Sexual harassment at Workplace Bill passed by Parliament

Sexual harassment at Workplace Bill passed by Parliament today under which cases of sexual harassment at workplace, including against domestic help, will have to be disposed of by in-house committees within a period of 90 days failing which penalty of Rs 50,000 would be imposed. Repeated non-compliance of the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Bill, can lead to higher penalties and even cancellation of licence or registration to conduct business. The Bill, which has already been passed by Lok Sabha, was unanimously passed by Rajya Sabha on Tuesday, with Women and Child Development Minister Krishna Tirath promising to follow up the legislation with strict rules for its implementation. The bill brings in its ambit even domestic workers and agriculture labour, both organised and unorganised sectors.
Salient features of the Bill are as follows:
• The Bill proposes a definition of sexual harassment, which is as laid down by the Hon'ble Supreme Court in Vishaka v. State of Rajasthan (1997). Additionally it recognises the promise or threat to a woman's employment prospects or creation of hostile work environment as 'sexual harassment' at workplace and expressly seeks to prohibit such acts.
• The Bill provides protection not only to women who are employed but also to any woman who enters the workplace as a client, customer, apprentice, and daily wageworker or in ad-hoc capacity. Students, research scholars in colleges/university and patients in hospitals have also been covered. Further, the Bill seeks to cover workplaces in the unorganised sectors.
• The Bill provides for an effective complaints and redressal mechanism. Under the proposed Bill, every employer is required to constitute an Internal Complaints Committee.
• Employers who fail to comply with the provisions of the proposed Bill will be punishable with a fine which may extend to ` 50,000.
• Since there is a possibility that during the pendency of the enquiry the woman may be subject to threat and aggression, she has been given the option to seek interim relief in the form of transfer either of her own or the respondent or seek leave from work.
• The Complaint Committees are required to complete the enquiry within 90 days and a period of 60 days has been given to the employer/District Officer for implementation of the recommendations of the Committee.
• The Bill provides for safeguards in case of false or malicious complaint of sexual harassment. However, mere inability to substantiate the complaint or provide adequate proof would not make the complainant liable for punishment.

If needed, Govt to bring another loan waiver for farmers - Sachin Pilot

Corporate affairs minister & Ajmer MP Sachin Pilot on Sunday said the Centre would not hesitate to bring in another loan waiver scheme for farmers if there was a need and that the government would protect the interests of farmers and poor. Pilot was addressing a big gathering of farmers, largely Gujjars, in Gurgaon after unveiling his father Rajesh Pilot's statue along with Haryana chief minister Bhupinder Singh Hooda.  Addressing a 'Kisan Sammelan' in this satellite city on the occasion of his late father Rajesh Pilot's 68th birth anniversary, Pilot listed the "pro-farmer and pro-people" initiatives taken by the Congress-led coalition in the past eight years. "We have always stood for the welfare of farmers. We know their importance and that is why the UPA Government during its previous tenure brought the Rs 70,000-crore farm loan waiver scheme. It helped lakhs of farmers in the country who have been struggling to pay back their loans," he said.
He was speaking after Haryana Chief Minister Bhupinder Singh Hooda unveiled a statue of late Rajesh Pilot in Sector 55 on the Golf Course Road. Hooda also renamed the stretch as Rajesh Pilot Road. Rajesh Pilot, who died in a road accident in Rajasthan in 2000, had represented Dausa and Bharatpur constituencies in Parliament. Pilot also said Congress was the only party which gives importance to "youth power" and cited Rahul Gandhi's elevation as Vice-President as an instance of how the youth are rewarded in the party. Sachin Pilot said villages should be the centre of development and that the country cannot progress unless 6.5 lakh villages in the country sees development.

Indian Economy growth @ 10 year low of 5%

India's slowest growth in a decade could be worse than anticipated, as preliminary data released on Thursday showed the economy set to have grown 5 percent in fiscal year ending next month, underscoring the urgent need for reforms to boost growth. Data released by the Central Statistics Office (CSO) on Thursday showed the economy is estimated to grow by 5% in 2012-13, sharply below the 6.2% posted in the previous year and below the estimates of the finance ministry and the Reserve Bank of India which ranged from 5.5 to 5.9%. This will be the slowest pace of growth since 2002-03 when the economy grew by 4%. Provisional estimates showed the farm sector is likely to grow 1.8% in 2012-13 compared to a 3.6% expansion the previous year, while the manufacturing sector is seen expanding 1.9% compared to 2.7% growth in the year-ago period. Even after the dismal performance of the all sector of economy government is hopeful of reviving the economy by year end. Now we just want to ask a simple question  - Does Govt. have any revival plan for economy or spent next 1 year in Selling Profit Making PSUs like ONGC, NTPC, SAIL, Engineers India and other PSU (Govt. Enterprises).
