HRD Panel will inspect IITR and IIM Rajasthan Sites after objections

After many objections raised by the management of the Indian Institute of Technology-Rajasthan (IIT-R) over the location chosen by the state government for the premier institute, a high-power committee of the union HRD ministry will visit the proposed IIT-R and IIM sites on October 8 and 9. Headed by ministry additional secretary Ashok Thakur, the committee will visit the locations suggested by the state government-constituted Vyas committee. The Vyas panel had identified Karwad, Jhipasni and Ghadav villages, some 22 km from Jodhpur town on Jodhpur-Nagaur NH-65, as location for IIT-R. The other members of the committee will be director, IIM-Ahmedabad, Dr SK Barua, acting chairman of AICTE, SS Mantha, higher education secretary, Rajasthan, Vipin Chandra, and IIT-R director PK Kalra.
Besides Jodhpur, the panel will visit Udaipur, where the state government had recommended the IIM. According to sources, the current management of the IIT-R has expressed reservations over its location at Jodhpur citing three reasons. First, the representatives of French government, who are the collaborators in setting up the IIT, were not happy with Jodhpur as its location. Secondly, there is no proper connectivity to Jodhpur from major cities of the country. Besides, the city has plenty of dust, which can hamper the proper functioning of the instruments and the labs.

Rajasthan Government granted benefits of the sixth pay commission to teachers

The Rajasthan Government has granted benefits of the sixth pay commission to teachers, librarians, physical education teachers in government colleges, universities and government aided educational institutions. A government proposal for the purpose was approved by the state cabinet at its meeting held here today. Chief Minister Ashok Gehlot presided over the meeting at which several other vital decisions were taken. As per the proposal approved by the cabinet over 8000 teachers and other staff of the above institutions would get the revised pay scale' benefit with effect from January 2006 which would lead to additional financial burden of Rs 230 crore per year to the government. While the increased pay would be paid in cash with effect from October 2009, the arrears for the period between January 2006 and September 2009 would be deposited in the GPF account of the beneficiary in two installments, an official spokesman said. Besides, the cabinet had also approved proposal of effecting a hike in the salary for Chairman and members of the Rajasthan Human Rights Commission and the Rajasthan Public Service Commission(RPSC). Accordingly, the Human Right Commission Chairman would get a salary of Rs 90,000 instead of present Rs 30,000 per month while the commission members would now get Rs 80,000 per month. Likewise, the RPSC Chairman would get Rs 80,000 per month and members would get Rs 67,000 per month, the spokesman said.

13 Killed and Many injured in two accident at Hanumangarh

13 people were killed and 35 others injured in two road accidents in Hanumangarh district in Rajasthan overnight. Nine passengers were killed and 28 injured when the video coach in which they were travelling overturned after colliding with a truck near Rawatsar in the district early today while four persons were killed and seven injured when a jeep overturned near Pillibanga in the district last night. The ill-fated bus was heading to Hanumangarh from Jaipur when it collided with the truck between Rawatsar and Pallu around 0500hrs the police said. Seven passengers died on the spot while two injured succumbed later. The injured were admitted at hospitals in Rawatsar and Hanumangarh, the police added.

Bunker Roy from Tiloniya gets Robert Hill Award

Noted environmentalist and Barefoot College, Tilonia, Founder Director Bunker Roy has been conferred with the prestigious 2009 Robert Hill Award for his innovative barefoot approach to solar electrifying remote rural inaccessible villages all over the world. Roy is the first Indian to be recognised by the Global Solar Community at the 24th European Photovoltaic Solar Energy Conference in Hamburg. The award was conferred upon him at the conference on September 25 last, a Barefoot College spokesperson said.
The barefoot teachers and engineers at Tilonia carry out this feat of imparting knowledge without using the written word. Instead, they use a combination of hands, sight and sounds and by identifying parts by the colour. The grandmothers trained in Tilonia now know how to fabricate charge controllers, invertors and solar lanterns and can carry out all major and minor repairs instantly. With this, the first technically and financially self-sufficient solar electrified villages have been set up in India, Bhutan, Africa and Afghanistan. The award has been instituted in memory of Professor Robert Hill (1937-99) who worked on many aspects of photovoltaics, including technical and policy issues. One of his most abiding passions was the appropriate use of photovoltaics to improve the quality of life, especially where access to electricity could transform prospects for health, comfort and prosperity.

Microsoft on Tuesday released free software that people can use to protect computers against viruses, spyware and other malicious codes in arsenals of cyber criminals. Microsoft Security Essentials is available for download at microsoft.com/security_essentials and is built on technology that the global software giant uses in computer security programs it designs for businesses. "With Microsoft Security Essentials, consumers can get high-quality protection that is easy to get and easy to use, and it won't get in their way," said Amy Barzdukas, general manager for consumer security at Microsoft. "Consumers have told us that they want the protection of real-time security software but we know that too many are either unwilling or unable to pay for it, and so end up unprotected."
Microsoft hopes that the free software will be broadly adopted, particularly by those who have not been vigilant about protecting computers from hackers, and thereby "increase security across the entire Windows ecosystem." More than 90 percent of the computers worldwide run on Windows operating systems made by the US technology firm.

14 bodies found, many others missing after boat capsizes in Khagaria, Bihar

Bodies of 14 persons, who drowned after an overcrowded country boat capsized at Baghmati in Bihar's Khagaria district have been fished out, even as many others were yet to be traced, police said. The bodies of 14 persons, including 7 minor girls and two women have been recovered, Additional Director General of Police (Headquarters) Neelmani said. The ADGP said the National Disaster Response Force personnel have been pressed into service to locate the bodies, he said. The boat carrying more than 50 people was returning from a fair on the occasion of Vijaya Dashami when it got caught in gusty wind and torrential rain in midstream and capsized. Five bodies were recovered from the spot last evening, while around 25 persons swam to safety.

Angered by the resistance, the two began beating them up, threatening to eliminate the family, when Noor’s wife, Rashida, took them by surprise, pouncing on one of them from behind. She brought down an axe in powerful blows, killing the terrorist on the spot. She then charged at his partner who, nonplussed, was trying to gather his wits.

Vijender Singh first Indian Boxer to becomes world's no 1

Olympic and World Championship bronze medallist Vijender Singh has achieved yet another first for Indian boxing by becoming the world's top-ranked pugilist in the middle weight (75kg) category. The 23-year-old Bhiwani boxer, who won India's maiden World Championships medal in Milan earlier this month, has 2700 points and is ranked higher than the reigning champion Abbos Atoev of Uzbekistan. Atoev, to whom Vijender lost in the World Championship semifinals, is third in the list with 2100 points and Olympic silver medallist Emilio Correa Bayeux (2500) of Cuba occupies the second spot in the International Boxing Association's (AIBA) list updated after the Milan event. "I am obviously elated at being ranked the highest in the world. Dussehra Fair Kota, Rajasthan

Dussehra is celebrated all over India in the months of September-October, which corresponds to the month of Ashwin according to the Hindu calendar. In the year 2009, Dussehra will fall on 28th September. But, Kota Dussehra is quite different and unique, as, here it is not just a beginning of festive period, but much more than that. Dussehra is a very auspicious and sacred day for Hindus as it symbolizes the victory of good over evil. It marks the victory of Lord Rama over demon Ravana and it also symbolizes the triumph of warrior Goddess Durga over the buffalo demon, Mahishasura. Days and months before Dussehra, craftsmen engage themselves in making huge effigies of Ravana, his brother Kumbhakaran and son Meghnath. Over the years the height of these effigies has been rising. These days very tall effigies, upto 75 feet tall are made.
On the day of Dussehra, a huge fair is organized in large gardens called “maidans”, where villagers gather in colorful clothes to worship Lord Rama and celebrate his victory. The effigies of Ravana, Meghnath and Kumbhakaran are burnt. Normally loud crackers are put inside them that produce deafening noises when ignited. It is a huge fair, where thousands of people gather from Kota and nearby places to witness this grand celebration of Dussehra. For children it’s an outing with fun, drama, toys, eatables and programs. While, these effigies are burnt, a small child is made to dress like Rama and he hits the effigy of Ravana with his bow. This is not merely an enactment of an event in the past, but works as a live lesson for children and even adults that it is “good” that ultimately wins, however strong evil might be.

BSNL IPO and NOFA

Govt. telecom service provider Bharat Sanchar Nigam Ltd (BSNL) is planning to come with IPO on the stock exchanges, the government is working on a plan to trim the company's bloated employee size before firming up plans to list state-owned telecom service provider A proposal finalised by the company's administrative ministry, the department of telecommunications, says about two-thirds of BSNL's employees would be shifted to a newly created PSU, the National Optic Fibre Authority (Nofa).
BSNL now has over 3 lakh employees, of which around 2 lakh would be shifted to the proposed Nofa, which would have the mandate to lay optic fibre across the country and then lease that network to telecom firms for providing broadband services. "We are planning to transfer around 2 lakh employees of BSNL to the proposed National Optic Fibre Authority," . The government would set up the authority to lay over 12 lakh km of optic fibre throughout the country, spending around Rs 40,000 crore. "The mix-and-match would be perfect. BSNL needs to shed staff while the newly created PSU would need people," the official said. The biggest contributor to BSNL's miserable financial position has been the stupendous wage bill of Rs 10,000 crore.

4 live grenades found in Ajmer

Four live grenades were found in the bushes below a hill at Hathikheda village, five km from Ajmer on Sunday. All the four had ‘Made in Kanpur’ written on them besides ‘HE-36’ and some serial numbers. The police seized the shells and called experts to identify their origin. Police have contacted army officers in Nasirabad cantonment and officials of CRPF group centre. The CRPF centre is just 2 km from where the explosives were found. Cops suspect the grenades were stolen from the centre. A home guard, a resident of Hathikeda, had spotted the explosives while grazing cattle at the foot of Hathikeda hills and informed his senior.

Terming Pakistan founder Mohammed Ali Jinnah as the biggest communal ghost of 20th century, senior VHP leader Acharya Dharmendra on Sunday said that people glorifying him will not succeed in winning praises. "No one can falsify that Jinnah was the biggest communal ghost of 20th century and responsible for partition of the nation," Dharmendra told reporters here. Mahatma Gandhi was against the partition and offered Jinnah the post of nation's Prime Minister or President. But he did not agree, he noted. "The people praising him are not worthy of praise themselves," he said.
Dharmendra further alleged that senior BJP leader L K Advani had committed a blunder by visiting the mausoleum of Jinnah in Pakistan in 2005. "His visit to Jinnah's mausoleum was a big blunder," he said. Criticising expelled BJP leader Jaswant Singh for writing a book on Jinnah, the VHP leader said that Jinnah was not secular at all.

Air India executive pilots on Strike, Many flights cancelled

The Air India executive pilots' strike entered its third day on Monday with the pilots refusing to get back to work until the controversial pay-cut order is completely withdrawn. The strike by its executive pilots continues even after Air India decided to set up a committee to look into concerns of pilots who are on a strike protesting against a 20 per cent cut in their incentives. On Monday morning, a total of 12 flights were cancelled, of these ten are domestic and two international. In Delhi, one of the representatives of the agitating pilots said the management's decision is an eyewash and that pilots of Delhi, Kolkata and Chennai would be reporting sick.
According to the airline, the committee will look into the incentive cuts and all other grievances and incentive cuts won't apply till committee takes decision. "We have been assured that status quo will be maintained on incentives and PLI (Performance Linked Incentive) till the committee works out the modalities," said Captain Sanil, an executive pilot with Air India. The national carrier is already reeling under huge losses. A proposed turnaround plan has also run into turbulence. The last two days saw executive pilots reporting sick as a result of which flight schedules were affected and passengers left anxious.

Rajasthan government will recruit 5,000 police constables

The Rajasthan government will recruit 5,000 police constables and the process for the purpose will begin soon. Chief Minister Ashok Gehlot, who also holds the Finance portfolio, had accorded the requisite financial sanction to the Home Department's proposal for the purpose, an official spokesman said here last evening. The recruitment was being made against the announcement made in the State Budget for 2009-2010. The recruitment, to be completed in phased manner till next year, would fill around 2100 newly created posts and around 2850 vacancies due to be created by the next year, the spokesman said.

Pakistan beat India by 54 runs in ICC Champions Trophy

India were beaten by Pakistan in an International Cricket Council (ICC) event as they lost their Group A match by 54 runs in the Champions Trophy here Saturday. Riding on Shoaib Malik's robust century Pakistan posted a challenging 302 for nine after skipper Younis Khan decided to bat. With the second consecutive win from their two matches, Pakistan stayed in contention for a semi-final berth. Chasing a huge target of 303, India were all out for 248 runs in 44.5 overs after half centuries from Gautam Gambhir (57) and Rahul Dravid (76). But, India must be ruing their indifferent bowling, barring Ashish Nehra (4-55), and loss of wickets at crucial juncture in a the match which they could have won.
It was always going to be tough chase for the Indians under light, and Sachin Tendulkar (8) departed early after he edged teenaged fast bowler Mohammed Aamer to wicketkeeper Kamran Akmal. But Gambhir and Dravid, making a comeback after two years, added 67 runs for the second wicket to consolidate the run chase. Gambhir looked in fine touch but a direct hit from Younis ended his 46-ball stay in 13.5 overs. Virat Kholi (16) and captain Mahendra Singh Dhoni (3) departed in quick successions, forcing Dravid to anchor the innings. The former India captain played a typical innings and held fort at one end during his 103-ball stay.
Earlier in the day, Malik made his seventh hundred in one-dayers as Pakistan recovered from poor start to set a tough target for India in the day-night match. Malik received valuable support from veteran Mohammad Yousuf, who made a brisk 88-ball 87 and together the duo added 206 runs for the second wicket, which was Pakistan's best fourth wicket stand against India in one-dayers. Both Malik and Yousuf dominated the Indian bowlers with their attacking shots and Malik brought up his century in the 43rd over by cutting off-spinner Harbhajan Singh for a four. Pakistan started aggressively with Imran Nazir and Kamran as they raced to get 50 runs in less than nine overs. malik and Yousuf applied themselves cleverly and put their team in a comfortable position. Pakistan were 217 for three in 40 overs. But Indian bowlers did well to pull back things in their favour as Pakistan managed 85 runs in the last 10 overs losing six wickets.

Centre Govt may take over dargah management in Ajmer

Centre is likely to decide next week whether to takeover the management of the 800-year-old dargah in Ajmer dedicated to the revered 12th century Sufi saint Khwaja Moinuddin Chishti. According to reliable sources, the state police and intelligence agencies have recommended that the affairs of the shrine be managed by a trust under the direct control of the Centre. The recommendations were discussed at a meeting in Delhi held by Salman Khurshid, minister of state independent charge Union ministry of minority affairs. The suggestions forwarded by agencies also recommended the shrine be managed by a trust akin to the Tirupati Venkateswara Temple Trust model. This would bring about transparency in the day-to-day functioning of the dargah. The present management of the dargah has been accused of mismanagement of funds.
Investigations by intelligence agencies have disclosed many sordid aspects of the dargah management. The dargah is visited by thousands of devotees, politicians and celebrities from all over the world and receives crores of rupees for which no account is maintained. Many khadims are millionaires with assets that are spread all over the world for instance a lot of khadims own real estate and properties overseas. At the moment there are over 5,000 khadims with about 1,900 in the voters’ list in the dargah who are in the profession due to lineage or being sheer disciples of the Khawaja. “We do have a functional trust as per the Dargah Khwaja Saheb Act of 1955 governing the Ajmer shrine. The government can’t change the custom that has been continuing for years.”
Among other things of concern were the porous security arrangements at the dargah, wherein very recently there was a case of stabbing in the dargah premises. It is likely that the decision to pass on the responsibility of security arrangements at the dargah from the state police to Central Industrial Security Force (CISF) and Central Reserve Police Force (CRPF) would also be finally decided in the meeting. The Government should consider clearing the entire area and creating a dedicated corridor like at Tirupati, Golden Temple and the Vaishno Devi Temple at Dargah also so that visitors will not get problems in Dargah.

Mansoon season end in Rajasthan - Met. Department

India Meteorological Department (IMD) announced on Friday that the Southwest monsoon has withdrawn from many parts of West Rajasthan. The withdrawal process has been in the making for some time with the skies over Rajasthan and large parts of northwest India clearing up and the mercury consistently peaking to beyond the 40 deg Celsius. On Friday, weather charts showed the large anti-cyclone (high-pressure area within sinking motion of air that retards cloud formation) sneaking in from across the northwest border. The withdrawal line passed through Ganganagar, Churu, Jodhpur and Barmer. The monsoon is likely to withdraw from more parts of northwest India during the next four days in fairly fast progression.
The process could get bogged down just over central India as easterly flows from a lately activated Bay of Bengal fill large parts of peninsula and even parts of central India. The anticipated low-pressure area is expected to materialise over the Bay by Sunday even as a much stronger system is forecast to brew over the South China Sea concurrently. The Bay system would be forced to let go of some moisture that would feed into the stronger South China Sea system, according to the European Centre for Medium-Range Weather Forecasts (ECMWF). After walloping the Indo- China coast for a landfall, the South China Sea system could yet again set the Bay on fire, with ECMWF projecting the formation of another `low' during early October. In this manner, the withdrawal process of the monsoon from the rest of the mainland India may get affected indefinitely.

Blame and Power game continue in RCA

A controversy has arisen over the control of the Rajasthan Cricket Association, with a group backed by Lalit Modi claiming on Sunday to have removed the incumbent, Sanjay Dixit, through a no-confidence motion. Dixit - who defeated Modi in the election - called the move unconstitutional and said he was still in charge. Dixit had suspended two members of the RCA, Jaipur District Cricket Association (JDCA) president Bimal Soni and Cricket Players' Association of Rajasthan secretary Shamsher Singh, on Saturday and, prompted by the constant tussle between the two factions, called off the annual general meeting scheduled for Sunday.

The Rajasthan government today announced annual bonus for its employees for fiscal year 2008-09, an official spokesman said here. Non-gazetted employees in the grade of Rs 8000-13,500 and Grade pay of Rs 5400 would be eligible for the bonus, the spokesman said quoting Chief Minister Ashok Gehlot's order.
The beneficiaries would get bonus around Diwali, which will be equivalent to their basic pay of one month, he said. Bonus will also be paid to employees working with Zila Parishad, Panchayat Samiti.

India Australia ODI shifted from Jaipur to Vadodara

The first match of the seven-ODI series between Australia and India has been shifted from the Sawai Man Singh Stadium in Jaipur to the Reliance Stadium in Vadodara. The move, announced during the BCCI AGM on Thursday, was prompted by the current power struggle within the Rajasthan Cricket Association (RCA). "We have shifted the first ODI from Jaipur to Vadodara," BCCI president Shashank Manohar said at the board's AGM in Mumbai. A controversy had arisen over control of the RCA with a group backed by Lalit Modi claiming on Sunday to have removed the incumbent, Sanjay Dixit, through a no-confidence motion. Dixit - who defeated Modi in the election earlier this year - called the move unconstitutional and said he was still in charge. Interestingly, the last ODI at the Reliance Stadium involved the same teams in October 2007. The series kicks off on October 25 and will run through till November 11.
The Rajasthan players are reportedly irked by the state of affairs and the Cricket Players Association of Rajasthan (CPAR) have demand the state government's intervention to sort out the issues. "Both the factions of the RCA were invited to the AGM. This action sends out a wrong signal, that both parties have been recognised by the board," Shamsher Singh, the CPAR secretary, told the Hindustan Times. "It leaves the players in the lurch." "We are pessimistic about the elections as we think the issue might get stuck in court. So we have decided to meet Chief Minister Ashok Gehlot to set up an ad hoc body. The state government has the power to intervene as the RCA is governed by the Sports Act of the government of Rajasthan."

Gehlot assure Pawar about 25 October India-Australia Jaipur ODI

Afraid that the ongoing feud within the Rajasthan Cricket Association (RCA) might jeopardise the India-Australia ODI scheduled for October 25 in Jaipur, chief minister Ashok Gehlot on Wednesday telephoned former BCCI president Sharad Pawar. Gehlot sought Pawar’s assurance against a possible shifting of the match from Jaipur, said sources. In view of the excitement among youths for the onedayer, the match should not be called off or shifted elsewhere, Gehlot told Pawar. Responding to Gehlot’s call, the Maratha strongman assured the CM that Jaipur won’t be robbed off the match and the scheduled tie will take place as decided. “The assurance from Pawar has come as a sigh of relief to all the fans, who, amid all the speculations, were wondering if the match would be called off. The CM took the initiative in the larger interest of the followers of the game in the state,” said a CMO official. He said the CM took the matter to Pawar after he was briefed by one of the factions about the ongoing powerstruggle within the RCA and its possible repercussions on the Jaipur ODI.

India's Ramesh Kumar created history by clinching India's first medal when he won the bronze in the freestyle 74 kg category, in the prestigious World Wrestling Championship after a gap of 32 years. The Uttar Pradesh wrestler did what Beijing Olympic bronze medallist Sushil Kumar failed to achieve, clinching India's first medal in the prestigious event after a gap of 32 years. Kumar defeated Alexandr Burca of Moldova on technical points after the repechage round ended with both the wrestlers tied at the score of 7-7 on Wednesday night at Herning, Denmark. Kumar, however, started the bout on a disappointing note, trailing 0-3 after the first period. He then came back strongly in the second session to score two points and then finished off the final period picking up five points as against his opponent's four to finally come out victorious on technical points.
Kumar had earlier defeated Dustin Schlatter of the US 3-2 in the opening round. His next casualty was Great Britain's Michael Grundy, whom he beat 4-2 and then prevailed over Kiril Terziev of Bulgaria 7-4 in the quarterfinal. Kumar, however, lost out on the gold medal opportunity, going down 0-5 to Chamsulvara Chamsulvarayev of Azerbaijan in the last-four stage to set up a repechage encounter against Burca. Chandrayaan Confirms Water on Moon

Moon Mineralogy Mapper, a NASA instrument onboard Chandrayaan-I -India's maiden moon mission, has detected evidence of water across the lunar surface, scientists announced on Thursday. Describing as "path-breaking" the evidence of water on Moon by India's Chandrayaan-1 mission, ISRO Chairman G Madhavan Nair said no lunar odyssey so far had given a "positive" conclusion. "There is confirmation of traces of water. It is a path-breaking event as far as Chandrayaan-1 mission is concerned. It is very very significant. So far, no mission has confirmed the presence of water positively," he said. Moon Mineralogy Mapper, a NASA instrument onboard Chandrayaan-I, detected wavelengths of reflected light that would indicate a chemical bond between hydrogen and oxygen in materials on the thin layer of upper soil. The Moon Mineralogy Mapper or M3 has confirmed existence of water on moon by analysing the data collected from Chandrayaan-I. The finding ends four-decade long speculation on whether there is water on moon. Scientists first claimed that water existed on moon about 40 years ago after they analysed rock samples brought to earth as souvenirs by Apollo astronauts.
The lunar maps created by M3 could provide mission planners with prime locations for extraction of water from the lunar soil. Nair said ISRO would make a formal announcement and disclose detailed analysis on Friday following the publication of findings in a science journal and announcement by NASA scientists.

The International Cricket Council (ICC) has announced that former India pacer Javagal Srinath will officiate as match referee in the upcoming Champions Trophy slated to be held from September 22 in South Africa. Marathi film "Harishchandrachi Factory", India's official entry to Oscars

Marathi film "Harishchandrachi Factory", by theatre-veteran Paresh Mokashi has been selected as India's official entry to this year's Oscars in the Foreign Film Category. The two-hour-long film depicts the struggle of Dadasaheb Phalke, the father of Indian cinema, to make 'Raja Harishchandra' in 1913, India's first feature film. "Harischandrachi Factory" beat off competition from 15 films including Bollywood movies like "New York" and "Delhi 6" to get selected for the honour. The nomination of the Marathi film was announced by The Film Federation of India (FFI) and the jury was headed by noted actress Asha Parekh.
Paresh Mokashi, the writer and director of the film was elated on hearing the news. Mokashi said he will have to submit the prints to the Oscar Academy by 1st October. "The film was completed in December last year. We plan a grand release all over Maharashtra and rest of the country in Marathi and Hindi with English sub-titles by this year-end," Mokashi told a news agency. "The film is totally based on facts. It is the first ever attempt to bring the making of the first feature film made in India on celluloid," Mokashi said. "Harishachandrachi Factory" is the second Marathi film after "Shwaas" in 2004 to be selected as India's official entry to the Oscars

ONGC may consider Refinery plan for Rajasthan

Chairman of Oil and Natural Gas corporation (ONGC) and Mangalore Refinery and Petrochemical Ltd (MRPL) R S Sharma has said a proposal to set up MRPL's refinery in Rajasthan was still under consideration. Addressing a press conference after the 21st AGM of MRPL at Bala near Surathkal last evening, he said a study was still going on about the proposal made by the Rajasthan Government. A high power committee was also set up to look into the feasibility, ways and means and suitable stakeholders for the project. Clarifying that the MRPL could not take up the project on its own, he said the high power committee is expected to meet next month to finalise on various issues pertaining to the proposed project, including the financial and technical aspects.
To a query, he said the ONGC and MRPL had got the approval for setting up 1100 and 500 retail outlets respectively in various parts of the country. However, at present this proposal was withheld following denial by the petroleum ministry to provide any subsidy. Even several oil companies, including HPC, IOC and HPL, were running their outlets with great difficulty, while, the private companies have closed their petrol bunks due to loss.

IIT, IIM Professors reject Pay Scale order

Professors of IIMs and IITs have come together for the first time to reject the latest proposals of the Human Resource Development Ministry on pay scales and autonomy, terming them an “infringement” on academic freedom. The faculties are working on a joint charter of demands to be submitted to Human Resource Development Minister Kapil Sibal. The demands include pay hike and more autonomy. “It is for the first time that IIT and IIM professors are sitting down to discuss what is there in the Sixth Pay Commission, and how it is affecting us,” according to Bharat Sheth, a professor of the IIT, Mumbai.
The IIM-Ahmedabad faculty council met in Ahmedabad on Saturday and opposed the Ministry’s order on pay structure. It asked the institute director to delay its implementation by a month. “The faculty council has termed the recent orders on pay structure an infringement on academic freedom and asked the institute director to postpone its implementation by a month,” a senior faculty council member said after the meeting. The council voiced disappointment over the Ministry’s response to the demand for a pay increase made earlier by the IIM and IIT professors.

ISRO will Launch PSLV-C14 on 23rd September from Sriharikota

The T-51 hour countdown for the launch of PSLV-C14 on 23rd September from the spaceport of Sriharikota commenced at 0900 hrs on Monday. Indian Space Research Organisation (ISRO) sources told a news agency that the launch would take place at around 1153 hrs on 23rd September. ISRO Scientists, putting behind the Chandrayaan-1 debacle, whose mission was cut short in ten months, were gearing up for the launch of the core alone PSLV-C14, which would carry India's 960 kg ocean monitoring satellite Oceansat-2 and six nano satellites from abroad.
The launch campaign has gathered momentum and various tests were being carried on. ''The satellites are mated with the launch vehicle and the pre-launch activities are proceeding normally and smoothly without any hitch,'' the sources said. Apart from Oceansat-2, the other micro satellites included four Cubesats and two Rubinsats. The Oceansat-2, to be placed in a sun-synchronous orbit 720 km above the earth, would supplement the work of its predecessor Oceansat-1 and facilitate climatic study, including sea surface temperature.

RCA President Sanjay Dixit Removed

Rajasthan Cricket Association (RCA) president Sanjay Dixit was on Sunday “removed” from his post by the rival faction, which claims to have majority now. While the Lalit Modi-backed rival group claimed that 20 out of 33 members present in the annual general meeting (AGM) supported Dixit’s “removal”, the latter termed the AGM “unconstitutional” and alleged that money was used to woo the member districts. Dixit had defeated Lalit Modi on March 1 with tacit support of the state government, as Modi’s fate was much anticipated after change of guard in the state. However, Dixit’s “removal” on Sunday brought to the fore the cracks within the Congress too as two prominent leaders came out in the open supporting rival factions. Revenue minister Hemaram Choudhary, who is one of the RCA patrons, addressed a press conference along with Dixit to ridicule Sunday’s developments while Jaipur MP Mahesh Joshi, as representative of the Jaipur Cricket Association, was present during the AGM and supported Dixit’s removal.

Rajasthan High Court Issue Notice to Cairns India

The Rajasthan High Court has issued notices to the Government of India, Cairns India and others for shifting from Barmer to Salaya(Gujarat) the outlet supply point of the crude oil being produced in Cairns Mangla Oilfield in Barmer. The High Court division bench comprising Justices NP Gupta and DN Thanvi issued notices while hearing a public interest litigation filed by one Kailash Bhandhari.
The petitioner stated that as per the MoU of the project, the supply outlet for sale of the crude oil was to be set up in Barmer itself but the Petroleum Ministry had allowed the shifting of the same to Salaya in Gujarat without taking the Rajasthan Government in confidence. This would cause loss of the VAT revenue to the state government, the petition contended. The notices issued by the court are returnable within four weeks.

Conflict in RCA between Sanjay Dixit - Subhash Joshi

The Rajasthan Cricket Association (RCA) split into two on Sunday, with a dissident group holding a meeting to "sack" RCA president Sanjay Dixit. The rebels, led by chairman Subhash Joshi, met for a scheduled annual general body meeting despite Dixit calling it off, and passed a resolution to dismiss the president. They also selected office bearers and decided to hold elections on October 14. The faction, which has links with ex-RCA chief Lalit Modi, claimed the support of 20 of the 33 district units. But the Dixit faction held an executive meeting at the RCA office, which declared the rebel meet illegal and dismissed Joshi as chairman. They also said Dixit would represent the RCA at a BCCI meet on September 24.
Now it is expected that a new raw may rise in the RCA after Modi-Dixit raw last yaer. It is expected that we can see some split on Friday when it will come that who represents the RCA at the BCCI meet.

The Sanctuary was given the status of the National Park on 10th March 1982, and was declared a World Heritage Site in December 1985.
Flora in Bharatpur: More than 300 species of birds are found in this small wildlife park of 29-sq-kms of which 11-sq-kms are marshes and the rest scrubland and grassland. Keoladeo, the name derives from an ancient Hindu temple, devoted to Lord Shiva, which stands at the centre of the park. 'Ghana' means dense, referring to the thick forest, which used to cover the area.
Bharatpur Maharaja and Natural World: While many of India's parks have been developed from the hunting preserves of princely India, Keoladeo, popularly known as Bharatpur Wildlife Sanctuary, is perhaps the only case where the habitat has been created by a maharaja. In earlier times, Bharatpur town used to be flooded regularly every monsoon. In 1760, an earthen dam (Ajan Dam) was constructed, to save the town, from this annual vagary of nature. The depression created by extraction of soil for the dam was cleared and this became the Bharatpur Lake. At the beginning of this century, this lake was developed, and was divided into several portions. A system of small dams, dykes, sluice gates, etc., was created to control water level in different sections. This became the hunting preserve of the Bharatpur royalty, and one of the best duck - shooting wetlands in the world. Hunting was prohibited by mid-60s. The area was declared a national park on 10 March 1982, and accepted as a World Heritage Site in December 1985.
Major Wildlife Attractions: The major attractions of tourists visiting the park are the numerous migratory birds, who come from as far away as Siberia and Central Asia and spend their winters in Bharatpur, before returning to their breeding grounds. Migratory birds at Bharatpur bird sanctuary include, several species of Cranes, Pelicans, Geese, Ducks, Eagles, Hawks, Shanks, Stints, Wagtails, Warblers, Wheatears, Flycatchers, Buntings, Larks and Pipits, etc.

Bharatpur Govenment Museum : One of the major attention grabber after the Bharatpur sanctuary is Government Museum of Bharatpur, which provides a glimpse of the past royal splendour of Bharatpur.

BSNL announced 'Bharat PC' in Rural India @ 2,250

BSNL, the Larget Public Telecom service provider company in collaboration with HCL, Microsoft, Intel and Universal Service Obligation (USO) Fund announced 'Bharat PC' at cash down payment of Rs 2,250 at a monthly installment of Rs 300 for five years. This scheme has been launched under the National Broadband Peneteration Project (NBPP). Kuldeep Goyal, CMD, BSNL, said: "Availability of terminals to provide broadband service was a challenge in rural India. We have tried to make PC purchase affordable for rural customers. This will help government in meeting its broadband penetration of 20 million by 2010. We were already providing PC with Novartium for our subscribers at price less than Rs 5,000, but it was more urban centric. Bharat PC has been specifically designed for subscribers in rural India."
A total of RS 1500 crore USOF had been provided to BSNL for increasing broadband penetration. The USOF will be providing Rs 4,500 subsidy per broadband connection that BSNL will be rolling out through its existing 27,789 rural and remote telephone exchange. BSNL will also provide 512 kbps subsidized broadband connection alongwith Bharat PC at Rs 99 with free download up to 400 mb and at Rs 150 with free download upto 1 Gb per month. A K Jain, general manager, Broadband, BSNL, said: "We are coming out with lowest broadband tariff. For extra download, an user will have to pay 40 paise per mb of download. We will soon install 30,000 broadband kiosks for those who are unable to afford even subsidized Bharat PC." HCL has set-up two call centres for assistance for Bharat PC consumers. Bharat PC will come with embedded basic Microsoft software, anti-virus solution, Intel's atom processor, 512 mb RAM , 80 GB hard disk and 15 inch CRT (cathode ray tube) colour monitor. This PC could have been offered at much less price than the current total price of Rs 20,250 after subsidy of Rs 4,500 from USOF, on linux OSS platform. Hence, including subsidy from USOF , the total price of Bharat PC is Rs 24,750. Ajay Chowdhry, chairman and CEO, HCL Infosystems justified the price by citing ease of use and five years cost of service to be provided in rural area.

Gambhir wins Castrol Cricketer of the Year Award

Opener Gautam Gambhir has been named as the Castrol Cricketer of the Year 2008 on Thursday. There is a double pleasure for star Indian opener Gautam Gambhir, as he not only won the Castrol Cricketer of the Year 2008, but also was declared fit for the upcoming ICC Champions Trophy to be held in South Africa. Gambhir will fly along with the Indian squad for the Champions Trophy. He missed out the Compaq Cup due to injury.
Gautam Gambhir edged out his buddy Virender Sehwag to win the Castrol Cricketer of the Year 2008, which carried a trophy and Rs 5 lakh. Gambhir has scored over 1000 runs each both in Tests and ODIs in 2008. He also won the 'Best Batsman of the Year' award. Harbhajan Singh won the 'Best Bowler of the Year' award.

Police to look into RPMT Issue

Justice R S Rathore of the high court has taken serious note of cheating committed by students who engaged professionals to appear for the exams on their behalf. These students later got admitted to 14 medical colleges in the state. Not “satisfied” with the report submitted by the committee formed by the state government, Justice Rathore wants the matter to probed by a police team headed by P K Singh, IG (personnel), Jaipur. The court constituted a three-member panel headed by Dr Onkar Saxena, former principal SMS Medical College, Jaipur to investigate the allegations that RPMT examination papers contained 15 “wrong” questions.
These orders were passed on two different writ petitions filed by an unsuccessful candidate Jahabar Singh Jat who alleged that a large number of students succeeded in getting admitted to 15 medical colleges of the state by way of the common entrance test where professionals were engaged by the applicants to appear on their behalf. The examination was conducted for around 750 seats for the MBBS course. In an another writ petition, Jat alleged that there were 15 “wrong” questions mentioned in the papers held in year 2009. He also alleged in his writ that during last year’s examination when a similar issue was raised, three committees were constituted by the Medical University to examine the facts. “I deem it necessary to hold the inquiry by a team of police officers, headed by P K Singh, IG police. The probe team may include a handwriting expert from the state forensic laboratory, Jaipur,” Justice Rathore ordered.
“The investigation team shall also mention the invigilators’ names who were present at the examination hall and probe their involvement if any. The special team will submit its report by September 29,” justice Rathore concluded. In the writ pertaining to “wrong” questions, the court also constituted a three-member committee with Dr Onkar Saxena as its head, Dr J C Sharma and Dr V K Pandey as members of the committee among others.

RIL looking to buy Oil from Cairns Rajasthan field

Reliance Industries is keen on buying Cairn India's Rajasthan crude oil but said it cannot take the oil unless the pipeline from fields to Gujarat coast is built. RIL wants 30,000 to 60,000 barrels per day of Cairn crude at each of its two refineries at Jamnagar in Gujarat. "We want Rajasthan crude but have no facility to receive (oil in) tankers," RIL Executive Director P M S Prasad told reporters here. Cairn, which began crude oil production from its prolific Rajasthan fields on August 29, will transport initial volumes to refiners by trucks and tankers. A pipeline from the Barmer district fields to Gujarat coast will be completed by the year-end. "We will be willing to take Rajasthan crude once the pipeline is completed," he said. The government has so far nominated Indian Oil, Hindustan Petroleum and Mangalore Refinery to buy the Rajasthan crude.

RBSE Books with communal content to be revised

School books with communal content introduced during the previous BJP rule in Rajasthan will be revised and controversial chapters removed from them. The move has been recommended to the Board of Secondary Education by the Garg committee appointed by the ruling Congress government early this year, a board official said. Chief Minister Ashok Gehlot has directed the authorities concerned to remove the controversial portions from the books as suggested by the Garg committee, state Education minister Master Bhanwar Lal said.
Headed by Rajasthan University Professor Subhash Garg, the committee has recently submitted a report to the Board of Secondary Education in Ajmer underlining the "objectionable content in several chapters in books being taught in 9th, 10th, 11th and 12 classes in the state", the board secretary M R Sharma said.

50 Year to Doordarshan, A Golden Era of Doordarshan

Though the entertainment and movie industry has reached great heights today, it must be said that the roots and origin of entertainment came from the authentic Doordarshan. Yesterday, the Doordarshan has crossed one benchmark as it completed 50 years of its existence. Doordarshan, the public broadcaster completed its 50th year of existance on Tuesday.15 September, 1959 was the first day when the transmission of television programme begian in India at a make shift studio in the All India Radio building. Pramita Puri was the first announcer who started the programme with “shehnai recital' of Ustaad Bismillah Khan. The programme was transmitted in a radius of 25 kilometers with a small transmitters. From Black& White to becoming colour in 1982 to digital telecast in 2004, the public broadcaster has grown with tune of time. The regular daily transmission started in 1965 as a part of All India Radio. The television service was extended to Bombay and Amritsar in 1972. Till 1975, seven Indian cities had television service and Doordarshan remained the only television channel in India. Television services were separated from radio in 1976. Each office of All India Radio and Doordarshan were placed under the management of two separate Director Generals in New Delhi. Finally Doordarshan as a National Broadcaster came into existence.
National telecasts were introduced in 1982. In the same year, colour TV was introduced in the Indian market with the live telecast of the Independence Day speech by then prime minister Indira Gandhi on 15 August 1982, followed by the 1982 Asian Games being held in Delhi. Now more than 90 percent of the Indian population can receive Doordarshan (DD National) programmes through a network of nearly 1400 terrestrial transmitters and about 46 Doordarshan studios produce TV programs today. The first ever daily soap Hum Log and later on Buniyaad and Nukkad and mythological dramas like Ramayan (1987-88) and Mahabharat (1989-90) glued millions to Doordarshan and later on Bharat Ek Khoj, The Sword of Tipu Sultan and The Great Maratha. Hindi film songs based programs like Chitrahaar, Rangoli, Ek Se Badkar Ek, Superhit Muqabla. Crime thrillers like Karamchand, Barrister Roy, Byomkesh Bakshi, Reporter, Tehkikaat and Janki Jasoos,Suraag were popular among the masses.Presently, Doordarshan operates 19 channels – two All India channels-DD National and DD News, 11 Regional languages Satellite Channels, four State Networks, an International channel, a Sports Channel.

Bonus for all non-gazetted Railway employees

The Union Cabinet on Thursday approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 75 days wages for all eligible non-gazetted Railway employees. The move will benefit 13.05 lakh employees and it will cost the exchequer Rs 889 crore. Railways were the first departmental undertaking of the Government of India wherein the concept of PLB was introduced. Staffs of Indian railways are classified into gazetted (Group A and B) and non-gazetted (Group C and D) employees. The recruitment of Group A gazetted employees is carried out by the Union Public Service Commission through exams conducted by it. Whereas, the recruitment to Group 'C' and 'D' employees on the Indian Railways is done through 19 Railway Recruitment Boards which are controlled by the Railway Recruitment Control Board (RRCB).

NCP may settle for fewer seats in Maharashtra State Election

Maharashtra Politics is now looking somewhat clear, it is expected that Nationalist Congress Party (NCP) settle for fewer constituencies in the seat-sharing talks for the Assembly elections in Maharashtra. Party sources have refused to confirm any formula but unofficially it is said the NCP has been offered 114 seats as opposed to the 124 it contested in 2004. This means the Congress gets the remaining 174 seats. However, Congress spokesperson Mohan Prakash told The Hindu that the party had never insisted on numbers and said the seats would be shared as per the delimitation of constituencies. Since Tuesday night the Congress and the NCP have been discussing the seats they would share. They had another round of talks on Wednesday morning and continued parleys in the evening after a break. Unconfirmed sources said 200 of the 288 seats were finalised and the remaining were the contentious ones.
Boosted by its unexpected showing in the recent Lok Sabha polls, the Congress which won 17 seats, took a tough stand right from the beginning. Pradesh Congress Committee president Manikrao Thakre said that after delimitation, the Congress had a claim to 173 seats. He has been saying that the party has a claim to more seats, keeping ground realities in mind. Meanwhile NCP leader Praful Patel, who is part of the talks, told reporters in New Delhi on Wednesday that the deal would be finalised in a couple of days. He admitted his party was willing to give up some seats to the Congress. The NCP had contested 124 seats in 2004 and won 71 of them. The Congress and allies had won 69 of the 164 seats they had contested last time. Its numbers swelled to 75 after Sena rebel Narayan Rane, now State Industries Minister and his supporters switched loyalties to the Congress.

Congress Lost Dwarka and Okhla Seat in Delhi

The Congress Thursday lost two seats in the Delhi by-elections with the Bharatiya Janata Party (BJP) and the Rashtriya Janata Dal(RJD) winning one seat each. While BJP's candidate Pardymn Rajput defeated Congress' Tilotma Chaudhary in Dwarka, RJD's Asif Mohhamed Khan trumped the Bahujan Samaj Party candidate Braham Singh in Okhla. Elections in Dwarka were held on Sep 10, and in Okhla on Sep 15. Both the seats were previously with the Congress. The elections were necessitated when Okhla legislator Parvez Hashmi was elected to the Rajya Sabha, and Dwarka legislator Mahabal Mishra to the Lok Sabha.

Inflation becomes Positive after 13 Week

Inflation edged back into positive territory after 13 weeks at 0.12 per cent, driven by higher prices of essential food items and may rise further on the back of poor farm production. The wholesale prices-based inflation rose 0.24 percentage points for the week ended September five against (-) 0.12 per cent a week before, despite a high base of 12.42 per cent a year ago. Cost of essential items like fruits rose by an exorbitant 17.8 per cent on a weekly basis. Also, prices of poultry chicken rose by 16 per cent, spices by three per cent and some pulses by one to two per cent.
Inflation had been in negative territory for 13 straight weeks due to base effect. Prices of food items, which rose continuously during the period, may rise further on the back of poor rainfall and resultant reduction in farm output. Terming the transition of inflation into positive territory as slightly faster than expected, Crisil Principal Economist D K Joshi said the major driver are the prices of items found in raw form. Both Finance Minister Pranab Mukherjee as well as Planning Commission Deputy Chairman Montek Singh Ahluwalia had earlier said that inflation would turn positive by September.

TCS Cuts variable pay from Trainees Package

India’s largest private sector employer, Tata Consultancy Services is effecting a new salary structure for trainees, wherein it has shrunk the performance-linked variable pay component. The move is a cost cutting measure, the quantum of which TCS did not reveal. Freshers joining TCS will be eligible for a variable pay only after six months of the classroom training programme. The training programme too underwent a change early this year with the company increasing the duration from three to six months. The variable pay component, paid monthly, accounts for 19% of the total pay package of trainees and now they would have to be content with 9.5%.
The annual package of a trainee last year was Rs 3.5 lakh. Of this Rs 5,000 per month was the variable component. Around 1,500 freshers will join TCS this month. The company has made job offers to 25,000 candidates, who will join in due course. Few months ago, TCS had sliced off a small portion of the variable pay component across the board because of the gloomy global economic scenario for India’s outsourcing industry. Though the macro environment has improved, TCS is playing safe.

US Analyst feel " Recession is OVER Now"

On Tuesday, we got some good economic news when the Federal Reserve released its Beige Book economic report. The report indicates that the recession may finally be over. I realize this comes as little solace to the 15 million Americans still out of work, but the report is correct: Things are definitely getting better. This is merely the latest of many signals indicating an improved outlook for the economy. Another good sign came last week when the Institute for Supply Management’s (ISM) index of purchasing manager sentiment rose to 52.9 in August from 48.9 in July, crossing the important 50 threshold, which indicates the manufacturing sector is expanding. The fact that manufacturing activity is picking up bodes extremely well for future GDP growth (the measure of the total value of all the goods and services produced within an economy in a single year). Wall Street’s forecast for GDP growth in the third quarter is now up to 2.9% from 1.6% back in July. But it’s not just here where forecasts are improving. The International Monetary Fund said that it is revising its global growth forecast to just under 3% in 2010, which is up from the previous forecast of 2.5% growth. Economists at J.P Morgan now expect the euro zone to grow at a nearly 3% annual rate in the second half of this year—substantially higher than their previous forecast of only 0.5% GDP growth less than three months ago.
Its customers include brokerages, institutional investors and issuers of securities. I was pleased to see that Knight Capital is exiting the volatile hedge fund business, and it recently sold its Deephaven Capital Management subsidiary. Business has been very good lately. Knight Capital recently announced that its average U.S. equity trading volume was 3.8 million in July, up nearly 53% in the past year (the data for August should be out soon). The average daily value for trades the company executed in July was $22.5 billion, up 12% compared with a year ago and virtually unchanged from June. Knight Capital’s equity share volume last month averaged 10.2 billion, up 94% compared with a year-ago figure. As investors in general become more active in the coming weeks and months, I expect NITE to continue benefitting from volume increases. What’s more, the company plans to expand into Europe and Asia, which will open up new sources of revenue. It is for these reasons that NITE is a great buy.
