During a protest demanding arrest of those involved in the recent attack on former Rajasthan University President and Independent MLA Hanuman Beniwal. Students under the banner of "Yuva Kisan Chatra Akrosh", led by its Convener Mukesh Bhakar, assembled at the University of Rajasthan campus to gherao Jaipur police commissionerate demanding arrest of those involved in the attack on Hanuman Beniwal on the night of September 23. The students were holding the rally peacefully but it was the police that triggered unruly scenes leading to the clash. They resorted to baton-charge and indulged in violence injuring at least 50 students, Beniwal said while visiting the injured at SMS hospital.
In another shocking incident yesterday at least three girls were today injured in police "lathicharge" as around 200 government school students demanding appointment of teachers in their school in Tonk district of Rajasthan.After the lathicharge, irate locals protested against the police officers demanding action against them. रिज़र्व बैंक 3 और विशेषताओं के साथ ₹500 और ₹1000 बैंक नोट जारी करेगा

भारतीय रिज़र्व बैंक जल्दी ही ₹ 500 and ₹1000 के मूल्यवर्ग के उन बैंकनोटों को संचलन में लाएगा जिनमें तीन नई/संशोधित विशेषताएं होंगी जैसे (i) संख्या पैनलों में अंकों का बढ़ता आकार, (ii) ब्लीड लाइनें और (iii) बड़ा पहचान चिह्न। यह स्मरण होगा कि रिज़र्व बैंक हाल ही में ₹ 500 और ₹ 1000 के बैंकनोटों को संचलन में लाया था जिनमें संख्या पैनलों में अंक बढ़ते आकार में थे किंतु इन नोटों में ब्लीड लाइनें और बड़ा पहचान चिह्न नहीं था। अब रिज़र्व बैंक ने इसमें दो और विशेषताएं जोड़ दी हैं जिससे कि दृष्टिबाधित लोगों को बैंकनोटों के भाग को आसानी से पहचानने में मदद मिल सके और उन्हें नकली नोटों से बचाया जा सकें।
वर्तमान बैंकनोटों में संख्या पैनलों में इनसेट लेटर नहीं होगा। इन बैंकनोटों पर डॉ. रघुराम जी. राजन के हस्ताक्षर होंगे। पृष्ठ भाग पर मुद्रण वर्ष (2015) लिखा होगा। इन विशेषताओं को छोड़कर ₹ 500 और ₹1000 के बैंकनोटों का समग्र डिज़ाइन वैसा ही रहेगा। रिज़र्व बैंक द्वारा इन मूल्यवर्गों में अबतक जारी किए गए सभी बैंकनोट वैध मुद्रा बने रहेंगे।

Text of PM’s statement at the United Nations Summit for the adoption of Post-2015 Development Agenda.

माननीय,
आधुनिक महानायक महात्मा गांधी ने कहा - ‘हम उस भावी विश्व के लिए भी चिंता करें जिसे हम नहीं देख पाएंगे।‘
जब-जब विश्व ने एक साथ आकर भविष्य के प्रति अपने दायित्व को निभाया है मानवता के विकास को सही दिशा और एक नया संबल मिला है।
सत्तर साल पहले जब एक भयानक विश्व युद्ध का अंत हुआ था। तब इस संघठन के रूप में एक नयी आशा ने जन्म लिया था। आज हम फिर मानवता की नई दिशा तय करने के लिए यहाँ एकत्रित हुए हैं। मैं इस महत्वपूर्ण शिखर सम्मलेन के आयोजन के लिए महासचिव महोदय को ह्रदय से बधाई देता हूँ।
Agenda– 2030 का विज़न महत्वाकांक्षी है और उद्देश्य उतने ही व्यापक हैं। यह उन समस्याओं को प्राथमिकता देता है, जो पिछले कई दशकों से चल रही हैं। साथ ही साथ यह सामाजिक, आर्थिक और पर्यावरण के विषय में हमारी परिपक्व होती हुई सोच को भी दर्शाता है।
यह ख़ुशी की बात है की हम सब गरीबी से मुक्त विश्व का सपना देख रहे है। हमारे निर्धारित लक्ष्यों में गरीबी उन्मूलन सब से ऊपर है। आज दुनिया में 1.3 billion लोग गरीबी की दयनीय जिंदगी जीने के लिए मजबूर है।
हमारे सामने प्रश्न केवल यह नहीं है की गरीबो की आवश्यकताओं को कैसे पूरा किया जाये। और न ही यह केवल गरीबो के अस्तित्व और सम्मान तक ही सीमित प्रश्न है। साथ ही यह हमारी नैतिक जिम्मेदारी मात्र है ऐसा मानने का भी प्रश्न नहीं है। अगर हम सब का साझा संकल्प है की –
- विश्व शांतिपूर्ण हो
- व्यवस्था न्यायपूर्ण हो
- और विकास sustainable हो
तो गरीबी के रहते यह कभी भी सम्भव नहीं होगा। इसलिए गरीबी को मिटाना यह हम सब का पवित्र दायित्व है।
भारत के महान विचारक पंडित दीनदयाल उपाध्याय के विचारो का केंद्र अन्त्योदय रहा है। UN के एजेंडा 2030 में भी अन्त्योदय की महक आती है। भारत दीनदयाल जी के जन्मसती वर्ष को मनाने की तैयारी कर रहा है, तब यह निश्चित ही एक सुखद संयोग है।
भारत environmental goals के अंतर्गत climate change और sustainable consumption को दिए गये महत्व का स्वागत करता हैं। आज विश्व Island States की चिंता कर रहा है और ऐसे राष्ट्रों के भविष्य पर ध्यान केंद्रित करता है, यह स्वागत योग्य है। और इनके ecosystem पर अलग से लक्ष्य निर्धारण, मैं उसे एक अहम कदम मानता हूँ।
मैं Blue Revolution का पक्षधर हूं, जिसमें हमारे छोटे- छोटे Islands राष्ट्रों की रक्षा एवम समृद्धि, सामुद्रिक संपत्ति का नयोचित उपयोग और नीला आसमान, ये तीनो बातें सम्मलित है।
हम भारत के लोगों को लिए ये संतोष का विषय है कि भारत ने विकास का जो मार्ग चुना है, उसके और UN द्वारा प्रस्तावित Sustainable Development Goals के बीच बहुत सारी समानताएं हैं। भारत आजाद हुआ तब से गरीबी से मुक्ति पाने का सपना हम सबने संजोया है। हमने गरीबों को सशक्त बनाकर गरीबी को पराजित करने का मार्ग चुना है। शिक्षा एवं Skill Development, यह हमारी प्राथमिकता है। गरीब को शिक्षा मिले और उसके हाथ में हुनर हो, यह हमारा प्रयास है।
हमने निर्धारित समय सीमा में Financial Inclusion पर mission-mode में काम किया है। 180 million नए बैंक खाते खोले गए। यह गरीबों का सबसे बड़ा empowerment है। गरीबों को मिलने वाले लाभ सीधे खाते में पहुंच रहे है। गरीबों को बीमा योजनाओं का सीधे लाभ मिले, इसकी महत्वाकांक्षी योजना आगे बढ़ रही है।
भारत में बहुत कम लोगों के पास पेंशन सुविधा है। गरीबों तक पेंशन की सुविधा पहुंचे इसलिए पेंशन योजनाओ के विस्तार का काम किया है। आज गरीब से गरीब व्यक्ति में गरीबी के खिलाफ लड़ाई लड़ने की उमंग जगी है। नागरिकों के मन में सपने सच होने का विश्वास पैदा हुआ है।
विश्व में आर्थिक विकास की चर्चा दो ही sector तक सीमित रही है। या तो Public sector की चर्चा होती है या Private sector की चर्चा होती है। हमने एक नए sector पर ध्यान केंद्रित किया है और वह है personal sector. Public sector, Private sector और Personal sector. भारत के लिए Personal sector का मतलब है कि individual enterprise, जिसमें micro finance हो, innovation हो, start-up की तरह नया movement हो।
सबके लिए आवास, बिजली, पानी, शिक्षा, स्वास्थ और स्वच्छता हमारी प्राथमिकता हैं। ये सभी एक गरिमामय जीवन के लिए अनिवार्य हैं। इन लक्ष्यों को प्राप्त करने के लिए एक ठोस योजना और एक निश्चित समय सीमा तय की गई है। महिला सशक्तिकरण हमारे विकास कार्यक्रमों का एक महत्वपूर्ण अंग है। जिसमे हमने ‘बेटी बचाओ – बेटी पढाओ’ इसे घर घर का मंत्र बना दिया है।
हम अपने खेतों को अधिक उपजाऊ तथा बाजार से अच्छी तरह से जुड़ा हुआ बना रहे हैं। साथ ही प्राकृतिक अनिश्चितताओं के चलते किसानों के जोखिमों को कम करने के लिए अनेक कदम उठाये जा रहे हैं।
हम manufacturing को revive कर रहे हैं, service sector में सुधार कर रहे हैं। Infrastructure के क्षेत्र में हम अभूतपूर्व स्तर पर निवेश कर रहे हैं और अपने शहरों को smart, sustainable तथा जीवंत development centers के रूप में विकसित कर रहे हैं।
सम्रद्धि की ओर जाने का हमारा मार्ग sustainable हो, इसके लिए हम कटिबद्ध है। इस कटिबद्धता का मूल निश्चित रूप से हमारी परम्परा और संस्कृति से जुड़े होना है। लेकिन साथ ही यह भविष्य के प्रति हमारी प्रतिबद्धता को भी दिखाती है।
मै उस संस्कृति का प्रतिनिधित्व करता हूँ जहां धरती को माँ कहते है और मानते हैं। वेद उदघोष करते है -
"माता भूमि: पुत्रो अहं पृथिव्या"
ये धरती हमारी माता है और हम इसके पुत्र है।

हमारी योजनाएं महत्वाकांक्षी और उद्देश्यपूर्ण हैं, जैसे :
• अगले 7 वर्षों में 175 गीगावॉट (GW) renewable energy की क्षमता का विकास
• Energy effeciency पर बल
• बहुत बड़ी मात्र में वृक्षारोपण का कार्यक्रम
• कोयले पर विशेष टैक्स
• परिवहन व्यवस्था में सुधार,
• शहरों और नदियों की सफाई।
• Waste to wealth की movement

मानवता के छठे हिस्से का sustainable development समस्त विश्व के लिए तथा हमारी सुंदर वसुंधरा के लिए अत्यंत महत्वपूर्ण है।
निश्चित रूप से यह दुनिया कम चुनौतियों और व्यापक उम्मीदों वाली दुनिया होगी। जो अपनी सफलता को लेकर अधिक आश्वस्त होगी।
हम अपनी सफलता और resources दूसरो के साथ बांटेंगे। भारतीय परम्परा में पूरे विश्व को एक परिवार के रूप में देखा जाता है।
"उदारचरितानाम तु वसुधैव कुटुंबकम"
उदार बुद्धि वालों के लिए तो सम्पूर्ण संसार एक परिवार होता है, कुटुंब है
आज भारत, एशिया तथा अफ्रीका और प्रशांत महासागर से अटलांटिक महासागर में स्थित छोटे छोटे Island States के साथ development partner के रूप में अपने दायित्व का निर्वहन कर रहा है।
Sustainable development सभी देशों के लिए राष्ट्रीय उत्तरदायित्व का विषय है। साथ ही उन्हें नीति निर्धारण के लिए विकल्पों की आवश्यकता होती है।
आज हम यहाँ संयुक्त राष्ट्र में इसलिए हैं, क्योंकि हम सभी यह मानते हैं कि अंतरराष्ट्रीय साझेदारी अनिवार्य रूप से हमारे सभी प्रयासों के केंद्र में होनी चाहिए। फिर चाहे यह development हो या climate change की चुनौती हो।
हमारे सामूहिक प्रयासों का सिद्धांत है – common but differentiated responsibilities.
अगर हम climate change की चिंता करते है तो कही न कही हमारे निजी सुख को सुरक्षित करने की बू आती है। लेकिन यदि हम climate justice की बात करते है तो गरीबो को प्राकतिक आपदाओ में सुरक्षित रखने का एक संवेदनशील संकल्प उभर कर आता है।
Climate change की चुनौती से निपटने में उन समाधानों पर बल देने की आवश्यकता है जिनसे हम अपने उद्देश्यों को प्राप्त करने में सफल हो सकें। हमें एक वैश्विक जन-भागीदारी का निर्माण करना होगा। जिसके बल पर technology, innovation और finance का उपयोग करते हुए हम clean और renewable energy को सर्व सुलभ बना सकें।
हमें अपनी जीवनशैली में भी बदलाव करने की आवश्यकता है, ताकि ऊर्जा पर हमारी निर्भरता कम हो और हम sustainable consumption की ओर बढ़े।
साथ ही एक Global Education Programme शुरू करने की आवश्यकता है। जो हमारी अगली पीढ़ी को प्रकृति के रक्षण एवं संवर्धन के लिए तैयार करे।
मैं आशा करता हूँ कि विकसित देश development और climate change के लिए अपनी वित्तीय प्रतिबद्धताओं को पूरा करेंगे, without in anyway putting both under the same head.
मैं यह भी आशा करता हूँ कि technology facilitation mechanism, technology और innovation को विश्व के कल्याण का माध्यम बनाने में सफल होगा। यह मात्र निजी लाभ तक सीमित नहीं रह जायेंगे।
जैसा कि हम देख रहे हैं, दूरी के कारण चुनौतियों से छुटकारा नहीं है। सुदूर देशों में चल रहे संघर्ष और अभाव की छाया से भी वे उठ खड़ी हो सकती हैं। समूचा विश्व एक दुसरे से जुड़ा है, एक दुसरे पर निर्भर है और एक दुसरे से सम्बंधित है। इसलिए हमारी अंतरराष्ट्रीय सांझेदारिओं को भी पूरी मानवता के कल्याण को अपने केंद्र में रखना होगा।
सुरक्षा परिषद समेत संयुक्त राष्ट्र में भी सुधार अनिवार्य है। ताकि इसकी विश्वसनीयता तथा औचित्य बना रहा सके। साथ ही व्यापक प्रतिनिधित्व के द्वारा हम अपने उद्देश्यों की प्राप्ति अधिक प्रभावी रूप से कर सकेंगे।
हम एक ऐसे विश्व का निर्माण करें जहां प्रत्येक जीव मात्र सुरक्षित महसूस करे, उसे अवसर उपलब्ध हों और सम्मान मिले। हम अपनी भावी पीढ़ी के लिए अपने पर्यावरण को और भी बेहतर स्थिति में छोड़ कर जाएँ। निश्चित रूप से इससे अधिक महान कोई और उद्देश्य नहीं हो सकता। परन्तु यह भी सच है की कोई भी उद्देश्य इससे अधिक चुनौतीपूर्ण भी नहीं है।
आज 70 वर्ष की आयु के संयुक्त राष्ट्र में हम सब से अपेक्षा है कि हम अपने विवेक, अनुभव, उदारता, सहृदयता, कौशल एवं तकनीकी के माध्यम से इस चुनौती पर विजय प्राप्त करें।
मुझे दृढ विश्वास है कि हम ऐसा कर सकेंगे।
अंत में मै सबके कल्याण की मंगल कामना करता हूँ –
सर्वे भवन्तु सुखिनः सर्वे सन्तु निरामयाः।
सर्वे भद्राणि पश्यन्तु: मा कश्चिद्दुःखभाग्भवेत्।।
सभी सुखी हों, सभी निरोगी हों, सभी कल्याणकारी देखे , किसी को भी किसी प्रकार का दु:ख न हो।

Rajasthan Mining scam: Congress demands SC-monitored CBI probe, resignation of Vasundhara Raje

Charging the Vasundhara Raje government in Rajasthan with violating set guidelines by giving away 653 mines to individuals on first come, first serve basis, causing a loss of nearly Rs 45,000 crore to the public exchequer, the Congress today demanded Mr Raje'sresignation and a Supreme Court-monitored probe by the Central Bureau of Investigation into the Mines mega allocation scam. "Rajasthan Chief Minister Smt. Vasundhara Raje gave away national resources i.e. 653 mines (equaling 1,43,253 bighas or 22085.81 hectares in area) worth Rs. 45,000 crore, to a chosen few, in absolute violation of the mandatory competitive bidding process. The Congress party demands that she be sacked immediately and a Supreme Court monitored CBI probe launched against her". said spokesperson in Congress party's press conference today. 

Terming it as one of the biggest scams in the history of Rajasthan, AICC media incharge Randeep Surjewala, addressing a joint press conference along with Rajasthan PCC president Sachin Pilot and state CLP leader Rameshwar Didi, here said, ''between October 30, 2014 and January 12, 2015, the Rajasthan government, led by its Chief Minister Vasundhara Raje, proceeded to issue prospecting licenses and mining leases for 653 mines equivalent to 1,43,253 bighas i.e, 22085.81 hectares with approximate auction value of over Rs 45,000 crore. This was in complete defiance of the April 12, 2012 Supreme Court judgement, in willful negation of the mandatory policy dated October 30, 2014 and the statutory obligation of allocation of mines only through auction through competitive bidding.'' Speaking on the issue, Rajasthan PCC chief Sachin Pilot said,''Malfeasance, fraud, loot, corruption and conspiratorial scams have become the hallmarks of the BJP Government in Rajasthan. We demand immediate sacking of Ms Raje, her cabinet colleagues and other officers. The Congress also demands that investigation be done by the CBI, monitored by the Supreme Court. The inquiry be completed within a fixed time frame.'' Charging the Raje Government with committing several illegalities in willful violation of the October 30, 2014 policy, Mr Pilot said, ''no prior approval of the Central Government was taken before issuing LOIs for 653 prospecting licences/mining leases. Also, no prior notification was published in Official gazette/government website/public advertisements inviting applications for grant of 653 prospecting licences/mining leases. No exploration data or details of available minerals was published. Even mining area was not notified. All this was done so that the 653 mineral mines for 22,085.81 hectares would not be subject to the process of auction through competitive bidding. Loss to the exchequer on account of this fraudulent decision is writ large.

सुप्रीम कोर्ट के आदेश के बाद हरियाणा पंचायत चुनाव स्थगित

राजस्थान की तर्ज पर उम्मीदवारों की शैक्षणिक योग्यता मामले को लेकर सुप्रीम कोर्ट ने हरियाणा पंचायत चुनाव को अगले आदेश तक स्थगित कर दिया है। सुप्रीम कोर्ट में इस मामले की अगली सुनवाई 7 अक्टूबर को होगी। पंचायत चुनाव में शैक्षणिक योग्यता की अनिवार्यता के मसले पर सोमवार को सुनवाई के दौरान सुप्रीम कोर्ट ने बडे सवाल उठा दिए थे। सुप्रीम कोर्ट ने हरियाणा सरकार से पूछा कि शैक्षणिक योग्यता पंचायत चुनाव में ही सदस्यों के लिए क्यों है। सासंदों और विधायकों के लिए य हनियम क्यों नहीं लागू किया जाता।
न्‍यायमूर्ति जे चेलमेश्‍वर की अध्‍यक्षता वाली पीठ को हरियाणा सरकार की ओर से महाधिवक्‍ता मुकुल रोहतगी ने बताया कि योग्‍यता के मुद्दे पर अनिश्चितता के बीच चुनाव नहीं कराए जा सकते। हरियाणा राज्‍य निर्वाचन आयोग ने न्‍यायालय से कहा कि वह कानून की वैधता पर निर्णय होने तक चुनाव नहीं करा सकता। सरकार का पक्ष सुनने के बाद उच्‍चतम न्‍यायालय ने माना कि ऐसे में मौजूदा चुनाव कार्यक्रम असंगत हो गया है। हरियाणा में पंचायत चुनाव तीन चरणों में 4, 11 और 18 अक्‍तूबर को होने थे। उच्‍चतम न्‍यायालय 7 अक्‍तूबर को इस मामले की अंतिम सुनवाई करेगा।

Hanuman Beniwal attacked by group of assailants in Jaipur

Jat leader and MLA from Khinvsar Hanuman Beniwal was attacked allegedly by some unidentified assailants when he was going to Nagaur from jaipur.  "I was in my vehicle with driver and two others. The vehicle was stranded in traffic jam due to a procession of Rajput community. After few minutes, a mob of 30-40 youths attacked my vehicle with sticks," the MLA from Khinwsar Assembly constituency in Nagaur told PTI. Windowpanes of his SUV were broken in the incident which took place near Jobner-Kalwar road. "Probably, they were the part of the procession and attacked me at the behest of some ministers," he alleged. The MLA said the attackers surrounded and damaged his vehicle.

Former BJP MLA, Hanuman Beniwal was suspended few year back for making sharp attack against Raje and and Minister Rajendra Rathore. Hanuman Beniwal also made an attack on Chief Minister Ashok Gehlot and said that if he had been bold, he would have ordered an impartial inquiry into the corruption cases against Vasundhara Raje. He update his Facebook Page status late night with supporters on social media on incident.

Rajasthan Govt hike Reservation to 68%, brings quota for Gurjars, General

Bhartiya Janata Party (BJP) in Rajasthan assembly passed two bills granting 5% reservation to Gujjar-led special backward classes (SBC) and 14% to Brahmins, Rajput, Baniya and all general category under economically backward classes (EBC), taking the total quota to 68%. The Vasundhra Raje government also pushed through resolutions urging the Centre to place the twin bills in the 9th schedule of the Constitution to buffer them from legal scrutiny.  The latest quota proposals have made a comeback after they were shot down in 2009 by a court order. The state cleared five per cent reservation for the Gujjar community and 14 per cent for 'economically backward classes', which means that 68 percent of the seats are now reserved, leaving less than one-third of the seats for Creamy-Layer other Backward Class (OBC) and General candidates.

Presenting the bill in the assembly, Home Minister Gulab Chand Kataria said: "The bill provides for the reservation of seats in educational institutions in the state and of appointments and posts in the services under the state in favour of the economically backward classes to the extent of 14 percent." Kataria said that there was a long standing demand from the poorest classes of the unreserved categories, who claimed that due to their economic weakness they were unable to compete with the other affluent classes, due to which they were becoming socially and educationally backward. Conceding a long standing demand of Gujjars, the Rajasthan state assembly also passed by voice vote the Rajasthan Special Backward Classes (Reservation of Seats in Educational Institutions in the State and of Appointments and Posts in Services under the State) Bill, 2015. Special backward classes include castes such as Gujjars, Banjara, and Gadiya Lohar, among others. The New quota break up in Rajasthan are:  21 percent for OBCs, 16 per cent for SCs, 12 per cent for STs, 5 per cent for SBC, 14% for EBC which leads to total 68% in state. 
The New reservation will be win-win for all except Creamy layer OBC candidates who will get only 32% seats to complete instead of 50% earlier, moreover half income limit for creamy layer in rajasthan as compare to center will make it worst for OBC creamy layer candidates.

आरोग्य राजस्थान अभियान के लिए 19.80 करोड़ रूपये मंजूर

मुख्यमंत्री श्रीमती वसुन्धरा राजे ने आरोग्य राजस्थान अभियान की क्रियान्विति के लिए 19.80 करोड़ रूपये के अतिरिक्त प्रावधान को मंजूरी दी है। श्रीमती राजे ने राज्य बजट 2015-16 में प्रदेश में आरोग्य राजस्थान अभियान चलाने की घोषणा की थी। इस अभियान के तहत पंचायतवार कैम्प लगाकर लोगों की स्वास्थ्य जांच की जाएगी। इसके साथ ही इसे भामाशाह योजना से जोड़ते हुए हैल्थ काॅर्ड्स बनाए जाएंगे, जिससे हैल्थ इन्फोर्मेशन नेटवर्क तैयार किया जाएगा। इस डेटाबेस के आधार पर गंभीर बीमारियों से पीडि़त रोगियों के उपचार की व्यवस्था की जाएगी।

6% DA Hike for Rajashtan Govt. Employees w.e.f 1st July 2015

Rajasthan Government announced 6% hike in the Dearness Allowance (D.A.) of the State Government employees. Dearness Relief (D.R.) for the pensioners has also been increased by 6%. The D.A. hike would be effective from July 1st, 2015. The prevalent D.A. of the State Government employees was 113% and after the increase it will now be 119% of the basic pay. Nearly 8 lakh employees and 3.5 lakh pensioners would be benefited by this increase in D.A. and Dearness Relief. D.A. hike would also be applicable for the work charge employees, employees of the Panchayat Samitis and Zila Parishads.
The increased D.A. would be paid in cash from September 1st, 2015. The Arrears on account of the increased D.A. from July 1st, 2015 to August 31st, 2015 would be credited in the GPF accounts of the employees appointed before January 1, 2004, while the arrears of the hiked D.A. for July & August months would be paid in cash to the employees appointed after January 1, 2004. The increased Dearness Relief to the pensioners and family pensioners would be paid in cash. Six percent increase in D.A. would cost the state exchequer Rs. 640 crore additional annually in the current financial year.

राजस्थान बना AMRUT योजना के तहत वार्षिक कार्य योजना प्रस्तुत करने वाला पहला राज्य

राजस्थान देश का ऐसा पहला राज्य बन गया है जिसने अटल नवीकरण और शहरी परिवर्तन मिशन (अमृत) के अंतर्गत राज्य की वार्षिक कार्य योजना प्रस्तुत कर दी है जिसका उद्देश्य राज्य के सभी शहरी निवासियों को पानी की आपूर्ति और सीवरेज कनेक्शन प्रदान करना है। राज्य सरकार ने वर्तमान वित्त वर्ष के दौरान केन्द्रीय शहरी विकास मंत्रालय द्वारा मंजूर 1,087 करोड़ रुपए की दो श्रेणियों के अंतर्गत परियोजनाओं का प्रस्ताव रखा है। राज्य वार्षिक कार्य योजना के अंतर्गत, अमृत परियोजनाओं को राजस्थान के 28 अमृत शहरों में से 13 में हाथ में लेने का प्रस्ताव है। इनमें अलवर, ब्यावर और नागौर जिला शामिल है जहां पानी की आपूर्ति और सीवरेज परियोजनाओं को शुरू किया जाएगा जबकि सात अन्य शहरों बारन, भीवर, भीलवाड़ा, चित्तौड़गढ़, धौलपुर, गंगानगर शहर और सुजानगढ़ में जलापूर्ति परियोजनाएं हाथ में ली जाएंगी। भिवाड़ी, सीकर और उदयपुर शहरों में सीवरेज और सेप्टेज प्रबंधन परियोजनाएं शुरू की जाएंगी। 

राज्य सरकार ने घरों को पानी के आपूर्ति के कनेक्शन और सीवरेज नेटवर्क सेवाओं के अंतर्गत लाने में उत्पन्न कमियों का विश्लेषण करने के बाद मिशन दिशा निर्देशों में दिए गए सुझाव के बाद प्राथमिकता के सिद्धांतों के अनुरूप यह कार्य हाथ में लिया है। 28 अमृत शहरों में पानी की आपूर्ति के कनेक्शन के संबंध में, कवरेज का दायरा नागौर में 28 प्रतिशत और भिवाड़ी में 98 प्रतिशत है। पानी की आपूर्ति की मात्रा के संबंध में यह गंगापुर शहर में 38 लीटर प्रति व्यक्ति प्रतिदिन से कोटा में 150 लीटर प्रति व्यक्ति प्रतिदिन है। गंगापुर और हिंदौन शहर में यह 50 लीटर से कम है जबकि सात शहरों में यह 51-75 लीटर प्रति व्यक्ति प्रतिदिन, पांच शहरों में 76-100 लीटर प्रति व्यक्ति प्रतिदिन और 12 शहरों में यह 100 लीटर प्रति व्यक्ति प्रतिदिन से ज्यादा है। शहरी इलाकों में पानी की आपूर्ति के राष्ट्रीय मानक 135 लीटर प्रति व्यक्ति प्रतिदिन हैं। 10 शहरों बारन, ब्यावर, भीलवाड़ा, भिवाड़ी, गंगानगर शहर, हिंदौंन शहर, सवाई माधोपुर, सीकर, सुजानगढ़ और टोंक में कोई सीवरेज नेटवर्क नहीं है। ब्यावर, भिवाड़ी और सीकर में सीवरेज परियोजनाएं प्रस्तावित हैं। जबकि शेष शहरों में पानी की आपूर्ति सुनिश्चित करने के बाद इन्हें हाथ में लिया जाएगा। अन्य शहरों में सीवरेज नेटवर्क सेवाओं की कवरेज 6 शहरों में 10-25 प्रतिशत, 03 शहरों में 26-50 प्रतिशत, 05 में 51-75 प्रतिशत और 04 शहरों में 75 प्रतिशत से ज्यादा है।
6 सीवरेज और सेप्टेज प्रबंधन परियोजनाओं के लिए 555 करोड़ रुपए और पानी की आपूर्ति की 10 परियोजनाओं के लिए 344 करोड़ रुपए का प्रस्ताव रखा गया है। 13 शहरों में परियोजना खर्च इस प्रकार हैः- ब्यावर-154 करोड़ रुपए, अलवर-130 करोड़ रुपए, भिवाड़ी-110 करोड़ रुपए, नागौर-110 करोड़ रुपए, सीकर-110 करोड़ रुपए, उदयपुर-85 करोड़ रुपए, बारन-50 करोड़ रुपए, चित्तौड़गढ़-40 करोड़ रुपए, गंगानगर शहर-40 करोड़ रुपए, धौलपुर-30 करोड़ रुपए, भीलवाड़ा-25 करोड़ रुपए, सुजानगढ़-25 करोड़ रुपए। आवश्यक सुधारों के कार्यान्वयन के संबंध में राज्य सरकार ने सूचना दी है कि प्रत्येक शहर के लिए वेबसाइट बनाने, सभी 18 कार्यों को शहरी स्थानीय निकायों को हस्तांतरित करने, नियमों में संशोधन, इमारत बनाने के लिए एक जगह पर क्लीयरेंस, कर राजस्व का 90 प्रतिशत कवरेज को अगले 6 से 12 महीने में अमल में लाया जाएगा।
राजस्थान सरकार ने जानकारी दी है कि सांसदों, विधायकों, शहरी स्थानीय निकायों के अध्यक्षों और जनता जैसे साझेदारों के साथ पर्याप्त विचार विमर्श किया गया है और उनके सुझाव और विचारों को सेवा स्तर सुधार योजना में शामिल किया गया है जिन्हें राज्य वार्षिक कार्य योजना तैयार करते समय जोड़ा जाएगा। देश में पहली बार परियोजनाओं की पहचान सहित शहरी विकास योजनाओं को तैयार करने, उनका मूल्यांकन और मंजूरी का कार्य राज्यों को दिया गया है और राजस्थान पहला ऐसा राज्य है जिसने इस नई संरचना के अंतर्गत कार्य किया है। राज्य वार्षिक कार्य योजनाओं की विस्तृत जांच के बाद शहरी विकास मंत्रालय परियोजना की लागत का 20 प्रतिशत राशि की पहली किस्त राज्यों के लिए जारी करेगा।

मुख्यमंत्री ने नीमराना में हैवल्स वाटर हीटर प्लान्ट का उद्घाटन किया

मुख्यमंत्री श्रीमती वसुन्धरा राजे ने  शनिवार को नीमराना में हैवल्स के नए वाटर हीटर प्लान्ट का उद्घाटन किया । उन्होंने कहा कि क्वालिटी वाली नौकरी हासिल करने के लिए हमें क्वालिटी युक्त सर्विस देने की आवश्यकता है, इसके लिए हमारे युवाओं को विजन के साथ उच्च तकनीकी दक्षता हासिल करनी होगी। उन्होंने कहा कि मुझे हमारे प्रतिभाशाली बच्चों पर भरोसा है और वो इस दिशा में कामयाब होकर विश्व में अपनी एक अलग पहचान बनायेंगे। मुख्यमंत्री ने उद्यमियों का आह्वाहन किया कि वे यहां की युवा पीढ़ी को प्रशिक्षण देकर टेलेन्ट पूल तैयार करें ताकि हमारे युवाओं को उनकी क्षमता एवं सोच के अनुरूप रोजगार मिलने के साथ आपको भी आसानी से प्रशिक्षित श्रम शक्ति उपलब्ध हो सके। उन्होंने कहा कि सरकार द्वारा श्रम सुधार के क्षेत्र में लिए गए रचनात्मक निर्णयों से रोजगार के अवसरों में वृद्धि हुई है।
मुख्यमंत्री ने कहा कि यह खुशी की बात है कि हैवल्स के 55 प्रतिशत उत्पाद राजस्थान में तैयार होते हैं। उन्होंने इस कम्पनी द्वारा सामाजिक सरोकार के क्षेत्र में उठाए गए कदमों की सराहना करते हुए 656 स्कूलों में मिड-डे-मील वितरण और इन स्कूलों में अगले दो वर्षों में बायो-डिग्रेडेबल शौचालय बनाने की पहल का स्वागत किया। मुख्यमंत्री ने इससे पहले हैवल्स वाटर हीटर प्लान्ट का उद्घाटन कर प्लान्ट का अवलोकन किया। उन्होंने प्लांट परिसर में वृक्षारोपण भी किया। प्रारम्भ में हैवल्स कम्पनी के सीएमडी श्री अनिल राय गुप्ता ने मुख्यमंत्री का स्वागत करते हुए कहा कि हैवल्स का नीमराना प्लान्ट पूर्णतः आॅटोमेटिक है और इसमें विश्व की उच्चतम तकनीक उपयोग में ली गई है। समारोह में खाद्य एवं नागरिक आपूर्ति मंत्री श्री हेम सिंह भड़ाना, जिले के विधायक, जनप्रतिनिधि एवं वरिष्ठ पुलिस एवं प्रशासनिक अधिकारियों के साथ प्रमुख उद्यमी मौजूद थे।

BSNL Broadband minimum speed upgraded to 2 Mbps from 512 kbps

Bharat Sanchar Nigam Ltd (BSNL) has decided to upgrade Broadband speed to minimum 2 Mbps at no additional cost for all the Broadband customers on PAN-India Basis from 1st October 2015.   This is another major service offering from BSNL for the benefits of customers in continuation to offering free night calling from BSNL landline  to all operator network from 9:00 PM to 7:00 AM and free incoming roaming services for its mobile customers. BSNL is also offering 1Gb free E-Mail box to their customers from 50 Mb mail box.Shri Ravi Shankar Prasad Hon’ble MOC &IT, GOI announced this today here at Gurgaon in a function organized by BSNL. The function was graced by Shri Rao Inderjeet Singh Hon’ble MOS for Planning & MOS for Defence (Independent charge) GOI. Shri Anupam Srivastav CMD BSNL, Shri N K Gupta Director (CFA), Smt Sujata Ray Director (HR) BSNL Board and Shri R C Arya CGM Haryana circle were also present on the occasion. Govt. announces One Rank One Pension Scheme for Ex-Servicemen

Government has announced the One Rank One Pension scheme for the Ex-Servicemen. This was announced by the Defence Minister Shri Manohar Parrikar here today. The following is the statement of the Defence Minister: “Government of India respects its Defence Forces and Ex-Servicemen for their valour, patriotism and sacrifices. The Government is proud of their devotion to duty and bravery. Our forces, besides vigilantly and gallantly defending the nation, have displayed exemplary standards of courage and bravery in natural calamities, law and order situations and other difficult circumstances. The issue of “One Rank One Pension” (OROP) has been pending for nearly four decades. It is a matter of deep anguish that the various governments remained ambivalent on the issue of OROP. In February 2014, the then Government stated that OROP would be implemented in 2014-15, but did not specify what OROP would be, how it would be implemented or how much it would cost. An estimated Rs. 500 crore provided for OROP in the budget presented in February 2014 by the then government was not based on any thorough analysis. It is pertinent to mention that the then Minister of State for Defence in 2009 had, in reply to a question, informed Parliament that there are administrative, technical and financial difficulties in implementing OROP. It is for these reasons that the present government took some time to fulfil its promise.
Prime Minister Shri Narendra Modi has, on various occasions, reiterated the Government’s commitment to implement OROP for Ex-Servicemen under military pension. As stated above, the previous government has estimated that OROP would be implemented with a budget provision of a mere Rs. 500 crore. The reality, however, is that to implement OROP, the estimated cost to the exchequer would be Rs. 8,000 to 10,000 crore at present, and will increase further in future. The Government held extensive consultations with experts and Ex-Servicemen. The main argument for OROP is that the Defence personnel retire early and thus are not able to get the benefits of serving till normal retirement age. Despite the huge fiscal burden, given its commitment to the welfare of Ex-Servicemen, the Government has taken a decision to implement the OROP. In simple terms, OROP implies that uniform pension be paid to the Armed Forces personnel retiring in the same rank with the same length of service, regardless of their date of retirement. Future enhancements in the rates of pension would be automatically passed on to the past pensioners. This implies bridging the gap between the rate of pension of current and past pensioners at periodic intervals.  Under this definition, it has been decided that the gap between rate of pension of current pensioners and past pensioners will be bridged every 5 years.
Under the OROP Scheme:

• The benefit will be given with effect from 1st July, 2014. The present government assumed office on 26th May, 2014 and therefore, it has been decided to make the scheme effective from a date immediately after.

• Arrears will be paid in four half-yearly instalments. All widows, including war widows, will be paid arrears in one instalment.
• To begin with, OROP would be fixed on the basis of calendar year 2013.

• Pension will be re-fixed for all pensioners retiring in the same rank and with the same length of service as the average of minimum and maximum pension in 2013. Those drawing pensions above the average will be protected.

• Personnel who voluntarily retire will not be covered under the OROP scheme.

• In future, the pension would be re-fixed every 5 years.

It is estimated that the expenditure on arrears alone would be ten to twelve thousand crores of rupees.  Apart from the fact that the previous government had provided for only Rs. 500 crore in the budget, it is noteworthy that the Koshiyari Committee had accepted the estimate of Rs. 235 crore as additional financial burden to implement OROP. The present government has accepted OROP in true spirit without being constrained by these inaccurate estimates. OROP is a complex issue. A thorough examination of interests of retirees of different periods and different ranks is needed. The inter-service issues of the three Forces also require consideration. This is not an administrative matter alone. Therefore, it has also been decided that a One Member Judicial Committee would be constituted which will give its report in six months. Prime Minister Shri Modi has fulfilled his commitment and approved OROP for Armed Forces personnel. Ministry of Defence will soon issue detailed Government Order.”

Rajasthan Govt to provide Cashless treatment for 4.5 Crore people in Private hospitals

Jaipur, 03 September. A Memorandum of Understanding (MoU) signed for the ambitious Bhamashah Swasthya Bima Yojana ( Bhamashah Health Insurance Scheme) between Medical & Health Department of Rajasthan and the New India Assurance Company in the presence of Chief Minister Smt. Vasundhara Raje here at Chief Minister's office on Thursday. Smt. Raje said Rajasthan is the third state to start Swasthya Bima Yojana (Health Insurance Scheme) after Maharashtra and Tamilnadu. More than 4.5 crore people of the state will get benefit of the quality cashless health care facilities through private and public health care providers under the scheme, she said. The Chief Minister said after this initiative of the state government poor and needy people will get opportunity of having treatment in those private hospitals which were out of their reach. She said the scheme to be implemented in the month of December will ascertain that the people of the state get benefits related to healthcare facilities which are not being provided in states like Maharashtra and Tamilnadu under the health insurance scheme.
The Chief Minister said our goal is to improve access of all citizens to quality medical & health care and the enactment of the Swasthya Bima Yojana in the state will create more possibilities of opening of quality private hospitals in rural areas and it will also reduce the pressure on government hospitals. The scheme will help in preparing of health database and this database will help in taking policy decisions related to medical & health sector.  Smt. Raje appealed to the doctors to follow Hippocratic Oath in its real meaning and help the state government to provide better health care facilities to people. She said e-health cards will be issued under Arogya Rajasthan Campaign and this card will help in providing quick and effective healthcare facilities, she said. Smt. Raje released the brochure and booklet related to Bhamashah Swasthya Bima Yojana on this occasion.
Medical & Health Minister Shri Rajendra Rathore said this Health Insurance Scheme covers 1718 ailments which are highest in the country. He said highest insurance cover is being provided under the Bhamashah Swasthya Bima Yojana in comparison with other states. The insurance cover for general illness has been set as Rs. 30,000 while Rs. 3 lakh has been set for critical illness. The insurance cover for critical illness is Rs. 1.5 lakh in Tamilnadu and Rs. 2.5 lakh in Maharashtra, he said. The administrative cost for this scheme is also less in our state in comparison with other states, he added.  CMD of New India Assurance Company Shri G. Srinivasan said the Swasthya Bima Yojana being implemented in Rajasthan is the best in the country and the credit for it goes to Chief Minister Smt. Vasundhara Raje's visionary thinking. Principal Secretary, Medical and Health Shri Mukesh Sharma gave detailed presentation about the Swasthya Bima Yojana. Additional Mission Director, National Health Mission Shri Neeraj K. Suresh Prabhu Inaugurates Gauge Conversion Project of Loharu-Sikar Railway Line in Rajasthan by Flagging off New Train Services Namely Rewari-Sikar Passenger (Daily) Train and Delhi Sarai Rohilla-Sikar Express (Bi-weekly) Flagged off. The Gauge conversion of 122 Km. Loharu-Sikar Railway Line has been completed at a cost of about Rs. 260 crores. Indian Railways has taken yet another step forward in meeting the long pending demands of the people by providing connectivity from Delhi to Sikar by introducing a new train service viz. 14811/14812 Delhi Sarai Rohilla-Sikar Express (Bi-weekly) after completion of gauge conversion of Loharu-Sikar section. Also, an additional passenger train viz. 59727/59728, 59729/59730 Rewari-Sikar Passenger (Daily) is being introduced. Both trains were flagged off by the Minister of Railways Shri Suresh Prabhakar Prabhu through remote control by organizing video conferencing between Rail Bhawan, (New Delhi) and Sikar, (Rajasthan). Besides Railway Minister, Chairman Railway Board, Sh. A.K.Mital and Member Engineering, Railway Board, Sh. V.K.Gupta and other Board Members were present at New Delhi end. While Shri Ajay Singh Kilak, Minister of State (Independent Charge) Cooperative deptt., Govt. of Rajasthan, Smt.Santosh Ahlawat, MP, Jhunjunu, Shri Sumedhanand Saraswati ,MP, Sikar were among those present at the Sikar end. 

Speaking on the occasion, Railway Minister shri Suresh Prabhu said that Gauge Conversion of this 122 km. Railway Line was sanctioned in 2008-09. It has been completed at a cost of about Rs. 260 crores. The project which was languishing due to shortage of funds, got a new lease of life with enhanced outlay in 2014-15, resulting in its commissioning for goods trains in June, 2015. He said that with the introduction of direct Train from Sikar to Delhi Sarai Rohilla, the districts of Sikar and Jhunjhunu Districts of Shekhawati region of Rajasthan have come nearer to the National Capital. The new train between Rewari and Sikar will also connect the people of Rewari and Bhiwani Districts of Haryana with those of Sikar and Jhunjhunu Districts of Rajasthan. The Railway Minister pointed out that sufficient funds have been provided in 2015-16 for the balance portion of this project i.e. Jaipur-Ringas-Churu so as to complete it by March, 2017. He said that development of rail infrastructure in Rajasthan is a priority for Indian Railways, as this State is strategically located between ports of Gujarat and Northern India. Towards this, an outlay of about Rs. 2450 crores has been provided in the current financial year for network expansion in Rajasthan, as compared to about Rs. 700 crores provided in 2014-15. It is necessary to develop Railway Connectivity in Rajasthan so that full potential of Rajasthan could be realized. 

Railway Minister stated that western DFC is also coming off quite fast. This corridor is bound to change the landscape of industrially backward region of Rajasthan. Completion of Western DFC corridor in 2019 will open new avenues of development for this State. Shri Suresh Prabhu said that Railway Ministry is committed to improve Railway connectivity in all the states. The Railway Minister informed that Indian Railways is already in the process of forming Special Purpose Vehicles (SPVs) with 17 states for more systematic and focused development of Railway Infrastructure and respective States. Shri Suresh Prabhu said that central Government and State Governments should together work for completing Railway Projects.

Rajiv Mehrishi appointed new Home Secretary

Prime Minister has approved the appointment of Shri Rajiv Mehrishi, IAS (RJ:1978) Secretary, Department of Economic Affairs, Ministry of Finance as Home Secretary, Ministry of Home Affairs for a period of two years with effect from 31.08.2015. He succeeds Shri L.C. Goyal. The Prime Minister has also approved the request of Shri L.C. Goyal, IAS (KL:1979) seeking voluntary retirement from Government service due to personal reasons with immediate effect. 

A 1978 batch IAS officer of the Rajasthan cadre, Mr. Mehrishi has also served as the Chief Secretary in Rajasthan under Chief Minister Vasundhara Raje. He was handpicked by Prime Minister Narendra Modi to come on Central deputation. The appointment took many by surprise, with the Prime Minister’s Office (PMO) directly posting a press release on the Press Information Bureau’s (PIB) website, rather than routing the same through the Department of Personnel and Training. While it could not be conclusively said why Mr. Goyal took premature retirement, his stand against giving security clearance to Sun TV and his displeasure about being kept out of the Naga peace pact by the PMO was a known fact. Mr. Goyal was known to have taken a tough stand against any relief to Sun TV and had several run-ins with the Ministry of Information and Broadcasting, which was in favour of giving the network a reprieve.
