Heavy Rains Warning for southwest Rajasthan & Gujarat, NDRF deployed

The deep depression over southwest Rajasthan & adjoining Gujarat state moved north-northeastwards during the past 12 hours and lay centered over south Rajasthan about 180 km south-southwest of Bikaner (Rajasthan) at 0530 hours IST of today, the 29 July 2015. It would move slowly north-northeastwards and weaken into a depression during next 12 hours. Due to this depression heavy to very heavy rainfall at a few places and isolated extremely heavy falls over Gujarat region, Daman& Diu, Dadra & Nagar Haveli and Saurashtra, Kutch is predicted for today and tomorrow.  Moderate rainfall is also expected to occur at most places in the region.  Heavy to very heavy is also predicted at a few places on 31 July 2015 over the same region. Similarly, the Indian Meteorological Department predicted that rainfall would occur at most places with heavy to very heavy rainfall at a few places over Rajasthan during next 72 hours and at isolated places over West Madhya Pradesh during the next 24 hours.

The Minister of State for Home Affairs, Shri Haribhai Parathibhai Chaudhary discussed the flood situation of Gujarat with the Prime Minister, Shri Narendra Modi and Union Home Minister, Shri Rajnath Singh. Shri Chaudhary asked for maximum Central assistance including rescue teams for flood affected areas of Gujarat. He assured of full Central assistance to the Chief Minister of Gujarat, Smt. Anandiben Patel and asked for greater coordination in Central and State rescue operations. In the wake of heavy rains leading to a flood like situation in parts of Gujarat and South Rajasthan and India Meteorological Department prediction of heavy to very heavy rains in next 48 hours in the region, National Disaster Response Force (NDRF) as a part of proactive measures has mobilized its 21 Search and Rescue teams to the flood affected area.  06 Search and Rescue teams of NDRF consisting of 228 trained responders along with 30 rubber boats have been deployed at Jhalawar (01 Team), Jaipur (01 Team), Udaipur (01 Team) and Jalore (03 Teams).

मुख्यमंत्री श्रीमती वसुन्धरा राजे ने पूर्व राष्ट्रपति ‘भारत रत्न‘ डाॅ. ए.पी.जे. अब्दुल कलाम के निधन पर शोक व्यक्त किया है। श्रीमती राजे ने कहा कि श्री कलाम भारत माता के सच्चे सपूत और एक कर्मयोगी नागरिक थे। उन्होंने जीवन पर्यन्त कड़ी मेहनत, लगन और उत्साह के साथ देश की सेवा की। वे लाखों बच्चों एवं युवाओं के लिए प्रेरणास्रोत भी रहे। उनके निधन से पूरा देश स्तब्ध और शोकाकुल है।
भारत के मिसाइल तथा परमाणु कार्यक्रम मेें स्वर्गीय कलाम की भूमिका को याद करते हुए मुख्यमंत्री ने कहा कि इस योगदान के लिए राष्ट्र उनका सदा ऋणी रहेगा। उन्होंने कहा कि एक वैज्ञानिक, मिसाइल मैन और राजनेता के रूप में आधुनिक भारत के निर्माण में स्वर्गीय कलाम को हमेशा याद किया जाएगा। मुख्यमंत्री ने ईश्वर से दिवंगत की आत्मा की शांति तथा शोक संतप्त परिजनों को यह आघात सहन करने की शक्ति प्रदान करने की प्रार्थना की है।

Former President APJ Abdul Kalam dies

Former President APJ Abdul Kalam died on Monday at a hospital in Meghalaya, where he had gone to deliver a lecture at the Indian Institute of Management in Shillong, reports Press Trust of India. He was 83. Dr Kalam reportedly collapsed on stage at the IIM and was rushed to the Bethany hospital. Doctors say he suffered from a massive cardiac arrest. Dr Kalam -- the 11th President on India between 2002 and 2007 -- was born in Rameswaram on October 15, 1931, to the family of a boatman.

Kalam  was closely involved in the country's civilian space programme and military missile development efforts, earning him the sobriquet 'India's Missile Man'.  He worked as a scientist and science administrator, mainly at the Defence Research and Development Organisation (DRDO) and Indian Space Research Organisation (ISRO) before he became president. He also played a pivotal technical and political role in India's Pokhran-II nuclear tests in 1998, shortly after the Atal Bihari Vajpayee government came to power. After his term, he returned to a life of education, writing, and public service. He received several prestigious awards, including the Bharat Ratna, India's highest civilian honor.

फिर बनेगी राजस्थान में भाजपा की ही सरकार – मुख्यमंत्री

मुख्यमंत्री श्रीमती वसुन्धरा राजे ने कहा है कि साढे़ तीन साल बाद होने वाले विधानसभा चुनाव में भाजपा ही सरकार बनायेगी। उन्होंने कहा कि उनकी सरकार ने डेढ़ साल में चुनौतियों के बावजूद जनता की भलाई के लिये जो काम किए हैं वह प्रदेश के विकास में मील का पत्थर साबित हों रहे है। श्रीमती राजे ईपी में आयोजित भाजपा प्रदेश कार्यसमिति की बैठक में बोल रही थी। उन्होंने कहा कि कांग्रेस की पिछली सरकार से उन्हें विरासत में आर्थिक संकटों से जूझता राजस्थान मिला। जिसे पटरी पर लाना एक बड़ी चुनौती थी। लेकिन उनकी सरकार ने पहले दिन से ही ईमानदारी के साथ कड़ी मेहनत की तो अब प्रदेश में विकास रफ्तार पकड़ने लगा है। उन्होंने रिसर्जेंट राजस्थान, भामाशाह योजना, फाॅर वाटर कन्सप्ट, ई-धरती योजना, श्रम कानूनों में सुधार, एलडीएमएस प्रोजेक्ट, सौर ऊर्जा, आरोग्य राजस्थान, रिवर अथाॅरिटी बेसिन, स्किल डवलपमेंट, रोजगार, शिक्षा, चिकित्सा, सड़क के क्षेत्रों में हुए कार्याें को भी सरकार के महत्वपूर्ण फैसलों में बताया।
मुख्यमंत्री ने कहा कि स्टेट कैंसर इंस्टीट्यूट की स्थापना के लिए उनकी सरकार ने तकनीकी अनुसंधान और प्रशिक्षण के लिये जो अन्तर्राष्ट्रीय स्तर के ख्यातिनाम इंस्टीट्यूट से एमओयू किया है वह जनता की भलाई के लिए किया है। जनता को ऐसे किसी एमओयू से फायदा होता है तो वे ऐसे एमओयू एक बार नहीं 10 बार करेंगी। श्रीमती राजे ने साफ कहा कि उन्हें इससे मतलब नहीं कि टेलीविजन और कांग्रेस पार्टी क्या कहती है। उन्हें तो प्रदेश की जनता की भलाई से मतलब है, जिसके लिए वो और उनकी सरकार दिन-रात मेहनत और इमानदारी से जुटी हुई है। मुख्यमंत्री ने कहा कि जमीन हमारी, हाॅस्पीटल हमारा उस इंस्टीट्यूट के साथ तो हमारी सरकार का एमओयू तकनीकी अनुसंधान और प्रशिक्षण के लिए हुआ है। वह हमारे चिकित्सकों तथा पैरा मेडिकल स्टाफ को प्रशिक्षित करेगा। इसका विरोध तो वे लोग कर रहे हैं, जिन्होंने कभी किसी गरीब के आंसू नहीं पोंछे। राजस्थान का गरीब व्यक्ति अपने जेवर, अपनी जमीन, अपनी सम्पत्ति बेचकर कैंसर का इलाज कराने मुम्बई जाता है। क्योंकि कैंसर का राजस्थान में नई तकनीक का कोई बड़ा अस्पताल नहीं है। इसी को ध्यान में रखते हुए हमारी सरकार ने टेरेटेरी कैंसर सेंटर खोलने का निर्णय लिया है। जहां अधिकांश कैंसर रोगियों का आउटडोर में इलाज हो सकेगा। वे इलाज कराकर एक दिन में वापस जा सकेंगे।

भारतीय मौसम विभाग ने अगले दो दिनों में देश के विभिन्न भागों में भारी से बहुत भारी वर्षा की चेतावनी जारी की है। पश्चिमी मध्य प्रदेश, पूर्वी और पश्चिमी राजस्थान, गुजरात, सौराष्ट्र और कच्छ क्षेत्र में ऐसी वर्षा होने की उम्मीद है। मंगलवार और बुधवार को ओडिशा और पश्चिम बंगाल के गंगा के पास वाले क्षेत्र में भारी से बहुत भारी वर्षा होने की उम्मीद है।

मुख्यमंत्री श्रीमती वसुंधरा राजे बुधवार को नई दिल्ली के विज्ञान भवन में प्रधानमंत्री श्री नरेन्द्र मोदी द्वारा ‘‘स्किल इंडिया’’ कार्यक्रम के शुभारंभ समारोह में शामिल हुईं। इस अवसर पर प्रधानमंत्री कौशल विकास योजना का शुभारम्भ, कौशल विकास नीति का विमोचन एवं स्किल इंडिया कार्यक्रम का लोगो जारी किया गया। भारत सरकार द्वारा शुरू किए गए इस महत्वाकांक्षी कार्यक्रम के माध्यम से देशभर में कौशल विकास के कार्यक्रमों को व्यापक मंच प्रदान किया जाएगा। इस मौके पर मुख्यमंत्री श्रीमती राजे ने कहा कि यह एक अनूठा कार्यक्रम है। जिससे देश के लाखों बेरोजगारों की महत्वाकांक्षाओं की पूर्ति हो सकेगी। साथ ही लाखों कामगारों की माली हालत एवं आर्थिक विकास में यह योजना मील का पत्थर साबित होगी। उन्होंने कहा कि देश के लाखों युवाओं की प्रतिभा को निखारकर उनके कौशल को विकसित करना बहुत जरूरी है, ताकि वे देश और दुनिया की प्रगति में भागीदार बन सकें।
समारोह में केंद्रीय मंत्री, विभिन्न राज्यों के मुख्यमंत्री और गणमान्यजन मौजूद थे। केंद्रीय कौशल विकास सचिव श्री सुनील अरोड़ा ने समारोह में मौजूद सभी लोगों का आभार व्यक्त किया। उल्लेखनीय है कि राजस्थान सरकार कौशल विकास के लिए गंभीर प्रयास कर रही है। राज्य सरकार ने करीब 15 लाख से अधिक युवाओं का कौशल विकास कर रोजगार के अवसर उपलब्ध करवाने का लक्ष्य निर्धारित किया है। राज्य सरकार ने हाल ही सिंगापुर की संस्था के साथ उदयपुर में राजकीय आई.टी.आई को अंतराष्ट्रीय स्तर के कौशल प्रशिक्षण केन्द्र के रूप में विकसित करने का कार्य शुरू किया है। राज्य सरकार ने ‘दीनदयाल उपाध्याय ग्रामीण कौशल योजना’ के तहत देश का पहला कौशल विकास केन्द्र भी उदयपुर में शुरू किया है। इसी प्रकार राज्य में बाॅम्बे स्टाॅक एक्सचेंज इंस्टीट्यूट के साथ वित्तीय क्षेत्रा में ‘‘सेंटर आॅफ एक्सीलेंस’’ स्थापित करने का कार्य आरंभ किया है। उद्योगों की आवश्यकता को देखते हुए राज्य में 33 उच्च समृद्धि आर्थिक क्षेत्रों में क्षेत्रा विशेष योजनाएं लागू की गई हैं। साथ ही टोयोटा, सैमसंग, कैटर पिलर एवं अन्य उद्योगों के साथ आईटीआई में उद्योग आधारित कार्यक्रम प्रांरभ किए जा रहे हैं। इसके अलावा राज्य में एम्पाॅलयमेंट लिंक्ड स्किल टेªनिंग प्रोग्राम के तहत एक प्रभावी कन्वर्जेन्स माॅडल लागू किया गया है।

IPL Fixing: Rajasthan Royals, Chennai suspended for 2 years

Supreme Court appointed Lodha committee suspended former champions Chennai Super Kings (CSK) and Rajasthan Royals (RR) from the Indian Premier League for 2 years on Tuesday as it presented its verdict on the spot-fixing and betting scandal that hit the T20 tournament in 2013.  ICC chief N Srinivasan's son-in-law Gurunath Meiyappan and Rajasthan Royals co-owner Raj Kundra were suspended from any type of cricketing activity for life after they were found guilty of betting in the tournament. Srinivasan was earlier restricted by the court from running for another term as president of the Board of Control for Cricket in India owing to a conflict of interest. His company India Cements held a stake in the Chennai franchise.  "He (Meiyappan) is found guilty of betting, his conduct affected image of BCCI, the (T20) league and the game," justice RM Lodha, who is heading the probe panel, said at a press conference on Tuesday. "Raj Kundra was placing bets through a known punter and was constantly in touch with bookies," Lodha added. "Rajasthan Royals have damaged the faith of BCCI and the sport, Mr Raj Kundra is found guilty of misconduct," he said.

The punishment was handed down by a Supreme Court- appointed three-member committee headed by former CJI R M Lodha which held that the betting activities of the two officials, Meiyappan, considered the face of CSK owners, and Kundra, co-owner of Rajasthan Royals, have brought the game of cricket, BCCI and IPL into disrepute. The Committee also imposed sanctions including life suspensions for Meiyappan and Kundra from being involved in any cricket matches conducted by BCCI. The Comnmitte was constituted by the Supreme Court in January this year with terms of reference being to announve the quantum of punishment against Meiyappan, Kundra and the two franchisees.

Prof. Sanwar Lal Jat seeks Co-Operation of States for the River Inter-Linking Programme

Union Minister of State for Water Resources, River Development and Ganga Rejuvenation Prof. Sanwar Lal Jat has asked States with sufficient water resources to appreciate the national need for Inter-Linking of Rivers (ILR) with a spirit of good will and co-operation. Chairing the 5th meeting of the Special Committee for inter-linking of Rivers held in New Delhi today he said this mega project will go a long way in enhancing water and food security of the country. Updating the members with the latest status of various ILR projects, Prof. Jat said the various clearances related to environment, wildlife and forest etc. for Ken-Betwa link project are in the advance stage of processing. He said “I hope with all statutory clearance available, we will be able to start the actual execution of work on the project by the end of this year. The Government will be implementing this national project as model link project of ILR programme”. The Minister said the work for preparation of DPR of Par-Tapi-Narmada link project is in concluding stage and it is expected to be completed by this month end. He said after completion of DPR of Par-Tapi-Narmada link project the issue of water sharing between Gujarat and Maharashtra in respect of Damanganga-Pinjal and Par-Tapi-Narmada link project will be addressed.
Referring to an important decision taken by his Ministry regarding the appraisal of inter-linking projects the Minister informed that henceforth Central Water Commission (CWC) will simultaneously convey its comments to National Water Development Agency (NWDA) along with the State Governments. NWDA will directly submit the compliance of comment to CWC. The simplified procedure will expedite the appraisal of link-projects. On Mahanadi-Godavari link project the Minister informed the members that senior officials of his Ministry made a presentation before the Chief Minister of Odisha on May 29, 2015 on alternative proposal of Mahanadi-Godavari link. He said 17 members of Parliament have expressed their support to this project. On Sapt-Kosi project the Union Minister said the investigation and preparation of DPR of Nepal part of this project is being expedited. The Sapt-Kosi dam will facilitate the Kosi-Ghagra link, which apart from irrigation will provide huge flood control benefit to Bihar. The Minister said that his Ministry would soon be taking up the planning of a very important link, Manas-Sankosh-Teesta-Ganga in consultation with the Governments of Assam, West-Bengal and Bihar. This link project will not only provide large irrigation and water supply benefits to Assam, West-Bengal and Bihar, but will also make available large quantum of water for transfer subsequently to southern States. Water Resources/Irrigation Ministers from Tamil Nadu, Gujarat, Rajasthan, Jharkhand, UP, Maharashtra and AP also participated in the deliberations and gave valuable suggestions. Some of them were of the view that ILR should be implemented within a definite time frame.

VYAPAM Scam: CBI to probe all cases, says Supreme Court

CBI will investigate the Vyapam scam and more than 30 deaths allegedly linked to the job recruitment scandal, the Supreme Court ruled today.    The CBI has sought the response of the CBI by July 24. Two days ago, Chief Minister Shivraj Singh Chouhan, whose government has been badly bruised by the controversy, called for a CBI inquiry, attributing his decision to "a wish to honour public sentiment". The Supreme Court judges today were sharp in their criticism of the Madhya Pradesh High Court, which refused yesterday to rule on whether to reassign the Vyapam inquiry from the Madhya Pradesh police to the CBI. "Instead of taking a decision, the Madhya Pradesh High Court washed its hands off (the case) and put the ball in our court," the court said.
About VYAPAM Scam: Vyapam scam is an admission and recruitment scam involving politicians, senior officials and businessmen in the Indian state of Madhya Pradesh. Madhya Pradesh Professional Examination Board (MPPEB), popularly known by its Hindi acronym "Vyapam" (Vyavsayik Pariksha Mandal), is a government body responsible for conducting several entrance tests in the state. These entrance exams are used for recruitment to government jobs and for admissions to educational institutes in the state. The scam involved a collusion of undeserving candidates, who bribed politicians and MPPEB officials through middlemen, to get high ranks in these entrance tests.
