OBC Creamy Layer Limit raised to Rs. 6 Lakh

Other Backward Classes (OBC) Creamy layer limit is Revised to Rs. 6 Lakh from Rs. 4.50 Lakh annual Income earlier while Rajasthan Govt. reduced the Limit to just Rs 2.50 which also includes IIIrd Grade teachers in state as Creamy layer. The P. Chidambaram-led ministerial panel on Saturday recommended that it should be fixed as Rs. 6 lakh uniformly. This means that families earning six lakh or more per annum will not be eligible to seek OBC reservation benefits in government jobs and admissions in institutes of higher education. The government has reserved 27 % seats for OBCs. The creamy layer would be final only once approved by the Union Cabinet on 19th March 2013.
Government rejected the recommendation made by National Commission for Backward Classes (NCBC) that the creamy layer bar for Other Backward Classes (OBCs) should be Rs 12 lakh in urban areas and Rs 9 lakh in rural areas. Narayanasamy, along with petroleum minister Veerappa Moily and overseas Indian affairs minister Vayalar Ravi, had opposed the Rs 6 lakh proposal in the Cabinet, saying it be at least Rs 7 lakh. The resistance forced the prime minister to refer the issue for consultations. The Chidambaram-led ministerial panel's move to keep a "uniform Rs 6 lakh salary bar" is way below the recommendation made by National Commission for Backward Classes that it should be Rs 12 lakh in urban areas and Rs 9 lakh in rural areas. The social justice ministry is learnt to have rebuffed NCBC on various counts. It argued against dual creamy layer for rural and urban areas, and questioned the panel for not doing due diligence. The income ceiling was introduced at Rs 1 lakh in 1993 and was revised to Rs 2.50 lakh in 2004 and Rs 4.50 lakh in 2008.As against NCBC's suggestion of Rs 12 lakh that reflected Mandal satraps' long-held aversion for the concept of creamy layer, the Centre seems to have been deterred by the backlash of a huge hike.
Now comes the funniest decision by Govt. in Rajasthan in October 2012, when state Govt. Reduced Limit from 4.50 to 2.50 Lakh in a shocking decision against the wave when Central Govt and other states Govt. are raising limit to 4.50 Lakh to 6-7 Lakh.

Choudhary is the MP from Rajasthan's Barmer. The other development in Punjab by congress high command on Tuesday is Pratap Singh Bajwa appointed as the new chief of its Punjab unit, replacing Capt Amarinder Singh. Bajwa, the party MP from Gurdaspur, has replaced Amarinder, Congress general secretary Janardhan Dwivedi said. Amarinder, a former chief minister, was under a cloud after the Congress failed to dislodge the Shiromani Akali Dal (SAD) in the January 2012 elections. The Congress recently lost the Moga bypoll, held after its sitting legislator resigned and joined the SAD.

BJP Rajasthan gets New team

Rajasthan BJP president Vasundhara Raje on Monday announced her new team of the party office bearers by making changes in the executive. Four, out of ten vice presidents, have been replaced and changes have also been made in general secretary, secretary and other levels. Newly-appointed vice-president Jaskaur Meena (former MP from Sawai Madhopur), Rajasthan’s face in Vajpayee government, is back in prominence after her electoral prospects in last polls were flattened by a storm called Kirori Lal Meena.
BJP Rajasthan declared list of 119 State working committee members (Karyakarini Sadasya), 140 Special invited members and 14 Permanent Members (Sthayi aamantrit Sadasya).  The list also includes new treasurer, office secretary and three spokespersons with one replacement. The list has adequate representation of SCs, STs and women. Of the 32 names announced, 13 belong to Jaipur city or district. Former minister Yunus Khan, a strong Raje supporter, has also been appointed as the vice-president and the move is believed to be an attempt to win the support of the minorities, particularly the Muslim community who are upset with ruling Congress after the Gopalgarh incident. The biggest surprise comes in the inclusion of Satish Punia, who has been retained as the general secretary. Punia is believed to be from the anti-Raje camp but according to sources, it would have not only been difficult to find a replacement for him but his exclusion would have raised doubts about her claims of maintaining a united front in the party.  Party legislator Anita Gujjar has been included in the list of secretaries along with Anita Bhadel, Jitendra Meena, Hari Singh Rawat, Chandrakanta Meghwal and others.
Permanent Members are : Jasawant singh Jasol, Bhanwar Lal Sharma, Harishanka Bhabhda, KK Goyal, Lalit kishore Chaturvedi, Raghuveer Singh Kousal, Bhanu kumar shashtri, Gulabchand Kataria, Ramdas Aggarwal, Dr. Mahesh Chandra Sharma, Om Prakash Mathur, Ghanshyam Tiwadi, Kiran Maheshwari and Bhupendra Yadav.
