CK Mathew appointed Rajasthan's New Chief Secretary

Rajasthan Government named Senior IAS officer and additional chief secretary (finance) CK Mathew as new chief secretary of Rajasthan. He will replace Salauddin Ahmed, who is retiring on February 29. A 1977-batch IAS officer, Mathew has held several important positions in the past. He is said to be among chief minister Ashok Gehlot's favourite officers due to his efficient but low-key style of working. Mathew was the secretary to Ashok Gehlot during his first stint as chief minister in state. During the previous Gehlot government, Mathew was closely associated with the CM as a secretary in his office. He started his administrative career in 1979 as sub divisional officer (SDO) in Udaipur. Thereafter he became the Collector of Barmer and Bhilwara.
About CK Mathew: Mr. Mathew, born in July 1954 hails from Thiruvananthapuram in Kerala. He is a postgraduate in English Literature, is an author of books and a compulsive blogger. “I am a Leo, but more tabby than lion. The home and hearth is where I am most comfortable. I love to read; dabble in writing. I feel good with music playing on the stereo most of the day,” his self-introduction in his blog ‘Mathewscape' says. Hailing from a family of civil servants — his father Kochu Koshy, who is 90 now, retired as chairman of the then Kerala Electricity Board and his brother is in the Civil Service — Mr. Mathew's dabbling in writing and blogging appears to be an escape from the ennui, if not cynicism, of being a bureaucrat for long.

Indian General Budget 2012-2013 Highlights Live(16th March 2012): the government announced Tuesday that the Budget Session of Parliament will be convened on March 12, and the 2012-13 Union Budget presented on March 16. The Budget Session usually begins in the third week of February, but due to the ongoing state elections, the Cabinet Committee on Parliame-ntary Affairs headed by finance minister Pranab Mukherjee decided to convene the session on March 12 with the President’s address to a joint sitting. The Railway Budget will be presented on February 14 and the Economic Survey, outlining the government’s assessment of the economy, will be tabled on March 15. The Budget Session is usually divided into two parts, with the House going on a three-week recess after the Budget is presented, when the parliamentary standing committees deliberate on the proposals of different ministries. The second part of the session wil begin on April 24 and continue till May 22. Mr Pranab Mukherjee, reacting to the GDP growth estimate being lowered to 6.9 per cent for 2011-12, called it “disappointing”.

India's hockey team qualified for London Olympics

Indian hockey team qualified for London Olympics 2012 which is scheduled to be held later this year.India displayed an impressive hockey to beat France 8-1 in the final of the Olympics qualifier final and secured a place in the mega event in London. Sandeep Singh scored five goals in the packed Dhyan Chand stadium in New Delhi on Saturday. The failure to qualify for 2008 Beijing Olympics still fresh in mind, the Indian hockey team avoided a repeat of the debacle and gave the dying national sport a new lease of life. India, with a record eight Olympic men's titles, suffered a setback four years ago when they failed to make it to the Olympics for the first time in 80 years.
Ace drag-flicker Sandeep Singh scored five goals to almost single-handedly put India in the 2012 London Olympics. Raghunath extended India's lead to 8-1 in the 56th minute with another goal through penalty corners. India had a field day during penalty corners as they converted six out of seven into goals - five by Sandeep Singh alone. Sandeep carried his good run to the summit clash as he scored his fifth and fourth goals in quick succession (49th and 51st). Sunil scored India's fifth goal in the 43rd minute after Sandeep completed his hat-trick in the 38th minute soon after the lemon-break. Sandeep scored hat-trick through penalty corners to lead the Indian attack. India opened their goal account with Birendra Lakra's first goal of the tournament in the 17th minute.

BSNL launches TPad tablets @ Rs. 3250

State owned Bharat Sanchar Nigam Ltd(BSNL) on Friday launched three tablets which could give Aakash tablet a stiff completion. BSNL has introduced these tablets in partnership with a Noida based company Pantel Technologies. T-Pad IS701R, priced at Rs. 3250, is the cheapest of the three.  It comes with Android 2.3, with 7 inch TFT resistive touch screen with 16:9, 800×600 screen resolution. Other specifications include IMAP210 1GHz CPU, DDR@ 256 MB RAM, and 2GB internal Flash memory that can be extended to 32 GB using an external card. This tablet supports Wi-Fi but no 3G. A rudimentary camera with 0.3MP camera is there, Li-on battery 3000mAh and one USB port. The two other tablets are priced at Rs 10,999 and Rs 13,500. Both have capacitive screen, which has better touch sensitivity. These two tablets are also made by Pantel. Pantel website shows that the company has started a prebooking for all three.

Bail pleas of Maderna, Malkhan rejected

The pleas of MLAs Mahipal Maderna and Malkhan Singh Bishnoi, arrested for their alleged role in the Bhanwari Devi murder case, seeking bail to attend the Rajasthan Assembly session was today rejected by a CBI court. The court, without commenting on merits of the case, observed that the duo are accused of conspiring to abduct and murder Bhanwari Devi and to cause disappearance of evidence after the murder. "Considering the seriousness of the accusations on the applicants, the court does not deem it justified to grant interim bail to them and hence their application is rejected," Additional Chief Judicial Magistrate Jagdish Jyani said. The counsel for both the legislators said they would challenge the ACJM's order in a higher court. Maderna and Bishnoi had sought interim bails for 60 and 40 days respectively to attend the state assembly session, beginning February 27. Maderna also sought bail on the grounds of illness of his father Paras Ram, who, he said, is currently undergoing treatment at the ICU of Sawai Madho Singh Hospital in Jaipur.
The Rajasthan High Court, meanwhile, today issued notices to the CBI, the tehsildar and the district magistrate seeking their replies to the plea of Malkhan Singh' mother Amri Devi against attachment of her properties. Justice RS Chouhan, while admitting the plea of Devi, ordered the three parties to reply by March 6. In her petition, Devi had said that apart from the property under the sole possession of Indra, she did not have share in any other property of the family and the division of the property attached as her share in the ancestral property, has never been done in her name.

Three Rajasthan cops booked for 'custody death'

Three policemen in Rajasthan’s Bikaner city were Tuesday booked for the death of a Dalit youth after he was detained and allegedly tortured at a police station last week, officials said. Four people, including two policemen, had sustained injuries Monday as villagers in Bikaner’s Chhattargarh town clashed with police while protesting the alleged torture of Dalit youth Kishan Meghwal in police station. “Keeping in view the villagers’ protest, a head constable and two constables who were on duty at the time when Kishan was brought to the police station have been booked under section 302 (murder)of the Indian Penal Code. Further investigation is on,” said a police officer.
 The official said four youths belonging to a Dalit community had been found creating nuisance at a public place in drunken condition Friday night. "A police patrolling team tried to catch them, but three of them escaped. Only one of them, Noralal Meghwal, was arrested but released Saturday morning," said the officer. However, the villagers said that police had also detained Noralal's brother Kishan Meghwal. Kishan was missing since Saturday morning. Villagers alleged that Kishan was kept under illegal custody at the police station Friday night and tortured. They also claimed that Kishan was dead.

Rajasthan CM seeks views of farmers for Budget 2012-13

Pre budget consultation between the Rajasthan Government and people from different walks of life continued even as Chief Minister Ashok Gehlot, his ministerial colleagues and officials held interaction with representatives of farmers here today to share their views and expectations with the state budget. Speaking at the meeting Mr Gehlot, who also holds the Finance portfolio, said that agriculture and farmers had always been on the top priority of his government. Women demand mobile phones, not toilets: Jairam Ramesh

"Women demand mobile phones, they are not demanding toilets," lamented Rural Development Minister Jairam Ramesh on Friday in remarks that could create a controversy. "Sanitation is the much more difficult issue. Now we are talking of behavioural changes and women demand mobile phones. They are not demanding toilets. That is the mindset we have," Ramesh said after launching the Asia-Pacific Millennium Development Goals prepared by the UN Economic and Social Commission for Asia and the Pacific (ESCAP). The Minister's remarks, however, left many uncomfortable in the gathering with the the host reminding the minister about a tribal woman from Madhya Pradesh who was recently honoured after her insistence on toilet facilities at her marital home compelled the villagers to take up the issue in their area.
Underlining that sanitation was a difficult issue in the country, Ramesh said that India is a land of paradox as the country accounts for almost 60% of those relieving themselves in the open across the globe at a time when it has 700 million mobile phones. "60% of open defecation in a country which has 700 million mobile phones. ....We build toilets but the toilets are not used," the Minister said. Ramesh, who also holds the additional charge of the Ministry of Drinking Water and Sanitation, promised changes in the scenario soon. "Both funding and management in water supply and sanitation is something very much on the cards. In next couple of months we will see more and more evidence of changes in these areas," he said. Morning tea claim five life in Baran, Rajasthan

Five member of a tribal family died after taking Morning tea in Baran district of Rajasthan on Thursday. Five of them died and the other five are still unconscious, police said. Police suspect the tea was spurious, leading to the deaths. However, it is yet to be ascertained what made it poisonous. According to police, the incident took place in Koyala village in Baran district, some 300 km from Jaipur. The dead included a five-year-old girl, a police officer said. The five who survived are in serious condition..The SP said a forensic examination of the spot was conducted. "Samples of the tea and the utensils have been seized. There is no apparent reason what led to the deaths. However, it might be possible that the family members mistakenly used pesticide while preparing tea as both look identical. It is also possible that the pot in which tea was prepared was earlier used to store pesticide," she added. The officer said police are also looking into the possibility of the tea being spurious or adulterated. Meanwhile postmortam report says reason of death is Poison, but exact kind is poison will be known after FSL test. Sample has been sent for forensic check and police is investigating the case.

However Scheduled Castes, Scheduled Tribes, Other Backward Classes, Special Backward Classes as well as physically challenged and Widow or Divorcee woman candidates of Rajasthan having atleast 45% marks in aggregate in the Bachelor's/Master’s degree level examination will be eligible to apply for admission. No relaxation in the minimum percentage (not even 1 marks) as required above will be given to any candidate. Candidates who have passed Graduation through Correspondence Course from any University by taking only one University Examination or have not studied through 10+2+3 scheme or 10+1+3 (old scheme) are not eligible to appear in PTET. Gold Sukh directors arrested in Vietnam

Gold Sukh directors has been arrested in Vietnam by Vietnam police as per report. Five directors Manvendra Singh, Mahindra Nirwan and his wife Neetu Nirwan, Pramod alias Bablu and his wife Asha Sharma are the main accused more than 300 Crore fraud case. "We have received an email from Vietnam police confirming that they have detained the fugitives wanted in the Gold Sukh fraud case. A special team of police officials will leave for Vietnam in a couple of days once the paperwork for visa is completed," Karan Sharma, additional DCP south said. Officials said they have been hiding in Vietnam for sometime now. "The details on their whereabouts will be available once the local police reach Vietnam," an official said. Earlier, two directors Narendra Singh and his wife Saroj Kanwar, were arrested by the Vidhayakpuri police at Delhi airport. During questioning, Singh reportedly confessed that the fellow directors were also hiding in Bangkok, but he denied having any contact with them. World Sufi Spirit Festival 2012 from 16 Feb in Rajasthan

Rajasthan is all set to host fourth edition of the World Sufi Spirit Festival (WSSF) 2012 at Nagaur and Jodhpur. Transcending the musical boundaries, the Royal family of Jodhpur will play host to some of the leading exponents of Sufi from across the borders, with the serene Mehrangarh Fort as the backdrop for the very first time. CBI questions Congress MP Jakhar in Bhanwari devi case

Congress MP Badri Jakhar Thursday appeared before the Central Bureau of Investigation (CBI) for questioning in the case of missing Rajasthan nurse Bhanwari Devi, official sources said. Jakhar, the MP from Pali, is a prominent Jat community leader in the state. Bhanwari Devi, shown in a compromising position with then minister Mahipal Maderna in a CD, had gone missing Sep 1 last year. It is alleged that three men Shahabuddin, Sohan Lal and Baldev Jat alias Balia kidnapped Bhanwari Devi from Bilara in Jodhpur rural Sep 1, killed her and then handed her body to a gang of criminals headed by Bishnaram Bishnoi, who burnt it to ashes and dumped her remains in a canal.
According to sources close to the CBI, Maderna and legislator Malkhan Singh were hand-in-glove in the entire conspiracy to kidnap and kill the nurse as she was blackmailing both of them. The two politicians allegedly roped in Sahiram Bishnoi, who hired Sohan Lal, Balia and Shahabuddin for the task of kidnapping the nurse. Bhanwari Devi's husband Amarchand was also arrested on suspicion of his involvement in his wife's disappearance

Requisite notification for convening the session--the eighth of the present House--has been issued by Governor Shivraj Patil, an official spokesman said here this evening. Trade Unions across nation will go on strike February 28, 2012 to protest against government's apathy towards growing miseries of the common people. India leader and All India Trade Union Congress (AITUC) general secretary Gurudas Dasgupta has termed the joint strike call by the trade unions on February 28 as the biggest show of unity by the working class and the poor. All the leading trade unions, including the INTUC (Indian National Trade Union Congress), affiliated to the Congress, and the Bharatiya Mazdoor Sangh of the Bharatiya Janata Party, besides the Left unions — the CITU (Centre for Indian Trade Unions) and the All India Trade Union Congress (AITUC) — will participate in the strike. “It is not these unions alone. The Shiv Sena's trade union in Maharashtra and the Muslim League-affiliated trade union in Kerala too have extended their support to the strike call. Besides the national level organisations, hundreds of unaffiliated unions and local unions are going on strike, which could be termed the biggest in the recent times,” Mr. Dasgupta said. Mr. Dasgupta was in the Rajasthan capital on Friday along with Sanjeev Reddy, MP and president of INTUC; B.N. Roy, general secretary of BMS; and Tapan Sen, MP and general secretary of CITU, to mobilise the cadres and workers for the strike. Yuvraj Singh has cancer says his Physio

India's flamboyant batsman Yuvraj Singh has been diagnosed with lung cancer, according to some media reports. India's man of the World Cup tournament is currently undergoing chemotherapy in the United States. He has a tumor between his lung and the heart. His chemotherapy treatment started in February and will go on till March. He left for the US on 26th January. His physiotherapist Dr Jatin Chaudhary, however, assured that the ailment is curable and the batsman would be fit to resume cricket in May. His mother Shabnam Singh could not be reached for her comments. 
"It is a rare tumour and is cancerous but it has been detected in stage one itself. Doctors had to decide whether to continue medication or go for chemotherapy but since parts of the tumour are just above the artery of his heart, there was a danger that while running it could burst. But it is 100% curable," Chaudhary said. "The doctors decided that he would have to undergo chemotherapy and he travelled to the US on January 26. End of March, he would undergo a CT scan and should recover by then. After that it is just some rehabilitation in April before he is fit to be back on the field in May," he added

Apurvi Chandela wins Gold in InterShoot at Netherlands

Rajasthani girl Apurvi Chandela won the gold medal in Women's 10m Air Rifle on day two of InterShoot in Netherlands. The Jaipur girl shot a score of 396 (99,99,99,99) and followed it up with an excellent final of 104 to claim the title. Apurvi had finished 6th on day one with a score of 490.4 (389+101.4). Another promising shooter Rakesh Manpat also shot well to finish 5th in the men's event. Manpat shot 593 (98,99,100,99,99,98) in the qualification and 99.7 in the finals on day one and finished 7th on day two after shooting a
score of 690.2 (586+104.2).
In the junior women's event, Dilreen Gill finished 8th with a score of 486.5 (386+100.5) while she was 9th with a score of 388 (98,96,98,96) on day one. The InterShoot is a triple match competition spread over three days.

Sahara withdraws Team India's sponsorship, IPL Pune

Sahara India group today ends Team India's sponsorship and all ties with Board of Control for Cricket in India (BCCI); this means it has withdrawn its sponsorship of the Indian cricket team and has pulled out its Pune Warriors team from the Indian Premier League. The immediate trigger for Sahara's emotional pull-out, on the morning of the auction, is that their only marquee player in the Pune Warriors, Yuvraj Singh, is indisposed and the BCCI has turned down Sahara's request that his price be added to their purse today to allow them to replace him for season 5. A miffed Sahara has requested the BCCI to pass on the Pune Warriors team to any other interested party Immediately. 
Sahara was paying Rs 3.34 crore per Test match, one-day international and Twenty20 International under the new terms. "...after an 11-year journey as sponsors, we can say with surety that cricket has become very rich. Many rich people are there to support cricket with a strong will to do so. So, with absolute peace of mind we can exit from cricket under BCCI and are exiting with a heavy heart," Sahara India said in a statement. "It was an emotional decision for us to start this sponsorship but our emotions were never appreciated and many genuine situations were not given due consideration at all," the statement read. Sahara, which entered the cash-rich IPL bandwagon last year along with the now-disbanded Kochi Tuskers Kerala, complained that several requests put forth by it with regards to players and the number of matches were not accepted by the BCCI.

Court dismisses Swamy's plea against Chidambaram

The special CBI court in Delhi has dismissed Janta Party President Subramanian Swamy’s petition to make Union Home Minister P Chidambaram a co-accused in the 2G case.  In his order Special Judge OP Saini said that the “prayer of Swamy to make Chidambaram an accused is dismissed”. The decision is being seen as a huge relief to the Union Home Minister. The CBI judge initially postponed the delivery of judgement till afternoon. After more than an hour of suspense, the judge finally pronounced the verdict at around 1.50 pm. Swamy had moved the court seeking to make Chidambaram as co-accused in the 2G spectrum scam alleging he was as culpable as former telecom minister A Raja in determining the prices of scarce spectrum and in allowing the dilution of shares.The special judge, on 21st January, had reserved the order for Saturday on the plea of Swamy.
The Supreme Court on Thursday refused to direct CBI to investigate the alleged role of Chidambaram leaving it to the special court trying the 2G case. A bench of justices G S Singhavi and A K Ganguly, had asked the lower court not to get influenced by its decision. Meanwhile, petitioner Swamy has said that he will go in for appeal in the matter. Welcoming the special court's dismissal of petition against P Chidambaram in 2G case, Finance Minister Pranab Mukherjee on Saturday described it as a relief for the government. "It is a good judgement. It is a relief for the government. Someone was being unnecessarily prosecuted. I welcome the judgement," Mukherjee told reporters during a visit to the Indian Statistical Institute (ISI).

Raja Chaudhary arrested, Released in Jaipur

Bhojpuri Actor and Television actor Raja Chaudhary was arrested on Thursday night for creating ruckus outside Fortis hospital in Jaipur. According to an eyewitness, Raja was in an inebriated state when he was arrested by the local police. However, Raja claimed that he acted in self-defense. Apparently, this is not the first time when Raja has been arrested. In 2011, Raja committed several criminal offences. In January, he was arrested for assaulting his ex-wife and ‘Bigg Boss’ winner Shweta Tiwari. In February, a small-time actor Vivek Mishra filed a complaint against Raja for ‘intending to dishonour’ a fellow actor and wrongfully confining him in a flat. In April, Raja was again arrested in forgery and cheating case, when he allegedly obtained a SIM card using forged documents.
He was presented in the court yesterday, after which he was released on bail. "Raja was allegedly drunk and causing nuisance on the road late at night," confirmed Vidyaprakash, in-charge Jawahar Circle police station. He was arrested under Section 151 of the Indian Penal Code. The 38 year old actor was later released on bail of `5000 by the court.

Bishnoi community protest against CBI in Jodhpur

Bishnoi community in Jodhpur organize and protest against CBI for what they termed as CBI's "harassment" of the 80-year-old mother of Congress MLA Malkhan Singh in the Bhanwari Devi case. The community members also held a meeting at the district collectorate under the banner of Kissan Kesri Sangharsh Samiti. A memorandum was also submitted to the Additional District Magistrate, seeking action against the CBI officials for "repeatedly summoning" Devi and other Bishnoi family members. Some community members also smeared black ink on the hoardings of Rajasthan Chief Minister Ashok Gehlot.

Rajasthan Govt. to amend Section 90B of Land Conversion Rules

Rajasthan Government has decided to abolish section 90B of the Rajasthan Land Conversion Rules for removing anamolies in the procedure of change in land use. The state cabinet which met here under the Chairmanship of Chief Minister Ashok Gehlot, has approved the proposal of the Urban Development Department for the purpose. Some amendments have also been proposed into section 90A of the Act for incorporating some of the clauses/provisions of the dropped section, Urban Development Minister Shanti Kumar Dhariwal said. This would simplify the process of land conversion and would make it more transparent, he said adding that an Ordinance was being issued to implementing the decision.
Much hue and cry was raised over alleged misuse of abolished section during the previous BJP regime and the ruling Congress in its manifesto had promised during the last assembly elections that it would prevent misuse of the section and corruption under its cover. Besides this, the Cabinet also approved proposal of amendment in the Nursing Council Act. The Cabinet also gave its nod to proposal for construction of a mega convention centre in Sitapura, with some minor amendments.

Supreme Court cancels 122 telecom licenses in India

Supreme Court(SC) today cancels grant of 122, 2G licenses of different Pvt. Telecom operators in India. Eighty-five out of the 122 licences are outside the eligibility criteria. The TRAI must go in for a fresh issue of licences, ruled the Supreme Court. In another critical judgment, the Supreme Court referred the matter of whether the role of former Finance Minister P Chidambaram should be probed back to the trial court. This represents a breather for Chidambaram, but it does not lift the cloud over him. The Supreme Court has cancelled all 122 2G licences handed out in India. Eighty-five out of the 122 licences are outside the eligibility criteria. The TRAI must go in for a fresh issue of licences, ruled the Supreme Court.
Total 122 mobile network licences after 2008 cancelled by Supreme Court. Government will have to seek fresh recommendations.  Licenses had been issued by A Raja during his infamous tenure as Telecom Minister. Supreme Court says that whether P Chidambaram's role should be investigated by  the CBI  will be decided by Judge OP Saini who is handling the telecom scam. Judge Saini is expected to decide on Saturday whether Mr Chidambaram should be made a co-accused in the telecom scam.  The companies that are set to lose on account of the cancellation of the licences are Uninor (joint venture between Unitech and Telenor of Norway), Loop Telecom, Sistema Shyam (joint venture between Shyam and Sistema of Russia), Etisalat DB (joint venture between Swan and Etisalat of UAE), S Tel, Videocon, Tatas and Idea. Among the 122 licences issued by Raja in January 2008 on first—come first—serve basis, Uninor was alloted 22 pan India licences, Loop 21, Sistema—Shyam 21, Etisalat—DB 15, S Tel 6, Videocon 21, Idea 9 and Tatas 3.
