Rajasthan ATS held man in Ajmer dargah blast case

Rajasthan anti terrorist squad (ATS) held Devendra Gupta from Bihariganj area in Ajmer on Wednesday night for his alleged role in the 2007 Ajmer dargah blast case. Devendra’s mother alleged that some officers from plainclothes ATS officers came to interrogate him and then took him away. She also alleged that they also took away her 14-year old nephew who had come from Agra recently. According to the police, Devendra had come from Jharkhand where he is associated with a Hindu organisation. His mother Pushpa is a cancer patient and Devendra had come to see her.
She said her son is associated with a Hindu organisation in Jharkhand. Earlier, the Maharashtra ATS, had claimed that Purohit, former army officer, had told them that a religious leader, Dayanand Pandey, was the mastermind behind the dargah blast. The Rajasthan ATS team had also interrogated Pandey who was operating a Hindu organisation. A senior ATS officer confirmed that Gupta has been held and is being interrogated. However, he refused to divulge any details.

108 Services resume in Rajasthan, Staff return on work

The state government on Thursday finally stepped in and resolved the 108 ambulance staff crisis. The new operator has also agreed to accept some of the strikers’ demands. The services are expected to be normalised by Friday evening. “You must ensure that labour laws are applied in your company,” the state National Rural Health Mission (NRHM) has written to the new operator, Ziqitza. The operator is expected to take over the 108 emergency ambulance services from June 30. The employees had signed a contract with the outgoing operator, GVK EMRI, however, financial contract with EMRI was not renewed last year.The crisis faced by patients, apparently, forced the government to intervene on fourth day of the strike.
“We have asked the new operator to ensure that the employees work in eighthour shifts and get an appropriate increment,” said state minister for health, Rajkumar Sharma. The ministry proceeded for the mediation following a review of the situation by the chief minister in the morning. Following the talks, the new operator, in a written statement, agreed to retain the field staff with their existing remuneration. Increment will be provided to them when new staff is recruited. The satisfied employees called off the strike immediately. However, it will take 24 hours for the agency to take back the ambulances. The government had acquired all the vehicles on Tuesday evening.

India commissions indigenously stealth warship 'INS Shivalik'

India commissioned its first indigenously-built stealth warship INS Shivalik at Mazgaon Dock in Mumbai with sophisticated features to hoodwink enemy radars and gained entry into a top club of developed countries having such capability. Inducting 'INS Shivalik', the first of the three-ship Project-17 frigates, at the Mumbai-based Mazagon Docks (MDL), Defence Minister A K Antony called it a red letter day for the armed forces. The 143-metre-long warship, with 6,000-tonne displacement, has "versatile control systems with signature management and radar cross-section reduction features."
Speaking on the occasion he said that it is a historic moment for the Indian Navy. He said that protecting the coast line is a major challenge for the Indian Navy, considering the instability in the neighborhood. Even so the Indian Navy is fully prepared to protect the coast. "It is a red letter day for the Navy, armed forces and ship building industry of India. We can consider ourselves as a really potent force and the Navy has to maintain eternal vigilance since we have a long coastline," Antony said unveiling the new warship. The other countries having the capability to build stealth warships are the US, the UK, Russia, France, China, Japan and Italy.
The first multi-role frigate with stealth features, INS Shivalik, is largest in its class in the world. The ship has been built at Mumbai’s Mazagaon Docks Ltd as a part of the Indian Navy’s Project 17. The Navy will get as many as ten more stealth warships in next 9-10 years. The hard to detect warship will form a crucial component of the Indian Navy. It is equipped with a mix of Indian, Russian, Israeli and Western weapons and sensors. A 250-member crew including 35 officers will man INS Shivalik.

BSNL's 3.37 Crore Landline/ WLL to get NGN Services

BSNL's 3.37 Crore Landline/ WLL to get Next Generation Network NGN) Services. Ministry of Communications & Information Technology released the data about State run telecom major Bharat Sanchar Nigam Ltd (BSNL) Landline connections in working conditions and falling revenue. In a statement titled "Landlines Operated by BSNL" it says The total numbers of land line subscribers (including wire line & WLL) of BSNL up to February 2010 is 3,37,82,275. The respective annual revenue of BSNL (including wire line & WLL) upto February 2010 is Rs.8196.10 Crores.
The decline in BSNL in the landline segment is mainly due to shift of land line customers towards more convenient mobile services, substitution of additional phone in households by personal mobile phones and because of reduction in number of calls, being made from land line telephone due to shift of voice traffic to more convenient mobile phones.
Following steps are being taken to improve efficiency and public dealing of BSNL.
(i) Improvement in quality of services, quick redress of customer’s complaint, improvement in quality of human resources, improvement in sales and marketing strategies etc.
(ii) There are more than 4000 Customers Service Centers (CSCs) to provide single window interface for all the customers related activities bringing down the processing time and thus will significantly enhance the customer satisfaction levels. 200 Automated payment kiosks are planned to be installed in CSCs for accepting bill payments, both through cheques and cash for convenience of customers. Toll free numbers for booking the Village Panchayat Telephone (VPT) complaints has been opened in the circles to improve the quality of service and customer satisfaction.
(iii) Provisioning of several value added services including broadband services, IPTV services and video conferencing services.
(iv) All out efforts are being made for modernization of wire line network like induction of new IP Based Next Generation Network (NGN) switches and availability of latest Calling Line Identification (CLI) phones.

Lalit modi gets relief in Haveli case

The Jaipur Sessions Court on Wednesday granted relief to former Indian Premier League (IPL) Commissioner Lalit Midi in the Jaipur Haveli case. The case still rests with the Jaipur High Court. Modi was charged for illegally purchasing two heritage ''havelis'' in the protected Amer zone in 2007. The complaint was filed by Sandeep Bhatra on behalf of NGO Nagrik Morch. Bhatra alleged in the complaint that Lalit Modi and his wife Minal managed to purchase the two heritage havelis known as Chabdon Ki Haveliyan situated near the historical Amber fort in Jaipur. "The havelis are part of the area, which was notified as protected by the state government in the year 1966, but both Lalit and Minal Modi managed to purchase them fraudulently through a company ''Heritage City Construction Pvt. Ltd.'', of which both became directors soon after the purchase," the complaint alleged.

A meeting of the BJP top brass, headed by party chief Nitin Gadkari, decided to withdraw support immediately giving indications that the new experiment in Ranchi has floundered. “The BJP Parliamentary Board has decided to withdraw support immediately to the Shibu Soren government. He (Soren) has behaved in a very dubious manner and voted with the government during the cut motion. BJP has taken very serious note of this betrayal and dubious conduct,” senior BJP leader Ananth Kumar told reporters in New Delhi.
New equations in Jharkhand appeared to be in the offing with AICC in—charge of the state K. Keshav Rao saying, “There is nobody untouchable in politics....(We were) never averse to it (forming a government with JMM). After all we contested the election there to form a government. In politics there is no last word.” BJP leader and Jharkhand Deputy Chief Minister Raghubar Das will submit a letter to the state governor withdrawing support to the JMM-led government later in the day. “The Deputy Chief Minister and all BJP ministers in the Jharkhand government will also submit their resignations to the governor,” senior BJP leader Ananth Kumar said. With elections to the state legislature throwing up a hung assembly, BJP had formed a coalition government with Soren. In the 81-member Jharkhand Assembly, BJP and JMM have 18 seats each, Congress 14, RJD 5, JVM 11, ASJU 5, JD(U) 2, CPI(ML) 1 and others and independents six. One member is nominated.

The film titled 'Resident Evil: Afterlife' written and directed by Paul W S Anderson, sees a world ravaged by an infectious virus and victims are turned into the Undead. In the film Alice portrayed by actress Milla Jovovich continues her journey to find survivors and lead them to safety. As a deadly battle with the Umbrella Corporation escalates, she is helped by an old friend Claire Redfield played by Ali Larter. The film, which will hit theatres in India on 10th September 2010, also stars 'Prison Break' star Wentworth.

Bangladesh lifts ban on Indian Hindi films

Bangladesh has lifted a four-decade ban on Indian films in a bid to boost attendances at cinemas, a government minister said on Saturday. Films produced by India's huge entertainment industry known as Bollywood, centred in Mumbai, have been banned from cinemas in Bangladesh since the country's independence in 1972 in a bid to protect the local movie industry. "We lifted the ban to boost the cinema industry," Bangladesh Commerce Minister Faruk Khan said.
Cinema hall owners, who have been clamouring to be allowed to show Indian films, said they expected to start showing Indian films shortly. Kazi Firoz Rashid, president of Bangladesh Cinema Halls Owners Association, said the government's decision was "the best thing to have happened" to the country's cinemas.

SWRC Tilonia - A Mile stone of Social Engineering in India

Shivraj patil sworn in as Rajasthan Governor

Punjab Governor Shivraj Patil, who has been given additional charge of Rajasthan following the demise of Prabha Rau, was today sworn in here. Rajasthan High Court Chief Justice Jagdish Bhalla administered the oath of office to Patil at a simple function in Raj Bhawan. Two minutes silence was observed as a mark of respect to late Governor Rau. The swearing-in ceremony was attended by Rajasthan Chief Minister Ashok Gehlot, cabinet ministers and other senior state bureaucrats. Prabha Rau had died due to a heart attack in New Delhi on Monday.

Rajasthan royals claim Bid was transparent

Rajasthan Royals, Shilpa Shetty and husband Raj, along with their co-owners, have said they re legitimate stakeholders in the Jaipur team of the Indian Premier League (IPL). On Monday, Shashank Manohar, President of the Board of Control for Cricket in India (BCCI), said that the parentage of the Royals seems uncertain. "We are asking Modi, how can he sign an agreement with A when the bid came from B. Modi made a statement that the entire world knows who the shareholders are but the fact is that not even the Governing Council members know about Rajasthan Royals. I did not find the names of Shilpa Shetty and Raj Kundra in the papers and they claim to be stakeholders."
An alarmed Shilpa Shetty tweeted on Monday "Woke up & heard on TV that we're not co-owners of RR! There's no doubt Raj is a stake holder & I'm the brand ambassador." 40% of the Royals franchise is owned by Suresh Chellaram, Modi's wife's brother-in-law. The board says that if shares were transferred to Shilpa and her husband after they invested in the Royals, no transfer fee has been paid. Cairn starts second oil processing plant at Rajasthan oil fields

Cairn India has started a second crude oil processing plant (Train II) at its Mangala oilfield in Barmer block, Rajasthan. This will help the company further ramp up its output from the block. Currently, Cairn is producing 30,000 barrels of oil/day (bopd) from its Mangala field in the block from the first processing plant (Train 1) and Bhagyam and Aishwariya are expected to go on stream next calendar year. The approved offtake rate from the Mangala (1,25,000 bopd), Bhagyam (40,000 bopd), and Aishwariya (10,000 bopd) fields adds up to 175,000 bopd. Sources told Business Line that, Train-II or the second oil processing plant was commissioned on Sunday. This has a capacity of 50,000 bopd.
Cairn will stabilise operations at Train-2 in the next few day. Currently, the crude from Mangala is being trucked to the Kandla port and then shipped to MRPL and Reliance Industries Ltd. Special heated trucks transport the crude from Barmer to the Gujarat Coast. Cairn India is in advanced stages of commissioning the 670 km heated and insulated pipeline from Barmer to the Gujarat coast.

Mindlance to set up development centre in Jaipur, Rajasthan

US-based IT service provider Mindlance is planning to set up a development centre here as part of its India strategy focusing on smaller cities. "Jaipur is fast emerging as a key IT services destination due to its best-in-class infrastructure, an extremely supportive government and availability of talent. It complements our plan to expand our operations in tier-2 cities in India and will deliver competitive advantage to Mindlance," Kamal Sharma, business unit head at Mindlance said.
The centre with 100-150 employees on board will start functioning in three months to one year time depending on the fulfilment of various requirements, he said. Mindlance set up shop in India 2003, catering to global and Indian customers. In India, it is serving customers from IT, ITES, manufacturing and education verticals.

Seven-day state mourning in Rajasthan after Governor's death

The Rajasthan government today declared seven-day state mourning as a mark of respect to state Governor Prabha Rau who passed away at the All India Institute of Medical Sciences in New Delhi earlier in the day. State government offices were also closed for the day soon after the news of Rau's death broke. The state Council of Ministers held an emergency meeting under the chairmanship of Chief Minister Ashok Gehlot and condoled her death. Later, Mr Gehlot flew to New Delhi to pay floral tributes to the departed leader.
In a condolence message, the Chief Minister recalled his association with Rau and said, ''It is difficult for me to believe that she has left us.'' Mr Gehlot said Rau had an ambition to work for the welfare of people and spread quality education in the state, for which she even held prolonged discussions with him. The Chief Minister also commended Rau's achievements as the Education Minister in Maharashtra.

Rajasthan Governor Prabha Rau passed away at 74

Rajasthan Governor Prabha Rau passed away at a New Delhi hospital on Monday after a fall in the Jodhpur House guesthouse here, officials said. She was 74. Rau, a former Maharashtra minister, is survived by two daughters. The officials said she slipped in the toilet and was rushed to the All India Institute of Medical Sciences (AIIMS) around 11 a.m. Doctors pronounced her dead at about 12.30 p.m. "When she didn't open the door for a long time, her assistant knocked and found her on the floor. She was rushed to AIIMS at 11 a.m. "At 12.30 p.m., doctors declared her dead," said G.N. Bhat, joint director (information) of the Rajasthan government. Rau took over as governor Jan 25, 2010, shortly after her predecessor S.K. Singh passed away while in office on Dec 1, 2009.
Congress President Sonia Gandhi was among the first to visit the hospital. Chief Minister Ashok Gehlot has rushed to Delhi from Jaipur after hearing the news. A former president of the Maharashtra Pradesh Congress Committee, Rau had earlier served as Himachal Pradesh governor. She was shifted to Rajasthan in January this year.

Four community panchayat members held in Suicides case

Four members of a community panchayat have been arrested after four members of a family and their neighbour committed suicide in Bajna Khurd village in Rajasthan's Karauli district, police said Saturday. 'We arrested four members of the community panchayat late Friday evening and have started to question them. We are searching for the remaining members of the panchayat,' a police official said. It has been alleged that a panchayat diktat had forced the five people to commit suicide Thursday.
Gajendra Jat, a farmer, along with his wife Heero Devi, a six-year-old son Rohit, and nine-year-old daughter Chanchal, and neighbour Kunwar Devi committed suicide by jumping before a speeding train. Gajendra, in his suicide note, alleged that he was taking the extreme step as the panchayat held him guilty for having an illicit relationship with Kunwar Devi, and imposed a penalty of Rs.50,000 on him. 'I do not have money to pay...neither I am guilty of the charge. The only way out for me is to commit suicide,' he wrote in the note. Sources said many villagers were against the panchayat decision as Kunwar Devi had denied the charges levelled by her family against Gajendra. They said the villagers had, however, never imagined that Gajendra would take such an extreme step following the diktat.

Lalit Modi on Sunday night suspended as IPL Commissioner for alleged "individual misdemeanours" capping fortnight-long dramatic developments that opened a can of worms in the administration of the popular cricket league. The BCCI sent the suspension letter via email after the IPL final and the presentation ceremony were over just after Sunday midnight. On a day of fast-paced developments, the BCCI acted swiftly to suspend him giving 15 days time to explain why disciplinary action should not be taken against him after he made a surprise announcement that he would participate and chair the meeting of the IPL's Governing Council on Monday morning.

Phone tapping to ring into Parliament

A row over charges government agencies secretly tapped telephones of senior politicians is likely to paralyse Parliament on Monday, possibly spelling fresh delay for the budget and other key bills. The tension comes just as the government is seeking to secure its allies' support for a possible vote in parliament over high food prices. The government would fall if it loses the vote. The controversy is the latest blow for a coalition that was expected to capitalise on its re-election to promote policies to boost investment and ailing infrastructure as well as reform welfare and subsidies.
Instead, a slew of crises has distracted it, upstaging even routine parliamentary business like passing the budget and discussion on crucial reforms legislation. The phone tapping charge has united the opposition, which said it will demand a statement from the government on Monday. The government has still to officially react to the allegation, but officials in the prime minister's office said the matter was being looked into. The government already faced heavy protests over its handling of a worsening Maoist insurgency, while rising food prices and fuel price hikes had prompted the opposition demand for a special parliamentary vote. A probe into the popular multi-billion dollar cricket league has ensnared senior politicians and billionaire businessmen in a growing scandal also hurting an already weakened Congress-led government. Finance Minister Pranab Mukherjee cancelled a trip to Washington for an International Monetary fund meeting last week in order to firefight and muster support for the special vote.

Department of Telecom Secretary P. J. Thomas said Managed Services was emerging as a new science. “This is a great development in the great telecom story” he added inaugurating the event. Telecom customers doubled in the last two years from 300 million to 600 million but the average revenue per user has exactly halved from Rs 280 to Rs 140, the Airtel executive pointed out. So the operators of the telecom service are making the same amount of money as before despite the doubling of the customer base. This “is the great growth paradox in telecom” and the focus now was on breaking through the constant level of 400 minutes per user, as the operators wrestle with fast changing technology and explosive scale of growth of network connectivity and look to rural expansion as the next big step for them. Outsourcing jobs to those who know them best and concentrating on making services as user friendly as possible was helping operators to cuts costs, Mr. Mardikar said. “We now sell value added services” and networks were being managed without the operators owning them.
The public sector telecom service providers in the country were also now considering moving towards outsourcing non-core services in place of their current position as integrated service providers setting up networks and managing everything from networks to customer end services, said R. K. Aggarwal, director (consumer mobility), BSNL. However, he conceded that the public sector units had their own problems in making this move needed to compete with the private sector operators. He dwelt on the problems of this necessary shift in his presentation at the conference, pointing out that winning over the staff in effecting this necessary change was critical. Describing managed services as an “end to end partnership” between the service operator and the many entities managing their side of the entire service, Vikas Arya, network operations director of Sistema Shyam Teleservices suggested operators should take to “creating modeling” and “thinking outside the box” to overcome the enormous problems of integrating the work of these different partners. Mallikarjuna Rao , chief technology officer of Aircel, also analyzed the challenges in moving over to a fully managed services model of proving telecom services. Sachin Pilot emphasis on need of IT, Communication and Technology in Agriculture. There is a need to leverage agriculture by ensuring that our premier agricultural institutions take full advantage of advances in Information and Communication Technologies. This was stated by the Minister of State for Communication and IT, Shri Sachin Pilot, while inaugurating the toll-free helpline launched by Indian Agricultural Research Institute (IARI), New Delhi (Pusa Institute) today. Although agricultural sector is the largest employer in India, with two-third of India’s population directly dependent upon agriculture, its contribution to GDP has steadily fallen over the years, he added.
Shri Pilot also underlined the need to boost farm incomes by maximizing farm productivity in an environment friendly manner. He also announced that the useful information compiled for farmers by IARI would be uploaded to approximately 70,000 Common Service Centres. He said that these Centres are already operational in the country under the Department of Information Technology as part of the National e-Governance Programme in different Indian languages to ensure that this information is available to the farming community across India.

Met Department predict normal monsoon this year

There is good news for farmers, consumers and policymakers, as the southwest monsoon is likely to be normal this year after last year's dismal rains, according to the initial projections of the India Meteorological Department (IMD). The India weather bureau on Friday predicted that the southwest monsoon rainfall will be normal at 98% of the long period average (LPA). "The long range forecast for the 2010 southwest monsoon season (June-September) is that the rainfall for the country as whole is likely to be normal," the IMD said in a statement on Friday. This is the weather office's first official forecast for this year's monsoon. "Rainfall for the country as a whole is likely to be normal," B. P. Yadav, spokesman for the IMD, told reporters in New Delhi, adding that the forecast model had an error margin of 5%.
He said that the El Nino conditions, which disrupts normal weather patterns, was weakening. "The latest forecasts from a majority of the dynamical and statistical models indicate high probability for the present El Nino conditions to maintain till early part of the monsoon season and then weaken to become near neutral during the subsequent months," the IMD said. The LPA average rainfall over the country as a whole for the period 1941-1990 is 89 cm, the IMD said. Southwest monsoon rainfall was only 78% of LPA last year, though the IMD had initially forecast it at 96%. IMD will update the above forecast in June 2010 as a part of the second stage forecast.

Wheat at 2 Rs/Kg for BPL families in Rajasthan from May day

Rajasthan will provide Wheat to BPL Families at Rs.2 per kg from 2nd May 2010 when govt launch this scheme on may day. The State Government has strengthened the public distribution system (PDS) to cope with the increased workload on this front. In all, 36.57 lakh BPL families will benefit from the scheme. Each family would be provided with 25 kg of wheat a month at Rs.2 per kg. “As elsewhere in the country, PDS in Rajasthan too is in a shambles,” Chief Minister Ashok Gehlot admitted while talking to newspersons here on Friday. “The heavy subsidy given by the Central Government is not reaching the poor,” he lamented. “We have tried to spruce up the system making changes and adding the amount of commission given to the traders and intermediaries,” Mr. Gehlot said.
Mr. Gehlot said the Rs.2/kg wheat scheme would benefit 10.62 lakh BPL families who were excluded in the 2002 BPL survey in the State. As the State decided to retain them in the BPL category on its own they were later categorized as the State BPL but were not given facilities at par with the rest of the 25.84 lakh BPL families, he noted. Though the scheme is to be launched on May 1, the actual distribution would begin on May 15. In the coming months also the availability of the wheat would be ensured during the period from 15-21 of every month.

Gehlot slam Raje, Modi over IPL row

Rajasthan Chief Minister Ashok Gehlot issued an unusual communique late tonight in which he slammed former CM Vasundhara Raje and alleged that Modi was involved in several land scams in the state with Raje’s support. The communique was released following a Cabinet meet this evening but the delay, according to the CM’s press advisor, was because of the time it took to word it. Speaking out for the first time on the issue after becoming the CM and since the run-up to the Assembly elections in 2008, Gehlot claimed that ministers, politicians and bureaucrats had to wait outside Modi’s hotel room for project clearances right through Raje’s five-year term in power in Rajasthan.
He claimed that because of Modi's proximity to Raje, he used to pressurise officers for favours. "Bureaucrats went to his hotel room carrying files for clearance but Raje who was aware of all these happenings never cared to stop him," the Congress leader alleged. Gehlot said that despite the protests by opposition and the media against Modi's activities, Raje "remained silent and this continued for her entire five-year tenure as chief minister of the state". “It was in Rajasthan in collusion with the then CM Vasundhara Raje, that Lalit Kumar Modi became the Lalit Modi we know today. In fact for the first time in history, a Chief Minister passed an Act in the assembly (Rajasthan Sports Act) solely to help Modi become the president of the Rajasthan Cricket Association (RCA) in 2005,” Gehlot said.

Meanwhile, home minister Shanti Dhariwal stated the government has no plans of holding back recruitment for the 80,000 jobs till the issue was resolved. “The government has suggested holding back these jobs till May 3 when the Gujjar reservation issue is to be heard by the high court. But there is no way that we can hold back all recruitment till the Gujjar reservation issue is sorted out,” he said.

BJP Demands ban on trading in essential commodities

BJP, which is braced up to corner the government both inside and outside parliament over the price rise issue, is holding a rally and a march to parliament on Wednesday to highlight the issue of price rise. Tens of thousands of Bharatiya Janata Party (BJP) workers are to assemble for a massive protest rally against price rise in New Delhi. The party is also planning to bring the cut motion next week and would see how other parties could be made to rally against the government on the issue.
The left led block of opposition had already declared its decision to bring in a cut motion on the fuel price hike. The BJP is demanding that petroleum prices should be rolled back and a Joint Parliamentary Committee should be formed for investigating the reasons which led to increase in prices of rice, wheat, sugar and pulses. The party is demanding a ban on futures trading in essential commodities.

Rajasthan to get 83 New Technical institutes this year

Rajasthan govt is all set to increase the intake capacity of technical education by 11,100 in the near future as the department of technical education (DTE) has recommended 83 more technical institutes to be opened in the state. The recommendation has been sent to the All India Council of Technical Education (AICTE) for approval. The proposal is to start 34 engineering colleges, 41 MBA colleges and 8 MCA colleges in the academic year 2010-11. The move will take the number of engineering, MBA and MCA colleges to 130, 169 and 42 respectively in the state.
Most of these institutes, 15 engineering colleges to be precise, will come up in the vicinity of Jaipur, followed by four in Jodhpur and three in Kota, doubling the numbers in the respective places. Apart from the big cities, places like Bundi and Sikar too are likely to get a pie.
“Though we have proposed a number of institutes, we are still behind other states who churn out technocrats almost three times of what we do,” said an official of DTE. “We will add only 8,160 engineers to the existing 32,187, which is not a high number,” said Vipin Chandra Sharma, principal secretary, technical education.

India's Twenty20 World Cup campaign suffered a body blow on Tuesday with hard-hitting opener Virender Sehwag being ruled out of the tournament because of a shoulder injury. The selectors named in-form Tamil Nadu batsman Murali Vijay as his replacement, while naming Gautam Gambhir the new vice captain. "Virender Sehwag has sustained a shoulder injury and has been advised rest for three-four weeks. He has therefore been ruled out of the ICC World T20," BCCI secretary N Srinivasan said in a statement. "The ICC's Technical Committee has permitted a replacement for him. The All-India Senior Selection Committee has accordingly picked Murali Vijay," he added. Incidentally, Sehwag had been injured in the 2009 edition of the T20 World Cup as well when he travelled to England with the squad but did not play a game.

Lalit Modi's fate to be decided by BCCI meeting on 26th April

Lalit Modi's days as IPL Commissioner appeared to be numbered as Sharad Pawar met BCCI chief Shashank Manohar and announced that the league's Governing Council will meet on 26th April to take a "collective and unanimous" decision on his continuance. "Our (BCCI) total approach in the Governing Council will be they will take collective, unanimous decisions, and give future direction to Indian cricket," Pawar told reporters after Manohar flew in from Nagpur and discussed the "entire IPL situation". Asked whether Modi would have to resign, he said,"If the authority is vested with the Governing Council, neither Sharad Pawar nor Shashank Manohar is interested to interfere in the basic right of all the members."
He said the board always took decisions collectively and unanimously. Asked whether Modi would accept the Governing Council decision, he said, "Don't forget Mr Modi is also a vice president of the BCCI and our total approach and past experience, we always take collective and unanimous decision where everyone is party to, including Lalit Modi." Pawar said Manohar suggested that Modi should call the Governing Council meeting on 26th April in Mumbai.

Planning Commission to provide revised BPL report

Planning Commission will give revised estimates of families living below poverty line within a month for effective implementation of Targeted PDS and other welfare schemes. Replying to a supplementary in the Lok Sabha during Question Hour, Agriculture Minister Sharad Pawar said, "The Planning Commission has been authorised to look in the issue and give report in one month and based on that foodgrains would be sanctioned to all the states." On the complaint of shortage of foodgrains, the minister said lifting of foodgrains by states/union Territories under TPDS and other welfare schemes has been less than the allocation made to them.To a query by Lalu Prasad (RJD) that Bihar was not getting sufficient foodgrains, Pawar informed the House that like other states Bihar lifted less quantity of foodgrains compared to what was sanctioned. Against sanctioned foodgrains of 34.36 lakh tonnes, Bihar lifted only 20.51 lakh tonnes in 2009-10, he said adding the state government had suggested that there was a difference between actual and existing BPL card holders. Based on that, the Union Cabinet authorised Planning Commission to relook into the BPL survey and give report within a month.

IPL commissioner Lalit Modi is embroiled in numerous land deals in Rajasthan involving many prominent developers and business houses during the regime of the previous Bharatiya Janata Party (BJP) government in that state, according to a source report of the Income Tax department. The document, the cricket-related contents of which ET first reported on Monday, also has details of his alleged role as a backroom operator who had the clout to swing land deals. The report has details of how Mr Modi and his associates in business and bureaucracy allegedly flouted rules and manipulated state agencies such as the Board of Infrastructure Development and Investment for private gains. The report details investigations into many big companies operating in Rajasthan. Since the nature of the contents are largely speculative and based on market intelligence garnered by I-T sleuths, ET, as a responsible paper, is not publishing the charges levelled against Mr Modi or the companies in detail.
In many ways, the barrage of allegations aimed at Mr Modi is the revenge of the Congress establishment, say sources. Not only is Mr Modi seen to be close to NCP strongman Sharad Pawar, his proximity to a number of BJP leaders has not gone down well with the Grand Old Party. Mr Gehlot refused to get into specifics of each of the deals. “Congress party is not into politics of vendetta,” said Mr Gehlot.

BSNL unions strike called off

BSNL Employee unions indefinite strike called off after talk with government today. After discussion with Minister of Communications agreement has been reached and the Joint Action Committee has unanimously decided to call off the strike. within hours of going on indefinite strike, the employee unions of BSNL has called off the protest after the govt assured that the issue of disinvestment in the telecom PSU will be referred to a Group of Ministers. "We have assured them (unions) that the issue of disinvestment will be referred to a GoM and they would be consulted before taking other decisions with regard to BSNL," Telecom Minister A Raja said on Tuesday. A high level panel, headed by Sam Pitroda and banker Deepak Parekh and Telecom Secretary P J Thomas as members, had recommended 30 percent disinvestment in BSNL and voluntary retirement to over one lakh staff as part of steps to improve financial health of the PSU.
The apex body of BSNL unions claimed that over three lakh of its members had joined the strike action on Tuesday morning. The joint forum of unions has both executives and non-executives as members. Within hours, BSNL Chairman Kuldeep Goyal met the Telecom Minister and sought his intervention. "As the management has agreed to look into our major demands, we have decided to call-off the indefinite strike," convener of the Joint Action Committee of BSNL Associations and Unions VAN Namboodiri said. The Sam Pitroda panel was set up by Prime Minister Manmohan Singh to suggest ways to improve BSNL's financial health. BSNL saw profits plummet to Rs 178 crore in 2009-2010 (up to December 2009) from over Rs 575 crore in 2008-09 as the PSU is rapidly losing market share to new entrants. The PSU has 91 million users, both mobile and landline. BSNL offers services across India, except Delhi and Mumbai. Besides the scrapping of the divestment plan, the unions were also demanding absorption of 1,500 Indian Telecom Services (ITS) officers, who have been continuing on deputation for the last 10 years.

BSNL Executive and Non-Executive employees to go on indefinite strike from 20 April 2010 as a mark of protest against the proposed disinvestment of BSNL, Retrenchment of one lakh workers through VRS and sharing of valuable BSNL infrastructure including cables and towers with private telecom companies. The Unions also termed the recommendations shared by a Committee headed by Sam Pitroda as anti-people and anti-PSU. The Unions have also called for absorption of about 1500 ITS officers in BSNL. According to the Unions, they had to resort to strike since meetings with DoT Secretary and with Minister for Communications & IT did not sort out the issues.
Telecom services of Bharat Sanchar Nigam Ltd (BSNL) will be affected from Tuesday next as 300,000 of its employees, including executives, will go on an indefinite strike protesting the state-run firm's disinvestment plan. The strike call has been given by a joint forum of unions that has both executives and non-executives as members. The unions are also demanding absorption of the 1,500 Indian Telecom Services (ITS) officers in the company who have been continuing on deputation for the last 10 years. "The profits of the BSNL are declining as the ITS people working in the management are still on deputation. We demand their absorption as this will make them accountable to BSNL." Prime Minister Manmohan Singh had set up the Pitroda panel, with HDFC chairman Deepak Parekh and Telecom Secretary P J Thomas as members, to review the functioning of the company and suggest ways to improve its financial health.

Rajasthan govt sets up 7 Member panel for Gujjar reservation issue

The Rajasthan government on Sunday appointed a seven-member committee headed by the former High Court judge, Justice I.S. Israni, to look into “all aspects” of the issue of providing reservation to Gujjars under a special category, even as fresh talks between Gujjar supremo Kirori Singh Bainsla and government emissaries remained inconclusive. The committee was constituted on the interim orders of a Division Bench of the Rajasthan High Court which heard a public interest litigation petition over the week-end. The panel will submit its report before May 3 when the case is scheduled to come up for further hearing. According to official sources here, the committee will look into all aspects of the issue of reservation to Gujjars in government jobs, hold wide-ranging talks with Gujjars representing a cross-section of opinions within the community and try to reduce the tension prevailing in the State on the vexed issue.
The members of the committee are Bharatpur MP Ratan Singh, Kotputli MLA Ramswarup Kasana, the former civil servant Satyanarain Singh, the former MP Karan Singh Yadav and lawyer Virendra Singh Gujjar. The State government has appointed Niranjan Arya as the committee's member-secretary. The talks between Col. Bainsla and State Energy Minister Jitendra Singh revolved around the modalities of giving 5 per cent quota — possibly from the share of Other Backward Classes — to Gujjars, but the State government expressed its inability to agree to the demand for suspending the ongoing process of recruitment of 80,000 personnel.

Supreme court upholds conviction of Manu sharma in Jessica Lall murder case

The Supreme Court has upheld the conviction and life imprisonment awarded to Manu Sharma, son of senior Congress leader and former Union Minister Venod Sharma, in the 1999 Jessica Lall murder case. "The prosecution has proved beyond reasonable doubt the presence of Manu Sharma at the site of the offence," a Bench of Justices P Sathasivam and Swatanter Kumar said, upholding the Delhi High Court verdict on Monday. The apex court also upheld the conviction as well as sentence of four years jail term of Vikas Yadav, son of controversial Uttar Pradesh politician D P Yadav and, Amarjeet Singh Gill, an MNC executive, for the destruction of evidence. "The Delhi High Court has given cogent and adequate reasons for reversal of acquittal given by the trial court," the bench said. "The presence of accused is proved by ocular evidence of prosecution witnesses," the Bench said while pronouncing the verdict. The bench said that the conduct of Manu Sharma after the crime proved his guilt beyond reasonable doubt.
"The prosecution has established the evidence by recovering the Tata Safari car used by Manu Sharma on the day of offence from Noida. "An inference can be drawn about his guilt because accused did not lodge any FIR for the theft of his vehicle," the bench said in its over 250-page judgement. The apex court said that the high court had rightly convicted and given four years jail sentences to Yadav and Gill for destruction of evidence.The court also expunged the adverse remarks of the trial court against the prosecution and also the observations of the high court against the trial court order acquitting all the accused.

President accepts shashi Tharoor's resignation

President Pratibha Patil on Sunday night accepted the resignation of Minister of State for External Affairs Shashi Tharoor from the Council of Ministers on the recommendation of Prime Minister Manmohan Singh. According to Rashtrapati Bhavan spokesperson, "The President on the recommendation of the Prime Minister has accepted the resignation of Shashi Tharoor, MoS in MEA from the council of ministers with immediate effect." The resignation of Tharoor was sent to the President in Pune where she is on an official visit.
Tharoor resigned as Minister of State for External Affairs in the wake of a raging controversy over IPL Kochi team, ending a week-long political drama. Tharoor becomes the first minister in UPA-II to go out under the cloud corruption in the wake of allegations that he misused office to get Rs.70 crore worth sweat equity for his friend Sunanda Pushkar from IPL Kochi team owners. Earlier, Tharoor met Prime Minister Manmohan Singh for the second time late Sunday night soon after after Singh held a meeting of the Congress Core group including Sonia Gandhi.The meeting discussed continuance of the minister in the wake of the IPL controversy. First Sonia Gandhi met Singh one-on-one before the Core Group discussions. Tharoor, whose removal was demanded by the Opposition on grounds of corruption, had met Singh at noon to give his side of the story.

Gujjar march toward jaipur, threaten to siege capital

Gujjar community members are inching towards Jaipur and threaten to lay siege to the desert state capital within the next few days. However, going by the dilly-dally approach of the government and also the rigid attitude of the community, the state seems to be heading for yet another impasse, despite the fact the Gujjar agitations in the past have witnessed loss of lives as well as property. However, under given circumstances, Gujjar community's latest demand of exclusive 5% quota, leaving aside their previous demand of scheduled tribe status, seems to be a remote possibility.
State government has already given special backward status to the community and accorded 5% quota and another 14% for the economically weaker sections. But it exceeded the 50% limit and now Rajasthan High Court has stayed its operations. As the quota given by the government has fallen in legal tangles, Gujjars have shifted from their previous strategy and now, they are seeking exclusive 50% quota by truncating the existing OBC category quota. Although Gujjars are listed in the OBC category, along with 67 other castes but they want specified and dedicated 5% quota for themselves, a demand that has put state government on a sticky wicket, mainly at a time when the quota given to the community is sub judice.
In 2007, the government of Andhra Pradesh had given 4% special reservation to Muslim community which was in legal tangles for quite some time. But a Supreme Court bench of Chief Justice K G Balakrishnan and Justices J M Panchal and Justice B S Chauhan, allowed the state to continue with it ad-interim, till the final verdict is pronounced by a constitution bench.

Lalit Modi under IT officials scanner

IPL Commissioner Lalit Modi was quizzed by I-T officials over financial dealings and share holding patterns of the cricketing body and several places in the city were visited by tax sleuths to find out details of bidding process. Income Tax officials visited Indian Premier League headquarters at Wankhede Stadium as also Modi's office at Nirlon House in upmarket Worli, where they quizzed him from 7.15 pm Thursday till 3.20 am Friday.After the tax sleuths left, Modi told reporters, "They (the officials) were given documentation details, they verified the documents and went through the entire process of bidding. We fully cooperated with them and provided them with all they required."Modi said the officials saw the documents related to bidding by new franchisees owned by Sahara and Kochi consortium as well as those related to other IPL franchisees.
According to I-T sources, the agency, apart from probing the sources bankrolling the cash-flush league, is looking into whether ill-gotten money stashed away in tax havens like Mauritius has made its way into the IPL.On his quizzing, he said, "The questioning was over in a few minutes, but it took them longer as they had to go through the documents.""They were very much satisfied. We are a public body and if they have more queries, we will answer them," he said on whether I-T authorities sought more time to question him.The IPL chief rubbished media reports that his laptop was seized and unaccounted cash recovered from his office. "99 per cent of stories being put out by the media are untrue."

Rajasthan witness temperature crossing the 45-degree mark in diffrent parts of state. The weather office had issued severe heat warning in the state for the next two days as the maximum temperature in the state shot up to 45 degrees Celsius at many places. The Met office warned the heat wave conditions may persist for the next couple of days. Rajasthan is in the grip of a severe heat wave with the maximum temperature showing a sudden spurt. Ganganagar has been the hottest place in the state at 45.7 degrees Celsius. Maximum temperature in Churu and Barmer were reported at 45.3 degrees Celsius. According to Met office, "heat wave conditions will continue in parts of central and east India, Haryana, Punjab and Rajasthan in the next 48 hours." Ajmer reported a maximum of 43 degrees Celsius, Dabok (Udaipur) was at 42.2, Jaisalmer and Jodhpur 43.9 , Kota 44.1, Bikaner 44.5 degrees Celsius on Wednesday.
In Jaipur also the day temperature had gone up to 43 degrees Celsius on Thursday. Schoolkids were the most suffering lot as they had no option but to return home in the hot summer noon as most of the schools have reopened after the annual break. Though northern states like Uttar Pradesh had announced closure of schools considering the severe heat wave conditions, the Rajasthan government had not taken any decision till now. The scorching heat forced the people to keep indoors. Market places wore a deserted look.

Gujjars-Rajasthan govt talk fails

Talks between Gujjars and the Rajasthan government on the reservation issue failed tonight as neither side could agree on a formula to end the ongoing sit-in by the community and Gujjar leader Kirori Singh Bainsla threatened to intensify the agitation if the demand was not met by tomorrow. Two rounds of talks lasting nearly two hours between a Gujjar delegation and Rajasthan government emissaries -- Energy Minister Jitendra Singh and Home Minister Shanti Dhariwal -- failed to break the impasse and Gujjar leaders staged a walkout. Gujjar leaders Roop Singh and Harprasad who participated in talks with the government told reporters that the Gehlot government "had not done any homework" despite the Gujjars deferring their agitation by 12 days and did not even take legal advice from experts.

Modi criticize RCA officials, RR may shift from Jaipur

IPL chairman and commissioner Lalit Modi has criticized state officials in Jaipur for harassing Rajasthan Royals' team management. On Twitter Modi says, "Top officials of RR were detained by authorities for most of the day yesterday. Why? Tickets -- they are quite shaken up. Very sad." Not surprisingly the IPL team has threatened to move out of Jaipur. The IPL franchise seems to have been caught in the cross fire between Modi and his not good relationship with the Rajasthan state government. "My team and RR officials harassed by state officials. Is this the way to hold matches in a state? That is why I have boycotted Jaipur matches," says Modi. He says that Jaipur as a venue will be reviewed once the current season gets over. He has also told Shane Warne that he should inform the press of what the team is going through and what the ground reality is. "Intimidation and threats have hampered us."

Rajasthan govt invites Bainsla for talk

Rajasthan government tonight invited for talks Gujjar leader Kirori Singh Bainsla, who is demanding a five per cent quota in state jobs for his community. A CMO spokesman said Chief Minister Ashok Gehlot has invited the Gujjar leader for talks to resolve the issue and the message has been communicated to Bainsla, who is leading a march on the issue, through the District Collector of Karauli Neeraj K Pawan.
Energy Minister Jitender Singh who is the government intermediary in the matter also appealed to the marchers to maintain peace and harmony in the state. Earlier, amid tight security, hundreds of Gujjars led by Bainsla began their march from Gudla village, 400 km from here, demanding five per cent quota in state jobs for the community.

Poland's president dead in Russian plane crash

Poland's president Lech Kaczynski was feared dead after his plane crashed on approach to a Russian airport on Saturday, a Polish government official at the airport told Reuters. Russian news agencies reported at least 87 people died in the crash near Smolensk airport in western Russia, citing the Russian Emergencies Ministry. They reported 132 people were aboard the Tupolev Tu-154. Polish state news agency PAP said there were no survivors. The Polish government official in Smolensk said there was no information about survivors. The crash occurred about 1.5 km (a mile) from Smolensk airport in foggy conditions.
The official said the head of the Polish army and the head of the presidential administration were also on board the plane, along with the president's wife and families of other senior officials. "The plane caught fire after the crash. Teams began attempting to pull out passengers from the badly damaged airplane," said a Polish Foreign Ministry spokesman in Warsaw.

Planning Commission approved 24,000 Crore for Annual plan of Rajasthan

The Annual Plan size for Rajasthan for the year 2010-11 was today finalized at Rs 24,000 crores, with State Chief Minister Ashok Gehlot making a fervent appeal to the Commission to include the desert state in the list of special category states in view of the distressing problems of water supply. The Planning Commission has approved Rs 24,000 crore outlay for the Annual Plan of Rajasthan for the fiscal 2010-11. Energy sector and social and community services are to be given top--most priority in the biggest ever plan approved by the Commission for the desert state. Agriculture and allied services, rural development, irrigation and flood control are also to get higher priorities.
The plan also includes one time additional Central Assistance sanctioned by the Commission for construction of High Court building in Jodhpur and development of Durgah and Ana Sagar Lake area in Ajmer. The annual plan was finalised after discussions between the Commission Deputy Chairperson Montek Singh Ahluwalia and state Chief Minister Ashok Gehlot in New Delhi this afternoon. Presenting the state's case and priorities before his government, Chief Minister Mr Gehlot told the Commission that the the state policies and programmes would be focused on common man.
He said special efforts were being made for uplift of the poor and the downtrodden and the efforts had so far yielded encouraging results. Mr Gehlot reiterated that the state government was committed to provide responsive, transparent and accountable administration and was working for the development of basic infrastructure in rural areas, strengthening of food security, increasing opportunities of education and extension of health facilities with ambitious goal of attaining sustainable development. Stressing his demand of status of special category for his state, the Chief Minister said if this was not possible, then Rajasthan should be given special status at least for drinking to Bundelkhand for agriculture-related work. He also sought special assistance of Rs 3,045 crore for drinking water for next eight years.
The Chief Minister further said financial position of the power companies was continuously deteriorating due to lack of adequate resources. He requested that the Central Government should authorise the state government to issue power bonds to the limit of their liabilities. He also said this should be considered as one time relief and kept separate from loan ceiling and the Central Government should provide subsidy to the states against the payable interest. Mr Gehlot also requested for special allocation of coal blocks, keeping in view the requirement of coal for the power projects of the state and for speedy action for the establishment of nuclear power station in tribal-dominated Banswara district. Referring to the Jaipur Metro Rail Project, the Chief Minister stated that this ambitious project would be implemented in a time--bound manner and its estimated cost is around Rs 7500 crore.
He requested that 20 per cent of the total cost of this project should be provided by the Union Government. Mr Gehlot also urged that that cities with the population of more than five lakh should be included under the Jawahar Lal Nehru National Urban Renewal Mission. He requested to provide 90 percent subsidy for irrigation projects in desert areas under the Accelerated Irrigation Benefit programme on the lines of drought prone areas. He requested the Central Government to increase the calorie norms ratio in the unit cost in supplementary nutrition and amending the funding pattern under the post matric scholarship scheme. The Chief Minister said the state government would require additional financial resources to the tune of Rs 1758.92 crore for providing various facilities under the Right to Education Act implemented from April 1. He also requested that the provisions of the act should be included under the Sarva Shiksha Abhiyan and its funding pattern should be made in the ratio of 85 and 15 between the Centre and the State Government respectively.

Indian tennis star Sania Mirza will tie the knot with Pakistani cricketer Shoaib Malik here on Friday. Qazi Azmatullah Jafari, one of the qazis of the area in which Sania's house is located, told reporters that the nikah would be performed after the 'maghrib' prayers after sunset. Sania's parents, Shoaib's mother and close relatives of the duo would attend the simple nikah at Sania's house in Jubilee Hills. The ceremony has been kept a closely guarded secret in view of the row over Shoaib's first marriage and divorce with a resident of Hyderabad city.
Shoaib had on Wednesday divorced Ayesha following mediation by Sania's family members and community elders after Ayesha filed a police complaint against him. There were also speculations that Shoaib's marriage with Sania could be postponed as he has not yet got back his passport which was seized by police after they questioned him Monday. Though Ayesha has informed the police that she is withdrawing her complaint, police told Shoaib that he would get back his passport after completing the formalities in court. Qazis in Hyderabad do not perform marriages of foreigners without passport and no objection certificates from their respective governments. Sania's family will be hosting the wedding reception at a star hotel in Hyderabad on April 15.

PM rejects Chidambaram’s offer to resign

In a letter to the Prime Minister, Union Home Minister P Chidambaram offered to resign after the Dantewada massacre in which 76 CRPF jawans were killed by Maoists. Earlier, in a press conference, Chidambaram accepted full responsibility for the attack. Chidambaram also sent a letter to Congress President Sonia Gandhi. However, the Prime Minister has rejected the resignation offer.

The Home Minister, P Chidambaram, has written to the Prime Minister to accept "full responsibility" for India's worst-ever Naxal attack on Monday, in which 76 jawans were killed Chidambaram said "The buck stops at my desk" at a function to honour Central Reserve Police Fiorce (CRPF) jawans on Valour Day. Over the last few days, "the buck stops" has become a catch phrase in the polemic on the Naxal issue, with different politicians hurling it at each other publicly. First, Chidambaram said "The buck stops with the Chief Minister" in reference to the West Bengal state government after he visited Lalgarh, the Naxal stronghold in West Bengal. Buddhadeb Bhattacharjee, the West Bengal Chief Minister, took strong exception to Chidambaram's language. Then BJP leader Arun Jaitley said "The buck stops with the Home Minister."
"April 9 is celebrated as Valour Day. Bravery must be saluted. Today we stand on the shadow of what happened in Dantewada. Let us remember their bravery and courage." Meanwhile, about 100 Naxals attacked the Kenarsila village in Sasaram district of Bihar on Friday, killing two villagers. "Usually Naxals attack security forces or symbols of govt domination. Attacking civilians is something we don't hear of too often," said Rohtas SP Vikas Vaibhav.
