Rajya Sabha on Monday passed the Right of Children to free and Compulsory Education Bill 2008 with minor amendments making it obligatory on the Government to ensure a system to make this a reality. The Constitutional Bill piloted by Human Resources Minister Kapil Sibal provides that ''every child from six to 14 years of age has a right to full time elementary education of satisfactory and equitable quality in a formal school that satisfies certain essential norms and standards''.
The Bill says free education will mean that no child especially from under-privileged classes pay any fees, charges or expenses which may prevent him from pursuing and completing his elementary education. The Bill also spells out duties and responsibilities of the Governments, Local Authorities, parents, schools and teachers in providing education for children ranging from six to 14 years of age.
