Why don’t we use the “idiot-proof” cold pothole patching mix NOW ???

Monsoons are here again. We, the highway engineers of India, have successfully brainwashed the Indian public in believing that potholes are not manmade but a natural phenomenon which does occur during every monsoon. Monsoons are in India only for about three months. What if our highway engineers are sent to Europe and US where it rains almost throughout the year? In that case potholes would occur there throughout the year. There is no question our potholes are caused by (a) wrong selection of some bituminous mixes which soak up water such as Bituminous Macadam (BM), Semi Dense Bituminous Concrete (SDBC) and premix carpet (in urban areas), and (b) poor quality construction even when dense mixes are used. Any way, we have got now potholes, potholes, and more potholes. What can we do about it now during monsoons? The following are three options:
1. Do nothing now as usual. Wait until monsoons are over by mid-September. During this time potholes will multiply in numbers, will get larger and deeper. Let the public suffer in accidents (including fatalities), wastage of diesel/petrol, automobile repair costs, user delays, etc. If there is too much public outcry and photographs of potholed roads appear in the local newspapers, go out and fill the potholes with soil or stones, which would be washed away in the next rain. Do it again. Tell the public nothing can be done because potholes are wet and hot mix plants are shut down. Unfortunately, this is the general story throughout India. The “Aam Aadmi” has told me time and again, it is done intentionally by us, the highway engineers of India, so that we can make more money when repairs are made with hot mix after monsoons, by which time the potholes are dominating our streets and highways.
2. Use some patented cold pothole mix supplied in 50-kg bags and pay an arm and a leg since it is very expensive.
3. Use a generic, “idiot-proof”, cold pothole patching mix, which can be made by any contractor in a hot mix plant in your town or city. It can be made NOW. Its price would be less than 1/3 of the patented cold mix. It is idiot proof because it does not require any preparation of pothole as is required in case of hot mix patching such as squaring the pothole by cutting its edges, tack coating, and good compaction. You can place this idiot proof patching mix in a wet pothole, hit with a hand rammer, and walk away. It will be there for more than 4-5 years. It has a storage life of more than 6 months. If there is any left over, bring it back and deposit on the stockpile. Not only during monsoons, it can also be used throughout the year effectively. The in-place cost of this idiot proof mix patching is only 5% more than the in-place cost of hot mix patching. Considering that (a) hot mix cannot be used during rainy season during which period potholes grow bigger and deeper requiring more hot mix eventually, (b) wastage of hot mix due to cooling, (c) user delay costs, (d) wear and tear of motor vehicles, and (e) excessive wastage of diesel/petrol by motor vehicles, etc., the cost of timely in-place cold patching is likely to be less than half that of the in-place hot mix patching. What else do we want?
If you are a conscientious highway engineer, who loves his/her country, I am sure you would choose option 3 above without making any lame excuses as to why it cannot be done (this is a science we have perfected in India). Two hour curfew relaxation in sarada, condition under control

With no major incident of violence reported in sarada on tuesday, the authorities decided to relax curfew for about two hours on Tuesday evening from 4:30 to 6pm while 36 people arrested. Curfew was imposed in Sarada town, some 80 km from Udaipur on Udaipur-Banswara highway, after a mob of local tribals attacked members of a minority community in a revenge' attack on Monday. Fearing more attacks, a large number people belonging to the minority community have taken refuge in Sarada police station. Reports suggest that tribals had set on fire over 22 houses in the town, prompting administration to impose curfew. Additional police personnel have been rushed from nearby districts though situation remains tense.
"We are keeping a constant watch and those taking law into their own hands will be dealt with sternly," said SP, Udaipur, Sanjeev Narjari. Tension was prevailing between Bhil-Meena tribals and minority community ever since a local gangster belonging to the minority community allegedly killed a Bhil-Meena youth on July 3. A local gangster, Shahjad Saradi, had allegedly kidnapped and killed a tribal youth Mohan Lal Meena alias Monti on July 3. Although, police arrested Shahjad from Gujarat on July 9 the tribals were not happy and wanted to take revenge. Udaipur MP Raghuveer Singh Meena had also camped in Sarada for three days demanding the arrest of the murderers of Meena youth. Raghuveer was MLA from Sarada before becoming MP from Udaipur.

Plastic bag to be banned in Rajasthan from 1st August

In a major step for environment protection, the Rajasthan government on Monday announced a complete ban on the use of plastic carry-bags all over the State from August 1. A notification declared the entire State a “plastic carry-bag-free zone.” The ban will also apply to manufacture, storage, import, sale and transport of plastic carry-bags. Violation of the order will attract prosecution under Section 15 of the Environment Protection Act, which prescribes jail for five years or a fine of up to Rs.1 lakh or both. Recurrence of the offence may lead to penalty of Rs.5,000 a day.The state plastic manufacturers' had demanded the ban be restricted to only carry bag and not all plastic products.

Honda Cars to invest Rs 250 cr in Rajasthan

Honda Siel Cars India on Tuesday said it will invest Rs 250 crore in its Tapukara plant at Rajasthan for expansion of a power train facility that would be used for its upcoming small car in India. With the new investment, the company’s overall investment in the Rajasthan plant will go up to Rs 1,170 crore by the end of the year. “The Tapukara power train facility expansion will help us to enhance our overall capacity in future and also to accrue benefits of low-cost manufacturing available in the country,” HSCI President and CEO Mr Takashi Nagai said in a statement.
In January this year, the firm had announced that its small car -- to be produced from the plant -- would be launched in India by 2011. It is expected to priced below Rs 5 lakh. HSCI said that the power train facility, currently under construction, would be completed by the end of 2010. It will be utilised to manufacture engine and transmission components such as cylinder heads and cylinder blocks. Till now, they were being imported from Indonesia and Thailand. The Tapukara plant currently produces crankshaft and connecting rods for vehicles that are assembled at its Greater Noida plant, besides export purposes, it added. Mr Nagai said that expanding the Tapukara is a step towards Honda’s aim to make India its future manufacturing base for critical components to provide for the firm’s global operations. The company plans to utilise the plant for catering to domestic demand as well as exports.

CESC ltd to setup 200 MW Solar plant in Rajasthan

CESC Ltd's vice-chairman Sanjiv Goenka said the company is moving ahead with a solar power project in Rajasthan and initially the size could be 200MW. "We have already acquired 200 acres near Bikaner in Rajasthan and so we can go ahead with the 200-MW plant, but in the next five to seven years it could be increased to 1,000 MW," he said. The solar power project will involve about Rs 1,600 crore and it would be financed in a mix of debt and equity "The project will be finalised in the next 2-3 months and we are talking with technology partners," Goenka said.
CESC yesterday had achieved the financial closure of 600 MW thermal power at Haldia, which is coming up in 298 acres at a cost of Rs 3,000 crore. CESC had tied up a capital of Rs 2,400-crore debt through banks for the Haldia plant. In 2013, CESC will add 1200 MW from Haldia (600MW and Chandrapura 600 MW), Goenka said. CESC has plans to set up power plants in Bihar, Orissa and Jharkhand. Speaking about Spencer's retail, a subsidiary of CESC, Goenka said during the year the retail chain will add two lakh square feet of space and is aiming a turnover of Rs 950 crore during the current fiscal.

Jawaharlal Nehru Stadium inaugurated by Sheila Dikshit

Jawaharlal Nehru Stadium, the main venue for the Commonwealth Games, was finally inaugurated by Sports Minister M S Gill and Delhi Chief Minister Sheila Dikshit on Tuesday. The remodelled 60,000 capacity stadium, built at a cost of Rs 960 crore, got delayed umpteen times because of the construction of an underground tunnel for the opening ceremony of the 3rd-14th October event. The stadium will host the Games' opening and closing ceremonies and athletics, weightlifting and Lawn tennis events.
Also present on the occasion were Games Organising Committee chairman Suresh Kalmadi, Sports Authority of India Director General Sayan Chatterjee and several sportspersons and senior officials of the sports Ministry. "This is an auspicious day for us. Even the monsoon is obliging us. All the stadiums now stand completed except the weightlifting one which will be inaugurated in 2-3 days time. By August 1, we will hand over all the stadiums to the Organising Committee," Gill said. "It's the first time in India that such a complex has been built. It's a job well done under pressure. The roof's design is very complex and designers made no mistakes in coming out with a flawless design. I want to say to everyone that we are ready for the Games," Gill said. Kalmadi said through the Commonwealth Games, the whole world will see the potential India has got in terms of infrastructure.

S Y Quraishi appointed new Chief Election Commissioner

S Y Quraishi, Election Commissioner, was on Tuesday appointed the new Chief Election Commissioner (CEC) in the place of Navin Chawla, who demits office on Thursday. The notification elevating 63-year-old Quraishi as head of the three-member election body was issued on Tuesday. He will have a little less than two years in the Constitutional post. Chawla, who took over in the middle of 2009 Lok Sabha polls, headed the Commission for a little more than a year. "In pursuance of Clause 2 of Art 324 of the Constitution, the President is pleased to appoint Shri Shahabuddin Yaqub Quraishi as Chief Election Commissioner with effect from 30th July, 2010," said the Law Ministry notification.
Quraishi, a thoroughbred civil servant, will conduct assembly elections in Bihar later this year and in a bunch of states like Tamil Nadu, West Bengal, Kerala and Assam next summer. "I feel deeply honoured on being entrusted with this assignment. Election Commission of India is an institution in which the nation places a great trust. It would be my utmost endeavour to prove myself worthy of this trust," Quraishi said reacting to his appointment. On the occasion, he sought the support of all stakeholders, especially the people in the discharge of his sacred duties.
A 1971-batch IAS officer, Quraishi entered the Commission in June 2006 after 35 years in the civil service in both the Centre and state levels. Prior to joining the Commission, he was Secretary in the Sports and Youth Affairs Ministry at the Centre. He had held several key positions in the government and made special contribution in the area of social sector reforms covering health, education, population, drug abuse and civil society action.

Rajasthan becomes first state to launch PMAGY

The 'Pradhan Mantri Adarsh Gram Yojana' (PMAGY) was launched in Rajasthan's Sriganganagar District on Friday. Union Minister of Social Justice and Empowerment Mukul Wasnik launched the scheme at Village 18 BB, Block Padampur here. Mukul Wasnik read out the Message sent by Prime Minister Dr. Manmohan Singh on this occasion. In his message, Dr Singh said that the scheme, which aims at the integrated development of one thousand villages where a majority of the population belongs to the scheduled castes, through a convergence and gap filling mechanism, represents a significant initiative towards the development and empowerment of deprived sections in our society. Speaking on the occasion, Wasnik called upon the functionaries of the State Government and Panchayati Raj institutions to work in a coordinated manner to realize the vision of an "Adarsh Gram" in all the 225 selected villages of the State. He commended the preparatory work done by the State Government to ensure that the PMAGY takes off successfully in Rajasthan.
"The successful implementation of the Pilot Phase of the scheme in Rajasthan would pave the way for its successful execution in all the 44,000 Scheduled Caste majority villages of the country," said Wasnik. Rajasthan Chief Minister Ashok Gehlot presided over the function that was also attended by Union Minister for Rural Development and Panchayati Raj C.P. Joshi. The pilot scheme has been taken up for implementation in five States of which four are Bihar, Rajasthan, Tamil Nadu (225 villages in each state) and Assam (100 villages).

Ajmer Municipal Corporation and 125 other civic bodies in 31 districts of Rajasthan will go to polls on August 18 next. State Election Commissioner AK Pandey told reporters here today that the election process would start with the issuance of notification on August 2. Nominations would be filed between August 2 and 6, scrutiny would be done on August 7 and withdrawals could be held by August 9, Mr Pandey said. Polling at 4142 polling stations would be held on August 18 and counting of votes would be held on August 20, he said. The election on the post of Mayor(one), Chairpersons(2) and Presidents(123) would also be held through direct ballot. Besides this, as many Deputy Mayor(10), Deputy Chairpersons(2), Deputy Presidents(123) and 3096 ward members would also be elected. Model code of conduct in view of the polls has come into force with immediate effect, Mr Pandey added.

Jaipur Metro Project approved by Rajasthan cabinet

The Rajasthan Government has approved the proposed project of metro train in Jaipur under which Rs 1,250 crore are estimated to be incurred. The state Cabinet which met here today under the Chairmanship of Chief Minister Ashok Gehlot, gave its clearance to the project paving way for its speedy implementation. The first phase would be completed by next three years on public-private partnership basis. The second phase would involve an investment of Rs 7,850 crore. The work on the first phase would begin the next month and completed by June 2013 for running metro train between Mansarovar and Chandpol.
The Cabinet also gave its consent to the proposal of setting up the state civil supply corporation. It also approved the proposal of grant of benefits of the six pay commission to Sanskrit University teachers.

Rajasthan university election on 25 August

Rajasthan government on Thursday announced the date for the students union elections in the state. According to the schedule,the elections will be held on August 25 and the results announced the same day. There will be direct voting for the representatives of students union president, vice-president, general secretary and joint secretary. According to the detailed schdule, the publication of the voters list is slated for August 16, while objection to the list will be accepted till August 17. The last date for the publication of the voters list is August 18 and the filing of the nomination forms of the candidates will be held on August 19. The withdrawal of nomination is on August 20.
The voting will take place on August 25 from 8 am to 1 pm. The polls, declaration of the results and oath-taking ceremony will be held from 2 pm on the same day. Narsee Kirad who is eyeing the president’s post said, “Since Raksha Bandhan falls on August 24, all the out-station students will go home, which will prove to be a major drawback for me.” Vimal Choudhary, another contender for the samepost said, “Though it would have been better if the government could postpone or prepone the dates by two three days, nevertheless, I have no qualms with the elections programme.”

Saina Nehwal at careers best, World no 2 in ranking

Ace Indian shuttler Saina Nehwal is just a step away from realising her goal of becoming the world's numero uno player as she jumped one place to career-best second in the latest international rankings. 'Ra' becomes new Symbol for Indian Rupees

The jury has given its verdict and the Indian rupee will have its own symbol, a mix of the Devanagri 'Ra' and Roman 'R', to become the fifth currency in the world to have a distinct identity. It will thereby retain its Indian character with an international flavor. The five-member panel on Thursday approved the new symbol, designed by IIT post-graduate D Uday Kumar. The rupee will join the elite club of US dollar, British pound-sterling, Euro and Japanese yen to have its own symbol.
The symbol will be printed or embossed on currency notes or coins, Information and Broadcasting Minister, Ambika Soni told reporters after the Cabinet meeting. Kumar's entry was chosen from among 3,000 designs competing for the currency symbol. He will get an award of Rs 2.5 lakhs. She said the government will try that the symbol is adopted within six months in the country and globally within 18 to 24 months. The symbol will feature on computer keyboards and softwares so that it can be printed and displayed in electronic and print, she said. Soni said it would also help in distinguishing the India currency from rupee or rupiah of countries like Pakistan, Nepal, Sri Lanka and Indonesia.

"Murgi Pehle ya Anda" puzzle solved

It's the age-old question that has puzzled the finest minds for thousands of years -- which came first: The chicken or the egg? Now, scientists claim to have finally discovered the answer to the conundrum -- it's the chicken which came first. A team from University of Sheffield and University of Warwick has found that a protein called ovocleidin (OC-17) is crucial in the formation of eggshells. It is produced in the pregnant hen's ovaries so the correct reply to the egg riddle must be that the chicken came first, the scientists say. However, the research does not come up with how the protein-producing chicken existed in the first place, a local daily reported. The team used a hi-tech computer, called HECToR, to look at the molecular structure of a shell.
They discovered that OC-17 acts as a catalyst, kick- starting the conversion of calcium carbonate in the chicken's body into calcite crystals. It is these that make up the hard shell that houses the yolk and its protective fluids while the chick develops. Lead scientist Dr Colin Freeman of Sheffield University said: "It had long been suspected that the egg came first but now we have the scientific proof that shows that in fact the chicken came first. "The protein had been identified before and it was linked to egg formation but by examining it closely we have been able to see how it controls the process. It's very interesting to find that different types of avian species seem to have a variation of the protein that does the same job." The scientists now hope the breakthrough could be used in industry to help develop new materials. Team member Prof John Harding said: "Nature has found innovative solutions that work for all kinds of problems in materials science and technology. We learn a lot from them." Calcite crystals are found in numerous bones and shells but chickens form them quicker than any other species, creating six grams (0.2oz) of shell every 24 hours. Once the shell has formed, the chicken expels the egg.

The party old guards former Deputy Chief Minister Hari Shankar Bhabhra, former ministers LK Chaturvedi, Bhanwar Lal Sharma, Raghubir Singh Kaushal, KK Goyal, Gulab Chand Kataria and Rajendra Singh Rathore, sitting MPs Ramdas Agrawal and Om Prakash Mathur, former MPs Bhanu Kumar Shastri have also been inducted as permanent invitees in the executive reconstituted by the party state president Arun Chaturvedi after a gap of one year.
Three General Secretaries Satish Punia, Madan Dilawar and Srichand Kriplani and 10 state wise presidents and as many state secretaries have also been nominated in the state body. Besides this, the 257 member new team also has 102 executive members and 105 special invitees. The announcement of the new committee came after the party high command's consultations with Ms Raje and Mr Chaturvedi in New Delhi yesterday. The composition of the new state body reflects the leadership's bid to bring a balance between the Raje loyalists and the group of old guards considered to be the supporter of state president Mr Chaturvedi.

Rajasthan government has planned to cash in on a "haunted" place of the state, and the occasion will be the event of Commonwealth Games, later in 2010. The Rajasthan Tourism Development Corporation (RTDC) for the first time has included the historical ruins of the 16th century town, Bhangarh, in one of its tour packages from New Delhi, specially designed for the duration of the opularly known as "Bhuton (Ghosts) Ka Bhangarh," the locals are reluctant to go into the town that is a couple of hours from Jaipur by road and was once part on the flourishing kingdom resting under the foothills of the Aravali ranges in Alwar district of the desert state. "This is first time we chose to include this worth-visiting place in our tour packages. It is a ghost city as per local mythologies and we picked it up to reasonably boost tourism in this area," Manjit Singh, Chairman and MD, RTDC, told. "We have designed several tour packages during the CWG as the event is sure to boost tourism in the state. We are expecting a good response for all the packages which have been designed keeping schedule of the event in mind," he says.
The Archaeological Survey of India (ASI) has put up signboards warning visitors to keep off the isolated place from sunset to sunrise. People visit the place during day-hours to get the glimpse of the ruined town, and RTDC wants to take its popularity to a new height. "Bhangarh is likely to remain in our tour packages after CWG also, but it all depends on response and feedback from tourists. However, we hope that it will attract tourists and the response would be positive," says Singh. "Till now, tourists used to visit the place led by folklore but with CWG the place may get a fresh lease of life with the state government introducing tour package covering this site too," says the officer.
According to one story, a tantrik cursed the city after a beautiful princess spurned him and hurled a bowl of oil containing a love potion meant for her on a wall that collapsed and buried the tantrik. The dying man put a curse on Bhangarh saying the kingdom would be wiped out overnight and would never be inhabited again, except for the temples. Today many barrack like constructions, dot the cobbled path leading up to an old fort, casting an eerie impression on the visitor. The RTDC is offering 11 tour packages from Delhi to Rajasthan during CWG with ten per cent discount from September 1 to October 10 this year.

Gehlot returns after 10 days foreign visit

Rajasthan Chief Minister Ashok Gehlot today returned to the state capital after a 10-day tour to the US and the UK. Mr Gehlot accompanied by wife Ms Sunita, son Vaibhav and Industries Minister Rajendra Pareek reached here this afternoon from New Delhi by the state plane. Tranport Minister Brijkishore Sharma, Food and Civil Supply Minister Babu Lal Nagar, Chief Secretary T Srinivasan and several others were present at the airport to receive him.
During his visit to the US, the Chief Minister, also accompanied by a high-level delegation of Ministers and Officials participated in the Rajasthan Association of North America(RANA) in New York. Sariska Tiger Reserve get two Tiger

Two tigers will be relocated from the Ranthambore National Park in Rajasthan's Sawai Madhopur district to Sariska Tiger Reserve in Alwar, an official said. "A team of experts visited Sariska recently to oversee the arrangements for relocating the tigers," the senior official of the Rajasthan forest department told IANS. He said the tigers - a male and a female - will be relocated "sometime next week". The official said it was quite likely that the tiger would be brought first and the tigress after a few days. Three tigers have already been relocated to Sariska. The first male tiger was airlifted in June 2008, which was followed by the relocation of two more female tigers. The Sariska Tiger Reserve in Alwar district, over 110 km from here, is India's most famous tiger sanctuary and is at the centre of the Project Tiger conservation programme.

ISRO launches PSLV-C15 successfully

The Polar Satellite Launch Vehicle PSLV-C15 carrying five payloads, including India's remote sensing satellite Cartosat-2B, successfully lifted off from the spaceport in Sriharikota on Monday. Besides the 694 kg Cartosat-2B, the rocket is carrying Alsat from Algeria, a nano satellite each from Canada and Switzerland and a pico (very small) satellite 'Studsat' built by seven engineering students in Andhra Pradesh and Karnataka. Cartosat-2B, which would help in urban planning and infrastructure development such as laying ring-roads and rerouting of highways, is equipped with a panchromatic camera similar to that of its two predecessors -- Cartosat-2 and 2A. The satellite is capable of imaging a swath (geographical strip of land) of 9.6 km with a resolution of 0.8 meters. It also carries a solid state recorder with a capacity of 64 giga bytes to store the images taken by its camera, which can be accessed by the ground stations.
The multiple spot scene imagery sent by Cartosat-2B camera would also be useful for village/cadastral level resource assessment and mapping, preparation of large-scale cartographic maps and preparation of micro watershed development plans. Its imagery can also be used for the preparation of detailed forest type maps, tree volume estimation, village level crop inventory, town/village settlement mapping and planning for comprehensive development. The imagery would also assist in plans for canal alignment, rural connectivity assessment, planning new rural roads and monitoring their construction, coastal landform/land use and coral/mangrove mapping and monitoring of mining activities.

The loss could be about Rs 50 crore.

M N Jayakumar gets MFIAP award by UNESCO

Karnataka Additional Principal Chief Conservator of Forests M N Jayakumar has been awarded MFIAP the highest distinction awarded by the UNESCO-affiliated International Federation of Photographic Art for a set of 20 images entitled "Spectacular Indian Birds". Jayakumar was the fourth Indian to have been awarded Fellow of the Royal Photographic Society (FRPS) and MFIAP, two of the highest distinctions awarded in the field of Photography for Nature Photography, a press release said in Bangalore on Saturday. The earlier winners are M Y Ghorpade, P N A Perumal and B Srinivasa, it added.
The twin distinction of FRPS and MFIAP for Nature Photography to an individual has come after 21 years as Srinivasa got these distinctions in 1989. Over a period of 30 years, The International Federation of Photographic Art has awarded about 150 MFIAPs of which less than 25 are for Nature Photography. Jayakumar was awarded FRPS in 2009 and he is the first Forest Officer from India to have received these distinctions.

ISRO to launch PSLV-C 15 on 12 July

Count down for the 17th flight launch of ISRO'S Polar Satellite Launch Vehicle PSLV-C 15 from Sriharikota spaceport began on Saturday. The countdown for the launch from Satish Dhawan Space Centre scheduled at 9.22 am on Monday, began at 6.52 am on Saturday, ISRO officials said. "The countdown is progressing well and the launch will be as per schedule," ISRO spokesperson S Satish told a news agency. He said preparations are in full swing and all parameters for the launch of PSLV-C-15, which would put five satellites, into the orbit, were doing well.
These satellites include remote sensing satellite Cartosat-2B from India, Alsat from Algeria, nano satellites from Canada and Switzerland and a pico (very small) satellite called Studsat built by seven engineering students in Andhra Pradesh and Karnataka. The PSLV launch was to take place on 9th May last but was postponed because of a drop in the pressure in the vehicle's second stage.

Income Tax Day - 24 July from this year

Income Tax department has decided to celebrate 24th July, as the annual Income Tax Day from this year, to mark 150 years of existence of this levy. "Since income tax was first levied as a duty in the year 1860 and the authority to levy that duty came into force on July 24 of that year, it is proposed to celebrate this day as the Income Tax Investiture Day," a finance ministry official said. On July 24, 2010, the department will hold a function in the national capital, which would be inaugurated by the Finance Minister Pranab Mukherjee. "On this day, some officers would be awarded. Besides, formal logo of income tax department will be adopted," he said.
The income tax department would also celebrate its 150th year of existence from 24th July this year to 24th July next year. During the year, the department plans to have a commemorative stamp and coins. Besides various taxpayer services, the income tax department provides e-filing of taxes, online view of tax credit, online tracking of tax refund, centralized processing centre, Aayakar Sewa Kendra, Aayakar Sampark Kendra and modernisation of tax offices. In the last fiscal, the income tax department mopped up Rs 3.80 lakh crore through direct tax collection. The income tax department is one of the largest organisations of the central government with over 58,000 personnel spread across 745 offices in 540 locations throughout the country.

Rajasthan's Industrial capital Bhiwadi to emerge as next Metro City in regional plan for the next decade year 2021 of National Capital Region(NCR). This plan is to develop Bhiwadi, Tapukara and Khushkhera complex in Alwar district for industrial development which may bring bhiwadi as Rajasthan's Noida or Gurgaon like UP and Haryana have. The Bhiwadi complex will emerge as the Noida of Rajasthan with the master plan ensuring almost similar land use as was done when developing Noida as the satellite city of the national capital. The new master plan for Bhiwadi, that was announced for 2021, also lays stress on the development of Tapukara and Khushkhera located 70 km from Delhi. The state government, while announcing the plan, has taken 99 villages spread over 250 sq km area.
"The state government is committed for a phased development of the Bhiwadi complex which would be called Bhiwadi-Tapukara Khushkhera –BTK complex. In the next two decades, Bhiwadi would be like Greater Noida with judicious use of land for industrial and other development and it would become a nerve centre under the NCR region. The master plan provides for large industrial area and connecting it with the national highway No. 8," said UDH principal secretary G S Sandhu. In all there would be 128 housing sectors with mixed land use and all the sectors will have schools, dispensaries commercial complexes, parks, stadium and community centres.

The prospect of Value Added Services becoming a huge industry with a turnover of Rs 100,000 crores annually by 2020 emerged at a VAS conference here today. According to OnMobile Chairman and CEO Mr. Arvind Rao VAS would be a “transformational force” and even by 2015 when its turnover would rise from Rs. 15,000 crores now to Rs 50,000 crores it would be a larger industry than advertising or media. Over 2.5 lakh villages would be connected to wireless broadband and 3G by 2012 enabling them to access the whole range of value added services, said Department of Telecom Secretary Sh. P. J. Thomas inaugurating the conference. The entire lot of panchayats would be connected through optical fibre and computers providing them broadand services, he revealed.
From ringback tone the next big money spinner for the telcos would be Mobile VAS, Mr. Rao said. Though VAS was providing only 10 per cent of the revenues for telcos, within this decade the situation would be reversed with value added services ringing 80 per cent of the revenues and voice revenue shrinking to 20 per cent. The trend abroad was for services like mobile music, moile video, mobile TV, smart phones, converged devices at home enabling users to switch between fixed and mobile phones, use of mobile for social networking and a host of other services on the mobile phone.
These and other projections of the vast range of innovations on mobile phones on the move were the subject of presentations by Aircel CMO Rahul Saigal and Idea Cellular Chief corporate affairs officer Rajat Mukarji. Public sector telco BSNL was even now providing 3G experience to its subscribers in 450 cities and towns, said R. K. Aggarwal, director of consumer mobility in the countrywide company. He also revealed that another 250 towns would get the benefit within the next five months.

Suzlon to setup 25.5 MW Power plant in Rajasthan

Country's leading wind turbine maker Suzlon Energy today said it has bagged an order from state-run Hindustan Petroleum Corporation Ltd (HPCL) for 25.5 MW project in Rajasthan. ''Suzlon Energy has won an order from HPCL for a 25.5 MW capacity wind power project at Jaisalmer in Rajasthan,'' the company said in a statement without disclosing the financial details of the contract. The project, which comprises of 17 units of S82-1.5 MW wind turbines, is scheduled for commissioning by the end of 2010, it said.
HPCL has entered into non-conventional energy with plans to implement a 100 MW capacity wind farm in phases. HPCL plans to register this new project under the Clean Development Mechanism (CDM).

SC direct Rajasthan govt to provide security to UK rape victim

The Supreme court on Thursday directed the Rajasthan government to provide security to a British rape victim when she visits the state in connection with her case. However, the court dismissed her plea for the transfer of the case from the Jodhpur High Court to Delhi High Court. The apex court bench of Justice Markandey Katju and Justice T.S. Thakur also said that the appeal by the accused, Parbat Singh alias Rana, before the Jodhpur High Court would be heard by a bench other than the one that granted him the bail. Parbat Singh was tried by a fast track court of Udaipur which convicted him and sentenced him to life imprisonment. On the night of Dec 23, 2007, Parbat Singh raped the victim at his Pardeshi Guest House where she was staying. The Rajasthan High Court suspended the sentence of Parbat Singh and released him on bail July 29, 2008. However, the apex court by its Jan 16, 2009 order cancelled his bail and directed the Rajasthan government to arrest him.

Indian Oil Corporation started buying crude from Rajasthan

State-owned Indian Oil Corporation has started buying crude oil from Cairn India’s Rajasthan oil fields, which have now crossed the 1,00,000 barrels per day mark in production. “We started taking Cairn crude this week,” a senior IOC official said. “We are taking small volumes initially.” Cairn’s Mangala oil fields in Barmer district of Rajasthan is producing 105,000 barrels per day (bpd) and is likely to reach peak output of 1,25,000 bpd later this month. “We were to start taking Cairn crude last month but that had to be postponed due to technical issues with our pipeline,” he said. IOC is buying 13,000 bpd, the official said.
Cairn currently sells crude oil to Reliance Industries’ Jamnagar refinery in Gujarat and neighbouring Vadinar plant of Essar Oil. Mangalore Refinery and Petrochemicals, Cairn’s first customer, has temporarily stopped taking the Mangala crude to do more studies on optimal volumes its modern refinery on the west coast can take. The official said IOC will buy 0.9 million tonne of Mangala crude annually for processing at its Panipat refinery in Haryana. Cairn transports Mangala crude through a newly built pipeline from Barmer in Rajasthan to Salaya in Gujarat. From Salaya, crude is supplied to RIL’s Jamnagar unit and Essar’s Vadinar refinery. Mangala crude is being pumped into IOC’s 1,174-km long Mundra-Panipat pipeline for transportation to Panipat. IOC has also contracted 0.6 million tonne (MT) of Mangala crude oil for processing at its Koyali refinery in Gujarat but the supplies to the unit would commence only in October or November, the official said.

Rajasthan HC notice to Govt, RBI, Sebi on ICICI Merger Issue

Rajasthan High Court today issued notices to the Reserve Bank, Bank of Rajasthan, ICICI Bank and others on a petition filed by an employees union of the Udaipur-based bank against its proposed merger with the country's largest private sector lender. "The High Court issued notices to all respondents--the Union of India, Reserve Bank, Sebi, BoR, ICICI Bank, PK Tayal and SK Tayal (BoR promoters)," said lawyer Varun Sinha, who filed the petition on behalf of the Akhil Bharatiya BoR Karamchari Sangh. The respondents have been asked to file their replies within four weeks after which the matter will be posted for hearing.
The BoR Karamchari Sangh is seeking to stay the proposed merger of the bank with the ICICI Bank, Sinha added. The petition claims that the BoR board decision on May 18, 2010 to merger with ICICI Bank was illegal as Sebi had found out that the Tayals had acquired 55.1 percent equity in the bank in violation of its regulations. Sebi in its order on March 8, 2010 had restrained the Tayals and their group entities from dealing in BoR shares. "Then the merger on the basis of the share swap ratio method is in contrary to the Sebi order," Sinha said. ICICI Bank on May 23, 2010 had agreed to take over BoR in a share-swap deal that valued the BoR at over Rs 3,000 crore. The merger would be based on ICICI giving one share for every 4.72 shares of BoR. Post-merger, the balance sheet of ICICI Bank would cross Rs 4 lakh crore. BoR has a total business of over Rs 23,000 crore, as against nearly Rs 3,84,000 crore of ICICI Bank.

Rear Admiral dies in target practice

Chief of Staff of the Southern Naval Command Rear Admiral Satyendra Singh Jamwal was killed in an accidental gunfire at the small arms firing range of the Navy's missile and gunnery school, INS Dronacharya, near here, on Wednesday. He was 51 and is survived by his wife Geeta, a daughter and a son. “The Rear Admiral, accompanied by his staff officer, was at Dronacharya to see the progress of training of the second batch of Sagar Prahari Bal that began on Monday. Today [Wednesday] was their firing practice and he also wanted to do it. He first fired an INSAS and then changed to [9 mm] pistol. When it misfired twice, he looked at it for the cause, with the muzzle pointing at him. It then went off suddenly and the bullet hit his head. He was rushed to a nearby private hospital where he was declared dead,” said Commodore M.R. Ajayakumar, Commanding Officer, INS Venduruthy, and Naval Officer in-Charge, Kerala.
A high-level naval committee would probe the incident and submit its findings in 10 days, he told journalists. The police have registered a case of unnatural death. Commodore Ajayakumar said Jamwal, an active sportsperson, was an ‘ideal' choice to be the Chief of Staff of a training command. Rear Admiral Jamwal was commissioned in the Executive Branch of the Navy as Surface Warfare Officer on July 1, 1980. He specialised in Anti-Submarine Warfare. He was an alumnus of the Lawrence School, Sanawar; the National Defence Academy; the Grechko Naval War College in the erstwhile USSR; the Defence Services Staff College, Wellington; and the Army War College in Mhow.

Indian railways to setup 10.5 MW Plant in Rajasthan

In a bid to cut down on rising power costs and carbon emissions, Indian Railways is turning to wind power. The behemoth is setting up two wind mill power plants with a target of generating 21 MW wind power by next year. “We have finalised plans for setting up two wind mill power plants in Rajasthan and Tamil Nadu at an estimated cost of Rs. 140 crores. Both the plants will generate a total of 21 MW power,” said a senior Railway Ministry official. The plants will be set up along the coastal belt of Tamil Nadu and in the desert area of Jaisalmer. Each plant would generate 10.5 MW wind power and cost about Rs. 70 crore.
India’s long coastline and vast desert expanses which are endowed with high wind power potentials are best suited for the wind energy generation projects. Besides reducing the electric consumption, the wind power will also earn us carbon credits, said the official. Railways consume 5 billion units of power a year and spend about Rs. 5,500 crore on power bills. “We would supply the power to the grid and it would be adjusted against our power billing,” said the official. Railways are expecting the plants to be operational by next year.

Lindsay Lohan gets 90 days jail

A Beverly Hills judge Tuesday sentenced Lindsay Lohan to 90 days in jail for repeatedly violating the terms of her probation, ignoring the actress' tearful pleas for one more chance. In a dramatic courtroom showdown, Los Angeles County Superior Court Judge Marsha N. Revel listened as Lohan promised to do better and defended her failure to attend weekly alcohol education classes and follow earlier orders by the judge. But Revel was having none if it, offering a list of instances in which the actress lied to the court and to authorities. Revel handed down three 30-day sentences and also ordered her to spend 90 days in a locked-down drug rehabilitation facility — a much stiffer penalty than L.A. prosecutors had sought.
"There were a number of instances of [Lohan] not taking things seriously," Revel said. "It's like someone who cheats but doesn't think it's cheating if they don't get caught." The case stems from two drunk-driving arrests in 2007. Lohan has repeatedly failed to follow the terms of her probation in the case — including earlier this year when she failed to appear for a mandatory court appearance in Beverly Hills. Photos surfaced of her partying at the Cannes International Film Festival at the time, angering the judge. Lohan maintained that she could not attend because someone had stolen her passport.
Revel said Lohan has repeatedly refused to admit her culpability, twice telling authorities that someone else was driving the vehicles involved in drunk driving accidents. The judge said Lohan lied again when a white substance was found in her pants, claiming the pants belonged to someone else. Revel said she tested positive for cocaine after the arrest, and the pants turned out to be "her favorite pants." "She lied then and lied prior to that," Revel added. Lohan surprised the courtroom by asking to address the judge directly before sentencing.

Muralitharan to retire from Test cricket after Galle match

Sri Lankan spin wizard Muttiah Muraitharan, the world's leading wicket taker and one of the finest exponents of spin bowling, Tuesday announced his retirement from International Test cricket, bringing an end to a glittering career spanning 18 years. The first Test against India in Galle, beginning 18th July, will be the last game for the 38-years-old Muralitharan, who has taken an amazing tally of 792 wickets in 132 Tests and 515 wickets in 337 ODIs. Although Murali will no longer play after the first match of the three-Test series, he has kept open the option of playing the 2011 ODI World Cup, to be co-hosted by Sri Lanka along with India and Bangladesh. MeT Department predicts heavy rain in eastern Rajasthan

The Met office has warned of heavy to very heavy rain in east Rajasthan in the next two days. According to the Met office, conditions are favourable and monsoon will reach the remaining parts of Rajasthan during the next 48 hours. Meanwhile, southwest monsoon has further advanced to most parts of east Rajasthan. Regional Met director SS Singh said heavy rains are expected in the next few days in the eastern part of the state.
The met office forecasts an overcast sky with possibility of rain on Tuesday. In Jaipur district Phulera reported 138 mm of rain till 8.30 am on Monday, while Sambhar received 100mm of rain. Narena 137 mm. On Monday, 19 mm of rain was reported in Jodhpur while Pilani and Phalodi reported 10 and 13.5 mm of rain respectively till 5.30 pm on Monday

NRI Conclave-2012 to be hosted by Jaipur

Non Resident Indians Conclave-2012 will be held in the Pink City here. Announcement to this effect was made by Union Minister for NRI Affairs Vyalar Ravi at the Non Resident Rajasthanis' meet in New York last night, an official release said here today. The dates for the Conclave will be finalised later on. Mr Ravi's announcement came in response to Rajasthan Chief Minister Ashok Gehlot's request for holding the meet in the desert state.
Mr Gehlot, who was also attending the meet in New York, in his address had requested the Union Minister to hold the NRI conclave in 2012 in Jaipur. The NRI Meet in 2010 will be held in New Delhi between January 7 and 9.

Gehlot's work admired by New York Assembly

The New York State Assembly has honoured Rajasthan Chief Minister Ashok Gehlot for voicing plight of poor and downtrodden and working for their welfare. The resolution adopted by the House and signed by Legislator David Y Vaiprin, also hailed Mr Gehlot, who is in the US for 3rd Non Resident Rajasthani meet, for leading Rajasthan Association of North America (RANA) for holding the meet, an official release said here today. Mr Thomas P Denapauli, Comptroller New York State, has also commended Mr Gehlot for his achievements attained while working on various posts, including of Chief Minister, Union Minister and Member of Parliament from Jodhpur, during past 25 years. New York State's Senator Dean G Skalaz also felicitated Mr Gehlot and presented him citation.

That this bandh is different is clear from the fact that almost all opposition parties, in all 17, including the Left, are participating in it.
Schools and colleges remained closed in Jaipur and markets were shut. Public transport, except for state roadways buses, remained off the roads, leaving commuters stranded. Flights and train services were unaffected. Bharatiya Janata Party (BJP) workers disrupted vehicular movement on some roads, causing jams at Choti Chaupar, Badi Chaupar and Sodala areas. As part of the protest, BJP activists closed shops and disrupted other services in the state. "The bandh was peaceful with minor skirmishes between protesters and police in some areas of the city," a police official said. BJP general secretary and former chief minister Vasudhara Raje and senior party leaders Ram Das Agrawal and state BJP president Arun Chaturvedi courted arrest here.

Rajasthan gets Mansoon rain, Mansoon towards northern India

Jaipur, Ajmer, Udaipur, Kota and most part of Rajasthan gets Mansoon rain today and last night. the South-West monsoon arrived in some parts of the state as Udaipur and Kota received heavy rains since last night, met officials said today. With moderate showers, Udaipur received 4.2 cm and Kota 3.2 cm of rainfall. they said. While Jhalawar recorded the maximum rainfall of 7 mm, Bharatpur received 5mm, followed by Sawaimadhopur and Mount Abu 3mm each. Jaipur and Ajmer received rainfall of 1 mm each. North-west regions of Jodhpur, Barmer, Jaislamer, Bikaner, Churu and Sikar are yet to receive the season's first rain spell. Monsoon clouds would be active in other parts of the state in the next 24 hours, a forecast said.
Delhi however reported with traces of rainfall and finally settled below 40-degree Celsius with a high humidity level. The maximum temperature reported to be 39.4 C, two units above normal, and the minimum stood at 27.7 C. Meanwhile people in Punjab and Haryana breathed relief as mercury settled within the normal levels at most places.

Maoist leader Cherukuri Rajkumar Killed, 48-hour from 7 by Maoists

The Maoists have called for a 48-hour 'All India shutdown' from July 7 to protest against the killing of Maoist leader Cherukuri Rajkumar alias Azad in Andhra Pradesh's Adilabad District. Top Maoist leader Kishenji made the announcement on Sunday, asserting that Azad was arrested from Nagpur along with another Maoist Sukdeb and taken 150 kilometers away to Adilabad, where the duo was shot dead. "Azad had been proceeding to Dandakaranya for a meeting of the CPI (Maoist) central committee when he was caught by the police," said Kishenji from an undisclosed location. Railways, milk, ambulance and fire services have, however, been exempted from the shutdown.
The Andhra Pradesh police reportedly shot dead Azad in an encounter in the Jogapur forest area early on Friday morning, while he was attempting to cross into the neighbouring Maharashtra. Azad was a member of the central committee of the outlawed Communist Party of India-Maoist (CPI-Maoist) and carried a reward of 1.2 million rupees on his head. Azad, who did his MTech in Warangal, was linked to the Maoist movement for more than 35 years and used to write articles for magazines on Maoist ideology. There are reports that Azad was assigned the task of revising the Maoist movement in India. Meanwhile, there are also reports that Azad's death could could lead to reprisal attacks in Maoist strongholds in Chhattisgarh, Orissa, Bihar, Jharkhand and West Bengal following which the security agencies have sounded a high alert across these five States.

Omar Abdullah appeal for Peace in Jammu and Kashmir

Jammu and Kashmir Chief Minister Omar Abdullah on Sunday asked all stakeholders to make an effort for political resolution of the issue while appealing to civil society to help restore peace in the state. "We have been strong votaries of dialogue both internal as well as external to help resolve issues," he said while chairing a meeting of prominent citizens, representatives of traders, house boat owners, artisans and members of the civil society Srinagar. Most parts of Kashmir valley have witnessed incidents of violence and stone pelting since 28th June by locals to protest the killing of three youths allegedly in firing by security forces. Underlining the importance of restoring the dialogue process, he said that in a democratic setup expression of views is the right of every citizen. However, he said that anger should not be expressed by throwing stones and disturbing law and order as there are other democratic methods of registering protest. "Maintenance of law and order and tranquillity is the responsibility of both the citizens and the government," he said adding both should complement each other in this task. "I appeal civil society to move hand in hand with the government and be watchdogs of his government and suggest wherever a course correction is required," he said.

PM Manmohan Singh inaugurates IGI's Terminal 3

Prime Minister Manmohan Singh, along with Congress President Sonia Gandhi and Civil Aviation Minister Praful Patel, inaugurated the Indira Gandhi International Airport's new Terminal 3 to make it world's fifth largest airport on Saturday. The new terminal building can cater up to 34 million passengers annually and has 95 immigration counters. It also promises to redefine air travel in India and boasts of in-line baggage handling system with capacity to handle 12,800 bags per hour. There are six common check-in islands with 168 check-in counters and 78 passenger boarding bridges.
With an area of 5.4 million square feet the airport has a nine-level passenger terminal building and the apron area is 6.7 million square feet. There is a 100-room transit hotel for domestic andinternational passengers, 97 automatic travelators and a retail space of over 2,15,000 square feet. With all eyes on the performance of the glitzy airport, the chairman of the GMR Group GM Rao says, "I am sweating. There are so many expectations." Passengers will be able to use the airport only from July 16 when international flights take off. Full fare domestic airlines will begin operations at the end of the month.

The victory in 67 minutes cements the Williams reign at the top of the WTA table, with her stand on the top spot now well over 100 weeks. Zvonareva was never in the one-way contest as Williams profited from a break for 5-3 in the first set prior to serving out the opener and beginning the second with a break.
Williams, claimed the 37th trophy of her career with eight aces and without facing a break point. She finished with back-to-back untouchable overheads. The American improved to 13-3 in Grand Slam finals and extended family domination at the All England Club: from the last 11 finals, a Williams has won nine, with Serena on four and Venus with five. The victory was the 199th at at Grand Slam for Williams, putting her level with her older sibling. Zvonareva was the third Russian woman to play in a Wimbledon final after Olga Morozova (1974 runner-up) and Maria Sharapova (2004 winner). She was the second lowest-ranked finalist behind Venus, who stood 31st in 2007. The losing finalist will improve her current ranking, with an estimated placing of 10th when the WTA list is issued on Monday.

Party leaders are holding meetings in every block to mobilise the workers and supporters in their respective districts for the protest. National president of BJP's minority cell Tanvir Ahmed, who was here on Friday, said that all its units across the country would participate to make the bandh successful. "Inflation affects one and all. The fuel price hike has only further added to the financial burden of the common man," he said while ad-dressing a press conference. He added that the UPA government has failed in governance, especially in controlling inflation. State president of the cell Mumtaz Bhati was present on the occasion.
