BSNL IPO and NOFA

Govt. telecom service provider Bharat Sanchar Nigam Ltd (BSNL) is planning to come with IPO on the stock exchanges, the government is working on a plan to trim the company's bloated employee size before firming up plans to list state-owned telecom service provider A proposal finalised by the company's administrative ministry, the department of telecommunications, says about two-thirds of BSNL's employees would be shifted to a newly created PSU, the National Optic Fibre Authority (Nofa).
BSNL now has over 3 lakh employees, of which around 2 lakh would be shifted to the proposed Nofa, which would have the mandate to lay optic fibre across the country and then lease that network to telecom firms for providing broadband services. "We are planning to transfer around 2 lakh employees of BSNL to the proposed National Optic Fibre Authority," . The government would set up the authority to lay over 12 lakh km of optic fibre throughout the country, spending around Rs 40,000 crore. "The mix-and-match would be perfect. BSNL needs to shed staff while the newly created PSU would need people," the official said. The biggest contributor to BSNL's miserable financial position has been the stupendous wage bill of Rs 10,000 crore.

  2. There is so much of optical cable already layed by private agencies which is not yet utilised, i think think this NOFA is just one of the ways to break employee strenght (unity) in BSNL!.

  5. BSNL is having huge OFC network that by upgrading the technology to WDMA and use the existing network instead of establishing a new PSU (on the contrary privatization of PSU)and calling new "TENDERS" for the laying and "TURN KEY" projects and foreign players etc...

  7. If the BSNL mgmt. really wants to prune the staff strength, then let it come with one VRS scheme and most of its staff will opot for it and go out.

  9. It can happen only in India. BSNL was formed on 1/10/2000 and till date it does not have its own management cadre. The Indian Telecommunication Service officers are ruling the roost. The telecommunications in the country were run as "OF ITS, BY ITS, FOR ITS" basis until 1995 when competition was introduced in the form of pricate participation in telcom field. But, these ITS officers continue to have the same mindset of monopoly days and they do not have any idea of how to run BSNL profitably. BSNL is losing market share continuously. The present state of affairs is directly attributable to the proliferation of ITS cadre and its dog in the manger policy of neither willing to get absorbed in BSNL nor allowing BSNL the freedom to manage its affairs.

  11. It is high time that BSNL should come out with a VRS scheme for all categories. If the VRS is a golden hand shake more than 50% will opt for it. Even if the VRS is a "plastic hand shake" most of the work force will opt for it. There by the management can save lot of money in the wage bill.

  13. What is the need of 2 lakh employees for the sole work of laying OFC and leasing them to operators?The source of the news is to be suspected.Or is it framed by ITS lobby to have a more safer place to go on deemed deputation?

  14. The management of BSNL is going through many thoughts of restructuring exercise. Lots of ifs,buts and discussions is happening, NOFA is just one idea and BSNL Mgmt spread its News to see the reaction of its employee about the proposal, its just not final and perhaps be rejected.

  15. actually no need of NOFA . BSNL have wide OFC network through out india including villages.So it is better to use BSNL existing OFC route for broadband services rather than unnecessary expenditure of government fund 40000 crore rupees...!. private operators can pay fixed rent to BSNL per month/year basis as per their use...I think by this way BSNL profit also will increase...

  16. This news is true... i am sure... and this proposal is under consideration, unions may oppose this, but this will be good step as most of DOT people will be under NOFA..as they are abt to retire in 2-3 yr.

  17. about 30% of the existing workforce are ladies in the age group of 45-55. If any special VRS scheme comes into effect, then almost all the ladies will opt for it and retire happily.

  18. VERY GOOD SUGGESTION. To support the above point I wish to mention that DPE brought out a Spl. VRS Scheme in 2000. Especially after the formation of BSNL no VRS scheme was anounced by DPE. If one such scheme is introduced it will get very good response amongst all the BSNL staff.

  19. BSNL cites the main reason for shifting of over 2lakh employees to NOFA has been the stupendous wage bill of Rs 10,000 crore.

    But does any one know for whom this 10000 crore has been paid. It is only for the Group A & B officer. They paid themselves with this amount without any sanctioned posts for such payment.

    I.E. A JTO was given promotion order as SDE after completing the E1, e1 to e2 promotional training however he will perform only the duties of JTO but get payment as SDE. And for promotiong him as SDE there is no sactioned post either.

    So without any sancitoned post the JTO is hown as SDE and is paid the salary of SDE.

    Will any one care for this....???

    It is the public money that they are robbing openly....

  20. 12lakh kilometers of cable laying can be done by the so called surplus 2 lakh employees under BSNL itself. BSNL can get the rental from others. What is the necessity for another PSU under DOT. Not at all a sensible move. IN THE LONG RUN NOFA WILL BENEFIT THE PRIVAGE PLAYERS, PERHAPS SOMEBODY CAN TAKEOVER IT FROM THE GOVERNMENT.
    HAD DAYANIDHI MARAN CONTINUED AS TELECOM MINISTER, I AM SURE THAT THIS KIND OF IDIOTIC IDEAS WOULD NOT HAVE EMERGED.

  21. THIS IS NOT AN IDIOTIC IDEA,In fact its one of the best solution n shld b implemented soon,within 6 months,
    BSNL will realy grow after that...
    instead of paying fake bills of old corupt staff its better to throw them out of bsnl n may b pay the usage fee to NOFA.

    2)restructuring of staff can b done and PSU policies may b implemented by proper posting in standard pay scales without any idiotic oppositn frm snea-aibsnlea associatns who r responsible fr curent situatn due to their visionless engagement in decisions for short terms benefits.
    3)all DOT n old staff who enjoy working in BHAICHARA mode with contractors cn continue to do so under the banner of NOFA.And newly recruited GEs may work in better techo-managed environment instead of the stupid culture that prevails right nw.
    4)BSNL MTNL can b merged easily,n BSNL can b listed on BSE which would b realy good fr BSNL.some staff oppose it as they want to work in chalta hai culture.12 baje aao 3 baje bhag jao.
    5)BSNL will then work purely as an operator with better manageability n control being an organizatn of around 1 lakh hard working employees rather that 2.8 lakh hardly working employees as of now
    6)transparency in all decisions may come so that TRANSFER POSTING ki DALAALI KA DHANDA band ho jae,n poor people who r in dire need,may b benefited even if they dnt hv jugaad.or without licking the shoes of corrupt ppl.

    it feels really bad to write all this,bt its all true, think abt new staff who became the target of political game played in bsnl,n r left with no future...
    hope its god who wants to help all of them,n he suceeds to do so...

  22. are bhai nofa mein bsnl recruited jayenge ya dot recruited ye to clear hua hi nahi. kahin is baat ko lekar hamare pyaare dot wale koi naya game na khele..... waise kucch batein nofa banne se pehle hi settle ho jani chahiye jaise ki wahan pe dot wale deputation par phir se to nahi a jayenge, abhi nofa banne mein bahut time lagega yaron

  24. with present infrastructure and work force BSNL can become a more profitable unit if the management and higher official got a vision to know about the mindset of present public.like marketting and coustomer care should be more coustmer friendly,offers should be given immediately to compete with private operators, delay inattending the faultsw should be minimised.

  25. Instead of forming another PSU,DOT should send all ITS on forced deputation to private telecom operators.Within six months India will witness BSNL's profits much ahead of the private operators'.Maano ya na maano THIS IS THE FACT.

  27. in bsnl there are some wings where a lot of work is there and in some wings there is no work.officers(its) are simply wasting time,money on displaying power and no creative work.there is lot of tellent in some people.such people should be found out and should be assigned creative work with some extra benefit.then there is no need of forming another psu as same work is performed(laying ofc)at present also

  29. it is rediculous despite oppsosition from many,govt opened telecom sector keeping telecom dept also to run the services under govt fold.
    when you run service sector under govt, one has to meet the same fate like Air India, govt hospitals etc---the result is loosing proposition !!! govt should have privatised entirely and sold BSNL long back,instead of doing such Gimmicks and benefitting some people and politicians !!!

    They have worked for more than 8 years in BSNL on DEPUTATION (as against govt. policy of 5 years Max. deputation.)by playing power game...

    Now they have another 8 years deputation in the new PSU as a fresh. (Future of NOFA can be predicted by status of BSNL by vertue of 'deputation'
    It is a golden opportunity for young ITS for improving their bank balance if they missed the same in BSNL/...

  32. Nofa is an another apportunity for unabsorbed ITS and DOT recruted officer for playing their commission game in laying new cable. They did the same in BSNL and when no more ofc laying work remains in BSNL then DOT is giving them an another chance for COMMISSION KHORI in the form of NOFA. Really this can happen in Indian government only!

  33. THERE IS A LOT OF CHALLENGES BSNL IS FACING TODDAY.FINANCE IS MOST IMPORTANT. THEY HAVE EVERY THING TODAY EXCEPT TRUE WILL TO WORK. THE DECISION MAKERS SEEN NO SERIOUS ABOUT SURVIVAL OF THE TELECOM MAJOR.IMPRACTICAL AND INCOMPETANT ELEMENTS ARE SPOILING THE SITUATION.

  41. i think gonernment or can say ministers and its thinks that we are the only persons in this world and other public and employee are fool but i want to told them '' ke agar employees ko gussa aa gaya to na rahenge minister or na rahenge its'' what will happen happen after forming of nofa jo loot pat kar rahe ho wo kam hai ministers or officers kewal bank balance banate hai they have no sence about management. what happen with other psu like ONGC AIRINDIA AND MANY OTHERS and what happen with BSNL '' GHOTALA" GSM line tender, WIMAX CDMA ,SPECTREM and many more . i say are ab to sarn karo besarmo

Those who are managing the show themselves are anti ITS. As other officers have taken a decision of their choice, ITS officers are also free to take their own decision. Why is it a case of heartburn to others ? Rather than blaming each other, we must come together to take BSNL/ MTNL forward. Those opposing ITS are simply pawns in the hands of some vested interest at the highest level. Be careful.
