Govt releases postage stamp on Census of India 2011

Government of India releases Special postage stamp "Census of India 2011" for Rs. 5. The Indian Census has been the most credible source of information on demography, economic activity, literacy and education, housing and household amenities, urbanization, fertility and mortality, scheduled castes and scheduled tribes, language, religion, migration, disability and many other socio-cultural and demographic data since 1872. The Census 2011 will cover 640 districts, 5767 tensile, 7742 towns and more than 6 lakhs villages spread across 35 states and union territories. The Census 2011 will witness 2.7 million enumerators and supervisors.

Census 2011: Literacy rate of India rise to 74%

India's effective literacy rate has recorded a 9.2 per cent rise to reach 74.04 per cent, according to provisional data of the 2011 census released today. Interestingly, literacy rate improved sharply among females as compared to males. While the effective literacy rate for males rose from 75.26 to 82.14 per cent marking a rise of 6.9 per cent, it increased by 11.8 per cent for females to go from 53.67 to 65.46 per cent. According to provisional totals of the latest census, literates constitute 74 per cent of total population aged seven and above.
Ten states and union territories, including Kerala, Lakshadweep, Mizoram, Tripura, Goa, Daman and Diu, Puducherry, Chandigarh, National Capital Territory of Delhi and the Andaman and Nicobar Islands, have attained literacy rate of above 85 per cent, the target set by the Planning Commission to be achieved by 2011-12. Kerala has the highest literacy rate at 93.91 per cent followed by Lakshadweep at 92.28 per cent. Bihar is at the bottom of the ladder with literacy rate of 63.82 followed by Arunachal Pradesh at 66.95. Literacy rate of Rajasthan rise to 67% from 60%.

The 2001-2011 period is the first decade — with exception of 1911-1921 — which has actually added lesser population compared to the previous decade, Registrar General of India and Census Commissioner of India C. Chandramauli said in the presence of Home Secretary G. K. Pillai. Among the states and Union territories, Uttar Pradesh is the most populous state with 199 million people and Lakshadweep the least populated at 64,429. The combined population of Uttar Pradesh and Maharashtra is bigger than that of the U.S. The highest population density is in Delhi’s northeast district (37,346 per sq km) while the lowest is in Dibang Valley in Arunachal Pradesh (just one per sq km). Child sex ratio in 2011 is 914 female against 1,000 male — the lowest since Independence. According to the data, literates constitute 74 per cent of the total population aged seven and above and illiterates form 26 per cent. The literacy rate has gone up from 64.83 per cent in 2001 to 74.04 per cent in 2011 showing an increase of 9.21 per cent.

The rising population in the state is also reflected in the population density which now stands at 201 persons per sq km against figures of 165 and 129 in 2001 and 1991. Significantly, Rajasthan is the largest state in the country. On the significant side, Rajasthan has also shown an improvement in the female literacy rate that now stands at 52.66 against that of 43.9 in 2001. But even this figure stands way below the national average of 65.46. In fact, this is the lowest female literacy rate in the country and is closely followed by Bihar at 53.33. India's population is now 1.21bn, which is bigger than the combined populations of the US, Indonesia, Brazil, Pakistan and Bangladesh. India launched the latest census exercise last year. Some 2.5 million officials visited households in about 7,000 towns and 600,000 villages. The population was classified according to gender, religion, education and occupation. The exercise, conducted every 10 years, faces big challenges, not least India's vast area and diversity of cultures.

Rajasthan CM Gehlot flags off Mumbai-Jaipur Duronto Train

Rajasthan Chief minister Ashok Gehlot flagged off the Jaipur-Mumbai Duronto Express from the city railway station on Tuesday. Eleven out of 14 trains announced in the Rail Budget 2010-11 have been flagged off till now. Gehlot will also flag off Bikaner-Delhi Express from the Bikaner railway station on Wednesday and Ajmer-Sultanpur Express from Ajmer railway station on Thursday. On the occasion, Gehlot said the state government has been working on connecting other parts of the state with railway. "The final survey of Dholpur-Sarmathura-Gangapur railway line is on. Soon, the detailed project report (DPR) will be prepared. Also, the work on Dausa-Gangapur railway line is in progress," Gehlot said.
Gehlot said the state government has contributed `1,250 crore for laying down tracks between Ratlam and Dungarpur. The track will be beneficial for the development of the ST-dominated Dungarpur and Banswara area. The chief minister said the Delhi-Mumbai freight corridor will be a major benefit for Rajasthan as 39 per cent of the corridor will pass through the state. This will be an advantage for the business and other sectors.

Rajasthan Celebrates Rajasthan Day today across the state. Rajasthan was formed on 30 March 1949, when all erstwhile princely states ruled by Rajputs, known as Rajputana, merged into the Dominion of India. On the occasion of Rajasthan Day Celebrations, the state department of tourism, organised a magic show by Suhani Shah at Maharana Pratap Auditorium, Vidyashram School. Schoolkids from all over the city were present to enjoy it. Around 600 children enjoyed the show, that began with a fashion show where the magician with the help of illusion made models change various outfits at the blink of an eye. She got a huge round of applause and appreciation from spectators.

World Cup 2011 Semifinal 2 between India and Pakistan will be Live on DD National at 2:30 PM. With all eyes set on the ICC World Cup semi-final between India and Pakistan — being termed as “final of finals” — the PCA stadium has been turned into a fortress. As part of the three-tier multi-layered security, stadium has been put under a 2.5-km-radius of extensive barricading.
Early on Tuesday morning, endless streams of Punjab Police personnel — requisitioned from across the state — were deployed for duty in and around the stadium. With the stadium’s outer wall surrounded by metal containment barricades, channels fixed on every entry gate, movable barricades in place to regulate traffic around the venue and view cutters installed to visually segregate one area from another, the stadium seemed to be the best protected place in the city. However, no shuttle buses will be in service to ferry spectators to and fro parking lots and stadium on Wednesday.

Two arrest in SHO Burning case

Two people were taken into custody in the case of burning alive the Station House Officer (SHO) of Mantown police station in Surwal village on outskirts of Sawai Madhopur on March 18. A police spokesman today said one Radhey Shyam Saini of Surwal and Satya Narain Meena of Rawla were taken into cusotdy late last night in connection with the burning of SHO Phool Mohammad. The duo, believed to be involved in the killing of the officer, was untraceable after the incident, the spokesman said.
Phool Mohammad was burnt alive by a violent mob in Surwal village after self immolation by a youth in protest against the police failure in arresting culprits in an old case of killing of a woman. Meanwhile, Sawai Madhopur local ruling Congress MLA Allauddin Azad has sought police protection for himself in the wake of reported threat from some elements who might be behind the killing of Phool Mohammad.

UP MP's son arrested with illegal arms in Barmer, Rajasthan

Uttar Pradesh MP Brijbhushan Thakur's son Pratik Bhushan, who was arrested with arms and ammunition near Pachpadra in Barmer district have been sent to judicial custody. The trio along with some other accomplices were heading towards Pachpadra from Jodhpur yesterday, when their two vehicles were stopped and searched by the police during a routine checking. During search police seized 7.65 MM loaded pistol along with 4 cartridges from Pratik’s possession, whereas one more 315 bore rifle and cartridges were also seized from the possession of his personal body guards. The pistol license was not issued on Pratik’s name while arms license terms-norms were also violated by his bodyguards, police said.
They were today produced before a local court which sent them to judicial custody. They were reportedly going to Tilwara to buy horses. Samajwadi Party MP Brijbhusan Singh has been holding the Gonda seat for past about 25 years.

SC, ST to protest in Rajasthan against reservation policies

Members of the Scheduled Caste (SC) and Scheduled Tribes (ST) in Jaipur have staged protests against the Rajasthan government''s reservation policy. Around five thousand people belonging to the SC and ST committee gathered here on Sunday, to warn the state government of dire consequences if their right to reservation was curbed. Asharam Vena, the General Secretary of the Scheduled Caste and Scheduled Tribe Committee, said people belonging to the upper classes have misused the decision of the Supreme Court’s decision to curb the rights of the reserved classes. Shagan Lal, an employee of the state secretariat, said the demand of people belonging to lower castes was to continue with the old reservation policy.
He said: “ This is the Supreme Court’s decision, but it never said that while giving promotion, reservation should not be considered. Upper caste people, who have pressurized the lawmakers in their favour to abolish reservation, have misinterpreted the decision.” “ They want to remove the reservation given to us. We are not demanding anything new. We just want that old reservation policy should be continued. We would not tolerate any games played against us,” he added. Hari Meena, a member of the Scheduled Caste and Scheduled Tribe committee said: “ The Rajasthan High Court’s decision is that people belonging to the scheduled caste can use their reservation benefit only once either at the time of promotion or at the time of getting a government job. We get promotion on the basis of reservation and this should not be stopped.” Currently, 12 percent reservation is for SC candidates and 16 percent for ST candidates and around 4.5 percent candidates of SC and ST community are working in government jobs in the province.

Rajasthan CM to flag off 3 new trains

Rajasthan CM Ashok gehlot as a part of the Rajasthan Day celebrations will launch three new trains for the state, sources at the chief minister’s office said on Sunday.
1. The much awaited Jaipur-Mumbai Duranto would be flagged off on March 29 from Jaipur railway junction station by the chief minister.
2. It will be followed by Bikaner-Sarai Rohilla train which would be flagged off by the chief minister on Wednesday from Bikaner.
3. Regarding the third train, an officer with the North Western Railways, said, “The Ajmer-Sultaanpur train would be flagged off on March 31 from Ajmer. Chief minister Ashok Gehlot and other dignitaries, including MP from Ajmer and Union minister of state Sachin Pilot, would participate in the function.”

Pakisthan PM Gilani to watch World Cup semi-final in Mohali

Pakistan Premier Yousuf Raza Gilani on Sunday accepted his Indian counterpart Manmohan Singh's invitation to watch the World Cup semi-final between the cricket teams of the two countries at Mohali on 30th March. The decision was taken following a meeting between President Asif Ali Zardari and Gilani, which began at midnight last night and lasted for about two hours. At the meeting, it was decided that "in response to the Indian Prime Minister's invitation, the Prime Minister of Pakistan will visit India to witness the semi-final (of World Cup) between the two cricket teams," Presidential spokesman Farhatullah Babar said.
He said that Pakistan had already welcomed Dr. Singh's invitation to Zardari and Gilani to watch the match. 'The News' daily, meanwhile, quoted its sources as saying that Gilani would informally meet Singh during the match and a formal meeting would be held after the game. Separately, 'The Nation' newspaper quoted its sources as saying that Gilani would pay a two-day visit to India for a fresh round of "cricket diplomacy." It said that Gilani's decision to accept Singh's invitation has been conveyed to New Delhi through diplomatic channels.

Shunglu Committee report on CWG on 29 March

Prime Minister Manmohan Singh- appointed Shunglu Committee will submit three more reports on alleged irregularities in CWG-related projects by 29th March. The reports will highlight several inadequacies on part of government officials and contractors in executing works for the sporting extravaganza held in New Delhi between 3rd October and 14th October last year. "We will submit three more reports by 29th March. They will be on Commonwealth Games Organising Committee and Games venues-related matters," Shunglu said.
The Committee has already submitted its reports on host broadcasting deal by Prasar Bharti, construction of Games Village and city infrastructure-related projects to the PMO. In its first report submitted on 31st January on alleged irregularities in awarding broadcasting rights of the sporting event, the Committee recommended strict action against suspended CEO of Prasar Bharti B S Lalli and former Director General (Doordarshan) Aruna Sharma under relevant Sections of IPC and Prevention of Corruption Act. Whereas in its second and third report on Games Village and City Infrastructure, it named Delhi Lt Governor Tejinder Khanna and Chief Minister Sheila Dikshit for lack of oversight in execution of Games works.

Jat agitation withdrawn after talks with Hooda

The agitating Jats in Haryana have withdrawn their agitation late tonight following a meeting of their leaders with the Haryana Chief Minister, Mr Bhupinder Singh Hooda in Jind. In a statement issued here today, the Chief Minister said that those agitating have agreed to lift all blockades and dharnas with immediate effect. He said that it has also been decided to set up a Haryana Backward Classes Commission within a month. The Commission would consider the demand of communities of Roar,Jat, Jat Sikh,Tyagi,Bishnoi and any other community who wish to be under the ambit of the Backward Classes in the State.
They have now agreed to lift all blockades, especially after the Supreme Court directed the Haryana and UP governments to immediately control the situation. MNREGA Social audit from 28 March

The social audit of the Mahatma Gandhi National Rural Employment Gurantee(MNREGA) at village-level Sabha is going to be held from March 28 to March 29. MNREGA programme coordinator Siddharth Mahajan said that the social audit forum conducted a thorough study for 15 days and tried its best to trace the development activities. The social audit will begin at 339 Gram Panchayats of the city. The development officials have been given orders to work for the purpose. Mahajan said 42 officials and one in-charge had been assigned the duty to look into the smooth functioning of the Gram Panchayats.

Rajasthan failed to achieve power generation target: CAG Report

Rajasthan has failed to realize targeted addition in power generation as the capacity addition between 2005 and 2010 was much short of the target, a Comptroller and Auditor General(CAG) report pointed out recently. "As against the envisaged capacity addition of 3,020 MW to meet the energy generation requirement in the state between 2005 and 2010, the actual addition was 2,519.82 MW. "In state sector, though 1,525 MW of capacity was planned to be added by the government controlled Rajasthan Rajya Vidyut Utpadan Nigam Limited (RRVUNL), the actual addition was only 525 MW during the period," according to the report, which was tabled in the state assembly on Wednesday. "Despite having pumped in 94 per cent of its targeted investment in power sector companies in 2009-10, the state has not been able to meet its envisaged capacity addition during the aforesaid period due to gross ineffective project management, time overrun etc," the report added.
The time overrun varied between 12.5 months and 48 months, and had been attributed to various reasons such as delay in signing of gas supply agreement for gas-based plants, finalisation and approval of drawings, execution of work of main plant by the Bharat Heavy Electricals Limited (BHEL) etc, the report observed. It added that in fact, three units could not be commercially operated even after synchronisation due to technical problems that were not solved even till September last year. In other audits of power companies, the CAG has detected a cash embezzlement of Rs 35.35 lakh at the Ajmer Vidyut Vitran Nigam Limited that has extended the contract period of the collecting agent even after being aware of financial and other irregularities by it.

No admission test in Navodaya Vidyalaya !

The entrance examinations of the Jawahar Navodaya schools could not be organised this time because of the implementation of the Right to Education Act in the state. The examinations for entrance in class six, organised by Union government, were originally scheduled to be held last month itself. According to the norms of the Right to Education Act, a student must not be made to appear in any examination for entrance in any class below 8. On the other hand, students who have passed in class fifth need to appear for an entrance exam for admission into class six. The students thus selected are taught in the school without any fee.
As many as 3978 students had applied for the examination this year. Of these, 123 applications were rejected and the admit cards of the remaining 3855 candidates have already reached Jodhpur. However, the process has been stopped with immediate effect following an order issued by the Joint Commissioner. But billion dollar question is what will be criteria to get admission in Jawahar navodaya Vidyalaya(JNV) if you did't conduct test for 80 seat from which 80% seats are reserved for rural candidates.

Two killed in encounter with Haryana police

Two suspected associates of a man, wanted in a case of alleged robbery, were killed on Thursday night and one injured in an encounter with a Haryana police team in Rajasthan's Sriganganagar district. The Haryana police team in a vehicle was chasing robbery accused Sukhvinder Singh who was in a car with his two associates. When they entered Sriganganagar, the police team challenged them, sparking the encounter at Padampur area, Rupendra Singh, Sriganganagar SP, said.
He said two persons identified as Jaggi and Dheeru were killed and Sukhvinder was injured in the encounter. Sukhvinder was arrested and shifted to the district hospital. "When we stopped both the vehicles near 1-TK area, the Haryana police team members introduced themselves and informed us about the case. Earlier, it was thought to be a gangwar", Singh said.

SC directs UP, Haryana and Rajasthan Govts to ensure supply to Delhi

Supreme Court on Thursday asked Haryana, Uttar Pradesh and Rajasthan governments to ensure that supply of essential commodities including water to the national capital is not disrupted in the wake of threats by Jats agitating for quota in central jobs. A bench of justices Altamas Kabir and Dalveer Bhandari also specifically asked Haryana, Uttar Pradesh to also ensure that transportation of petroleum products from Mathura and Panipat oil refineries to Delhi are not affected in any manner.
The bench issued these directions on two urgent petitions filed by the Delhi Jal Board and the Indian Oil Corporation during a special sitting held at the apex court, which is currently closed on account of Holi holidays. Meanwhile Uttar Pradesh government has deployed about 35 companies of Provincial Armed Constabulary and Rapid Action Force in the Jat dominating areas including Agra, Aligarh, Moradabad, Meerut and Saharanpur divisions.

Raje complains to president against Rajasthan CM

Leader of Opposition in Rajasthan, Vasundhara Raje, on Thursday met President Pratibha Devisingh Patiland urged her to order the governor of the state to reconvene the budget session of the state assembly to discuss alleged flaws. The session concluded on Wednesday. "According to us, this session did not take place at all. So, this session should be reconvened. There should be another fresh session, in a good atmosphere, where the entire issues relating to the Budget could be discussed. This would benefit the entire state of Rajasthan," Scindia said. Raje said President Patil had listened to the opposition's demands and agreed to look into the issue. "The President had listened to us and said she would consider our demand," she added.
According to the opposition, the ruling Congress party had adopted unconstitutional methods during the budget session by not allowing the house to function properly. They claimed that over 16 bills have been passed in the assembly without discussion. The budget session had not been functioning properly for the past several days as both the ruling as well as opposition parties failed to resolve their differences through dialogue.

Rajasthan Teachers Eligibility Test (TET) Exam 2011 on 22 May

Rajasthan Board of Secondary Education will conduct the Teachers Eligibility Test (TET) on May 22 this year and candidates will be able to register for the examination online till April 18. Announcing the schedule of TET, chairman of the board Subhash Garg said that they will start the preparation from March 31 and try to announce the result on June 15. “This is the first TET examination conducted in the state and the board will launch another website on TET on March 27,” said Garg. The students will be able to get the syllabus of this examination from March 28 onwards.

MLA Sinodia's Son Murder case: Main accused arrested

Rajasthan Police's Special Operations Group (SOG) arrested one of the main accused in the abduction and murder of Bhanwar Sinodia, son of Kisangarh MLA Nathu Ram Sinodia. Shehzad, the alleged contract killer of the MLA's son was arrested from the Ashok Vihar area in New Delhi on Wednesday morning. This is the sixth arrest by the SOG in the case within a fortnight. Sanjay Agarwal, IG, SOG told TOI: "The teams were in touch with the police of five states. While going through Shehzad's history, we found that he was lodged at Ajmer Central Jail. From thereon, we started collecting information about his connections and activities in other states." "On Tuesday evening, we received information that Shehzad was staying somewhere near the Ashok Vihar area in New Delhi. Our local team, with logistic support from the Delhi Police, arrested him in the wee hours of Wednesday," Agarwal added. SOG sources said Shehzad is likely to be presented before a local court in Kishangarh. "We will seek his police custody for at least 10 days to further probe the case and find out if Shehzad's involvement in the murder was merely for monetary gains," a senior SOG officer said.

JDA plan to recruit Engineers

Jaipur Development Authority (JDA) has proposed to the state government to recruit engineers, town planners, draftsmen, assistant legal advisors and others. It wants 420 engineers and 340 employees for various posts. Additional commissioner Shuchi Sharma says, “As JDA’s jurisdiction is increasing new staff is required. We have sent a proposal to the state government.” The organisation plans to recruit engineers on the Public Works Department and Public Health Engineering Department pattern—- which is 1: 4:16. An official explained, “Under one executive engineer, four assistant engineers and 16 junior engineers will be recruited.” The number of assistant engineers is 65. Except for recruitment of around 82 junior engineers last year, the JDA has not recruited staff for the past 20 years.

Jat leaders set two deadlines 25, 28 March

Threatening to block the busy railway track and roads leading to Delhi and even disrupting the water supply to the national capital, agitating Jat community leaders in Haryana on Tuesday said the central and state governments should take concrete steps by Friday to meet their demand for job quotas. Hundreds of Jats continued to block railway tracks in Hisar, Jind and Bhiwani districts of Haryana on Tuesday, saying they will not budge till their demand for inclusion in the other backward classes (OBC) quota was accepted by the central and Haryana governments.
"We will not withdraw our agitation till the central and state governments accept our demand for reservation. We will fight for our rights till the end," Jat leader Hawa Singh Sangwan said. Talks between Jat leaders and Haryana Chief Minister Bhupinder Singh Hooda in Hisar on Monday failed to yield any result. Hooda had earlier said that Jats should get reservation only in central government jobs. The Jat leaders have set two deadlines, March 25 (Friday) and March 28.

PM reject 'cash-for-votes' charges in Parliament

Rejecting as "wild" the charges that bribe was paid during the 2008 Confidence Motion, Prime Minister Manmohan Singh took on the Opposition for creating hue and cry over diplomatic communications, saying it was a "dangerous" thing to do. In an uncharacteristic combative manner, Singh particularly targeted L K Advani, saying the BJP leader thought becoming Prime Minister was his "birth right" and hence had never "forgiven me". He asked Advani to wait for three-and-a-half years for his chance. Replying to a short duration debate in both Houses of Parliament over his statement on the WikiLeaks documents on Wednesday, first accessed by 'The Hindu' daily, Singh said the government could not verify the authenticity of correspondence between the US Embassy here and its government in Washington.
Referring to the probe by a Parliament's Committee in 2008 into allegations of 'cash-for-votes' scam, the Prime Minister said it had concluded that there was insufficient evidence to prove that money was paid to purchase MPs. "I am convinced that taking the report as a whole, this is a correct inference," Singh said, winding up the debate during which he came under sharp attack from the Opposition which even questioned why he continued to be the Prime Minister if was "not aware" of developments involving his government. "I leave it to the good sense of this House to decide for itself whether the report of the Committee in any way substantiates the wild allegations levelled by some Hon'ble Members of the Opposition," Singh said amid thumping of desks.

Rajasthan Government hike DA rate by 6% to its state govt employees after yesterday centre announced DA Rate hike. Now DA rate for State govt employees will be 51%.

Announcement to this effect was made in the statement tabled during the passage of the Rajasthan Appropriation Bill 2011 and Finance Bill 2011 in the State Assembly on the behalf of the Chief Minister who also holds to Finance portfolio. Now the employees would get equal to 51 per cent of the basic pay. The hike is being effected with effect from January this year and will also be payable to work charge employees, and employees of Panchayats and Zila Parishads. The arrears up to March 31, would be deposited into the employee’s GPF while enhanced DA will be paid with effect from April 1. However, the hike dues would be paid in cash to those employees who joined in the service on or after January 1, 2004. The hike would cause additional burden of Rs 875 crore per annum on public exchequer.

Cabinet approves draft of ''RTE Rules 2011''

The draft of ''Rajasthan Right of Children to Free and Compulsory Education Rules 2011'', meant for implementation of the Centre''s Right of Children to Free and Compulsory Education Act 2009, was today approved by the State Cabinet. Chief Minister Ashok Gehlot chaired a meeting in which the Cabinet gave approval to the draft. The rules have been made for the implementation of Government''s Right of Children to Free and Compulsory Education Act 2009, an official said. Under these rules, provisions have been made to open primary schools within every one kilometre and upper primary schools within every two kilometres.
Provision has also been made so that all private schools, both government aided and unaided, will have to give admission to atleast 25 per cent of their seats to students belonging to the weaker sections and no fee would be charged from them, he said. Rajasthan government would constitute a State Advisory Council under the chairmanship of the Education Minister for protecting child rights, the official said. In the meeting, approval was also given to the directives of Energy Conservation Building Code (ECBC) and the State Litigation Policy which would ensure efficient and effective execution of the litigation and quality improvement, he added.

Rajasthan Officials warned for child marriages on Akshya Tritiya

The Rajasthan government has warned of strict action against district administrations and police officials if they fail to check child marriages on Akshya Tritiya (Akha Teej) to be observed May 6, an official said Tuesday. The day is considered highly auspicious for marriages. It falls on the third day after "amavasi" (new moon) in the Hindu month of Vaishakha. In a written direction to the district collectors and superintendents of police in each district, the state home department has asked them to keep strict vigil on child marriages on Akha Teej, which is a rampant practice in the rural areas of Rajasthan, a senior officer told IANS Tuesday. "The officials have been asked to be prepared and keep watch if preparations of child marriages are going on at any place in their respective jurisdictional area," the officer added. The letters have been sent to this effect by department's principal secretary P.K. Deb. The directive from principal secretary Deb has asked the officials to set up control rooms in each district where people can file complaints if they come to know about child marriages in their area.

Jat agitation disrupts rail services

Jat agitation continued to disrupt train services in many parts of Haryana on Wednesday as well. 66 trains including Shatabadi and Rajdhani were cancelled on the northern and north-western sector and many trains were diverted. The Jats are demanding a quota for their community in government jobs. Leaders of Jat Arakshan Sangharsh Samiti will meet today at Narwana and decide whether to continue talks with Haryana Chief Minister Bhupinder Singh Hooda. On Tuesday, the Barwala power plant in Haryana stopped operation in face of the Jat agitation which paralysed freight movement and passenger train services to northern states.
With the agitating Jat leaders setting March 28 as the deadline for the Centre to decide on their demand for putting them in the OBC category, different groups in Delhi and its suburbs are holding the stock-taking meetings on March 26. Sources claimed local leaders have set that day to devise a strategy to paralyze the capital in case the central government turns down their demand.

Youth Rajesh Meena who was protesting against police failure in arrests of culprits in killing of a woman, climbed up on a water tank along with his one associate and jumped down after setting himself afire. Agitated over the death of the youth the mob of demonstrators turned violent, threw stones at the police and set-at-fire police vehicles. Sixteen cops were injured in the arson-violence. Meanwhile, body of the deceased protester Rajesh - whose kins refused to take the body till fulfillment of demands - was sent to Kota for keeping in deep freezer in the mortuary in Kota Medical College hospital today.

Delhi Budget 2011-12 Highlights | Delhi Budget

Delhi Chief Minister Sheila Dikshit today presented a budget of Rs. 27,067 crore for this year with a plan outlay of Rs. 13,600 crore and a non-plan expenditure of Rs. 13,307.
Delhi Budget 2011-12 Highlights:

1. 14,000 new staff in schools.
2. Scholarships for Students.
3. MLA fund increased to 2.5 Crore from Rs. 2 crore.
4. Cheaper: Bicycles, kerosene stoves, lanterns, petromax lamps and sanitary napkins.
5. Costlier: Bidis, furnishings and suitings and sweetmeats will become costlier under new tax proposals in Delhi government's budget.
6. VAT of 12.5 per cent would be imposed on unmanufactured tobacco, making bidis and hookah smoking more expensive.
7. 'Khandsari' sugar and textiles have also been exempted from VAT.
8. The VAT on sweetmeats and 'namkeen' has been increased to 12.5 per cent from existing five per cent.
9. Industrial textiles such as canvas belts, filter clothes and furnishing and suitings are proposed to be taxed at five per cent.

Govt hike DA rate by 6% to Central Govt Employees

Govt on Tuesday increased dearness allowance (DA) by 6 percent to 51 percent, benefiting over 50 lakh central govt employees and 38 lakh pensioners. "The decision to hike DA was taken by the Union Cabinet at its meeting here," a Union minister said in New Delhi on Tuesday. The combined impact of the hike will be Rs 5,715.90 crore per annum. However in the next financial year, the burden on the exchequer would be Rs 6,668.52 crore after the additional 6 percent DA payout is factored in from 1st January to 31st March this year.
The increased DA, which will be effective from 1st January, is provided to government staff and pensioners to compensate them for rising prices. Presently, the DA is paid at 45 percent of basic pay. The increase in DA by 6 percent would be in accordance with the formula prescribed by the Sixth Pay Commission for central government employees. The decision will provide direct relief to around 50 lakh employees and 38 lakh pensioners. The DA is revised twice a year, on 1st January and 1st July. The relief came amid high retail prices, as inflation has been ruling above 9 percent. The Consumer Price Index (Industrial Workers), which is the basis for revising dearness allowance, was 9.47 percent in December and 9.30 percent in January Headline inflation, based on movement in wholesale prices, was 8.31 percent in February, much above the comfort level of 5-6 percent. Food inflation, too, was hovering above 9 percent

IIT Rajasthan launches its new website http://www.iitj.ac.in/. IIT Rajasthan was till now using Indian Institute of Technology(IIT) Kanpur web server under tag http://www.iitk.ac.in/iitj/ as IIT Rajasthan is attached under IIT Kanpur by HRD till they get full flashed campus and facilities.
IIT Kanpur has been designated as the mentor IIT for looking after the incubation activities of the new IIT in Rajasthan. The academic session in IIT Rajasthan will commence from August 2008. To start with, a 4-year B.Tech. programme will be offered in three branches, viz., Computer Science and Engineering, Electrical Engineering and Mechanical Engineering with a strength of 40 students in each branch. The curriculum, course structure and syllabus for the first year courses and the fee structure and other rules will be broadly same as in the mentor IIT i.e IIT Kanpur. The first year classes are proposed to be held at the IIT Kanpur campus and the students admitted will be relocated to the place in Rajasthan where the new IIT will be established.
This can be considered a step towords autonomy of Rajasthan to establish itself as IIT Rajasthan at its new campus situated in Jodhpur, Rajasthan.

Indian Readership Survey(IRS) Q4 2010 has been good for English dailies where 6 out of top 10 English newspapers in the country have registered growth while the loss for the rest 4 dailies have been marginal according to the average issue readership (AIR) data.
Top 10 News Papers in Rajasthan:
1. ‘Rajasthan Patrika’ continues to be No.1 in the Royal state with an AIR of 70.26 lakh but has lost 1.09 lakh readers in Q4 of IRS 2010. In Q3 of IRS 2010 Patrika had an AIR 71.35 lakh and added 3.30 lakh readers.
2. ‘Dainik Bhaskar’ has again performed well and has added 2.75 lakh new readers in the current IRS. The paper is gradually narrowing the gap with Rajasthan Patrika.
3. At no 3 is ‘Dainik Navjyoti’ with an AIR of 4.44 lakh. the paper has added 27,000 readers in the current quarter and has grown by 6.5 per cent.
4. Nation’s No.1 English daily ‘The Times of India’ is at no 4 position in Rajasthan Market with an AIR of 2.11 lakh.
5. At no 5 is ‘Daily News’ with an AIR of 1.89 lakh. The paper has added 14,000 readers in the current IRS.

Times Internet wins IPL media rights

India's largest media and entertainment conglomerate, the unlisted Bennett, Coleman & Co. (BCCL), has won internet, mobile, radio and some television rights for the Indian Premier League cricket tournaments for the next four years. Its digital media arm, Times Internet Ltd, will pay 2.616 billion rupees (about $58 million) for the 2011-14 rights, starting with the IPL-4 season that opens in Chennai on April 8. The IPL announced on Sunday that a consortium led by Times Internet - part of the Times of India group, which is ultimately controlled by BCCL and its billionaire owners, Indu Jain and family - was the successful bidder. Another Indian media group, Harish Thawani’s Nimbus Communication, is part of the consortium.
The rights cover internet and mobile worldwide - with a five-minute delay on the Indian sub-continent - and global radio except for the Middle East. The TV rights exclude Australia, South Africa, the Middle East, the Caribbean, Hong Kong, Singapore and the Indian sub-continent. Nimbus will handle distribution and broadcast of the various TV rights. Sony Group’s MultiScreen Media (MSM), which owns the SET Max network in India, continues to hold the Indian television rights under a deal it struck with the IPL in January 2008 and renegotiated in 2010. That deal, which started at $US1.026 billion and initially involved the sports marketing agency World Sports Group, is now worth about $US1.6 billion over a 10-year period.

VSNL Disinvestment - Is it new Telecom Scam ?

Nine years after Atal Bihari Vajpayee’s NDA government sold a 25% stake in long distance telecom carrier VSNL to the Tatas, communications minister Kapil Sibal on Monday said the “disinvestment does not seem to be fair and transparent” and ordered a probe into the delay in demerging surplus land of 773 acres. Arun Shourie was disinvestment minister at the time.
Sibal’s move came even as sources close to the Tata group said the proposed demerger of surplus land was stuck due to the Centre dragging its feet on the three options to separate the company's real estate assets spread across New Delhi, Pune, Chennai and Kolkata. The board of Tata Communications had sent a proposal in this regard to the DoT in 2005, but is said to be still waiting to hear from the government, which now holds 26% in the company.
Tata Communications said in a statement: “Tata Communications welcomes any government process that hopefully will expedite the demerger of surplus land, which we have repeatedly requested in the best interests of the company and its shareholders. We categorically deny that Tata Communications or the Tata group has benefited or seeks to derive benefit from the surplus land.” Sibal ordered that a committee under the additional secretary in the telecom department examine the issue and submit its report by the end of the month. In a note to the telecom secretary, the minister said, “The strategic partner has enjoyed the precious government land without paying a single rupee for it,” Sibal said in his note.
