Governor S K Singh on Thursday signed the Rajasthan Reservation Bill-2008, ending the deadlock over the Gujjar quota issue, which had claimed over 70 lives in violent protests for the past two years. With this, the overall quota in government jobs in the state now stands at 69%. The Bill proposes 5% reservation for Gujjars and other three castes under the most backward category and another 14% reservation to EBCs (economically backward classes). The governor signed the Bill after the state cabinet reportedly made a suggestion that the stamp will resolve the issue for ever and also that the Bill was as per the agenda of Congress, which too had promised reservation to the economically weaker sections. The Bill had been passed by the state assembly in August last year during the Vasundhara Raje-led BJP regime and was awaiting the governor’s signature since then. “We welcome the governor’s decision,” Col Kirori Singh Bainsla, the convener of the Gujjar Aarakshan Sangharsh Samiti, told TOI soon after the Bill was signed on Thursday. He said he was grateful to the government, chief minister Ashok Gehlot and also to former chief minister Vasundhara Raje. “Iam especially thankful to Vasundhara Raje as it was she who conceived the Bill,” he added.
Gehlot said Congress was never opposed to reservation for Gujjars and also for the economically weaker sections (EWCs). “In 2003, the government led by me had requested the NDA government at the Centre to make constitutional changes for quota on economic status basis, so we had at no point of time opposed the Bill,” the CM added. He said the governor took legal opinion on the issue and signed the Bill once he was satisfied. Leader of Opposition Vasundhara Raje termed it a victory for BJP. “The Bill had been passed unanimously. Even after that the governor was not signing it citing some reason or the other. But all is well that ends well and I welcome the fact that the governor has signed the Bill ultimately,” Raje said. She added that the governor should have done it earlier, which could have averted uproarious scenes witnessed in the state assembly recently

Jagat Singh, the only son of Gayatri Devi, had married Thai princess Rajawongse Priyanandana Rangsit. She had two children — Devraj and Lalitya — with him, but later the two divorced, and she shifted to Bangkok. Jagat Singh died in 1997. Rangsit in 2006 moved court, claiming that her children were the legal heirs of Jagat Singh’s estates and Gayatri Devi was trying to prevent them on the basis of a ‘forged will’, which made the Rajmata the sole inheritor.

New Nuclear Power plan for Rajasthan

The government has accorded approval for setting up nuclear power plants in Gujarat and Rajasthan with a combined generating capacity of 2,800 MW, parliament was informed Thursday. The plants will be located at Kakrapar in Gujarat and Rawatbhata in Rajasthan and will each have two units of 700 MW each, Minister of State for Science and Technology and Earth Sciences Prithviraj Chavan said in a written reply in the Rajya Sabha. Both sites are already home to nuclear power plants, with the one at Rawatbhata generating 740 MW of electricity and the one at Kakrapar generating 440 MW. 'Similarly, in principle approval has been accorded for sites at Kudankulam in Tamil Nadu and Jaitapur in Maharashtra for setting up light water reactors through imports,' Chavan said. A nuclear power plant with four reactors of 1,000 MW each is currently being constructed at Kudankulam.

Gujjar may soon get 5% reservation in rajasthan

After a round of talks with Gujjar leaders on Tuesday over the reservation Bill passed by the Vasundhara regime, the state government seems to be veering around to the idea of bringing another Bill for providing 5% quota to the community. Though there was no official word yet, home minister Shanti Dhariwal indicated as much when he met media persons after the meeting. Higher education minister Jitendra Singh is likely to call on governor S K Singh on Wednesday and apprise him about the possibility of a new Bill.
According to sources, the talks between a 51-member Gujjar delegation and the government was held in a cordial atmosphere. The government was represented by home minister Shanti Dhariwal, higher education minister Jitendra Singh, transport minister Brij Kishore Sharma and principal secretary home, S N Thanvi. During the talks, which went late into the night, the government cited complications in the Bill passed during the BJP regime in 2008. Apart from the reservation for Gujjars, the Bill had another 14% quota for the economically weaker sections, to which Congress objected. “The Bill passed during Vasundhara government is highly complicated and can’t be approved. There are several constitutional lapses in the Bill which the BJP leaders themselves should be aware of,” said chief minister Ashok Gehlot after the talks on Tuesday. Three BJP MLAs suspended from Rajasthan Assembly

Three BJP MLAs were suspended for one year for unruly behaviour in the assembly House. Speaker Deependra Singh Shekhawat on Tuesday suspended Gyan Dev Ahuja, Hem Singh Bhadana and Bhawani Singh Rajawat for one year. While BJP has decided to boycott all the parliamentary committees of the state assembly and also of the government. “We are going to boycott House committees and also the government functions until the suspensions are revoked,” said leader of Opposition Vasundhara Raje. She said the action of the Speaker was unwarranted and should be revoked immediately.
The House had witnessed unprecedented scenes on Monday as the slogan-shouting Opposition members stormed the well of the House, throwing files and jumping over the tables of the support staff after the Speaker sought the help of marshals to run the House. There was pandemonium with BJP leaders demanding the Governor’s immediate approval of the special quota for Gujjars and the economically backward among forward castes that the Raje regime had cleared. Congress MLA Pratap Singh Khachariawas then demanded action against the Opposition MLAs for misbehaving with the Speaker and the watch and ward. Suspension passed by voice vote.

J&K CM Omar Abdullah quits on sex scandal issue

The chief minister of Jammu and Kashmir, Omar Abdullah, resigned on Tuesday after an opposition lawmaker accused him of involvement in a sex scandal. An angry Abdullah denied the allegation but said he couldn't continue in office until the issue was resolved. The scandal, in which girls, some of them minors, were said to be supplied to politicians, bureaucrats, police officials, sparked weeks of violent protests across the Himalayan region in 2006 after it was uncovered. "I cannot work as the chief minister until my name is cleared. It is a blot on my character," the 38-year-old Abdullah, the troubled region's youngest chief minister, said.
The resignation came shortly after Muzaffar Hussain Baig, a leader of Kashmir's main opposition People's Democratic Party, said Abdullah was involved in the scandal in a speech in the state assembly. In 2006, the Central Bureau of Investigation (CBI), the country's federal police probing the sex scandal, arrested two former state ministers and lawmakers but later freed them on bail. The scandal is still under investigation by the authorities.

2003 Mumbai twin blasts case: Three accused found guilty

A special POTA court on Monday convicted three persons of carrying out bomb blasts at the Gateway of India and the Zaveri Bazaar here on August 25, 2003, killing 52 people and injuring 184. This is the biggest judgment in a terror-related case since 100 people were convicted of the 1993 serial blasts two years ago. Judge M.R. Puranik announced that Haneef Sayyed (46) and his wife Fahmeeda (43) from Marol and Ashrat Ansari (32) from Juhu Galli would be sentenced on August 4. The three were held guilty of carrying out a bomb blast in a bus at Ghatkopar on July 28, 2003, which killed two people and injured 60, and of planting a bomb, which however did not explode, in a bus in the Santa Cruz Electronics Export Processing Zone.
They were convicted under Sections 302 (murder), 307 (attempt to murder), 427 (damaging property) and 120B (criminal conspiracy) of the Indian Penal Code. They were also convicted under Sections 3 (damaging property) and 4 (damaging property by fire or explosive) of the Prevention of Damage to Public Property Act; Sections 3 (causing an explosion to endanger life) and 4 (making an explosive to endanger life) of the Explosive Substances Act; and Sections 5 and 9B (licence for the use of explosives) of the Explosives Act.

Gujjar leader Kirori Singh Bainsla agree to talk on reservation bill

Gujjar leader Kirori Singh Bainsla agreeing on Monday to talks with chief minister Ashok Gehlot, and with the CM willing to accept their demand for a 5% special quota, the chances of the community’s agitation taking an ugly turn have receded for now. But the Gujjars have not called off their agitation yet and are continuing with their “mahapadav” (grand siege) at Hindaun in Karauli district. Bainsla’s meeting with Gehlot on Tuesday at 5 pm has come as a major relief for the government as the issue may now be sorted out amicably, unlike in the previous two years when the agitators blocked road and rail traffic for more than a month and several were also killed in police firing.
The Gujjar leader had three days back ignored Gehlot’s request to meet him and had proceeded with his mahapadav call. He had met home minister Shanti Dhariwal and higher education minister Jitendra Singh. Being Gujjar by caste, Jitendra Singh is playing a crucial role in trying to broker peace. On Sunday, Gujjars led by Bainsla had given the state government 24 hours’ time to say whether the Governor would pass the Bill. Minutes after the deadline for the mahapadav ended at Pechla, a large number of Gujjars were planning to lay siege to Hinduan City. But Bainsla met senior officials of the district administration and agreed to talks to find an amicable solution. The decision to march towards Hindaun has also been postponed. The day began with Governor S K Singh calling on Prime Minister Manmohan Singh in New Delhi. After the meeting, the Governor only said, “People in Rajasthan are peace loving. I do not anticipate any trouble.” He, however, refused to divulge what had transpired in the meeting with the Prime Minister. Sources said the Congress leadership also met in Delhi (some prominent MPs from Rajasthan were also present) to chalk out an action plan.

Economy slightly better; can grow 6.5%: RBI

The RBI today said it has ensured ample liquidity in the system through a series of rate cuts in the last 10 months, hinting that it may keep policy rates unchanged in its quarterly credit policy review tomorrow. The comfortable liquidity resulted in pick-up in economic activity, evident from the central bank revising growth forecast upwards to 6.5 per cent for FY’10 from the 5.7 per cent it had estimated in April. “Since mid-September 2008, the policy repo (overnight lending) rate has been reduced by 425 basis points, the reverse repo (borrowing) has been brought down by 275 basis points” resulting in liquidity injection of over Rs 5,61,700 crore, RBI said in its macro-economic report released a day ahead of its first quarterly credit policy review.
RBI noted that core infrastructure sector growth accelerated to 4.8 per cent in the first quarter against 3.5 per cent a year ago, led by growth in electricity, cement and coal, while industrial output rebounded sharply. Services sector too showed positive signs, with a surge in lead indicators such as railway freight and new mobile connections, besides improvement in tourist arrivals.

Heavy rain in Delhi/ NCR

The rain-starved national capital on Monday came to a crawl after heavy showers inundated many low-lying areas and affected vehicular movement and air traffic while at least 10 people were trapped when a wall collapsed due to the downpour. The uninterrupted showers resulted in water-logging and traffic snarls in many areas, including India Gate, ITO, R K Puram and localities in West Delhi and East Delhi. Rain gauges in the city measured 69 mm of rains from Sunday evening till 8:30 p.m. on Monday. The city received 29.4 mm of rains between 5:30 p.m. and 8:30 p.m., a senior official at MeT Department said.
The central control room of MCD received complaints of water-logging from areas like Model Town, Azadpur, Munirka and Dwarka. Reports of falling of trees were also received from some areas while another wall collapsed in Jahangirpuri in west Delhi, the civic body said. while 10 killed, 9 injured in Noida wall collapse accident in NCR.

Gurjar Agitation in Rajasthan Continue, Governer agree

Gujjar leader Col Kirori Singh Bainsla on Sunday issued a 24-hour ultimatum to the state government, asking it to clarify its stand on Gurjar reservation in state. He was addressing crowd of around 10,000 at Gurjar Mahapanchayat, later it was converted into Mahapadav near Hindaun City in Karauli at eastern rajasthan. Bainsala Said “We will stay here for the next 24 hours and in the meantime, the government has to make its stand clear. It’s either ‘Yes’ or ‘No’ from them. After that we will decide on the future course of our agitation,”. “It is up to Ashok Gehlot to get the reservation Bill signed by the governor. A lot depend on this and we have given the government enough time to act,”. While gurjar leader said “Colonel saheb (Bainsla) would now only talk to the CM. We will not entertain any middlemen,”.
While Gehlot said that it agreed in principle for providing 5% reservation to Gujjar, Rebari, Bajare, Gadiya Luhar and other communities under ST category, but its implementation could be achieved only through legal and constitutional process. Gehlot issued a statement in the evening thanking the community for a peaceful mahapadav and invited Bainsla for talks once again. Gurjar reservation is pending at Governer SK Singh from last 6 Month. Today governer is also agree to sign the reservation bill so now gurjar may get reservation in state.

India will soon launch first nuke submarine

The Indian Navy will soon launch the indigenously-built nuclear-powered submarine INS Arihant at the naval dockyard of the Eastern Naval Command in Visakhapatnam. Prime Minister will arrive at the ENC's airbase INS Dega in Visakhapatnam by a special Indian Air Force plane along with his wife at 11 am and drive straight to the naval dockyard to commission INS Arihant into the sea. The launch of the submarine coincides with the Vijay Diwas -- marking India's triumph over Pakistani intruders in Kargil. With the launch of the submarine, India will join the exclusive club of United States, Russia, China, France and the United Kingdom with similar capabilities. The ENC headquarters in Visakhapatnam has been decked up for this historic event, Navy sources said. INS Arihant has been built under the Advanced Technology Vessels Programme at a cost of $2.9 billion at the naval dockyard in Visakhapatnam.
India previously used a leased Russian-built nuclear submarine INS Chakra under then Captain R N Ganesh from January 1988 to January 1991. The ATV will give India the additional power of a nuclear weapon strike from the sea, apart from surface and air which it currently possesses.

This was the first time in the last five years of UPA government's rule that the political leadership has also participated in the Kargil war day celebrations. Singh was accompanied by Defence Minister AK Antony, Navy Chief Admiral Sureesh Mehta, Army Vice Chief Lieutenant General Noble Thamburaj and Air Force Vice Chief Air Marshal PK Barbora. Soon after the ceremony, the Prime Minister left for Vishakhapatnam where he will be launching the indigenously developed nuclear submarine INS Arihant for sea trials. To mark the tenth anniversary of the Operation Vijay, the Army is holding a series of events in the Kargil-Dras sector, which are being attended by the officers who took part in the war, gallantry award winners and their families and senior Army officials. "Army and Air Force personnel will be heli-dropped on the recaptured peaks, which will be lighted during the night and photo exhibition, beating retreat and felicitation of war awardees will be the highlights of the programme," Army officials said. As many as 533 jawans and officers had sacrificed their lives while re-capturing 13 hill points from Pakistani troops after they had sneaked into Indian posts and occupied the heights in 1999.

State government’s effort to make peace with the agitating Gujjars demanding reservation received a major setback as the meeting between Gujjar leader Kirori Singh Bainsla and chief minister Ashok Gehlot could not happen on Friday. Led by Leader of Opposition Vasundhara Raje, BJP MLAs on Friday submitted a memorandum to governor’s secretary in Bainsla’s absence demanding the approval of reservation Bill. Gehlot said Bainsla had been misled by BJP who forced him not to find a solution to the reservation issue. “If there is any bloodshed in the name of reservation, the leader of Opposition Vasundhara Raje and the BJP state unit chief Arun Chaturvedi would be held responsible. The BJP should either direct Bainsla to hold talks with the government or stop him to lead another agitation. A Bill on Rajasthan SC/ST/OBC, Gujjar, EBC reservation passed by Vasundhara Raje government was still pending with the governor. Both parties are playing vote bank game and no one want clear solution in reservation issue and this time if government will watch the drama, people will loose life in this clash.

Ban all wheat and rice exports - Pawar

Indian govt finally acting tough on possible drought situation after low mansson in country. As contingent measures to deal with the deficient rainfall, the Centre on Friday said it will stop all exports of non-Basmati rice and wheat, and bear half of the subsidy on diesel offered to farmers by the states. These decisions were announced by Food and Agriculture Minister Sharad Pawar in the Rajya Sabha, a day after Prime Minister Manmohan Singh and his cabinet colleagues were briefed on the monsoon situation and Kharif sowing. Pawar said, "Stock position is quite comfortable. We have sufficient stock position for 13 months in our kitty".
While Pawar was worried over runaway rise in prices of Arhar dal to Rs 95-100 a kg, he said "this will be a temporary phenomenon". A financial support for states is under consideration to help in this regard. Elaborating the measures to tide over the situation, Pawar said exports of non-Basmati rice and wheat which was allowed through diplomatic channel would be completely banned. "We are going to stop it. We will take the financial burden," he said, replying to a Calling Attention Notice. He said Uttar Pradesh, Bihar, Punjab, Haryana, Assam, Manipur and parts of some other states are likely to be affected by the deficient rainfall.

No team has achieved this high a target in the fourth innings to win a Test match. The highest successful chase so far is 418-7 by the West Indies against Australia in Antigua in 2003. The two teams went into the last session of the match with Sri Lanka needing 154 runs from a possible 38 overs to record a record-breaking win and Pakistan requiring six wickets. 4 Engineering college student died at kota

In recent accident at Kota 4 Engineering student died at Bhanwar Kunj, a spot near the Chambal river on the Kota-Rawatbhata route. Eleven students from Presidency Engineering College in Ranpur, came to Bhanwar Kunj for a picnic. The area is a favourite picnic spot because of a rain-fed rivulet which falls into the Chambal. Ignoring warning signs, six students got into the water.
Accident happen at bhanwarkunj drain on Kota-Rawatbhata road. 4 bodies are recovered in morning by district, administration officials and army divers. One of the witnesses said the students were holding hands but one of them slipped and the rest fell into the water and were swept away. Some student managed to come out of the water but the other four fall in water.

Udaipur Dy SP suspended

The Rajasthan Government has sought explanation from Udaipur Superintendent of Police and suspended a Dy SP for delay in arrest of a British woman rape case convict despite directives from the Supreme Court. Home Minister Shanti Kumar Dhariwal said today that Deputy Superintendent Brijpal Soni, who was heading the special team constituted to re-arrest the convict, had been placed under suspension. Information and Broadcasting Minister Ambika Soni has called a meeting with broadcasters’ bodies Indian Broadcasting Federation and News Broadcasters Association at noon on Thursday to discuss the issue. Soni has so far favoured self-regulation over an imposed content code, but the ministry may now tell broadcasters clearly that failure to regulate content would leave the government with no option but to bring in a content code.

WIPA and WICB have also agreed to each nominate a facilitator to assist Ramphal in his work. “The mediation team, with assistance from the Caricom secretariat, would begin work immediately,” they said in the statement.

Sterlite Energy plans 1000 MW plant in Banswara Rajasthan

We have outlined an investment of up to Rs 5,000 crore and the project will be completed in three years’ time.”

Last week, Sterlite Industries, the Indian mining flagship of Vedanta Resources, had raised about Rs 7,200 crore ($1.5 billion) in ADRs to part finance its power generation plans and other planned capital expenditure programmes. Currently, the Udaipur-based Hindustan Zinc Ltd, another Vedanta group firm, produces about 500 MW power for captive use.

American Airlines apologizes to Kalam on frisking issue

America’s Continental Airlines has apologised for frisking former president Dr A P J Abdul Kalam at the Delhi international airport three months ago. The airlines called the incident a misunderstanding/inconvenience after the government filed an FIR against it for allegedly breaching Indian aviation rules. "Our intention was never to offend Dr Kalam or the sentiments of the people of India. Continental Airlines takes great pride and is honoured to have flown a respectable leader such as Dr Kalam," said the statement. Kalam has refused to comment on the security check he was asked to undergo by Continental’s employees before taking a flight to Newark, US, on April 21.
Kalam was made to take off his shoes, hand over his belongings for scrutiny, and asked to wait before being frisked. Rajya Sabha MPs on Tuesday condemned the security check and Civil Aviation Minister Praful Patel called the incident “unpardonable”.

Right to free and compulsory education bill passed by Rajya sabha

Rajya Sabha on Monday passed the Right of Children to free and Compulsory Education Bill 2008 with minor amendments making it obligatory on the Government to ensure a system to make this a reality. The Constitutional Bill piloted by Human Resources Minister Kapil Sibal provides that ''every child from six to 14 years of age has a right to full time elementary education of satisfactory and equitable quality in a formal school that satisfies certain essential norms and standards''.
The Bill says free education will mean that no child especially from under-privileged classes pay any fees, charges or expenses which may prevent him from pursuing and completing his elementary education. The Bill also spells out duties and responsibilities of the Governments, Local Authorities, parents, schools and teachers in providing education for children ranging from six to 14 years of age.

A total eclipse occurs when the Sun is completely obscured by the Moon. The intensely bright disk of the Sun is replaced by the dark silhouette of the Moon, SPACE President C B Devgun said. During the total eclipse, totality is visible only from a narrow track on the surface of the Earth. The countries to witness the path of the Moon's umbral shadow are India and Nepal, Bangladesh, Bhutan, Myanmar and China.
In India, the shadow sweeps over the cities of Surat, Indore, Bhopal, Varanasi and Patna. Travelling across Bhutan, the eclipse will be visible in Nepal, Bangladesh, and Burma(Myanmar), before reaching China at 06:35 IST, he said. China's largest city Shanghai will experience the total solar eclipse for five minutes, he said, adding across the East China Sea, the eclipse will sweep over Japan's Ryukyu Islands and Iwo Jima. After leaving mainland Asia, the path crosses Japan's Ryukyu Islands and curves southeast through the Pacific Ocean where the maximum duration of totality will be 6 min 38 sec.

Trouble in INLD, Four leaders join congress in Haryana

INLD led by former Haryana CM Om Prakash Chautala is in new trouble when four leaders, including one MLA and two former ministers, on Saturday quit the party and joined the ruling Congress in Haryana. INLD's deputy leader in the legislative assembly Sushil Kumar Indora, ex-ministers Muni Lal Ranga and Bahadur Singh and another leader Krishan Chand Karsa joined the Congress in the presence of Chief Minister Bhupinder Singh Hooda. Welcoming them into the party fold, Hooda said all of them had joined the party unconditionally. All the four expressed their faith in the leadership of Congress president Sonia Gandhi and Hooda.
Earlier this week, senior INLD leader and former Haryana Finance Minister Sampat Singh quit the party and sources close to him said he was likely to join the Congress. Two-time MP Indora, apparently miffed over denial of party ticket for Sirsa Lok Sabha seat, also resigned from the state assembly. Indora, who was elected to the House from Ellenabad (SC) constituency, had quit and his resignation had been accepted by the Speaker, a Vidhan Sabha spokesman said.

AICTE Member arrested by CBI in Bribe case

The CBI on Thursday swooped down on top officials of AICTE and has arrested a member secretary besides registering corruption cases against its Chairman and others. While Member Secretary, All India Council for Technical Education (AICTE) K Narayan Rao was arrested by the CBI here in national capital for allegedly accepting a bribe of Rs five lakh for inspection and approval of an engineering college in Hyderabad, the agency has registered corruption cases against AICTE Chairman R A Yadav, Advisor H C Rai and Deputy Director Robinder Randhawa in a separate corruption case. He alleged that Regional officer of AICTE had demanded money for processing a case of increase in intake of seats of a Faridabad-based engineering college. The owner of the college brought the alleged illegal demand of the regional officer Sriom Dalal to the knowledge of AICTE Chairman, Advisor and Deputy Director, but no action was taken by them and Dalal allegedly continued to harass the owner for money.
In fact, it is more specific than whispers. Aravali Institute of Management is based in Jodhpur and when it didn't obtain AICTE approval (a bribe was demanded), it went public with its allegations. This was probably the first time anyone went public with an allegation and offered to tender evidence. The bribe demanded was Rs 5 lakhs. AICTE (All India Council for Technical Education), an authority to control the quality education in india. The recent case of taking bribes by some of AICTE officers vanish the whole image and faith in education system.

President's rule in Jharkhand extended for six more months

Parliament has approved extension of President's rule in Jharkhand by another six months with RS approving the measure after an assurance by the govt that assembly polls would be held there "at the earliest opportunity". Earlier Home MInister P Chidambaram had informed Lok Sabha that elections in the state should take soon. However, the Home Minister said practical difficulties in holding elections during monsoon in the state have to be taken into account. "I have to provide forces," he said.
“We will hold elections at the earliest opportunity. Whether the House is dissolved or kept in suspended animation, it is necessary to extend the President's rule", Home Minister P Chidambaram told the Upper House while replying to the discussion on the motion for extension of the Central rule. Holding the Centre responsible for political stalemate in Jharkhand, BJP and the Left parties on Friday demanded immediate dissolution of the state assembly and holding of fresh elections.

400 Luxury buses for Jaipur

There is one good news for jaipurites, Jaipur City Transport Services Limited (JCTSL) finalized work order for buying 400 luxury buses. The Rs 120-crore order is bagged by Ashok Leyland. It includes 20 air-conditioned, lowfloor and semi-low floor buses. The work order has removed uncertainty over the implementation of the project. Chief minister Ashok Gehlot in his budget speech had indicated review of the project. Though the order has been placed now, BRTS operations are expected to begin by 2010. The bus manufacturers are said to have expressed their inability to deliver these busses quickly as a large number of orders have been placed by urban development departments of nearly 50 cities.
JCTSL officials are assured of an early commencement of the bus service. “The delivery of buses will be made in batches and accordingly they will be deployed. There are issues of availability but having placed the order in due time, we are hopeful that the service will be initiated by year end,” said a JCTSL official. The Union urban development ministry had earlier instructed the respective state urban development department of various states to finalise the bus purchase orders by June 30. However, owing to under supply, the deadline has been extended till December, 2009.

This forced Speaker Deependra Singh Shekhawat to adjourn the House within a few minutes. As the uproar continued, the House was adjourned for the second time almost immediately after the proceedings began again.
The House resumed again at 1:11 pm when Raje volunteered to read out her statement on the BJP’s decision to cooperate. However, as soon as she began to read her statement, Congress MLAs raised slogans against her and demanded an apology. Raje’s statement was tabled and the house adjourned in the next couple of minutes. “The ball is in their court. The BJP has agreed to cooperate to conduct the proceedings unconditionally. We do not want anybody’s apology. Swallowing an insult, I have taken this decision,” Raje told a press conference, soon after the third adjournment. While CM Ashok gehlot said “I don’t think any member of this House did anything deliberately. At times, things do go out of hand and MLAs make statements they don’t mean to. Keeping in mind that we are not leading a good example for the future, we have to ensure such things never happen again.”

It is the most wide-ranging that I think has ever been put on the table between India and the US," said Clinton, whose five-day India visit begins on Friday with Mumbai being her first stop-over. "It (the bilateral partnership) has six pillars to it, one of which, of course, is foreign policy, strategic challenges, along with, you know, other matters like health, and education, and agriculture and the economy," she said. Clinton has a packed schedule on Saturday, which includes a meeting with Indian business leaders and visit to a centre of the Self-Employed Women's Association.

Navy free 14 Hostages from Somali pirates

Indian and French Navies together ensured the safe release of 14 Indian hostages whose dhow (wooden ship) was hijacked by pirates off the coast of Somalia. "The close coordination between the two Navies helped in freeing 14 crew members of an Indian dhow 'MV Nafeya' after it was hijacked by pirates off Boosasso near Somalia at 1100 hours on July 10 by seven pirates armed with RPGs and AK47s ," Indian Navy officers said in New Delhi. The dhow, registered in Porbandar, Gujarat and operating n UAE, was hijacked by the pirates after it had dropped cargo at a Somalian harbour and was proceeding towards Dubai.
After capturing the Indian dhow, officials said, the pirates attempted to hijack a Liberian tanker ship 'MV A Elephant' near Bab-el-Manbeb on July 13. "The attack was thwarted by a French warship belonging to the European Union Naval Force (EUNAVFOR), which was in the vicinity," officers said.

Flintoff announces Test retirement

England all-rounder Andrew Flintoff is to retire from Test cricket at the end of the Ashes series against Australia because of persistent injury problems, the England and Wales Cricket Board said on Wednesday. The 31-year-old will continue to make himself available for one-day and Twenty20 fixtures, the ECB said. "My body has told me it's time to stop. Since 2005 I've had two years when I've done nothing but rehab from one injury or another," Flintoff said. "It's been something I've been thinking about for a while and I think this last problem I've had with my knee has confirmed to me that the time is now right."
Flintoff's participation in the second Test at Lord's, which starts on Thursday, remains in doubt after he suffered his latest injury in the first Test, when he bowled 35 overs. Reliance Big Entertainment sign deal with steven Spielberg's Dreamworks

Anil Ambani's Reliance Big Entertainment and Hollywood filmmaker Steven Spielberg on Wednesday announced $825-million funding for their Los Angeles-based production house Dreamworks Studios to make six films a year for global audiences. Ambani and Spielberg, in a joint global conference call from New York, said the movies produced by Dreamworks will be distributed by Walt Disney globally, while the exclusive rights for India will be with Reliance Big Entertainment. "Clearly, the outlay of $825 million is what we are aiming at in the next three years - $325 million will be in the form of equity, $150 million will come from Disney, while the rest will come from banks and others," Ambani said.
"There is no scaling up or scaling down of investment. We will begin with $825 million and this is the largest in recent times," said the Mumbai-based industrialist, whose aides had earlier indicated an investment outlay of as much as $1.5 billion for Dreamworks. Spielberg said he was looking forward to films produced by Dreamworks as also to visit India soon to meet with filmmakers, scriptwriters and actors to see how they can all collaborate.

Govt hikes DA for PSU and Central govt employee

The government on Wednesday announced a hike in dearness allowance(DA) of CPSE executives, giving them a minimum rise of Rs 4,634 in DA a month. The revision is applicable from July 1, the Department of Public Enterprises said in an office memorandum. Central Public Sector Enterprises executives holding board level post, below board level post and non-unionised supervisors will get benefit from the decision. Employees with basic pay of up to Rs 9,500 will now get DA at the rate of 105.4 per cent subject to a minimum of Rs 12,018 per month.
Those with a basic pay of up to Rs 3,500, the DA will be 210.8 per cent subject to a minimum of Rs 4,634. Employees with basic pay between Rs 3,500 and Rs 6,500, the DA is 158.1 per cent of their pay subject to minimum of Rs 7,378. DA will be 126.5 per cent for those whose pay is between Rs 6,500 and Rs 9,500. In this category, the minimum DA is Rs 10,277.

Kambli-sachin controversy, Kambli takes U turn

Vinod Kambli Tuesday denied making any remarks against Sachin Tendulkar after a media report claimed the former cricketer had, in a reality show, accused his childhood friend of letting him down when he was going through a rough patch in his career. Kambli also said he did not say anything against the Board of Control for Cricket in India (BCCI). "I have not said anything against Sachin or BCCI. When you watch the show you will see what I have said," Kambli told reporters here. "Sachin is a very close friend and he knows that Vinod can never say such things. My family is shattered and so is his. I can understand what Sachin must have gone through if he has come to know of it. I can never say anything like this against him," Kambli said.
While in recent controversy a media report said that on a TV show that goes on air this week Kambli said that "Tendulkar did not lend a helping hand during my downward spiral." It also quoted the left-hander as reportedly saying: "I always felt discriminated against by the cricket board because of my caste and colour." 169 dead in plane crash in Iran

A Passenger aircraft crashed in northwestern Iran on Wednesday on its way to neighboring Armenia and all 168 people on board were killed as per Iranian media. "On board the plane there were 151 adults, 2 children and 15 crew members," said Caspian Airline's representative in Yerevan Arlen Davudyan told Reuters at Yerevan Airport. "15 or 16 minutes after take-off the plane fell near the Iranian city Qazvin about 150 kilometres north of Tehran," he said, adding it was a Tu-154 aircraft and that the cause of the crash was not clear and the black box had not yet been found.
The Caspian Airlines plane was carrying 153 passengers and 15 crew, Reza Jafarzadeh, a spokesman for Iran's aviation organisation, told state television. The plane was travelling from Tehran to Yerevan in Armenia. Crying relatives gathered at Yerevan airport and on one wall a notice listed people who were on board. A senior Iranian provincial official, Sirous Saberi, said the aircraft had experienced technical problems and had tried to do an emergency landing. "Unfortunately the plane caught fire in the air and it crashed," he told semi-official Fars News Agency.

ONGC will invest $729 mn in Rajasthan

ONGC (Oil and Natural Gas Corp.) Ltd will invest $730 million in a Cairn India block in Rajasthan, despite expecting negative returns, Petroleum Minister Murli Deora said Monday. In a written reply in the Rajya Sabha, Deora said that ONGC’s board has not approved investment plans of Cairn India, but it has given approval to its 30 percent share of revised Field Development Plan for block RJ-ON-90/1 in Rajasthan. While the total capital expenditure is $2.4 billion, ONGC’s share will be $729.4 million. “Under the existing set of fiscal terms and conditions, ONGC has negative net present value for its investment in the revised FDP,” Deora said.
According to the reply, the main reason for the increase in cost was due to the increase in plateau production rate from 96,000 barrels of oil per day to 125,000 bpd, change in production method, update cost estimated and increase in service tax.

Heavy rain continue in Mumbai

Heavy rains continued to lash the financial capital for the third day today. However, there was no water logging and road and rail traffic was not disrupted. But trains were running 5-10 minutes behind the schedule on Central route. Flights were also delayed by a few minutes due to poor visibility at the airport. Rainfall recorded in the last 22 hours since 8.30 am yesterday was 240.1 mm, according to the weather office here.
Fishermen have been advised not to venture into the sea for the next 24 hours as the sea is rough to very rough with southwesterly to westerly waves, the Met office said. The weather office has forecasted frequent spells of rain or thundershowers with heavy to very heavy rain in parts of the city and suburbs. Strong gusty winds are also likely.

Indra Nooyi named CEO of the year 2009

PM attended french day

India and France on Tuesday discussed cooperation in areas like atomic energy, defence and space as PM Manmohan Singh witnessed a "magnificent parade" as Chief Guest at the French National Day with President Nicolas Sarkozy. Singh, who became the first Indian leader to be the Chief Guest at the French celebrations, said this reflects the friendship and strategic partnership between the two countries and the cordial ties between their armed forces. "India is one of the greatest democracies of the world," Sarkozy said, adding India is a "major power" of the 21st century. "India's involvement is essential in all major global matters."

Govt Employee should Fly only by Air India - Government

In an effort to shore up revenue streams for Air India, the finance ministry on Monday ordered all central government employees to fly only on the state-owned flag carrier for their official travel-both domestic and international. This is one of the steps the government is taking to lend confidence to a clutch of lenders the airline plans to tap for medium-term loans. Senior finance ministry officials said a revenue stream for the airline was better than leasing planes to augment its fleet, given the weak aviation market leasing would provide little comfort to the lenders.
The order states: "For travel to stations not connected by AI, officials may travel by AI to the point closest to their eventual destination, beyond which they may utilise the services of another airline, which should also preferably be an alliance partner of the national carrier." The order reverses the permission given to government employees to use private carriers, in December 2005. The fiat will also apply to officials in autonomous bodies funded by the government of India. Of the 10.9 million domestic passengers on all carriers in the April-June period, AI has ferried 1.91 million, or 17.5%, according to data released by the government on Monday.

One more accident at DMRC Site, 6 injured

A day after six people were killed and several others injured in a girder collapse at a Delhi Metro construction site, six more workers sustained injuries on Monday when a crane toppled over under its weight. The crane was being used to lift the launcher for clearing the site on the elevated Central Secretariat-Badarpur line at Jamrudpur in South Delhi. The accident occurred after the booms of two other cranes that were working in tandem with this crane snapped.The accident took place around 11.30 a.m. when operations were under way to remove the debris of a massive launching girder that had collapsed on Sunday. “The process is extremely tricky as it is being done in a very congested area and involves dismantling of a launching girder and a completed girder,” said Delhi Metro Rail Corporation chief spokesperson Anuj Dayal. Meanwhile DMRC Chief sridharan visited the accident place.

Udaipur voted world's best city in travel poll

Udaipur, known as the Venice of the East, was voted the world's best city for travelers in 2009 in an online poll by Travel + Leisure magazine, trumping last year's winner Bangkok. The island of Bali in Indonesia topped the Galapagos to be named best island in the annual poll, in which casual and laidback destinations prevailed.
Editor-in-chief of Travel + Leisure Nancy Novogrod said this year's poll reflected changing travel interests in a challenging economy, with Udaipur, famous for its canals and palaces, a current tourist favourite for well-heeled Westerners. "Value, intimacy, service, and discovery are top priorities. As for that so-last-August-sounding word, luxury, it's all about enclaves that shelter stealth wealth," she said in a statement. Novogrod said dramatically sited outposts ranging from Jade Mountain in St. Lucia to San Ysidro Ranch in California featured highly this year.
Value ratings for a number of top-ranked cities – Udaipur, Cape Town, Bangkok, Buenos Aires, Chiang Mai, and Luang Prabang – were sky-high while other far-flung cities also made a strong showing. Delhi govt rejects Sreedharan's resignation

Delhi Government on Sunday night rejected the resignation of Delhi Metro chief E Sreedharan, who quit the post taking moral responsibility for the death of six persons in an accident on its work site. Sheila Dikshit-led government rejected Sreedharan's resignation as it viewed that his continuation was necessary for successful completion of projects related to Delhi Metro ahead of the Commonwealth Games next year. Sreedharan, who turned 77 on 12th July 2009, announced his decision at a crowded press conference in New Delhi soon after his visit to the site of the collapse.
The accident took place at around 5 am when a pillar of the bridge gave in during some construction work near Lady Sriram College in South Delhi's Lajpat Nagar. Four labourers and a 28-year-old engineer of Gammon India, the contractor of the project, were killed in the mishap, the second such incident in nine months.
