.

Haryana join rajasthan league, Bans polythene bags

The Haryana government Saturday announced a complete ban on usage, storage and recycling of polythene carry bags in the state. The ban has been approved by Chief Minister Bhupinder Singh Hooda, an official spokesman said here. At present, the ban was not proposed to be imposed on use of plastic for packing material but this would be considered in due course of time, he said.
The spokesman said that the decision to impose a ban on recycling, storage and usage of polythene carry bags was taken because it was observed that partial ban on use of polythene carry bags of up to specific thickness did not yield desired results. 'Generally, it was difficult to identify the poly-bags with less thickness as their cost was low and had more demand in the market. There was always a scope for pilferage into the state and other corrupt practices. The customers never objected to receiving any article in such bags as they were very convenient to carry,' the spokesman added.
He added that polythene bags were not only choking drains and sewers but also causing death of cows and buffaloes. Adjoining states Himachal Pradesh, Delhi, Rajasthan and union territory of Chandigarh have already imposed a complete ban on recycling, storage and usage of polythene bags.

Bus-Truck accident clain 9 lifes in Pali, Rajasthan

At least nine people were killed and 13 passengers injured in a collision between a private bus and a truck near Mukundpura in Pali district of Rajasthan this afternoon, police said. The bus was heading for Pali from Jodhpur on National Highway No 65, when it rammed into the truck-moving into the opposite direction near Mukundpura around 1515 hrs today, the police sources said. The dead included three women and a minor girl, the sources said, adding that the injured were rushed to the Government Hospital at Rohat from where, six of them were referred to Jodhpur in a critical condition.

Temple stampede kills 10 in Banka district of Bihar

At least ten persons were killed and as many injured in a stampede that broke out on Saturday night during a ritual at a Durga temple in Bihar's Banka district on the occasion of 'Navratri' festival. More than 45,000 devotees had thronged the temple at Tildiha village under Sambhuganj police station area for offering prayers and sacrificing goats when the stampede occurred, DGP Neelmani said in Patna. "Ten deaths have been confirmed so far, while four are stated to be in critical condition," District Magistrate Aadesh Chitarmare said.
The stampede occurred in the jam-packed temple campus after a portion of the sacrificed body of the goat fell on some devotees, creating a scare leading to a mad rush among the gathering. The injured are being treated at hospitals in Tarapur and Banka.

PM Blame Nitish Kumar for failure of MNREGA in Bihar

Prime Minister Manmohan Singh on Saturday charged that Nitish Kumar-led NDA government in Bihar has failed to fully implement Centrally-sponsored schemes but is taking credit for them. The Bihar government had failed to implement the Mahatama Gandhi National Rural Employment Guarantee Act (MNREGA), besides the special scheme for minorities in the state, Singh told an election meeting in Araria district. "We have repeatedly tried to speed up the pace of progress in Bihar in providing basic needs like electricity, roads and good irrigation facilities. We started giving a special annual package of Rs 1000 crore". "... since 2004, till now, the Centre has given Rs 6000 crore and for 36 districts the Centre is giving special assistance. These funds could have changed the face of the state... power, roads, education could have been given to the needy but the government has not fulfilled its duties".
He said there were instances where the Central assistance did reach the needy districts and people, but, in such cases "the state government misled people by claiming that the schemes were initiated by them." PM orders probe into CWG 2010 Delhi

Prime Minister Manmohan Singh last night appointed a high-level committee headed by a former CAG to go into allegations of corruption related to the mega sporting event. The committee, headed by former Comptroller and Auditor General (CAG) V K Shunglu, will submit its report to the Prime Minister within three months, PMO spokesman said. The announcement came even as the CAG stepped into the picture to conduct assessment of various projects related to the CWG with officials set to visit all the stadia and go through records. Significantly, CWG Organising Committee Chairman Suresh Kalmadi, who has been in the line of fire over the corruption allegations, was snubbed when he was not invited to a felicitation at the Prime Minister's residence for Indian medal winners. "The government has decided to constitute a high-level committee under former CAG V K Shunglu to look into all matters relating to organising and conduct of the Commonwealth Games 2010, New Delhi, including to draw lessons from it," the spokesman said. The details of terms of reference will be announced in a day or two, the spokesman said.

Commonwealth Games gold medallist wrestler Sushil Kumar has decided to skip next month's Asian Games in China because of a shoulder injury. Sushil, who won the Commonwealth Games gold in the 66kg category, does not want to aggravate his injury suffered during the World Championships last month. "I am also having pain in the neck and I seriously need some time off," Sushil said. "After the tough World Championship, I competed in the Commonwealth championship. I did not get much time to recover. It was decided that I would be given a break after the Commonwealth Games to get fully fit for the Olympic qualifiers," said Sushil.
However, an official announcement will be made only after the federation meets tomorrow, he said. "Everything has been done. It's just a formal announcement tomorrow. BPCL increases fuel prices by Rs 0.70 a litre

State-owned Bharat Petroleum Corporation Ltd (BPCL) Friday hiked petrol price 0.70 a litre effective midnight tonight, while other PSU oil retailers are likely to follow suit in next couple of days. "Petrol price in Delhi was raised by Rs 0.70 per litre to Rs 52.55 per litre," a company official said. Rate in other cities will vary depending on local taxes and levies.
Industry sources said Indian Oil Corporation and Hindustan Petroleum Corporation are likely to follow suit over the weekend. The three oil companies no longer revise petrol prices in tandem to avoid being accused of acting as a cartel. The three companies also do not have a uniform price for petrol with IOC selling the fuel three paise cheaper than BPCL. The government has in June freed petrol pricing from its administrative control allowing the state companies to fix rates in line with cost of production. This is the second increase in petrol prices since June this year.

Rahul Gandhi says RSS is 'fanatical' like SIMI

Congress general secretary Rahul Gandhi took a direct shot at the Rashtriya Swayamsewak Sangh (RSS) by calling it a fanatical organisation like the banned Students Islamic Movement (SIMI). Mr Gandhi, addressing the media in Bhopal, said he felt there was not much difference between SIMI and RSS, as both were "fanatical" and held "fundamentalist" views. On told that he had made a controversial statement equating the two groups, Mr Gandhi said he failed to see any controversy in it. When pointed out that SIMI was a proscribed outfit, which was not the case with RSS, Mr Gandhi said that this did not matter much as far as he was concerned. "I know only that both SIMI and RSS are fanatical and hold fundamentalist views," he asserted.
The AICC general secretary's remarks invited angry reactions from RSS and BJP, with the former advising Mr Gandhi that "knowledge of organisations functioning within the country was as essential as understanding of Italy and Columbia." BJP spokesman Prakash Javadekar went a step further, and contended that "only mentally disabled people can compare SIMI with RSS. SIMI is a terrorist outfit." Gandhi was full of praise for Prime Minister Manmohan Singh who is "doing a fine job". "We have a very capable Prime Minister. He is much more capable than me. He is on the job. My responsibilities are Youth Congress and NSUI and I am doing that." Nippon to setup 190 Crore Plant in Neemrana, Rajasthan

Nippon Pipe India Private Limited, part the Japan-based Nippon group, will set up a Rs.190 crore steel tube components project for the automobile industry in the Japanese zone at Majrakath, Neemrana, in Alwar district of Rajasthan. The Japanese zone has been developed by Rajasthan State Industrial Development and Investment Corporation (RIICO), a state government undertaking. RIICO has allotted 25 acres for the project. "In the first phase, Rs.55 crore is proposed to be invested by the company by 2011 and subsequently the cost of project will go up to around Rs.190 crore by 2015", said Rajendra Bhanawat, RIICO managing director.
The annual installed capacity will touch 10,000 tonnes in 2012 which will go up to 25,000 tonnes by 2015. At its full capacity the project will employ 280 persons. In the Neemrana's Japanese zone, 22 companies, including Nippon, have been allotted 303 acres and an investment of around Rs.2,150 crore have been tied up, said Bhanawat. Nippon Pipe is a subsidiary of Siam Nippon Steel Pipe Company, Thailand, which itself is a subsidiary of Nippon Steel of Japan.

Boxers Suranjoy Singh (52kg), Manoj Kumar (64kg) and Paramjeet Samota (+91kg) garnered gold medals in the ring to make up some ground for the generally disappointing show of Olympic bronze medallist Vijender Singh, Akhil Kumar and Jai Bhagwan. Rajasthan woman strangled in suspected honour killing

In a case of suspected honour killing, a young woman was murdered by her family members in Rajasthan's Churu district over her love affair, police said Tuesday. The woman's parents have been arrested. The killing took place in Tripali Badi Village, over 225 km from here. "We suspect that the father and mother of Priyanka Rajput (22) killed her due to a love affair with a boy of a different caste. It seems to be a case of honour killing," a police official told IANS. "We arrested the parents early Tuesday as they are the prime suspects, and have started to investigate the matter," the official said, adding that some more people seem to be involved in the murder.
Priyanka's lover Suraj Jat claimed they were married in Arya Samaj temple in June this year against her parents' wish, police said. Suraj in his police complaint said that after their marriage they both were living in Jaipur. "On Sep 24, parents of Priyanka came here at my residence when I was not in my house and forcibly took my wife to their village. On Oct 10, the girl's father Bhawani Singh and her mother Santosh Kanwar strangled her and hurriedly cremated her," he alleged.
